1.0 Introduction

This document covers the general requirements of the installation work to be carried out
Gibraltar based projects, it is not project specific and is to be used a general requirement
specification..
The details contained within this specification are to be used in the detailed design
development phase of the contract and for the electrical construction work.

2.0 Definitions

For the purpose of this specification the following definitions shall apply.
The “engineer” shall mean the Clients representative.
The “contractor” shall mean the particular contractor associated with the design, installation
and commissioning of the electrical services.
The “Contract Administrator” shall mean the Project Manager.

2.1 Commissioning

The advancement of an installation from the stage of physical completion to full working order to
specified requirements. Commissioning includes the setting to work and regulations of any
installation.
a) Setting to work: The process of setting a physically completed system into a fully operational
state.
b) Regulation: The process of adjusting the output of apparatus or plant in distribution systems
within specified tolerances.

2.2 Performance Testing:

Tests to be performed to evaluate the performance of equipment and the electrical installation
prior to acceptance of the installation.

2.3 Approved:

Shall mean approval in writing (and words derived therefrom) by the Construction Manager. All
systems or equipment designs shall have operated successfully for not less than two years under
conditions generally similar to those required by this Contract. Facilities shall be given at the
tender stage, if required by the Contract Administrator to enable him to evaluate the features and
performance of equipment offered in the tender. The approval of a design or piece of equipment
shall be without prejudice to the site tests required after installation.

2.4 Size:

When related to cables, conduit, cable tray, cable trunking, means nominal size in accordance
with the recognised methods of sizing these components.
The words "complete installation" shall mean not only the major items of plant and equipment
conveyed by this specification, but all the incidental sundry components necessary for the
complete execution of the works and for the proper operation of the installation, with their
labour charges, whether or not these sundry components are mentioned in detail in the tender
documents issued in connection with the Contract.

3.0 Regulations

The contractor shall be responsible for obtaining approvals from the engineer and the various
statutory authorities in Gibraltar

The design, specified fittings and construction shall comply with the following regulations.

a) The Requirements for Electrical Installations as defined in BS7671: 2008 and


amendments.
b) The regulations and requirements of the supply authority.
c) The factories act.
d) The latest relevant British Standards specifications.
e) The latest relevant British Code of Practice.
f) The building standards regulations with all its amendments.
g) The health and safety at works act and all its amendments.
h) The regulations and requirements of the local fire authority.
i) EMC Directives and B.S. 800 (interference suppression).
j) Regulations under the Electricity Acts.
k) The Current Building Regulations.
l) CIBSE Guides to Current Guidance
m) Energy Conservation Act.
n) Environmental Health Officer Requirements
o) Building Control Officer Requirements
p) Electricity at Work Act.

The works shall be based on the regulations current on the date for return of tenders. If these
regulations are amended or new regulations enacted after the date the Engineer shall be
immediately informed.

4.0 Scope of work

The following are the systems to be installed within the development. The contractor shall
indicate whether all systems are covered and if any additional sections of work have been
included to complete the installation.
This contract covers the detailed design, manufacture, works test, supply, delivery to site, off
loading, erection, connecting up, testing, regulation, setting to work, commissioning and
handing over of the complete electrical installation briefly comprising of the following.

a) Main electrical power


b) Lighting
c) Earthing
d) Lightning protection
e) Small power distribution
f) Satellite and terrestrial TV system
g) Telephone and internet networks
h) Fire alarm and detection system
i) Instrumentation systems
j) Door entry system
k) Mechanical plant.
l) Door bell system
m) Road and external lighting
n) Lift installation

o) Traffic light system

4.1 Site works

a) Assessment of the projected electrical maximum demand, verification that it may be


supported by the proposed main supply, any necessary supply/infrastructure
upgrading required to support the project. The Contractor must allow for all costs
associated with the mains supply, including all costs associated with the supply authority
works and organisation of the authority. The contractor shall allow for all the costs
incurred by the power company to provide electric power to the buildings and is to
provide the following for the power company.

b) Excavation of cable trenches within the complex, laying of cable ducts, backfilling
and re-instatement. Provision of cable trunking support system to carry the service
cable to the meter rooms.
c) Construction of electrical rooms, including galvanised steel doors with the local
power company approved door lock, vents, cable trenches and plinth with
corresponding steel plate covers. The electrical room floor must be of a smooth level
concrete finish treated with bonding agent and painted with two coats of appropriate
floor paint. The walls to be plastered and finished with two coats of white emulsion
paint.
d) Construction of the meter rooms including quality aluminum door with approved
power company door lock. The walls must be plastered and finished with two coats of
white emulsion paint.
e) Construction of manholes, if required, and cable entry points into the building and
electrical meter rooms.
f) Generally the supply of all labour and materials associated with the builder’s works.

g) Stripping out all electrical systems, wiring, containment and equipment made
redundant as part of any demolition works
h) The installation of containment systems for the development for all services systems
i) The installation of external lighting installation to the requirements of CIBSE and the
Architect.
j) The installation of a complete emergency lighting system including illuminated exit
signage to the requirements of BS5266 and European Directives.
k) The installation of an automatic fire detection system throughout the project area as
required by BS5839 and specified in the design specification. The new system shall be
connected to the local fire authority control centre for alarm purposes.
l) The installation of burglar alarm systems.
m) The installation of a complete earthing and equipotential earth bonding system.
n) The installation of lightning protection systems
o) Liaison with the Local Authorities to gain their respective approvals to all aspects of the
installation.

5.0 Electrical Equipment and material requirements

5.1 Equipment and Workmanship Requirements

All equipment and materials to be supplied for this contract are to be new and of the highest
quality and shall conform to British Standards. All workmanship shall be of the highest
standard and shall comply with British Standard Specifications. The tradesmen employed on
the work shall have received good training and be qualified in the electrical trade. Where in
the opinion of the engineer any workman is unqualified the contractor shall replace him .

5.2 Switchboard

All switchboards are to comply with the requirements as listed below. The switchboards are
to be fitted with MCCB to IEC 60947-2 and suitably rated for the fault levels as per the fault
level study. All incoming and outgoing MCCB are to be fitted with padlocking facilities as
standard. All LV switchboards shall be:

a) Cubicle pattern, totally enclosed, neatly and symmetrically arranged for front and rear
access. Complete with plinth, bottom entry and top and bottom exit, complete with back
cable cover.
b) Manufactured to B.S. 5486 Part 1 1990, {EN 60493-13} Form 4 Type 5. The board shall
be arranged to provide metallically segregated bus bar chambers, metallically enclosed
functional units and cable chambers suitable for direct termination into the functional
units.
c) Manufactured from sheet steel, rust-proofed (Zintec) or electro coated rust inhibited, not
less than 5.0 mm U (14" swg) thick, adequately braced to the satisfaction of the Services
Engineer.
d) Given one coat of rust inhibiting paint and one coat of undercoat where unpainted before
construction. The switchboards shall be finished stove enamel BS.4800 in standard
colours.
e) Free from rust patches before erection and all marks must be resprayed after erection and
connection.
f) Drawings of the panel shall be submitted to the Services Engineer for approval before
manufacture is commenced.
g) Fitted internally with cable boxes, glanding plates or special connections for incoming
cables. External cable boxes shall be permissible only where air circuit breakers are
double tiered.
h) Vermin plates shall be fitted at the underside of switchboards.
i) Complete with supports for all cables, which run internally. Separated cable channels
shall be provided within switchboards to enclose wiring to distribution boards.
j) ASTA fault rated as follows:
The bus bars and connections shall be able to withstand the rated fault current at any
position and as far as the protective device. The design shall be such that a fault on any
functional unit can be restricted to that unit leaving the remainder of the switchboard
operational and accessible. ASTA certification for the proposed manufacturers copper
work shall be provided along with the tender return.

Main Switchboard 50 KA for 1 second as a minimum.


Sub-Switchboards 25 KA for 1 second as a minimum or higher if required
by the fault level study
k) Linked between sections by fully rated copper earth bars for all conductors.

l) Suitable for rated operation in ambient temperatures as follows:
Main Switchboard 35oC
Sub-Switchboard 35oC
m) Labelled in accordance with B.S. 5475.
n) Complete with full length earth bar sized to suit the fault rating of the board.
o) All doors and removable covers to be fully gasketed, gaskets to be secured to the
Engineers satisfaction.
p) Fitted with steel gland plates for all outgoing cables as detailed on the contract drawings.
q) Fitted with brass or stainless steel gland plates for all single core incoming supply cables,
as detailed on the contract drawings.
r) Have minimum international protection code of 42.
s) Be manufactured in factory built cubicle section assemblies suitable for installation into
the building.
t) Fitted with fire separators between individual sections of the boards, capable of
withstanding a ½ hour fire.
u) Be suitable for extension to the left of the board.
v) Manufactured with LSF wiring throughout, with a minimum cross sectional area of
1mm².
w) Control, monitoring and metering wiring shall be provided with independent metallic
cableways separate from power feed in or out cabling.
x) Air Circuit Breakers
Air circuit breakers as to comply with BS.4752 Part 1 1977 {IEC 157-1}, {IEC 157-2}
Category P2 withdrawal type, and designed to IEC 947-5.
All ACB units shall be 3 pole with bolted neutral and shall incorporate
Draw out isolation with automatic shutters for both bus bars and feeders. These to be
padlockable in the closed position and colour coded red and yellow respectively. Trolley
for removal of ACB to be supplied with the main switchboard.
Maintained full isolation from all live parts upon removal of breaker from
cassette/housing.
A provision for earthing from the incoming cables either via the ACB or with a simply
operated purpose made earth truck. Truck to be provided.
Padlocking facilities to (a) prevent breaker closure (b) maintain isolation.
2 number NO and 2 number NC auxiliary contacts wired via a plug bridge to a
conveniently positioned terminal blocks.
Provided with overcurrent and earth fault protection relays.
y) Contractors:
Contractors shall comply with BS.5424 Part 1 EN 60947-4-1, {IEC 158-1}, rated in
accordance with ‘Uninterrupted Duty’ and ‘Utilisation Category AC 1’. Contractor coils
DC or rectified AC wound for 240 volts, complete with fuse link. In addition all
contractors shall have a purely manual facility for override at the contractor without
energising the contractor coils.
z) Voltage suppression units
All switchboards are to be fitted with voltage suppression protection units which are
to be coordinated with the other units to be installed within the panel and distribution
boards to give a cascaded protection of the overall electrical system.

5.3 Panel boards

All panel boards are to be comply with the requirements of IEC 60439-1 form 2 type 2
construction as a minimum with a protection rating of IP 3X.
The panel boards are to be fitted with MCCB to IEC 60947-2 and suitably rated for the fault
levels as per the fault level study.
All incoming and outgoing MCCB are to be fitted with padlocking facilities as standard.

All panel boards are to be fitted with voltage suppression protection units which are to be
coordinated with the other units to be installed within the switchboards and distribution
boards to give a cascaded protection of the overall electrical system.

5.4 Distribution boards/ Consumer units

All distribution boards and consumer units shall be:


a) Metal construction for semi flush mounting use, as specified.
b) Manufactured to comply with BS.5486, Part 12, and have a 500 volt rating.
c) SP&N, DP, TP or TP&N, as required.
d) Of type and ratings as indicated on the contract drawings and the fault level calculations.
e) Fitted with earth and neutral bars having a separate terminal for each outgoing way.
f) Fitted with MCB's to BSEN 60898.
g) Firmly secured to the building fabric by means of rawl bolts or other approved method,
or to metal framework by means of nuts and bolts.
h) Fitted with spare ways to provide expansion capabilities as detailed in the schedule of
requirements. Spare ways shall be fitted with appropriate size MCB’s.
i) All distribution boards and consumer units shall be supplied with lockable main
access doors.
j) Fitted at a height of not more than 1500 mm to the bottom of the unit.
k) Fitted with A4 size typewritten circuit charts mounted inside and protected by
transparent double film. Charts shall provide full details of outlets, controlled, circuit
number, fuse and cable size and type.
l) Fitted with identifying labels, as specified.
m) All cables including neutral and earth conduction shall have push fit identification
sleeves fitted declaring the phase and circuit number being served.
n) Fitted with identification labels on both the internal and external pans adjacent to each
MCB unit displaying circuit way number. The circuit identification legends shall be
submitted for approval prior to manufacture, the Engineer shall if required, instruct on an
alternative should the contractor propose an inferior identification method e.g. while
lettering on yellow block.
o) RCD units shall be fitted as indicated on the distribution schedule. The RCD shall be
rated at 30mA for personnel protection.
p) All distribution boards are to be fitted with voltage suppression protection units (as
required) as part of the coordinated system to be installed within the switchboards and
panel boards to give a cascaded protection of the overall electrical system.

5.5 Labels:

Labels fitted to switchboards, distribution boards and separate items of switchgear shall be:
a) Of Ivorine, perspex or laminate, reverse engraved, coloured Black or as specified, with
lettering approved by the Services Engineer and secured by round-head brass screws or
instrument screws.

Labels on main switchboards shall indicate:


a) Reference number of the switch.
b) The specified current rating of the fuse used.
c) The part of the distribution controlled.
d) The current rating of the switch.

Labels on switchgear and distribution boards shall indicate:


a) The reference number.
b) The services, e.g. lighting, sockets, small power, etc.

c) Reference number of controlling fuse switch.
d) Current rating of controlling fuse switch.
e) Size and type of supply cable.

The lettering of all labels shall not be less than 5 mm (3/16").

The schedule and details of the labels shall be submitted to the Services Engineer for approval,
by the Contractor to suit the Programme of Works..

5.6 Lighting Installation

The general lighting installation shall be as indicated on the Electrical layout drawings, which
indicate the number, location and specification of luminaries to be installed.

5.7 Road and External Lighting

The external lighting system shall be as indicated on the drawings.


The luminaries selected shall use high efficiency lamps controlled by photocell with time clock
override and shall operate from dusk till dawn.
The contractor shall install the road lighting system and all necessary cable ductwork associated
with the installation.
All luminaries types chosen shall be complimentary to the building style and approved by the
Architect prior to ordering, they shall also be resistant to vandalism.

5.8 Emergency Lighting

The emergency lighting installation within the building shall comply with BS5266, BSEN60439,
BSEN60947, CENCELEC 6218 and CEN 169, WG3. The emergency luminaries shall be
aesthetically agreed with the Architect. In general the emergency lighting installation shall take
the form of converted general illumination fittings. As detailed in the British Standard internally
illuminated exit signage shall be provided and illuminated as required to satisfy the BS, European
Directives and any local Fire Authority requirements.

Local testing shall be provided utilising key switches to test the emergency lighting installation.

The emergency lighting installation shall be wired in low smoke and fume cabling in a network
of cable trunking and conduit.

5.9 Small Power

Generally all outlets shall be flush wall mounted and shall comply with BS 1363.

5.10 Fire Alarm and Detection System.

A fire alarm and detection system complying with BS 5839: part 1 is to be provided to cover
the buildings. The design is to be coordinated with the local health and safety officer, the fire
authority and the client.

System configuration.

The fire alarm and detection system is to be based on an analogue system complying with BS
5839.

The fire detection system shall be to BS5839 part 1 and the tender drawings.
The fire panel shall be connected to the local fire authority via a dedicated telephone connection
for fire alarm condition.

System design

Typical Apartments

Each apartment is to be fitted with standalone smoke and heat detector as indicated on the layout
drawings. The units shall be 240V powered and be fitted with a battery backup system for main
failure. The units shall incorporate an alarm unit for sounding when a fire is detected and
indication of low battery voltage/mains failure. All detectors are to be connected together so that
a general alarm is sounded within the apartment when a single detector is in alarm.
An additional alarm indicator is to be place outside the door of the apartment for fire use
connected to the internal detectors.

5.11 Earthing

The Electrical Contractor will be required to provide a full earthing system within the
development in compliance with the requirements of BS7671.

(a) At all main switchgear positions an earth conductor consisting of copper strip having a
minimum cross sectional area of 75 mm2 shall be provided and all equipment including the
metal sheath and armouring of cables, the metal case of switches, distribution fuseboards
and metal frames shall be bonded directly to it.

(b) All strips shall be of soft high conductivity copper, untinned except where otherwise
specified and where fixed externally, run in the ground, through walls, floors etc., and liable
to corrosion resisting tape or coated with corrosion resisting sheath. Where run in the ground
they shall be laid in sand and protected with tiles.

(c) Earthing of sub-main distribution equipment shall be made by means of connections to the
sub-main cable where these are lead covered and armoured, M.I.M.S. or conduit, the
installation to be carried out in accordance with relevant clauses of this specification. On
test, the earth continuity resistance shall not exceed the value specified in the I.E.E.
Regulations.

(d) The earth resistance shall be tested in the manner described in the I.E.E. Regulations by the
Electrical
Engineering specialist in the presence of the Engineer and the Electrical Engineering
specialist shall be responsible for the supply of all test equipment.

(e) Where copper strip is fixed to the building structure it shall be by means of purpose made
brass or bronze saddles.

(f) Fixings shall be made using purpose made plugs and clamps.

(g) Where the strip is run in the ground or fixed externally and is liable to corrosion, it shall be
wrapped with corrosion resistant tape, alternatively P.V.C. sheathed strip should be used.

(h) Where holes are drilled in the earth, tape shall be brass of the high tensile grade or where
liable to corrosion they shall be bronze.

5.12 Earthing in Living Accommodation

All earthing leads, earth continuity conductors, bonding cables, etc. shall be provided with tube
type ring terminals of the appropriate size crimped securely to the cable ends.

An earth block shall be provided for each flat. The Electrical Engineering Specialist shall bond
all control units, metal trunking, etc at the meter position using 4 mm2 Green P.V.C.I. cable which
shall be continuous throughout.

The earthing lead between the supply Authority’s earth block and the consumer Unit earth
terminal shall be 10 mm2 Green P.V.C.I. cable, and shall continue unbroken to terminate on one
of the earth terminals provided in the adapted box located behind the Consumer Unit, The
earthing leads for the supply, the adaptable box and the hot water cylinder shall terminate in one
crimp and be fixed to the Consumer Unit earth terminal.
The hot and cold water pipes together with all conduit and other exposed metal within this area
shall be bonded using continuous 4 mm2 Green P.V.C.I. cable.

The hot and cold water pipes at the kitchen sink shall be bonded to the kitchen sink. The hot and
cold water pipes at the bathroom wash hand basin shall be bonded together near the junction of
the taps. Metal wash hand basins shall be bonded.

The metal outlet drain of all baths shall be bonded to the hot and cold water pipes of the
bathroom wash hand basin using 4-mm2 cables.

All services, at the point of entry to the house, shall be bonded from the Consumer Unit using 10-
mm2 cable.

The bonding shall be carried out in 4 mm2 Green P.V.C.I. cable. Where the cables exceed s one
metre in length the cable shall be armoured and sheathed overall with Green P.V.C. The cable
shall be raggled into the fabric of the building. The conductor and armour shall be crimped
together, having the ends Green P.V.C taped.

Bonding clamps shall be provided with metal labels engraved, “DO NOT REMOVE-
ELECTRICAL EARTH CONNECTION”.

5.13 Lightning Protection

The lightning protection installation for a complex shall be designed and constructed to
comply with the requirements of BS 6651 Lightning Protection for Buildings. The contractor
shall ensure that all the buildings are covered by the scheme.
Should the fitting of antennas etc on top of the roofs be required additional lightning air
terminals are to be installed to protect equipment higher that the roof level.

The contractor is to submit the following specific design documentation for approval.

a) Typical Installation details.


b) Installation specifications
c) Overall building complex lightning protection layout
d) Roof and building installation layout
e) Details of the building earth path roof to ground level should be incorporated as part of
the main structural columns steel work, this should be continuous to give a good earth

path for any lightning strike. The columns should be fitted with earth conductor at roof
and ground level for connecting onto the earth tapes at roof level and the earth pits at
ground level.

5.14 Telephone Network

External telephone Lines.

The telephone system design and installation requirements are to be coordinated with the
Gibraltar telephone company. The norm is for the builder to provide cable ducts, cable tray
and conduit network, with pre-installed wiring for the installation.
Gibtelecom will be responsible for the incoming connection and master termination point..
The distribution network from the master termination point etc are to be confirmed with
Gibtelecom and design details submitted for approval.

Telephone and Internet outlets.

The number of lines to be allocated shall be as indicated on the contract drawings.

The location and number of outlets per accommodation type shall be as indicated on the
electrical drawings.

Outlets

Flush outlets installation for the telephone shall be recessed steel boxes with overlapping
plate. The telephone socket used shall be of the type that does not allow easy removal of the
telephone plug. All sockets will comply with B.S.6312. Plate shall be finished to match the
lighting switch plates.

5.15 Instrumentation system

The design shall cover all the instrumentation requirements associated with the services to be
installed, HVAC etc. The cabling shall be the responsibility of the HVAC contractor who shall
ensure that all necessary conduits, boxes etc are installed.

5.16 Door Entry System

Door entry system shall be designed and installed for the tenants of buildings to allow for
remote opening of the main entrance doors two-way communication with arriving visitors.
The unit location shall be as indicated on the electrical layout drawings.
The Specialist shall supply, install and commission a complete entry system to the apartments
consisting of an entry console with push button and audio handset, a main control module
audio communication unit at the entrance lobby suitable for the 44 apartment units.
The system shall include all interconnecting wiring both power audio systems.

The entrance lobby unit shall be supplied with a solid front brass plate complete with
apartment pushbuttons and illuminated apartment name plates. The unit is to be flush wall
mounting and supplied with the necessary main door locks and internal release mechanism.

Technical Features

Monitor with Hand Set

The handset shall be wall mounted and fitted with a coil cord, housing shall be surface
mounted, white. Auxiliary one button for auxiliary services as required, entry panel activation,
button to activate stair light and door lock release button.

Entry Panel

The entry panel shall comprise:

- Module chassis with embedding box


- Module front plate in solid brass
- Audio module
- Button modules to indicate the number of the apartments.

Tenants entry system

For tenants entry into the building the entry system is to incorporate a mechanical key to
operate the entrance door locks to the tower block and other tenants common areas. As a
minimum four off keys to operate all the entry points are to be supplied as part of the contract.

Containment

The individual wiring to handsets and the control modules shall be contained within 20 mm 2
diameter plastic conduits, which shall connect to services risers where the cables shall be
clipped to the communications cable tray provided within the riser.

5.17 Door Bell system

Each apartment or house is to be fitted with a doorbell system. The units shall be
mains connected and be a top quality unit with illuminated door push button and flush
mounted internal sounder. The unit shall be electronic with a selection of bell
sounds/tunes.

5.18 Mechanical plant

The design contractor shall take into account all the mechanical plant to be installed within
the buildings and is to coordinate with the various vendors.
The equipment being supplied is to conform to BS and IEC Standards and the contractor shall
ensure that the design is coordinated and that all vender drawings go through an approval
cycle, which is to include the client representative.

Specific design documentation

The following shall also be submitted for approval.

a) Operating and maintenance manuals


b) Equipment Assembly drawings

5.19 TV/Satellite TV and FM radio systems

The work to be undertaken in this section covers the supply and installation of cable distributed
satellite and terrestrial TV and FM radio system, comprising all wiring, outlets, connections,
testing, fixings and accessories including brackets, splitters, boxes etc. and commissioning. The
Electrical Engineering Specialist shall be responsible for confirming that the equipment complies
and meets the Telecom Regulations and obtain any necessary licenses. The works shall be carried
out by a specialist approved Contractor.
All equipment used on the system shall be suitably housed and sufficiently protected to avoid
interference by, and danger to authorised persons and shall be suited in such a way that routine
maintenance procedures can be carried out without difficulty.
The distribution system shall conform technically to this specification and to the
recommendations of the Ministry of Posts and Telecommunications and relevant British
Standards regarding radiation and safety. The installation shall be carried out in a thorough, neat
and workman like manner.
Provide the provision of down satellite band signals to all apartments, alongside TV services and
FM radio signals.

Segregation of Services

Independent cable tray, trunking and conduit systems shall be provided as detailed in the relevant
foregoing sections of this specification.

Installation Wiring

Co-axial cables used in the installation shall possess high mechanical and electrical stability and
low radiation characteristics. To BS 5425 with electrical resistance up to 20Kv rated at 50M
OHM from screen to outer and 20 000M OHM from conductor to screen 18mm diameter with
6.3db/100m attenuation @ 1000MHz.

Air cored, bamboo sectioned. Manufactures: NKF or Siemens.

All co-axial cables must have a nominal characteristics impedance of 75 ohms.

Cable with Building Duct

To BS 5425 with electrical resistance up to 10Kv rated at 50M ohm from screen to outer, and 20
000M ohm from conductor to screen, 11mm diameter with 11.2db/100m attenuation at 1000
Mhz, Air cored, bamboo sectioned. Manufacturer NKF or siemens.
Where conduits are installed to carry cables between distribution cable trays in services risers,
bush. conduits, cable tray and trunking shall comply with relevant sections of this specification.
Generally, distribution cables shall be clipped to cables trays in service voids with other services
and conduit shall be used to carry cables from the tray to the outlets.

The Amplification of U.H.F/V.H.F. T.V and FM signals

(a) It is the responsibility of the contractor to carry out tests on site to establish available
channels and their signal strength and quality.

(b) The gain of the amplifiers used shall be such that the signal level of the channels shall
not be less than 750 uv measured as RMS ( peak signal level ) across75 ohms at any
outlet on the system.

(c) In areas of high ambient signals levels, the above levels should be increased sufficiently
to prevent left-hand ghosting and direct pick-up problems.

(d) Amplifiers to be fully transistorised type.

(e) The amplifier assembly shall include selective circuits where necessary to avoid
interchannel interference.

(f) The amplifiers used must not degrade the received signals quality noticeably by
worsening the signal to noise ratio and must have adequate inter-programme
interference ( cross- modulation ) safety factor for the number of channels which may
ultimately be required.

Splitter/Test panel:

Panels shall be installed and shall have facilities for testing the signals.

Outlet Units

Outlet units used on the system shall be white Diplexed types VHF & UHF and FM and shall be
designed to pass the frequency spectrum of 950 – 2050MHz equalised with max output 118dbuv
to standard Din V VDE 0855 part 12.
Outlets shall embody sufficient co-axial sockets for the services being carried by the system.
When more than one socket is provided, such sockets shall be marked to denote the service they
are carrying.
Where twin socket outlets are used they shall incorporate filter or isolating circuits to ensure the
least possible inter-action between the two whether in or out of use.
All outlets shall embody isolation from direct contact with both inner and outer conductors of the
cable network by means conforming with B.S.415.
Attenuation between any two outlets shall be of the order of 36 db or greater to minimise the risk
of receiver to receiver interference.

Outlets

Diplexed VHF & UHF isolated socket with IEC 169-2 connector, if isolated socket with F
connector.
All outlets to be flush type with overlapping front plates finished white plastic to match the
general accessories. Complete unit to be fitted to a metakl box for conduit entry.

Testing

On completion of the installation test will be made to ensure that the System meets all
functional requirements. Subjective viewing and listening tests to be carried at all
extreme points.

5.20 Toilet Extraction Fans

The extraction fans in the toilet shall be wired from the local lighting circuit and controlled by the
local light switch with a run timer. For local isolation the fan shall be connected via a fused
switched spur unit. (not shown on drawing)

5.21 Lifts

An electric driven passenger lift is to be installed within the tower block serving all floor levels.
Separate power supply is to be provided as indicated on the main single line diagram with the
supply cable terminated at a local 63A isolator for the manufacturers connection.

5.22 Garage Door opening system

The garage entrance shall be operable via a remote control unit by the car users and shall be
provided with manual override should a system failure occur.

5.23 Traffic light system

When a system of traffic lights is to be installed at the lower and up levels of the car park ramp to
control the flow of traffic. The traffic lights are to be controlled via road induction loops and shall
be fully automatic and have manual overriding control box fitted near the ramp for operator use.

6.0 Cable Construction

6.1 General cabling

All cables have been sized and rated in accordance with the current edition of the IEE
Regulations. The Electrical Contractor shall use the information on the contract drawings and is
to ensure that any changes made to the cable parameters as defined below which effect the cable
rating are used to check that the correctly sized cable is installed.
a) Location type and rating of protective devices.
b) Short circuit fault level at sources.
c) Cable routes, and maximum allowable route lengths.
d) Maximum allowable grouping of cables.
e) Circuit protective Conductors
f) Circuit protective conductors shall be installed for all circuits; the cable size for circuit
protection shall be as stated in the cable schedule or as defined below if no reference is
made in the cable schedule.

The main distribution cabling shall comprise multicore XLPE/SWA/LSF cables routed on a
network of cable ducts and medium duty galvanised cable tray. Sub-circuit cabling shall be
single stranded core LSF insulated wiring contained in a network of galvanised steel cable
trunking and conduit. All wiring and containment is to be concealed above false ceilings,
flush within the building or in floor services ducts.

6.2 Main distribution cabling

All cables have been sized and rated in accordance with the current edition of the IEE
Regulations. The Electrical Contractor shall use the information on the contract drawings and is
to ensure that any changes made to the cable parameters as defined below which effect the cable
rating are used to check that the correctly sized cable is installed.

twin and earth, LSF insulated wiring contained in a network of galvanised steel cable trunking
and conduit or embedded in the walls as per the IEE regulations. All wiring and containment
is to be concealed above false ceilings, flush within the building or in floor services ducts.

6.3 XLPE SWA LSF Cables shall be:

a) Comply with BS.5467, {IEC 502}, BS.6469, {IEC 811}, BS.6724.


b) Be LSF insulated, single wire armoured and XLPE served overall suitable for
installation in the ground.
c) 600/1000 volt grade.
d) Have copper conductors.
e) Be manufactured by only one maker.

6.4 LSF Cables shall be:

a) Provided with copper conductors, with insulation to 600/1000 volt grade and shall be
LSF insulated to BS.7211.
b) Coloured in accordance with the current edition of IEE Regulations.
c) Be manufactured by only one maker.

6.5 Mineral Insulated Sheathed Cables shall be:

a) Sheathed with solid drawn copper and complying with BS.6207, Part 1 {IEC 702-1}.
b) 600/1000 volt grade.
c) Be LSF sheathed overall.
d) Have copper conductors.
e) Be manufactured by only one maker.

6.6 Fire Resistant Cables shall be:

a) Manufactured to BS 7629.
b) Of 300/500 volt grade.
c) Manufactured in pliable material certified as Basec approved.
d) Be LSF sheathed overall and coloured red for fire alarms and white for emergency
lighting.
e) Conforming to BS 6387 Category CWZ.

6.7 Data Cable shall be:

a) LSF overall served twisted pair cables


b) Halogen free and flame retardant to IEC 332-3
c) A minimum of 22 awg plain annealed copper insulated with cellular polypropylene.
Both pairs being wrapped together in aluminised polyester tape, a tinned copper braid
and a LSF outer sheath.
d) Be of category 5 construction unless specified otherwise.

6.8 Low Smoke and Fume Compounds

Where used for the outermost layer of insulation or sheathing, low smoke and fume-emitting
(LSF) compounds shall have the following characteristics:

a) The material shall not contain any halogens or their derivatives and when tested in
accordance with Part 1 of IEC publication 754 or of BS 6425 the acidic gas evolved
during combustion shall be less than 0.5 per cent of the total volume.
b) The toxic gases evolved during combustion shall not exceed the short-term exposure
limits given in the Health and Safety Executives Guidance Note No. EH40 on Threshold
Limit Value.
c) The quantity of smoke evolved during combustion shall not be sufficient to cause visual
obstruction of the standard 3-metre cube test room.
d) When tested in accordance with Method 141D of BS 2782 or ASTM Method D 2863,
the critical oxygen index shall not be less than 28.

7.0 Cable Installation

7.1 Containment

Containment systems are to be provided for all installations required by a project. Generally they
shall comprise but not be limited to the following.

Sub Mains -Underground cable ducts and medium duty galvanised steel
cable tray in risers and ceiling voids
Lighting & Power Landlords/commercial areas LSF single core within a trunking
and conduit system.
Apartments LSF twin & earth supported using plastic covered
steel cable ties.
Fire Alarm -Galvanised steel trunking and conduit
Data Cabling -Galvanised steel trunking and conduit
Security Systems -Galvanised steel trunking and conduit
Specialist Systems -Galvanised steel trunking and conduit

All containment systems shall be flush routed as described. In areas where surface installations
are required, the routing shall be sympathetic to the building area, neatly routed in straight lines
to follow the profile of walls, columns and ceilings and agreed in detail with the Contract
Manager.

7.2 Surface and Concealed Installations:

Wiring systems shall be installed in areas as below:-

7.3 All cables shall be installed:

a) With each length of multicore cable marked at each end and at access points by an
Ivorine label indicating the cable size and circuit.

b) In such a manner that the cable and the cleats do not come into contact with gas, oil,
steam, hot or cold water or any other service.
c) In ducts and on the walls of buildings using Silicone aluminium claw type cleat supports
or other purpose made supports as approved by the Services Engineer.
d) Using cleats of the correct type and size to suit the overall diameter of the cable. The
cleats or other specified supports shall be installed in accordance with the IEE
Regulations as regards radius of bends and to manufacturer's recommendations as to
spacing between supports, and in a manner that no undue strain is put on the cables or
the gland. Nylon tie wraps shall not be acceptable.
e) With fire resisting in fill where passing through floors or walls, to comply IEE
Regulations.
f) Protected from mechanical damage to a height of 2m (6 ft.) above floor level, where run
on the surface of walls.
g) In short lengths of glazed earthenware, pitchfibre, or glazed fibre cable conduit, so
designed and installed, where cable access to buildings is required, that the cable is not
damaged when drawn into the conduit and the entry point is sealed to prevent the ingress
of moisture and vermin.
h) Buried in trenches where run externally, in accordance with the following requirements
detailed in paragraph for `Excavation'.
i) When the temperature of both the cable and the area in which it is to be installed has
been above 0°C for at least the previous 24 hours.
j) The MICC cabling shall be clipped to cable trays or direct on the routes identified on the
contract drawings. Where four or more MICC cables are run together clipped direct, the
contractor shall allow for providing new 50mm cable tray to carry the cabling.

7.4 XLPE SWA LSF:

Cables shall be:


a) Supported as necessary either by cleats to the structure or on cable tray to meet the
requirements of the current edition of the IEE Regulations.
b) Terminated in suitable compression glands of the type which provide an anchorage and a
cross joint bonding of the armouring. The glands shall then be fitted with LSF shrouds
to completely encase them.

7.5 LSF Cables shall be:

a) Delivered to site with each coil having seal intact.


b) Installed without joints.
c) Fitted with shake-proof or spring washers on all bolted connections.
d) Terminated with compression type lugs.
e) Terminated in boxes.
f) Cables shall not pass through light fittings, or be coupled directly to lamp holders.
g) Identified at all termination points with phase and circuit identification. Additional
information on serving board may be required where this information is unclear from the
site setting out.
h) Installed in conduit or trunking for their entire length.

7.6 Mineral Insulated Sheathed Cables shall be:

a) Fixed by means of copper or aluminium saddles respectively to match the sheath of the
cable. Saddles shall be fixed to the structure as detailed for conduit work.
b) Saddles shall be spaced as given below:

Where several cables are run together, multiple saddles shall be used. Fixings shall be as
detailed for conduit work.
c) Run on cable trays where multiple runs occur. Saddles shall be fixed using brass round
head screws and nuts. A tray system shall be designed by the Electrical Contractor for
the cabling systems to be installed.
d) Delivered to the site having manufacturer's seals and identification labels intact.
e) Tested not less than 24 hours after installation and completion of seals. Any cables not
giving 1-mega ohms reading when tested with a 500 volt megger shall be resealed.
f) Tested before and immediately after covering by concrete, plaster, or being buried in the
ground, for continuity and insulation resistance to verify that mechanical damage has not
occurred.
g) Protected as detailed for conduit installations where the final finish of floor screed,
plaster, etc., is not carried out immediately after installation.
h) Protected by fibre sleeves where passing through floors, walls, ducts or trenches.
i) Protected by cable trunking or conduit to a height of 1 m above floor level on walls after
passing through floors and arranged to provide a neat finish.
j) Terminated with brass locknuts and female bushes in equipment where clearance holes
are provided and clearance is available.
k) LSF sheathed with LSF hoods and shrouds provided at all terminations.
l) Installed by tradesmen who have had a course of instruction in the handling and jointing
of this cable.
m) Installed using only the bending, stripping and sealing tools recommended by the
manufacturer.

7.7 Fire Resistant Cabling

a) Fixed by means of proprietary purpose designed cabling clips finished in the same
colour as the cable.
b) Saddles shall be spaced as given below:

j) LSF sheathed with LSF hoods and shrouds provided at all terminations.
k) Installed by tradesmen who have had a course of instruction in the handling and jointing
of this cable.

7.8 Data Cables Shall Be:

a) Mechanically protected for their entire length.


b) Fixed to basket tray or installed within the inscreed trunking system in groups of no
more than 4.
c) Terminated by an experienced operative to the manufacturers recommendations.

7.9 Joints and Terminations

XLPE SWA LSF Cables

Cable Joints and Tee Joint Boxes:

‘Through’ and ‘T’ joints shall not be made without the written authority of the Services Engineer.

Straight through joints and tee joint boxes shall:


a) Be made in standard underground junction boxes purpose made for XLPE/SWA/LSF
sheathed cables and filled with a cold pouring sealing compound.
b) Have conductors joined with compression or soldered joints, the conductors shall be
wrapped with LSF tape to give a degree of insulation at least equal to that of the original
insulation. Tape shall be to BS.3924.
c) Have compression joints made with the correct size tool and pressure for the ferrules
used, or have soldered joints using solder for Grade ‘M’ or Grade ‘G’ complying with
the requirements of BS.219.

LSF Cables

Joints shall not be permitted.

MICS Cables:

Joints shall not be permitted.

Fire Resistant Cables:

Joints shall not be permitted.

Data Cables:

Joints shall not be permitted.

Termination of Cable Conductors

Cables shall be:


a) Terminated by glands, deemed suitable for the purpose by the cable manufacturers.
b) Identified at each termination by cable markers of the push-on or heat shrink type.

Conductors shall be:

a) Terminated by one of the following methods unless otherwise stated:

i) Sweated lugs of the appropriate size for the cable used.


ii) Compression type lugs.
iii) Pinch screw type terminals of a type that do not spread the conductors.
iv) Clamp type terminals.

b) Doubled back on themselves for all single connections of conductor’s size up to and
including 4 mm5.
c) Terminated in a box or within the lighting fittings or other appliance to be connected.
d) Identified at each termination by cable markers of the push on or heat shrink type. The
information convened by such marking shall be sufficient to allow the installation to be
maintained easily and safely.

7.10 Labelling of Cabling

Labels are to be fitted at intervals not exceeding 25 metres. Labels shall additionally be fitted at: -
i.) Each end of the cable.
ii.) Major changes of direction.
iii.) Each side of a fire break.
iv.) Each side of a wall or floor slab.

The following information shall be included on each sub-main, emergency lighting and fire
alarm cable label:

YEAR: The year installation took place.

FED FROM: Source of cable, e.g. room name, switchroom number.

SUPPLY TO: Destination of cable, e.g. room name, distribution board name etc.

CABLE NUMBER: Cable number as required by the Landlords maintenance team.

SIZE: Cable size.

VOLTAGE: Voltage of service supplied.

The labels shall be made up as:

Year/Fed From/Supply To/Cable Number/Size/Voltage

The labels shall be made in accordance with the general labelling specification.

8.0 Conduit and Cable Trunking Installation

The works to be undertaken in this section covers the design, supply, delivery, off-loading,
storing, erection, installation, testing and setting to work of all cable conduit and trunking within
all buildings including all fixings and brackets.

8.1 Segregation of Services

Independent trunking systems either as individual trunking or multi compartment trunking shall
be provided for:

i) Lighting and Power (LV).


ii) Communications Systems.
iii) Access Door Security System.
iv) Instrumentation

Independent conduit systems shall be provided for:

i) Lighting and Power (LV).


ii) Telephones.
iii) Fire detection and Alarm System.
iv) Emergency power and Lighting.
v) CCTV and TV Transmission.

8.2 Conduits Generally

The installations shall be as follows.


a) Class 2, Medium Protection welded conduit to BS.4568, Parts 1 and 2 {CEE 23} for
screwed conduit installations.
b) Galvanised for installation in damp or humid conditions which shall be hot galvanised
inside and out during manufacture.
c) Non metallic conduit and fittings shall be thick wall high impact resident to BSEN
50086-1.
d) Threaded to the correct length in accordance with BS.4568, {CEE 23}, and each length
shall be reamed at both ends to remove all sharp edges and burrs after screwing.
e) Cleaned of all lubricants and swarf before installation. Threads already cut shall be
cleaned by having dies run over them and wiped clean.
f) Protected from weather and mechanical damage during storage and installation at site.

9.0 Samples

The contractor shall submit for approval such samples of workmanship, materials or
equipment the contractor proposes to use in the execution of the works. This will include for
equipment were a visit to the manufacturers factory prior to delivery for witness testing is
required.
Should the samples submitted not be up to the required standard or are unsuitable for use in
the proposed location, whether aesthetically or technically, the engineer shall have the right to
instruct the contractor to obtain alternative materials or equipment from such a source as the
engineer decides. In the approval process the contractor shall be responsible for all associated
costs with the approvals process. It shall be the responsibility of the contractor to ensure that

materials supplied comply with this specification. If any materials should be found to be sub
standard the contractor will be called upon to remove from the site, any works, materials or
goods which do not comply with this specifications.

10 Spares

The contractor shall prepare a list of recommended spare, giving full description, references
to any parts, costs, together with the full address of the firm, agency where the parts can be
obtained.
Commissioning and warranty spares shall be the responsibility of the contractor and his
suppliers

11 Testing and commissioning

All testing and commissioning shall be carried out in accordance with British Standards and
with the relevant section of this document in the presence of the engineer on site or at the
manufacturers works. Throughout testing and commissioning the contractor shall use properly
calibrated and certified instruments and apparatus.
The contractor shall forward to the engineer certified copies or results obtained upon
satisfactory completion of each test.

12 Instruction and Training

The contractor shall allow for the training of the maintenance personnel and shall submit a
draft proposal for approval not less than three months prior to practical completion. These
proposals will be finalised and a timetable shall be provided for the scheme.
It is envisaged that the scheme shall comprise not less than two, two-day periods each for 4
persons.

13 Site Presence

Following practical completion and occupation of the building, the contractors


commissioning engineer, together with any specialist agents, shall remain available on site on
a daily bases for a period of two weeks to assist the clients personnel in the operation of the
various systems. After the initial two weeks, the contractors commissioning engineer shall be
available for a further one day per week for the following 8 weeks.

14 Temporary Power and Lighting:

Provision for temporary lighting and power is to be provided as part of the construction
contract
Temporary electrical power installation shall comply with the latest British Standard
Code of Practice for Building Site Electrification.

15 Interference Suppression

All equipment used by the Electrical Engineering Specialist shall be suppressed to


comply with B.S. 800 so as to cause no interference with Radio or Television.

16 Builders Works

(a) Builder’s work and supporting steelwork, which are included in this contract.

(b) The contractor shall, however, provide all the necessary information to enable the
incidental builder’s work to be executed, either by the provision of drawings or
schedules, or by setting out his requirements on Site
(c) The methods to be adopted shall be agreed with all interested Parties, but in general,
will be applied as follows:
i) Where builder’s work is to be formed, drawings shall be provided
ii) Where builder’s work is to be cut, it shall be marked on Site.

17 Record Drawings

The Contractor shall keep on site an up-to-date record of the exact location of all apparatus,
all conduit/trunking runs and all buried works.

Record drawings in AutoCAD 2000 shall be produced from the data records for approval. The
contractor shall then provide 2 film negatives, three paper prints of each drawing together
with electronic records on disc for record purposes.

The cost of all record drawings and electronic records shall be included in the Tender Sum.

The completion of the approved record drawings is an essential part of the Contract Works
and the Certificate of Completion will not be issued until all such documents have been
handed over.

18 Particulars of Contractors

The Contractor shall clearly identify below, the name of any company to whom he wishes to
Sub-Contract part of the Works and shall notify the Contract Administrator of any impending
change or addition to this list.

In the event of the Contractor carrying out all the works himself he shall insert “SELF
ONLY”.
