HOW TO UPGRADE TO BLUE MEMBERSHIP (Php3,000)

To upgrade your membership to Blue, please follow these steps:

1. Log-in at www.philgeps.gov.ph using your User ID and Password


2. Click UPGRADE link opposite the REGISTRATION category
3. Choose BLUE MEMBERSHIP (bottom part)
4. Choose PAY MANUAL then follow these steps:
a. Print the PAY MANUAL page to serve as reference upon paying at Landbank, then click
CLOSE to save
b. Fill up the OnColl deposit slip and put the reference numbers generated in the system
c. Once paid, login to the system and click the number link adjacent to Pending Payment
category
d. Encode the details on the "Oncoll" Payment Type (i.e. Date of Payment, Name of
Depositor, Transaction Sequence Number)
e. Click SUBMIT
f. A Payment Acknowledgement is displayed indicating that the upgrade is successful.
5. After verification and approval of your membership upgrade, you may print your
certificate online. To print your certificate, please follow these steps:
a. Log-in at www.philgeps.gov.ph using your User ID and password
b. Go to MY ORGANIZATION tab
c. Click VIEW CERTIFICATE link (at the upper center of the screen)
d. Pop-up window will appear, your Membership Certificate will be displayed
e. Click PRINT button (upper corner of the screen)

NOTE: For faster processing of your payment, please send us a copy of your deposit slip via
this email

HOW TO UPGRADE TO PLATINUM MEMBERSHIP (Php5,000)


To upgrade your membership to Platinum, you must have the scanned copy of the following
eligibility documents:

• AUTHORIZED REPRESENTATIVE
 Special Power of Attorney/ Secretary’s Certificate/Declaration of Ownership
 Government Issued ID

• UPDATED ELIGIBILITY DOCUMENTS


 Business Registration Certificate (DTI, SEC, CDA)
 Mayor’s Permit
 Audited Financial Statement
 Annual Income Tax Return
 Tax Clearance

To proceed with the upgrading of your membership, please follow these steps:

1. Log-in at www.philgeps.gov.ph using your User ID and Password


2. Click UPGRADE link opposite the REGISTRATION category
3. Choose PLATINUM MEMBERSHIP
4. Assign your company’s Authorized Representative by clicking ASSIGN button and upload
your Special Power of Attorney/Secretary’s Certificate/Declaration of Ownership by clicking
ATTACH link
5. Upload all the required Eligibility Documents by clicking UPLOAD button
6. After all eligibility documents have been COMPLETED, click NEXT, acknowledgement page
will appear. Wait for the approval of PhilGEPS Admin
7. Once approved, you may proceed with the required payment for Platinum Membership
8. Log-in again to our website, on the Pending Tasks, click the “Platinum Membership: For
Payment” status adjacent to Registration.
9. Choose PAY MANUAL then follow these steps:
a. Print the PAY MANUAL page to serve as reference upon paying at Landbank, then click
CLOSE to save
b. Fill up the OnColl deposit slip and put the reference numbers generated in the system
c. Once paid, login to the system and click the number link adjacent to PENDING PAYMENT
category
d. Encode the details on the "Oncoll" Payment Type (i.e. Date of Payment, Name of
Depositor, Transaction Sequence Number-Branch)
e. Click SUBMIT
f. A Payment Acknowledgement is displayed indicating that the payment will be validated by
PhilGEPS Admin.
g. An email notifying that your application to Platinum Membership is successful will be
emailed to your registered email address.
10. You may print your certificate online. To print your certificate, please follow these steps:
a. Log-in at www.philgeps.gov.ph using your User ID and password
b. Go to MY ORGANIZATION tab
c. Click VIEW CERTIFICATE link (at the upper center of the screen)
d. Pop-up window will appear, your Membership Certificate will be displayed
e. Click PRINT button (upper corner of the screen)

PRINTING CERTIFICATE
To print your certificate online, please follow these steps:
1. Log-in at www.philgeps.gov.ph using your User ID and password
2. Go to MY ORGANIZATION tab
3. Click VIEW CERTIFICATE link (at the upper center of the screen)
4. Pop-up window will appear, your Membership Certificate will be displayed
5. Click PRINT button (upper corner of the screen)

NOTE: Please use Mozilla Firefox version 19 or 20 when viewing and printing your certificate

To be able to retrieve your existing account, we may reset your password. For reset
password, please indicate the following information for verification purposes (the one that is
registered in our website):

Registered contact name:
Birthday:
Mother’s full maiden name:
Username:
E-mail address (where we will be sending the temporary password):

CONTACT PERSON NO LONGER CONNECTED WITH THE COMPANY


Please send us a formal letter, addressed to PhilGEPS Supplier Group, indicating your
concern about cancellation of previous contact person, then provide a new contact person.

Kindly indicate your new contact person’s full name, designation, contact number, birthday,
mother’s full maiden name and email address.

An email confirmation will be sent to your contact person’s registered email address within
24 hours. Thank you.

DOWNLOAD BIDDING DOCUMENTS/VIEW INVITATION TO BID


To view Notice Abstract, please follow these steps:

1. Log-in at www.philgeps.gov.ph using your User ID and password


2. Go to OPPORTUNITIES tab
3. Click SEARCH link
4. Search for the specific title or reference number of the procuring item
5. Click the title of the procuring item (link)
6. Notice Abstract (Invitation to Bid) will be displayed

To download bidding documents, please follow these steps:

1. On the Notice Abstract, click the ORDER link adjacent to ASSOCIATED COMPONENTS
2. Click CONTINUE
NOTE: There may be a warning message that will be displayed when (1) there are 5 days or
less left for the opportunity to be closed, or (2) other user from your organization already
ordered the same item you are ordering. If you want to continue, click CONTINUE ORDER
3. Order Confirmation page will be displayed, click SUBMIT
4. Order Summary will be displayed, you may now download bidding documents by clicking
VIEW link under ITEM column
5. After downloading, click DONE
6. You will be redirected to the Notice Abstract page, click the number link adjacent to
DOCUMENT REQUEST LIST to be able to confirm if you have been included in the list of
suppliers who have ordered the bidding documents for this item
