Vendor Instructions
A response is required for each requirement on the following tabs. Any proposed solution should
ensure that the contractor is able to meet the requirements outlined as appropriate relative to the
proposl submitted. Any requiremnt is expected to be met and maintained for the duration of the
project, contract period and any exercised renewal options. Use the definitions below to select the
appropriate response from the pull-down menuu for the requirements on each of the following tabs.
Failure to respond to any of the questions and/or tabs may result in hte proposal being removed
from consideration and/or being scored significantly lower.

Project Management Methodology
The contractor must employ a formal project management methodology for the execution of the project. The contractor
shall participate as a member of the Project Management Team and develop and present management reports for effective
execution and monitoring of scope, schedule, budget, organizational change, and risk for the project. The contractor shall
record and distribute project management team meeting minutes and meeting materials. The contractor must also develop
summary reports for management of scope, schedule, budget, organization change, and risk for the project steering
committee and record and distribute steering committee meeting minutes and meeting materials. The contractor shall
provide and manage project issues with an automated issue tracking system as part of the Solution. The automated issue
tracking system must have the capability to capture, prioritize, assign, and route issues from initial identification through
closure and to maintain a history of the issues and associated data for the purposes of measuring service level compliance
and issue analysis.

Project Management Planning Requirements
All activities must be integrated, executed, monitored, controlled, closed, and documented as specified in the Project
Management Plan. The Project Management Plan must be developed and documented by the contractor at the direction of
the VCCS Project Manager. The Project Management Plan shall be a comprehensive project management document that
incorporates all Contractor and VCCS activities and deliverables essential for the successful implementation of the solution.
Since the majority of the work will be performed by the Contractor and the Contractor personnel will be managed by the
Contractor Project Manager, the Contractor will deliver to the VCCS Project Manager the plans, plan updates, and plan
reports in the timeframes specified by the VCCS Project Manager. Where a Project Management Plan component
incorporates both Contractor and VCCS activities and deliverables, the VCCS activities and deliverables will be integrated
with the Contractor activities and deliverables during the Project Management Plan development to construct a single
comprehensive project plan for the Project.

Project Performance Requirements
The Project Performance Plan shall define how the success of the Project is to be measured. The Project Performance Plan
identifies business objectives, project objectives, the related performance goals and measurements for each objective, and a
process for measuring and reporting on performance. Project performance measures are to be defined based on specific
project deliverables and the acceptance criteria for those deliverables as defined in the Project Scope Management Plan.

Project Scope Management Requirements
The Project Scope Management Plan shall define and control all work that is included in the Project. The Project Scope
Management Plan shall document how project scope will be defined, verified, controlled. The Project Scope Management
Plan shall define all of the processes and templates necessary to control changes to project scope and formally accept all
completed project deliverables.

Project Schedule Management Requirements
The Project Schedule Management Plan shall establish the format and criteria for developing and controlling the project
schedule for the Project. Development of the project schedule includes defining required activities and analyzing activity
sequences, durations, resource requirements, and schedule constraints to create the project schedule. Schedule control shall
be accomplished through the establishment of baselines and measurement of variances against the baseline.

The Project Budget shall define the funding required to complete the defined project activities within a specified time
period. The Project Budget development is highly dependent on the estimated task durations, assigned resources, project
risk, and quality management. The Project Budget allows actual costs to be compared and measured against the baseline
project budget.

Fit/Gap Analysis Requirements
Fit/Gap analysis must be conducted by the Contractor as part of the implementation of the solution. The Fit/Gap Analysis
will establish a baseline for project scope as part of the development of the detailed project plan. In consultation with the
VCCS project Manager, an initial assessment will be made regarding how each requirement is to be met. The options for
meeting a specific requirement are: “out of the box” (FIT), via software configuration (FIT), via business process change
(GAP), via bolt-on software modification (GAP), or via core software modification (GAP). As part of the Fit/Gap analysis,
the resources and level of remediation effort to close the gaps through software modification or a business process change
will be determined. VCCS desires to minimize, to the greatest extent possible, software modification to any COTS software
products implemented as part of the solution and anticipates leveraging software configuration to meet business
requirements. Results of the Fit/Gap Analysis will be documented using the Application Requirements Traceability Matrix
to be provided by the Offeror as part of the Solution.

System Development Methodology Requirements
A Systems Development Life Cycle methodology refers to a set of policies, practices and procedures which is used for
developing systems throughout their life cycle. A systems development methodology guides the sequence of working tasks,
defines task prerequisites and results, and establishes key checkpoints (decision points) in the project. Additionally it:
1. Ensures the proper level of involvement from stakeholders, including: prospective users, management, auditors, computer
operations, systems support, database administration, telecommunications, and technical services;
2. Facilitates identification of all work requirements and associated work efforts;
3. Prescribes the format and content of deliverables;
4. Supports the development of comprehensive and reliable project plans and schedules;
5. Guides the completion of deliverables in a logical and structured order;
6. Provides quality control through formal reviews of project deliverables

Business Process Re-engineering Requirements
VCCS desires to minimize, to the greatest extent possible, software modification to any COTS software products
implemented as part of the solution. As much as possible, VCCS expects to leverage software configuration in order to
meet business process requirements. In those cases where the Solution capabilities are not inherent or available through
configuration, VCCS would consider Business Process Re-engineering that adheres to industry supported standards and
provides a beneficial alternative to costly software development and ongoing support of software modifications. This may
involve changes to existing VCCS business processes. The Project should also identify opportunities to automate processes
using enhanced technology provided by the Solution to improve efficiency and effectiveness of VCCS processes. Each
proposed business process change must be validated to ensure that it provides the long-term goal of efficiency and does not
have a negative impact on VCCS business operations.

• Build user adoption and ownership of the new processes and technology
• Institutionalize the change at all levels.
• Gain maximum benefits through full adoption of business changes
• Provide education and training to enable employees to excel at their jobs
• Facilitate the delivery of clear, consistent information to all project stakeholders.

Organizational change management will be an integral part of the project and will include not only the system and technical
changes, but also the factors that are known to be the greatest contributors to overall organizational change management
success:
• Active and visible executive sponsorship
• Frequent and open communications
• Structured change management approach
• Dedicated resources and funding for change management
• Engagement and participation of stakeholders

Offeror shall provide initial and ongoing educational and training services for the development, implementation, and use of
the new processes and software. In addition to user training on the software application, the offeror should identify training
requirements for technical and professional staff, managers, and end users. Offerors are encouraged to propose all
education options available to VCCS that assist VCCS in maximizing its use of the proposed technical solution.

Application and Database Hosting Requirements
If the proposed solution is a hosted solution, including but not limited to applications, servers, disk storage,
telecommunications services, operations, and processing requirements shall include maintenance and upgrades for operating
systems, relational database management systems, and application fixes and upgrades to the software.

Configuration Management Requirements
The installation and modification of all components (for non-production and production environments) will be controlled by
a Configuration Management Plan which will be developed by the contractor and approved by the VCCS Project Manager.
The Configuration Management Plan will identify the configuration items and define processes for configuration control,
status accounting, audit, and review of the application work products to be delivered to VCCS, including designated internal
work products, acquired products, tools, and other items used to create all environments and components of the system. In
addition to the activities defined by the Configuration Management Plan, the configuration manager will be responsible for
the migration of code changes to the defined environments using the configuration management processes established for
the project. The contractor will provide a configuration manager and automated tools for use by the configuration manager
and project team to support work configuration control of defined configuration items. At a minimum, the tool should have
the capability to check-in and check-out objects and documents, workflow to support and document approvals and

technical experts to support the solution. To ensure appropriate knowledge transfer and to facilitate system stabilization, the
contractor's experts will be approved by VCCS. The initial offering of contractor resources to staff the Support and
Transition period should be members of the contractor's project team during the project implementation. All post-
implementation support and transition processes, resources, service levels, service level metrics, and activities will be
documented in a detailed Post-Implementation Support and Transition Plan to be developed by the contractor and approved
by VCCS. During the Support and Transition Period, the design, development, and configuration management processes
utilized throughout the implementation phase will be continued for any modifications that are approved for the System.

Help Desk Requirements
The initial point of contact for customers shall be a fully functioning help desk staffed by the contractor The automated
issue tracking system established for the project implementation shall continue to be utilized during the support and
transition period. The automated issue tracking system shall have the capability to capture, prioritize, assign, and route
issues from initial identification through closure and to maintain a history of the issues and associated data for the purposes
of measuring service level compliance and issue analysis. The help desk must be established and staffed by the contractor
prior to the commencement of user acceptance testing through the end of the solution warranty period.

Software Upgrades Requirements
It is the goal of VCCS to establish and execute processes to stay current with all application software and components,
including patches, throughout the product life. As part of the project implementation, the contractor shall evaluate the
release schedules for all software components and make a recommendation to VCCS on the versions of all software
components at initial installation and at Go-Live. If any software components are approved by VCCS for upgrade or patch
installation prior to Go-Live, the contractor shall plan the project work to accommodate the effort necessary to implement a
release or patch in a manner that: minimizes impact and cost to the project and allows for the software components to be as
close as feasible to the most current releases of the software products (including patches) It is the goal of VCCS to remain
current (no more than one release behind a major release) and supported on all software components after Go-Live. The
contractor shall be responsible for the evaluation, planning, and execution of all software upgrades during the support and
transition period. All upgrade or patch installation plans must be approved by VCCS prior to execution. In the event an
infrastructure component upgrade requires a component upgrade, the contractor shall work with the infrastructure service
provider to evaluate and plan the necessary upgrades to the components in coordination with VCCS.
