NORZAGARAY WATER DISTRICT PROFILE

WATER DISTRICT CLASSIFICATION – CATEGORY B

The Norzagaray Water District (NOR-WD) was formally organized and formed on October
1, 1986 by virtue of the Sangguniang Bayan Resolution No. 86-10-48, through the initiative of
then Mayor Jorge Esguerra and members of the town’s Sangguniang Bayan. Subsequently, the
Conditional Certificate of Conformance (CCC) No. 261 was issued on October 24, 1986 by the
Local Water Utilities Administration (LWUA). The CCC is the accreditation of LWUA to a newly
formed water district to operate under the standards specification. The district became
operational in 1997.

On November 12, 2002, the LWUA Board of Trustees approved Resolution No. 257 series
of 2002 for the takeover of NOR-WD. In this regard, Mr. Ricardo B. Abaño was designated as the
Interim General Manager of NOR-WD along with five (5) members of the Board of Directors.
IGM Abaño reported for work on December 7, 2002.

IGM Abaño began his term with 1,500 concessionaires. During his term, NOR-WD has
developed four (4) additional sources: three (3) in Poblacion-Matictic-Partida water system and
one (1) in Bigte-Minuyan water system and four (4) additional pumping stations were
transferred by the DPWH in 2005 in North Hills Village in Brgy. Bitungol and Brgy. Tigbe. The
LWUA turned over the District to the local Board of Directors in January 4, 2008 with 6,818
service connections.

At Present, the district has a total of 14,135 service connections operating 24 hours a
day with nine (8) operating pumping stations, one (1) mini filtration plant, a newly constructed
filtration plant financed by a Private Company(PhilHydro), a 150 & 75 cu. m. elevated steel
reservoir, a newly constructed 1000 cu. m. Bolted Steel Tank , and twelve (15.5) kilometres of
transmission distribution lines. The existing pipelines consisted 25 mm (1 in.) to 200 mm (8 in.)
of assorted C.I.-uPVC-PE materials. The main system currently has about 14,135 active service
connections, covering nine (9) of thirteen (13) barangays and serving 70% of the total
population of Norzagaray by May 2015.

The district was able to withstand the hardships and challenges of times and made use
of its resources including a loan from LWUA to achieve its goal and objectives in giving the best
water service to the people of the Municipality of Norzagaray and other nearby areas. NOR-WD
is composed of fifty-eight (58) employees consisting of thirty-five (35) Regular and twenty-three
(23) Job Order employees under the leadership of General Manager Engineer Aimer B. Cruz.

The Board of Directors is composed of five (5) local representing the business,
professional, civic, education and women sector.
