CHAPTER II

TECHNICAL STUDY

This chapter covers the technical study of the project proposal. It includes the

technical information on the nature of services,utilities, potential users, environmental

impact assessment, health and safety requirements. Furthermore, the environmental and

project constraint will also be discussed on this chapter.

A. Nature of Service

In order to boost the development of tourism industry of San Jose, Batangas, an

undeveloped 2.6 hectares land in Barangay Taysan was allocated for the proposed site

development plan of San Jose Historical and Tourism Park. Based on the 2012 – 2022

Comprehensive Development Planor CDP of the municipality, they proposed facilities

that will help the intellectual development of the students and atourism park. The Zoning

Officer III, Arch. Robles, advised the proponents to include commercial establishments

and accommodations for guests with satisfaction, comfort and security since the proposed

project will be located in the central business district of the town.

1. Facilities

a) Two-Storey Municipal Museum

The proponents proposed a two-storey Municipal Museum that

collects objects and materials of cultural, religious and historical

importance preserve them, and present them to the public for the purpose

of education and entertainment.The museum enriched the educational

process by exposing children and indeed the public to their history in to a

positive way through educational visit in the proposed building. The

museum will also offer assistance to visitors on their inquiries and needed

information about the amenities provided by the proposed tourism park.

b) Two-storey Commercial Building

The two-storey commercial building houses businesses that

intended to generate profit either from capital gain or rental income.It has

allotted area for souvenir shopsthat will feature municipality’s well-known

products, indigenous good and tourism park’s souvenirs. The municipality

will have a great opportunity to have a commercial building that promotes

growth of the economic sector.

c) Three-storey Hotel with Restaurant Building

The three-storey hotel with restaurant serves its guests with a

purpose to accommodate them with clean and comfortable stay, to serve

them with healthy and delicious foods and provide amenities that will

appeal to their target demographic.

d) Tourism Park

A tourism park will provide space for tourists and neighborhood to

interact with the nature and the other visitors. A landscaped area at the

center of the proposed buildings will be utilized for relaxation, play and

can be used for outdoor activities. It will be a great attraction for the

residents of the municipality and tourists before and/or after shopping.

There will also be a mini paint ball park, it is a game in which two teams

try to capture each other's flag while defending their own using

compressed-air guns that shoot paint-filled pellets. This area is scattered

with natural or artificial terrain. This game will make attract group or

individual tourists who desires to have fun and experience this extreme

activity. Tourism Park also has team building area where team bonding

brings people together by encouraging collaboration and teamwork. Fun

activities that help people see each other in a different light allow them to

connect in a different setting. It also providespavilion where tourist may

be used it as a temporary shelter, meeting place and gatherings.

e) Materials Recovery Facility

The waste disposal of the site will be utilized by the Material

Recovery Facility (MRF) that will be divided into compartments to

regulate the waste and other materials for the proper segregation and

disposal. The wastes are sorted properly according to their type

recyclables, compostable or residuals.

f) Locker Room

Locker room will accommodate the users of paintball park for

them to have an area for changing clothes before and after playing the

game. Lockers will be provided in the room to utilize as storage and safe

keepers of personal belongings of the users/costumers with a separated

shower rooms for men and women.

g) Guard House

There would be an allocated area for several guard houses. These

guard house will be use by the personnel and security equipment. The

proponents also include this construction of guard house for the security

purposes, instant responses in an emergency situation and will be serve as

the observation posts for the incoming ang outgoing visitors of the

proposed project.

B. Utilities

Utilities are needed to provide full function of the project. The proponents

focused on promoting services for the availability of secure water and electric supply as

well as communication services and an access to the internet. Also, parking areas that

will be needed for the expected costumers and users of the commercial buildings and the

tourism park. The following are utilities needed of the project to function normally.

1. Water Supply

Having a supply of water is important for every structure. There will be a

water tank provided for the project site. The water tank will serve as an

emergency supply of water during shortage. Based on the CLUP of San Jose,

barangay Taysan has five pumps that served its own barangay. These pumps

are duly organized by Barangay Waterworks System and Sanitation

Association (BAWASA)that funded by the LGU. Proponents suggests that

the proposed project will be connected on the nearest available pump in

barangay Taysan.

2. Electrical Supply

The electrical power of the facilities included in the area will be

supplied by the Batangas II Electric Cooperative, Inc. (BATELEC II). An

electric powered generator will be provided to serve as the back-up system to

deliver continuous power supply in case of power interruption in the

municipality. These generators will be placed in higher elevations inside the

buildings to be more efficient during rainy season due to flooding.

3. Parking Area

The proposed site provides a distributed parking area for customers from

commercial buildings, municipal museum, hotel. Tourists and costumers can

park their cars on the nearest parking spaces provided on the area. Upon

entering the site, they will be guided by an assigned security officer to have a

smooth and organized parking. Further, these security officers will implement

the rules and regulations regarding on the parking of vehicles, speed limits and

safety of pedestrians.

C. Potential Users

The Municipality of San Jose was located between two well-known cities, Lipa

and Batangas City. Tourists intended to go to the neighboring cities based on the given

data ofBPTCAO with approximate 100,000 tourists yearly. The proposed project will

make the community people, tourists, students, couples, family and travelers of those

cities and other neighborhood municipalities to stop and experience the services of the

town’s historical and tourism park.

The main beneficiaries of the tourism park will be the residents of San Jose since

it will not only attract tourists and vacationers but also provide job opportunities for

them. Business investors are also one of the main beneficiaries since there will be an

allotted area for rental stalls that they may be rented.

Local and foreign tourists who are hunting for a perfect place for family or group

bonding, relaxation, fun and extreme activities are expected to be the visitors of the

proposed project.

The Municipality of San Jose will also be one of the beneficiaries since they are

the one that will manage and the major investor of the project. The construction of this

project will surely boost the educational status of the students, economic and tourism

industry of the municipality.

D. Environmental Impact Assessment (EIA)

Environmental Impact Assessment is the process of assessing the likely

environmental impacts of a project proposal and identifying options to minimize

environmental damage. The main purpose of EIA is to inform decision makers of the

likely impacts of the project proposal before a decision is made. A Material Recovery

Facility (MRF) will be provided to properly segregate the biodegradable such as human

waste, wood, paper, food waste, leaves and grass clippings and non-bio-degradable such

as plastic bottles and other plastic products that will be collected in the area. Since the

location of the site is near a river and it is a tourism park, MRF will be constructed beside

the parking space provided on the north side of the site.

In the process of construction there are some considerations to be done such as

noise pollution, air protection, water demand and waste management. Table 3 will show

the possible impacts and the actions to be taken to control these impacts.

Table 3 shows the possible impacts that may be occur during and after the

construction of this project. As presented in Table 3, solid waste, dust and smoke can

cause pollution to the surroundings, river and to the health of neighboring residents.

Mitigations were also presented in Table 3 to emphasize the action that will be taken to

each impact.

E. Health and Safety Requirements

One of the factors that need to be considered is the health and safety of every

person involved in the project. A lack of consideration on these matters will result to

accident, illness or fatality. An orientation will be provided for maintenance, construction

workers, engineers and other personnel that will be involved upon construction of the

project. Proper hygiene and cleanliness of the park and facilities will strictly implement

during the operation of the project. The following requirements will be observed during

the construction of the San Jose Historical and Tourism Park in Barangay Taysan:

1. Use of Personal Proper Equipment (PPE)

As part of the safety measure, PPE must be worn at all times on the site

for their safety and health. It is composed of hard hat, eye and ear protector,

safety shoes, gloves, vest and protective clothing. Each of the involved persons

during the construction must worn PPE when inside the construction area.

2. Safety nets and Informative Signs

Informative Signs will also be considered for the workers, residents and

drivers that travels in Don Luis - Taysan road. Safety nets will be considered to

protect from falling objects.

3. First Aid

During the construction of the buildings, laborers are exposed to a lot of

hazards that may cause accidents. To minimize injury and future disability, first

aid treatment will be applied. The health and safety requirements need all the

construction site to have a first aid box with enough equipment to proportion to

the number of workers on site as well as authorized personnel.

4. Fire Protection

Fire distinguisher and sprinkles will be provided in every building in case

of emergency. The number of fire extinguisher will conform the Fire Code of the

Philippines per floor to have immediate response.

F. Constraints of the Project

The possible constraints that may arise during the construction process of San

Jose Historical and Tourism Park are the following:

1. Environmental Constraints

The allotted area for the San Jose Historical and Tourism Park is an

agricultural land that is surrounded by various of tress. With this, securing tree

cutting certificate from the Agricultural Department of San Jose and/or from the

Department of Environment and Natural Resources must be considered. To lessen

the environment impact of this project trees will be conserved instead of cutting

them down to comply with the Republic Act No.10593 unless it is stated to

hazardous and dangerous to the public. This will help mitigate the adverse effects

of the construction process. Also, Memorandum Order No. 2012-2 Item No. 2-2.2

that in every one (1) tree to be cut will be replaced hundreds of the same species

and will be planted on the provided area of the municipality.

According to the Presidential Decree No. 1067; Article 51, the Water

Code of the Philippines will enforce a legal easement of at least 20 meters for

agricultural land that are subjected for public use. It also stated in Article 51 that

no person shall be allowed to stay in this zone.

2. Project Constraints

Economic constraints and social constraints will alsobe considered in the project.

Economic Constraints

The proposed project source of funds will be given by the Local

Government Unit (LGU). Based on the CDP of 2013-2022, there would be an

allotted budget for the construction of tourism park which costs Php

12,000,000.00 provided by the LGU, while for construction of the proposed

buildings such as the commercial buildings, apartelle, museumand other facilities

has no specific require budget yet.

Considering these constraints, materials for the construction and

operations were chosen and decided to obtain the lowest possible cost without

sacrificing the quality and stability of the structures.

Social Constraints

The project site is located near the national road and it is surrounded by

commercial establishments. Therefore,during the construction phase of the

project, the residents will be affected by the activities being done in the site while

after the construction, tourists and costumers will interact to each other since it is

a tourism park. With this, perimeter fence will be provided to control and secure

the area and lessen the noise in the tourism park. Several guard house will be

constructed within the perimeter fence to ensure security and immediate responses

for the possible circumstances.

Health and Safety Constraints

Health and safety constraints of projects are managed for the protection of

beneficiaries, project officers and workers involved. Some of the constraints that

may be encountered are sudden occurrences of accidents and illnesses within the

site during the construction process. To avoid these instances, firm

implementation of safety measures must always be done in every aspect of the

work. In return, these must be observed by those involved in the construction of

the project. Additionally, safety equipment or basic emergency needs must always

be readily available. It is very important to take these into consideration for the

safe and successful construction of the proposed historical and tourism park.

Technical Constraints

Technical constraints of a project are the constraints which can be easily

identified as soon as the plan and design of the project are laid out. For the site

development plan of San Jose Historical and Tourism Park, the proposed location

has an irregular shape and is adjacent to the main road of the city. Therefore, it is

very important to conduct a careful analysis of the lot area, the soil type and a

detailed planning of the project. This is to consider the position of the structures

that will maximize the use of the entire area and will allow for the ease of entry

and exit of the users.

Moreover, coordination of the services during the construction process can

also pose a technical constraint for the project. It is very important to have

coordination between workers and head officers. This is to assure that the daily

job to be carried out are in accordance with the schedule of work prepared prior to

the construction.
