1. CITIZENS' TIME
The Planning Commission provides this time for citizens wishing to share their ideas and concerns
with the Commission. This does not include comments on public hearing items as there will be
opportunity when we reach those agenda items. Citizens wishing to address the Planning
Commission should provide their name and residential address. Citizens' comments are limited to
three minutes unless a large number of citizens wish to speak; in which case, the time limit must be
reduced to accommodate all who wish to address the Planning Commission.
2. ANNOUNCEMENTS
This is a public hearing to allow the Commission to gather information from interested citizens on the
agenda items. Citizens may speak in reference to each item on the agenda for a time usually limited
to three (3) minutes. Commissioners and staff may ask questions of anyone attending the hearing.
Speakers are asked not to direct questions or comments to each other. Speakers are not allowed
additional time for rebuttal. This is a hearing, not a debate. Questions may be directed to
Commissioners and staff informally after adjournment or during office hours to the Community
Development staff.
3. A Zoning Ordinance Text Amendment to Article 4 Part 6 Related to Veterinary Clinics and
Accessory Kennels in the Planned Commercial Industrial Development (PCID) District - This
text amendment proposes to add veterinary clinics as a principal permitted use and allow minor
kennels as a secondary permitted use with a Special Permit when accessory to a veterinary clinic in
the Planned Commercial Industrial Development (PCID) District. (R. Holder Trumbo, Jr., Scott District

4. Special Exception SPEX-19-010598 - Copper Fox Lane Property - An Application for a Category
20 Special Exception to Allow a Private Individual Sewage Treatment System Which
Discharges into a Drainage Way (PIN 6980-97-5249-000, Cedar Run District) - The request is to
allow a private individual sewage treatment system which discharges into a drainageway
for an existing single-family residence and accessory garage apartment with failing septic
systems. The proposed system will discharge treated effluent into a ditch on the property which will
flow into an existing natural swale and eventually into Craig Run. The Applicant contends there is no
other possible solution for the failing septic system on this property. The property is located at 10238
Copper Fox Lane, Midland. (Jeremy M. & Carolyn K. Hodge (Owners)/Dominion Soil Science, Inc.

5. Special Exception SPEX-19-010607 - Great Marsh Estate - An Application for a Category 9
Special Exception to Host Class C Events and a Category 3 Special Permit to Operate a Tourist
Home (PIN 6990-50-4480-000, Lee District) - The Applicant is requesting a Category 9 Special
Exception to host a maximum of 55 Class C events with a maximum of 200 attendees and a Category
13 Special Permit to operate a Tourist Home. Great Marsh Place, LLC plans to host weddings,
receptions, corporate events and other similar events. The property is located at 6105 Great Marsh
Place, Bealeton. (Great Marsh Place, LLC, Owner/Applicant, Sponsor; Kara Krantz, Planner I, Staff)
