1. Brief Summary
1.1 BRIEF HISTORY OF THE COMPANY

As the locomotive of the national economy Pertamina is a state-owned company engaged in
the energy sector including oil, gas and new and renewable energy.
PT Pertamina (Persero) has now journeyed with over six decades of experience in the energy
industry. Pertamina continues to work hard in building the nation through strengthening its
commitment in the fields of New and Renewable Energy and Business Diversification. This
commitment is demonstrated through the provision of more quality products to meet the
demands of consumers for superior products. It is now time for Pertamina to strengthen its
steps, in order to face a variety of challenges with optimism so as to create sustainable
business growth for the Company through investment and business optimization in order to
continue growth in line with the expectations of all stakeholders.
The Milestones of Pertamina has started in the 1950s, the Government of the Republic of
Indonesia appointed the Army, which later established PT Eksploitasi Tambang Minyak
Sumatera Utara to manage oil fields in the Sumatra region. On 10th December 1957, the
Company then changed its name to PT Perusahaan Minyak Nasional, abbreviated to
PERMINA. This date is celebrated as the birth of Pertamina to this day. In 1960, PT Permina
changed its status to a State Enterprise (PN) Permina. Later, PN Permina joined PN Pertamin
to become PN State Oil and Natural Gas Mining Company on 20th August 1968.
Afterward, the government regulated the role of Pertamina so as to produce and process oil
and gas from oil fields as well to provide for the fuel and gas demands in Indonesia through
Law No.8 of 1971. Furthermore, through Law No.22 of 2001, the government changed the
position of Pertamina, allowing the implementation of Public Service Obligation (PSO) to be
conducted through the business activities.
Based on Government Regulation No.31 of 2003 dated 18th June 2003, the State Oil and
Natural Gas Mining Company changed its name to PT Pertamina (Persero) which engaged in
oil and gas business activities from the Upstream Sector to the Downstream Sector. PT
Pertamina (Persero) was established on 17th September 2003 based on Notarial Deed No.20
of 2003. On 10th December 2005, Pertamina transformed the seahorse logo into arrows with
green, blue, and red base colors that reflect the dynamic elements and environmental
awareness.
Through a subsidiary, PT Pertamina International EP, Pertamina became the majority
shareholder of Maurel et Prom (M&P) with 72.65% of shares.

PT Pertamina (Persero) transformed the Company’s business and fundamentals on 20th July
2006. PT Pertamina (Persero) changed the Company’s vision to “Becoming a World-Class
National Oil Company” on 10th December 2007. In 2011, Pertamina improved its vision to
“Becoming a World-Class National Energy Company”. Through the EGM dated 19th July 2012,
Pertamina increased its issued/paid-up capital as well as expanded its business activities.

On 14th December 2015, the Minister of SOE at the General Meeting of Shareholders
approved the amendment to the Articles of Association of Pertamina in optimizing the
utilization of resources, increasing on the issued and subscribed capital by the state as well
as the Board of Directors’ actions that require written approval from the Board of
Commissioners. This amendment has been stated in Deed No.10 dated 11th January 2016,
Notary Lenny Janis Ishak, SH.
In 2017, one of the real steps to realize the vision of becoming a world-class national energy
company was to successfully complete the acquisition of French oil and gas company Maurel
et Prom (M&P). Effective from 1st February 2017 through a subsidiary, PT Pertamina
International EP, Pertamina became the majority shareholder of M&P with 72.65% of shares.
Through its majority shareholding in M&P, Pertamina has access to operations in 12 countries
spread over 4 continents. In the future, Pertamina aims to produce 650 thousand BOEPD
(Barrels of Oil Equivalents Per Day) by 2025 from its international operations, as part of
Pertamina’s production target of 1.9 million BOEPD by 2025, in a determined effort towards
establishing Indonesia’s energy resiliency and self-sufficiency.

2011-2015. The latest Corporate’s Goals was legalized simultaneously with legalization of

PERTAMINA in conducting business activities in the field of energy and petrochemicals, was
divided into two sectors, namely upstream and downstream, and supported by the activities
of Children's Subsidiaries and Joint Ventures.
Usaha Hilir

Kegiatan usaha Pertamina di sektor usaha hilir meliputi bisnis Pengolahan, Pemasaran &
Niaga, serta bisnis LNG. Bisnis Pemasaran & Niaga mencakup aktivitas pendistribusian
produk-produk hasil minyak dan petrokimia yang diproduksi oleh kilang Pertamina maupun
yang diimpor, baik untuk tujuan pasar dalam negeri maupun luar negeri, serta didukung oleh
sarana distribusi dan transportasi melalui darat dan laut.
Pengolahan

Bisnis Pengolahan PERTAMINA memiliki dan mengoperasikan 6 (enam) buah unit Kilang
dengan kapasitas total mencapai 1.046,70 Ribu Barrel. Beberapa kilang minyak seperti kilang
UP-III Plaju dan Kilang UP-IV Cilacap terintegrasi dengan kilang Petrokimia, dan memproduksi
produk-produk Petrokimia yaitu Purified Terapthalic Acid (PTA) dan Paraxylene.
Beberapa Kilang tersebut juga menghasilkan produk LPG, seperti di Pangkalan Brandan,
Dumai, Plaju, Cilacap, Balikpapan, Balongan dan Mundu. Kilang LPG P.Brandan dan Mundu
merupakan kilang LPG yang operasinya terpisah dari kilang minyak, dengan bahan bakunya
berupa gas alam.
Kilang Minyak UP IV Cilacap menghasilkan Lube Base Oil dengan Group I dan II dari jenis HVI-
60, HVI - 95, HVI -160 S, HVI - 160 B dan HVI - 650. Produksi Lube Base Oil ini disalurkan ke
Lube Oil Blending Plant (LOBP) di Unit Produksi Pelumas PERTAMINA yang berada di Jakarta,
Surabaya dan Cilacap untuk diproduksi menjadi produk pelumas, dan kelebihan produksi
Lube Base Oil (exces product) dijual di pasar dalam negeri dan luar negeri.
"Sejak April 2008, Pertamina bersama dengan SK Corp dari Korea, telah memproduksi Lube
Oil Base Group III dari LBO Plant yang berada di Kilang UP II Dumai. Jenis Lube Base yang
dihasilkan adalah type 100-N dan 150-N. LBO ini akan menjadi produk unggulan internasional
Pertamina di pasar pelumas."
Di samping kilang minyak di atas, PERTAMINA memiliki 2 (dua) Operating Company, PT Arun
LNG yang mengoperasikan kilang LNG di Arun dan PT Badak LNG yang mengoperasikan kilang
LNG di Bontang. Kilang LNG Arun dengan 6 (enam) buah train LNG memiliki total kapasitas
12.5 Juta Ton per tahun, sedangkan, Kilang LNG Badak di Bontang dengan 8 (delapan) buah
train LNG memiliki total kapasitas mencapai 22,5 Juta Ton per tahun.

Pemasaran Dan Niaga


Pemasaran BBM Retail merupakan salah satu fungsi di Direktorat Pemasaran dan Niaga yang
menangani pemasaran BBM retail untuk sektor transportasi dan rumah tangga. Pertamina
melakukan pemasaran BBM Retail melalui lembaga penyalur Retail BBM/BBK yang saat ini
tersebar diseluruh Indonesia, seperti SPBU (Statiun Pengisian BBM Untuk Umum), Agen
Minyak Tanah (AMT), Agen Premium & Minyak Solar (APMS), serta Premium Solar Packed
Dealer (PSPD).
Saat ini Pertamina sedang berbenah untuk melakukan transformasi di segala bidang,
termasuk di fungsi Retail Outlet SPBU. Upaya yang dilakukan dalam perubahan tersebut
adalah pemberian standarisasi pelayanan SPBU Pertamina. Pertamina berkomitmen
memberikan pelayanan terbaik dengan istilah Pertamina Way. Penjabaran Pertamina Way
adalah STAF, KUALITAS DAN KUANTITAS, PERALATAN DAN FASILITAS, FORMAT FISIK dan
PRODUK DAN PELAYANAN. Pertamina Way merupakan standar baru yang diterapkan untuk
seluruh Stasiun Pengisian Bahan Bakar Minyak Umum (SPBU Pertamina) di seluruh Indonesia
kepada konsumen baik dari segi pelayanan, jaminan kualitas dan kuantitas termasuk
kenyamanan di lingkungan SPBU.

SPBU yang telah sukses menerapkan Pertamina Way berhak mendapatkan Sertifikasi Pasti
Pas, setelah dinyatakan lolos oleh auditor independen bertaraf Internasional.

Industrial Fuel Marketing


Merupakan satu Divisi di Direktorat Pemasaran dan Niaga, Divisi Pemasaran BBM dengan
tugas pokok menangani semua usaha marketing dan layanan jual Bahan Bakar Minyak kepada
konsumen Industri dan Marine. BBM yang tersedia meliputi Minyak Solar (High Speed Diesel),
Minyak Diesel (Industrial/Marine Diesel Oil), dan Minyak Bakar (Industrial/Marine Fuel Oil).
Saat ini konsumen BBM Pertamina di sector Industri dan marine mencapai lebih dari 4500
konsumen, tersebar diseluruh daerah di Indonesia. Beberapa Pelanggan utama kami adalah
PT. PLN (Persero), TNI/POLRI, Industri Pertambangan, Industri Besi Baja, Industri Kertas,
Industri Makanan, Industri Semen, Industri Pupuk, Kontraktor Kontrak Kerja Sama,
transportasi lair dan industri lainnya
Di bidang Marine, kami fokus dalam meningkatkan volume penjualan. Dan memperluas area
dan lokasi layanan BBM Pertamina di semua Pelabuhan penting di Indonesia.
Kelebihan utama BBM Pertamina adalah adanya jaminan ketersediaan dan supply BBM.
Pertamina memiliki jaringan yang luas diseluruh daerah dan pelosok di Indonesia yang
didukung oleh dan 7 kilang milik Pertamina maupun sumber dari luar negeri, sarana dan
prasarana angkutan BBM yang lengkap, serta lebih dari 120 lokasi Depot, Terminal Transit
dan Instalasi yang tersebar di seluruh Indonesia. Mutu produk BBM dan kualitas serta
kuantitas layanan yang terjamin serta memenuhi standard Internasional .

Pelumas
Bisnis pelumas adalah usaha yang prospektif mengingat PERTAMINA merupakan Market
Leader pasar pelumas dalam negeri selama lebih dari 30 tahun. Bisnis Pelumas PERTAMINA
terdiri atas bisnis dalam negeri untuk segmen retail maupun segmen industri, dan bisnis
pelumas luar negeri. Di samping produk jadi, Pelumas PERTAMINA juga melayani kebutuhan
Base Oil Group I dan Base Oil Group III (mulai medio 2008). Pangsa pasar kami saat ini
mencapai 54% di segmen retail dan 58% di segmen industri.
Untuk segmen retail di dalam negeri, Pelumas PERTAMINA memasarkan lebih dari 17 Brand,
sementara untuk segmen industri sebanyak 18 Brand. Untuk pasar luar negeri, PERTAMINA
memasarkan 3 Brand yang merupakan extension dari Brand di dalam negeri. Untuk Lube Base

Oil, PERTAMINA memasarkan 5 jenis kekentalan untuk LBO Group I, dan 2 jenis kekentalan
untuk LBO Group III.
Pemasaran Pelumas PERTAMINA di dalam negeri, didukung oleh 7 Sales Region, 180 Agen
Pelumas, dan 45 OliMart, tersebar dari Sabang sampai Merauke.

Gas Domestik
Sejak 1968, Unit Gas Domestik telah berkomitmen untuk melayani seluruh masyarakat
Indonesia dengan menyediakan LPG sebagai bahan baku dan bahan bakar untuk keperluan
rumah tangga, komersial dan industri dengan menggunakan brand "Elpiji". Akhir-akhir ini,
Elpiji menjadi lebih dikenal dan dekat dengan masyarakat dengan adanya program
Pemerintah untuk mengkonversi Minyak Tanah ke Elpiji, yang ternyata telah terbukti lebih
ekonomis, efisien dan ramah lingkungan dibanding Minyak Tanah.
Dalam era "Langit Biru", Unit Gas Domestik memegang peranan penting dalam
menyukseskan program ini. Disamping Elpiji, sejak tahun 1987 Unit Gas Domestik juga telah
mensuplai bahan bakar gas dengan menggunakan CNG (Compressed Natural Gas), dibawah
brand "BBG". "Musicool", hidrokarbon refrigerant yang ramah lingkungan, yang telah
diluncurkan pada tahun 2004, menjadi satu bukti dari komitmen kami untuk mewujudkan
lingkungan hidup yang lebih baik dengan menjaga lapisan ozon dari kerusakan dan Efek
Pemanasan Global.
Saat ini, diversifikasi energi merupakan suatu keharusan dalam rangka mengantisipasi krisis
minyak bumi yang disebabkan adanya kecenderungan penurunan cadangan minyak bumi.
Bersama dengan Penelitian dan Laboratorium PT. Pertamina (Persero), Unit Gas Domestik
mengembangkan LPG untuk transportasi atau LGV (Liquefied Gas for Vehicle) dibawah brand
"Vi-Gas" dan GPC (Gassified Petroleum Condensat), yang juga dapat dipakai sebagai bahan
bakar untuk memasak seperti Elpiji. Perbaikan yang berkelanjutan terus menerus selalu
dilakukan oleh Unit Gas Domestik dalam mengembangkan produk-produknya, didukung oleh
infrastruktur yang handal dan keinginan untuk memberikan pelayanan yang lebih baik serta
memberikan dukungan terbaik bagi pemerintah Indonesia, masyarakat, dan lingkungan.
Pelayanan dan produk-produk yang terbaik dapat diartikan sebagai kepuasan pelanggan yang
diharapkan akan mewujudkan kehidupan masyarakat Indonesia yang berkualitas.

Niaga
Divisi Niaga adalah divisi yang bernaung dibawah Direktorat Pemasaran & Niaga dengan
bisnis inti melakukan ekspor-impor dan penjualan domestik untuk Minyak mentah, BBM, dan
produk Petrokimia, dengan nilai uang atau revenue yang dikelola sekitar 135 trilyun rupiah
pertahun. Bisnis ekspor-impor dan penjualan domestik tersebut dikelola melalui 3 (tiga)

Fungsi dibawahnya, yakni Unit Usaha Minyak Mentah & BBM, Unit Usaha Niaga Non BBM,
dan fungsi perencanaan, evaluasi dan pengembangan serta koordinasi yakni Fungsi Reneval
Niaga.

Bisnis inti Niaga Minyak mentah & BBM adalah melakukan trading dibidang impor BBM
sekitar 120.000.000 (seratus duapuluh juta) Barrel per tahun dan ekspor Minyak mentah
sekitar 7.000.000 (tujuh juta) Barrel per tahun, serta mengekspor produk minyak 33.000.000
Barrel per tahun, yang terdiri dari produk Naphta 3.600.000 Barrel per tahun, produk Decant
Oil sekitar 2,600.000 (dua juta enam ratus ribu) Barrel per tahun dan sekitar 26.800.000 (dua
puluh enam juta delapan ratus ribu) Barrel pertahun, yang bersumber dari kilang Unit
Pengolahan PERTAMINA.

Sedangkan bisnis inti Niaga Non BBM adalah menjual produk NBBM baik di pasar dalam
negeri maupun ekspor yang bersumber dari kilang Unit Pengolahan PERTAMINA sendiri,
dengan volume penjualan per tahun mencapai sekitar 2 (dua) juta mt dengan memperoleh
revenue sekitar 11 (sebelas) trilyun rupiah dan profit sekitar 1,65 trilyun rupiah.

Sejalan dengan berubahnya PERTAMINA menjadi PT PERSERO yang mulai fokus pada
orientasi profit, Niaga Non BBM mulai menjalankan trading (jual-beli) produk NBBM dengan
melakukan impor untuk memenuhi kebutuhan pasar dalam negeri terutama untuk produk
yang mengalami shortage of supply/production dalam rangka untuk meningkatkan profit
sekaligus untuk meningkatkan pangsa pasar PERTAMINA.

Adapun Reneval Niaga adalah Fungsi yang melakukan perencanaan, evaluasi, pengembangan
serta koordinasi untuk mendukung bisnis ke dua Fungsi Unit Usaha diatas yakni Fungsi Niaga
Minyak Mentah & BBM dan Fungsi Niaga Non BBM.

Sebagai salah satu unit bisnis PERTAMINA - perusahan nasional yang bergerak di bidang
energi, minyak, gas dan petrokimia - yang melakukan usaha pemasaran serta penyediaan
produk dan layanan bahan bakar penerbangan di Indonesia dan Timor Leste, PERTAMINA
Aviasi memiliki aspirasi untuk menjadi pemasar dan penyedia layanan bahan bakar

2.1 Downstream Business

Pertamina's business activities in the downstream business sector include the Processing,
Marketing & Commerce business, and LNG business. The Marketing & Commerce business
includes distribution activities of oil and petrochemical products produced by Pertamina
refineries or imported, both for domestic and foreign market destinations, and supported by
distribution and transportation facilities by land and sea.

2.2 Processing
PERTAMINA's Processing Business owns and operates 6 (six) Refinery units with a total
capacity of 1,046.70 Thousand Barrels. Several oil refineries such as the UP-III Plaju refinery
and Cilacap UP-IV Refinery are integrated with the Petrochemical refinery, and produce
Petrochemical products, namely Purified Terapthalic Acid (PTA) and Paraxylene.
Some of these refineries also produce LPG products, such as in Pangkalan Brandan, Dumai,
Plaju, Cilacap, Balikpapan, Balongan and Mundu. P.Brandan and Mundu LPG refineries are
LPG refineries whose operations are separate from oil refineries, with raw materials in the
form of natural gas.
Cilacap UP IV Oil Refinery produces Lube Base Oil with Group I and II from types HVI-60, HVI
- 95, HVI -160 S, HVI - 160 B and HVI - 650. Production of Lube Base Oil is channeled to Lube
Oil Blending Plant ( LOBP) in PERTAMINA Lubricant Production Unit located in Jakarta,
Surabaya and Cilacap to be produced into lubricant products, and the excess production of
Lube Base Oil (exces product) sold in the domestic and foreign markets.
"Since April 2008, Pertamina together with SK Corp from Korea, have produced Lube Oil Base
Group III from the LBO Plant in the Dumai UP II Refinery. The Lube Base types produced are
100-N and 150-N types. This LBO will be Pertamina's international flagship product in the
lubricant market. "
In addition to the above oil refinery, PERTAMINA has 2 (two) Operating Companies, PT Arun
LNG which operate the LNG refinery in Arun and PT Badak LNG which operates the LNG
refinery in Bontang. The Arun LNG Plant with 6 (six) LNG train units has a total capacity of
12.5 Million Tons per year, while the Badak LNG Plant in Bontang with 8 (eight) LNG train
units has a total capacity of 22.5 Million Tons per year.

2.4 Marketing and Commerce


Retail BBM marketing is a function of the Marketing and Commerce Directorate which
handles the marketing of retail BBM for the transportation and household sectors. Pertamina
conducts Retail BBM marketing through Retail BBM / BBK channeling institutions which are
currently spread throughout Indonesia, such as gas stations (Public Fuel Filling Stations),
Kerosene Agents (AMT), Solar Oil & Premium Agents (APMS), and Premium Solar Packed
Dealers (PSPD).
Preently Pertamina is improving to carry out transformation in all fields, including in the retail
outlet function of gas stations. The efforts made in these changes are the provision of
standardization of Pertamina gas station services. Pertamina is committed to providing the
best service with the term Pertamina Way. The description of Pertamina Way is STAFF,
QUALITY AND QUANTITY, EQUIPMENT AND FACILITIES, PHYSICAL FORMAT and PRODUCTS
AND SERVICES. Pertamina Way is a new standard that is applied to all General Fuel Filling
Stations (Pertamina gas stations) throughout Indonesia to consumers both in terms of
service, guarantee of quality and quantity including convenience in the gas station

Gas stations that have successfully implemented Pertamina Way have the right to get PASTI

It is a Division in the Marketing and Commerce Directorate, the BBM Marketing Division with
the main task of handling all marketing and selling services for Oil Fuel to Industrial and
Marine consumers. Available fuels include Solar Oil (High Speed Diesel), Diesel Oil (Industrial
/ Marine Diesel Oil), and Fuel Oil (Industrial / Marine Fuel Oil).
Currently the consumers of Pertamina BBM in the Industrial and marine sectors reach more
than 4500 consumers, spread throughout the regions in Indonesia. Some of our main
customers are PT. PLN (Persero), TNI / POLRI, Mining Industry, Steel Industry, Paper Industry,
Food Industry, Cement Industry, Fertilizer Industry, Cooperation Contract Contractors, water
transportation and other industries
In the Marine field, we focus on increasing sales volume. And expanding the area and location
of Pertamina's BBM services in all important ports in Indonesia.
The main advantage of Pertamina BBM is the guarantee of fuel availability and supply.

2.6 Lubricant
The lubricant business is a prospective business considering that PERTAMINA is a market
leader in the domestic lubricants market for more than 30 years. PERTAMINA's Lubricant
Business consists of domestic businesses for retail and industrial segments, and foreign
lubricants business. In addition to finished products, PERTAMINA Lubricants also serve the
needs of Oil Base Group I and Oil Base Group III (starting in mid-2008). Our market share
currently reaches 54% in the retail segment and 58% in the industry segment.
For the domestic retail segment, PERTAMINA Lubricants markets more than 17 brands, while

2.7 Domestic Gas
Since 1968, the Domestic Gas Unit has been committed to serving all Indonesian people by
providing LPG as raw material and fuel for household, commercial and industrial use using
the "LPG brand". Lately, Elpiji has become better known and closer to the community with
the Government's program to convert Kerosene to LPG, which has proven to be more
economical, efficient and environmentally friendly than Kerosene.
In the "Blue Sky" era, Domestic Gas Units played an important role in the success of this
program. Besides Elpiji, since 1987 the Domestic Gas Unit has also supplied gas fuel using
CNG (Compressed Natural Gas), under the brand "BBG". "Musicool", an environmentally
friendly hydrocarbon refrigerant, which was launched in 2004, is one proof of our
commitment to create a better living environment by safeguarding the ozone layer from
damage and the Global Warming Effect.
At present, energy diversification is a necessity in anticipation of the petroleum crisis caused
by a downward trend in petroleum reserves. Together with Research and Laboratory of PT.
Pertamina (Persero), Domestic Gas Unit develop LPG for transportation or LGV (Liquefied Gas
for Vehicle) under the brand "Vi-Gas" and GPC (Gassified Petroleum Condensate), which can
also be used as fuel for cooking such as LPG. Continuous improvement is always carried out
by the Domestic Gas Unit in developing its products, supported by reliable infrastructure and
the desire to provide better service and provide the best support for the Indonesian
government, the community, and the environment. The best services and products can be
interpreted as customer satisfaction which is expected to realize the quality of Indonesian
people's lives.

2.8 Commerce
The Commerce Division is a division that is under the auspices of the Marketing & Commerce
Directorate with a core business conducting export-import and domestic sales for crude oil,
fuel, and petrochemical products, with the value of money or revenue managed around 135
trillion rupiah per year. The export-import and domestic sales business is managed through
3 (three) functions below, namely the Crude & Oil Business Unit, Non-BBM Commercial
Business Unit, and the functions of planning, evaluation and development, namely the
Commercial Reneval Function.
The core business of Niaga Crude Oil & BBM is trading in the field of importing BBM around
120,000,000 (one hundred twenty million) barrels per year and exporting crude oil around
7,000,000 (seven million) barrels per year, and exporting oil products 33,000,000 barrels per
year. year, which consists of Naphta products of 3,600,000 barrels per year, Decant Oil
products of around 2,600,000 (two million six hundred thousand) barrels per year and around

26,800,000 (twenty six million eight hundred thousand) barrels per year, sourced from
refineries PERTAMINA Processing Unit.
While the core business of Niaga Non BBM is selling NBBM products both in the domestic
market and exports sourced from the refinery of PERTAMINA's own Processing Unit, with
annual sales volume reaching around 2 (two) million by gaining revenue of around 11 (eleven)
trillion rupiahs and profit of around 1.65 trillion rupiah.
In line with the changing of PERTAMINA to PT PERSERO, which began to focus on profit
orientation, Niaga Non BBM began trading NBBM products by importing to meet domestic
market needs, especially for products experiencing shortage of supply / production in order
to increase profit while increasing PERTAMINA's market share.
The Reneval Niaga is a function that carries out planning, evaluation, development and
