players are misusing OPR to create home portals by

we try to move them to the correct location, but these portal
edits often get rejected. Other Stolperstein portals were
created with pictures from other citys, so they should be
deleted.

evidence." We decide to resubmit. This time, we provide a
link to the county's GIS site, with the portal put in the same

literally nothing more we can do to make it clearer that we

remove the portal. So, what are we doing wrong? What
would make this easier to review on Niantic's part?

A5: No, the photo quality can be taken into account in your first
impression when answering “Should this be a portal?”. An otherwise
acceptable photo that is just low quality will be able to be replaced
with a better photo in the future.

A16: NIA OPS says, photos may get removed if they do not meet
criteria or the wrong photo was added (OPR duplicates). Will need
more details before we can comment on a specific incident.

In my experience, people are doing things too quickly, so take your


time. Even if you make your decision in a few seconds, just take your
time before you actually push that submit button, otherwise you’re
probably going to flag something.
A43: OPR performance takes many factors into account including
abuse detection. The best way to ensure your rating stays high is to
take time to carefully analyze each candidate.

many reasons you may have a poor rating in OPR. The best way to
recover is to continue to analyze candidates and follow the criteria

A9: Agreements will not count towards the badge while you are in

portal is it. Where is it located. These are just some examples.

benefit is there. Meaning the cost to make a system to inform a small
amount of people about why something was removed is greater than
the benefit. There are also privacy concerns as well that come into
play when an owner contacts us to request a removal. The last thing
we would want is a person being harassed over their request. So as it
stands, this is not something we are actively pursuing.

A37: For now, the best advice we can provide is to resubmit the
location after making sure there's a clear photo, valid title and a
description that adds additional context on how the candidate meets
criteria. A helpful description can go a long way in giving other
reviewers more context on what the submitter saw and why it's a good
candidate.

A86: For now, you are advised to use the Portal appeals community
on Google+. The OPR team would love to implement something like
this down the road. But first, the immediate priority is Ingress Prime.

A43: As much as I want to volunteer for this job, I don’t think we can
do this. I recognize that these type of places can change from time to
time. Perhaps we can take that into account when edits are submitted.
I’ll talk to NIA OPS about this.
A75: I spoke to a couple of internal teams on this and so far the
verdict is that it is not a TOS violation.

A52: According to the OPR team, the review range has recently
changed to help ensure that all submissions, even those in rural
areas, get analyzed.
A88: The TOS states that you agree to abide by all local laws. NIA
OPS does not have the knowledge of every local laws in every city
throughout the entire world. NIA OPS is also not the enforcers of
policy set by municipalities. If someone believes that a TOS violation
has occurred, they can use the Help Center (support.ingress.com) to
submit a ticket for NIA OPS to review. NIA OPS says that they are
happy to work with property owners/managers if they have concerns.
A66: NIA OPS says that in general, yes, they do need to respect the
same rule. Without specifics though it is hard to give a definite
answer.

A67: Our motto is adventures on foot. I don’t think things will change
in the short-term. If you are referring to the Red Sands Fort, I believe
NIA OPS commented on the appeal thread and it was more about the
“safe” part than the “pedestrian” part from reading their reply.

A7: The guidance from NIA OPS that I received is to review the
candidate as per the rest of the criteria and use the location questions
to address the safety issue.

The rule is that they're disallowed on private residential property,


private corporate property is not part of that rule. Only personal
property where one family has control.

W10A65: I have no idea.

A11: Portals that were accepted in the past may not meet today's
criteria.
A23: I would need more information to offer an informed opinion. The
uninformed and general opinion is that they are legal portals which is

A30: Don't mistake and equate the removal of a portal with it not being
legit. It could have have been legit but someone in authority asked for
it to be removed. Your first part of the question is correct. They are

A16: Playgrounds that are within a park or a community gathering


area are acceptable candidates. They fall under the criteria of public
spaces that encourage walking and exercise. Currently, our policy is
that Portals on Military bases should be given a one-star rating.
A49: If you notice any invalid Portals, please report them via the
scanner.

A1: Portals on corporate property are allowed because restricted


access is not the same as private residential access. The people that
can access portals on corporate grounds are doing so legally as they
have access to the location. It would however, be considered
trespassing in many areas of the world for anyone other than the
property owner to access a Portal on private residential property.
What you are referring to as a disadvantage is normalized globally.

A155: This is a very generalized question that I'm not sure I can
answer without more information.

A179: Check my previous answer to this in this AMA.

A188: You have to separate out past, present, and future portals. Yes,
the present criteria is different than the past criteria. This means future
portals may be accepted or rejected whereas in the past the opposite
was true. None of the previous statements contradict each other and
are all true statements given the context of past, present, and future.

A2: This is a very general question. The rule of thumb is - can a Portal
be accessed safely. If you have to cross four lanes of continuous
traffic driving in circles, it probably isn't going to be considered safe.

A23: I really don't know. I'll have to ask for clarification so I cannot
provide an answer at this time.
A51: Safe. Pedestrian. Access. This is not safe vehicle access, safe

A81: The portal candidate criteria is subject to change. This does not
mean that past selections are now currently invalid. It means that
going forward these are invalid.

A12: According to NIA OPS, mine sites are treated the same was a
military grounds. Only portals on residential single family property
should be denied due to property type. Assuming the portal meets all
the other submission criteria which includes not obstructing or
interfering with the operations of a industrial site as cited in the OPR
help article.
A46: NIA OPS says, roundabouts that have pedestrian access (have a
stripped crossing lane, sidewalk around the roundabout, etc) are OK.
If the player cannot walk up to the object on the roundabout, it will be
removed. Note that access from a sidewalk next to the roundabout is
not considered safe pedestrian access. To appeal, adding photos
showing that the roundabout has pedestrian access would help.

A73: NIA OPS says, sounds like it would meet criteria if it has some
significance and has pedestrian access. If it's not easily apparent,
adding a clear description about the significance of the Portal
candidate will help other OPR reviewers evaluate it accurately.
W3A21: It’s hard to comment without knowing the specifics. I’ll say
that what one person considers dangerous, maybe others do not. For
example, there was an issue recently about a lighthouse. One faction
claimed it was dangerous. However, the other faction routinely
captured it without incident.
W4A24: My understanding is portals on commercial property are
allowed, this includes apartment complexes. Portals on private
residential property are not allowed. The issue is one of access. If the
player controls the access and can categorically deny everyone, that's
not fair. If a hundred people have access but only one is an Ingress
player... well... that's an entirely different situation.

W8A46: I don't think playgrounds in general are allowed. Someone


can correct me if I am wrong. If there was a work of art in the common
area it would be allowed because it is not a single family private
residence.Edit: I am wrong.

W9A29: These sort of questions are very very subjective and a


general answer is always dangerous to give because of that. With that
said, in general, this doesn't seem like a violation of the portal
guidelines or TOS so I support them.
A57: NIA OPS says that the OPR Guidelines state to one star

A5: It is hard to comment on specific portals without knowing more


information. All Portals need safe pedestrian access to be able to
reach the portal.

A43: Given the description of "guarded residential condo", that seems

recommend submitting a support ticket and see if NIA OPS can help.

A57: The current mechanic is intended to enable Portal submissions
from the Scanner at a time when you are present at the location. We

please, not from third party sources).
