INRODUCTION TO E-GOVERNANCE

E-GOVERNANCE DEFINED:
Government in a democratic setting is an administration that uses public resources
to work for and satisfy the needs of the citizens. Governance entails proper management
resources and the citizens for common good. To achieve that, many governments has
come up with e-governance system. This e-government system has a whole lot of
benefits for the municipalities and the citizens. It is noted that e-governance is the use by
government agencies of information technologies, such as Wide Area Networks, the
Internet, and mobile computing, that have the ability to transform relations with citizens,
businesses, and other arms of government. These technologies can serve a variety of
different ends: better delivery of government services to citizens, improved interactions
with business and industry, citizen empowerment through access to information, or more
efficient government management. The resulting benefits can be less corruption,
increased transparency, greater convenience, revenue growth, and cost reductions.

E-governance is also defined as the application of electronic means in the


interaction between government and citizens and government and business, to simplify
and improve democratic, government and business, to simplify and improve democratic,
government and business aspects of governance. Many developing country government
face these problems of inefficiency, internal and external communications breakdowns,
poor service delivery, and corruption. In this case, E-governance has a lot to offer in
addressing these common type of governmental problems.

E-Governance: The Beginning

The beginnings of e-government development can be traced to the creation of the


National Computer Centre in 1971 to start automating the processes of the Philippine
Government. Martial Law was declared in 1972 and was only lifted after the 1986 EDSA
revolution. After the revolution democratic institutions started functioning and growth-
oriented policies were implemented. The Philippines has seen six ICT strategic plans and
six implementing agencies in over 20 years.

The administration under Corazon Aquino was the first to recognize the potential
of ICTs in furthering the democratization agenda. It was during this period that the
importance of communication and information in nation-building was constitutionally
acknowledged. And so as of this year, e-governance or the use of Information and
Communication Technology has shaped the government in expanding its services to its
various clients among the globe, and especially in our country. E-governance, through
the help of its implementing agency, Department of Science and Technology-Information
and Communication, and through its vision stating, “A digitally empowered and integrated
government that provides responsive and transparent online citizen-centered services for
a globally competitive Filipino nation”, has helped the country to grow in its quality of
public service.
Uses and Benefits of E-Governance

-Improving the service to people

-saves customers money in the form of faster, easier and more convenient service, better
quality and reduced turnaround times, and in some cases a reduction in the direct cost
for the service

-There are also many social benefits valued by citizens including increased community
skill and knowledge, and new business and work opportunities.

-It can also deliver cost savings to agencies in the form of speedier transactions and lower
staff costs

Model/ Types of Interaction

A. Government to Government (G2G)

- The online non-commercial interaction between Government organizations,


departments, and authorities and other Government organizations, departments, and
authorities

-The strategic objective of G2G is to support and simplify governance for government,
citizens, and businesses. The use of ICT can connect all parties and support processes
and activities.

- To make government administration more transparent, speedy and accountable while


addressing the society's needs and expectations through efficient public services and
effective interaction between the people, businesses, and government

B. Government to Citizens (G2C)

- to offer a variety of ICT services to citizens in an efficient and economical manner and
to strengthen the relationship between government and citizens using technology.
- Here, an interface is set up between gov't and citizens which enebles citizens to get
access to wide variety of public services.

C. Government to Business (G2B)

- Helps the business class to interact with the government seamlessly. it aims at
eliminating bureaucratic red-tape, saving time, cost and establish transparency in the
business environment, while interacting with government.

D. Government to Employee

- ICT helps in making the interaction between government and employees fast and
efficient, along with raising their level of satisfaction by providing perquisites and add-on
benefits.
