The combined inter-RNC HHO and
SRNS relocation procedure is “UE
involved”, since the UE is ordered to
switch to another carrier frequency or
to replace the whole active set by
sending a HHO command to the UE
HHO during the relocation procedure.

when the current active set
only comprises cells
belonging to the DRNC (aka

Conclusions
• Relocation with UE Involved has risk to do the inter-RNC HO in the
border before getting connection to DRNC.
• Relocation with UE Not-Involved has following often failure causes:
 UP setup failure
 UTRAN Mobility Information procedure failure or timeout
