CHAPTER II

TECHNICAL STUDY

This chapter presents the necessary data needed in constructing the project and the

constraints that the project is bound to deal with during and after the construction of the

project. Also, this chapter will tackle the benefits of the facility and its potential users,

health and safety requirements, and the environmental impact before, during, and after

the construction of the project.

A. Nature of Service

Government center is defined as the chief administrative place of a city, town or

municipality operations. It serves as the main core of a society because it houses the

government council, its associated departments and employees. It serves not only as a

government hub, but also a facility for various civic and cultural activities. The proposed

project will provide a government center that will cater to the basic services of the end

user. It will provide comfortable and organized offices for the employees and its people

seeking for government assistance or services.

Community park is an area set beside for passive common use, where certain

types of activities are restricted,permitting individuals to be relieved of the stressful

intensity of urban environment. The proposed community park will serve its purpose as a

place for leisure, entertainment or other recreational activities such as athletic, arts, and

environmental programs. The covered court will hold sports activities like basketball and

volleyball. The covered court will also be designed and constructed for other purposes

such as evacuation center and venues during important events and programs in the

municipality. The community park will also have a “Pasalubong” center that will

showcase the different delicacies, arts and crafts that Candelaria, Quezon can offer. This

proposed project will also help attract local and tourist in promoting the tourism in

Candelaria, Quezon.

B. Potential Users

The potential users of the municipal hall are the constituents of Candelaria and

other people outside the municipality that require the assistance or services of the local

government unit. The covered court will be used by athletes and spectators during

sporting events and evacuees in case of calamities. The people that will use the

“Pasalubong” center are tourists, locals and vendors that will rent the stalls.

C. Utilities and Other Related Facilities

1. Sources of Electricity

The sole distributor of electricity in Candelaria is the Manila Electric Railroad and

Light Company (MERALCO). It energizes the majority of establishments and household

in the municipality. Power supply for the province is produced by the Quezon Power

Philippines Limited (QPPL) using a coal-fired power plant located in Mauban, Quezon

and is distributed by MERALCO with mandates from the national government.

2. Water Supply

The Candelaria Water District (CWD) is a newly established office located in the

Municipal Hall of Candelaria. It is the main distributor of water in Barangay Poblacion

and neighboring barangays while some of the northernmost part receives fresh water

from a nearby spring.

3. Internet and Telephone Service

Internet service providers can provide wireless internet to the Municipality

utilizing 2G and 3G networks. The telephone services are sometimes bundled with

internet services. The main providers are only limited to the Poblacion area due to lack or

low demand in other barangays.

D. Socio-Economic Benefits of the Project

The proposed project will contribute convenience to the people of Municipality of

Candelaria and increase its connection with the community. Due to its bigger space for

offices, it will be more convenient for both customers and employees.This government

center will play a significant part in the life of many local communities and networks

because it will provide people of different social classesto meet, mix and work together

for the benefit of their local development.It also plays an important role in fostering the

concept of community improvement. During construction process, job opportunities will

be available for the residents of the society and will be a great start of coordination and

cooperation among its people.

This project will also enable the local and regional officials to hear the

community’s views on public issues. The municipal hall, covered court and pasalubong

center to be constructed will serve as an engine for economic development. Local

flexibility, reliability and quality service offered by the projectis a major advantage for

the community in attracting and retaining commercial and industrial customers.

E. Project Constraints

The constraints considered for the proposed project are as follows:

1.Environmental Constraints

The proposed project will also be concerned on environmental impacts during

project construction. There are more or less 80 trees to be cut at the site for it blocks the

project areas, it is said that replanting of trees must be a priority to maintain the

properties of the land after construction and also to give shade and fresh air to those who

will come to the government center. On the other hand, the construction workers and

community individuals near to the site are exposed to dust during construction, a

sprinkler will be provided during the construction to avoid respiratory problems and other

diseases which may came from dusts inhalation. On the case of noise pollution, the

proponents will advise to include barriers which may reduce the noise coming from the

construction site. And lastly, the waste disposal coming from the construction site will be

disposed to Masalukot III as per advised by the Municipal Environment and Natural

Resources Office (MENRO).

2. Safety Constraints

Buildings can present a great number of possible risks both in construction and

operation. The personnel involved in the construction of the project have duties to fulfill

with regards to safety to control risks.

a. Health and Safety Requirements

Safety is the number one priority in everyday work. A well-organized and

well-planned project can ensure the safety in the construction. During the

construction of the project, the employer should be responsible to initiate and

maintain programs necessary in complying with the safety requirements.

b. Emergency Hotlines

In case of emergency, emergency hotlines should be listed. It includes

hotlines of the nearest police station, hospitals, fire station and other emergency

hotlines.

3. Project Budget

Since there is no available data for the budget of the proposed development plan

of government center in Municipality of Candelaria, the proponents perceived that it can

be a project constraint. The budget for the project will be allotted by the Local

Government of Candelaria. The success of the project with regards to the quality of the

structures, safety and performance of the workers will be depending on the budget. The

insufficiency of the budget will also cause delay that can result to additional cost in

equipment and workers.

4. Social Constraints

Since the community of Candelaria, Quezon are the beneficiaries of the project,

their opinions and/or suggestions are highly regarded. Any part of the design that may

result to public concern is subject for alterations.
