1. INTRODUCTION

Parking Designs of developments/buildings are often prepared and/or reviewed by pre-


qualified traffic consultants and pre-registered architect, later they are submitted to the
Department of Transport (DoT) of Abu Dhabi for review and approval. The parking
design is a regular part of submitting Traffic Studies (TS’s), which are Circulation Plans,
Transportation Impact Studies (TIS’s), and Transportation Master-Plans (TMP’s). The
attached herein Parking Designs guidelines give the standards and specifications set by
the Integrated Transport Planning Division (ITP) at the DoT to facilitate the review and
approval of TS’s. Any submission through the TIS online system shall also follow the
same process standard.
The guidelines set the designing criteria against which the DoT Liaison Engineers will be
reviewing and approving the TS’s. Any Parking Design submitted and found not
complying with the guidelines given in this document will be rejected, unless a departure
is made by DoT with a clear explanation for that departure. The guidelines are designed
taking AutoCAD environment into consideration thus facilitating drafting and submitting
drawings that fulfill the TS data submission requirements. Therefore, all submitted
Parking Designs should be in AutoCAD format in addition to any other tool deemed
necessary by the assigned DoT Liaison Engineer.

2. PURPOSE

The purpose of this document is to furnish consultants working in Abu Dhabi Emirate by
clear and concise guidelines to be followed in preparation of Parking Design, e.g.
basement, structure, and/or any other type of Parking, and aimed to be submitted to DoT
for approval.
This document is covering all vehicular modes’ parking’s requirement and size, e.g. Car,
Motorcycle, Truck and School Bus. In addition to that, it is proposing an alternative
design for a relatively small parking structures, hint, Plot size or Basement Extension
Coverage of less than 1,000 m2 area.
It should be noted that this document is not to quantify neither the parking’s demand nor
the supply. In addition to that, this document is superseding the parking design’s
parameters & dimensions presented in the “Abu Dhabi Transportation Impact Study
Guidelines – 2012” and the technical circular 2010-TIS-0006 dated 04th May 2010.
The following general design parameters should be considered:
 Maximum Gradient for Parking Ramps: 1 in 20 or 5%
 The Radius of Turning Roads used by truck is to be discussed and agreed by DoT
and on case by case bases (subject to Auto-turn)

3. SWEPT-PATH VEHICLE TYPE

The following is the list of recommended Vehicle Type for each mode when doing the
Swept-path Assessment. The below Light & Heavy Trucks’ Vehicle Type should be
followed when designing the truck’s facilities; however, any departure from the
recommended Light & Heavy Trucks’ Vehicle Type should be studied and approved by
DoT.

4. LIST OF DOCUMENTS

To facilitate the consultants with the guidelines of preparing a Parking Design, DoT is
attaching herein sample designs for each mode and/or parking structure’s size. These
sample designs should be thoroughly reviewed and properly used to successfully
compile and deliver the acceptable parking’s design according to guidelines.
It should be noted that the Garbage facilities and design should be located within the
plot’s boundary.
The Parking Designs Samples are attached herein the appendices of this Standards
Report. A description of each is as follows:

4.1 Car Parking Minimum Design Standards (Plot size or Basement


Extension Coverage of 1,000 m 2 or above)

This document summarizes the guidelines to design the on-street and structured
car parking that are within the limits of plots, or the size of the basement
extension, larger than or equal 1,000 m2 area, for one or two-ways carriageway
that includes the Parallel Parking, 90°, 60°, 45° and 30° bays. In addition to that,
it clarify the design’s standards for the Tandem Parking, and the Parking next to
Physical Obstruction, which will require an additional 20 cm at each side facing a
Physical Obstruction, e.g. wall, column, etc.
It should be noted that the angular parking shall be towards the building side.
It should be noted that minimum width for designing the parking bay is 2.5
meters; however, it is recommended to use 2.7 meters for visitors parking of any
development, and whenever possible.
This document also summarizes the guidelines to design the accesses, profile,
curves, dead-ends, and ramps of an on-street or structured car parking. It should

be noted that a minimum of R4 is required at each curve (on the smaller curved
side), with an offset made afterwards to reach the required larger curved side. In
addition to that, if the separation of the two-ways of the ramp was proposed to be
physical segregation, e.g. curb, then this ramp should be design for as one-way
ramp for each direction of flow.

4.2 Car Parking Minimum Design Standards – Small Plot (Plot size or
Basement Extension Coverage of less than 1,000 m2)
This document summarizes the guidelines to design the on-street and the
structured car parking and within plots less than 1,000 m2 area, for one or two-
ways carriageway that includes the Parallel Parking, 90°, 60°, 45° and 30° bays.
In addition to that, it clarifies the design’s standards for the Parking next to
Physical Obstruction and Tandem Parking.
It should be noted that the angular parking shall be towards the building side.
It should be noted that minimum width for designing the parking bay is 2.5
meters.
This document also summarizes the guidelines to design the accesses, profile,

4.3 Car Parking Minimum Design Standards – Public Parking


This document summarizes the guidelines to design an on-street or structured
public car parking (operated by governmental entity and/or in the Public Right-of-
Way) with one or two-ways for the parallel parking, 90°, 60°, 45° and 30° bays.
It should be noted that minimum width for designing the parking bay is 2.7
meters.
For any data other than illustrated, the design criteria set in Section 4.1 Car
Parking Minimum Design Standards (Plot size or Basement Extension Coverage
of 1,000 m2 or above) should be followed.

4.4 Retrofitting Car Parking to Motorcycle Parking Design Standard


This document summarizes the guidelines to convert an existing on-street or
structured car park, to a motorcycle parking with one-way or two-ways, for the
Tandem, parallel, 90° and angular parking bays. In addition to that, if a new
parking is proposed and requires Motorcycle parking, then the standards in this
document should be followed.

4.5 School Buses Parking Design Standards
This document summarizes the guidelines to design the drop-off and parking
bays for School Buses, which includes the parallel parking, 45° and 90° bays.
These are the recommended angles for the school bus design; however, other
angle(s) can be studied on a case by case basis. It should be noted that other
buses should be designed using the school bus dimensions.

4.6 Commercial Van Parking Design Standards


This document summarizes the guidelines to design an on-street or structured
car parking with one-way or two-ways carriageway that includes the parallel
parking and 90° bays. However, it is only allowed to design for one-way for the
60°, 45° and 30° bays. In addition to that, it clarifies the design’s standards for
ramp’s profile required for a safe operation of this mode.
The recommended dimensions for Commercial Van are illustrated in this
document.
If the Commercial Van is to be using a ramp upwards or downward, then the
clear height should be the sum of the Van height and 70 cm clear space from the
bottom of the services.

4.7 Light Truck Parking Design Standards


This document summarizes the guidelines to design an on-street car parking with
one-way carriageway that includes the 30°, 45° and 60° bays. However, only the
parallel parking & 90° bays are allowed to be designed for one-way or two-ways.
It should be noted that DoT prefers the adoption of angular parking. In addition to
that, it clarifies the design’s standards for ramp’s profile required for a safe
operation of this mode.
The recommended dimensions for Light Truck are illustrated in this document. It
should be noted that the radius of any turning roads used by this mode should
satisfy the swept-path analyses.
If the Light Truck is to be using a ramp upwards or downward, then the clear
height should be the sum of the Truck height and 70 cm clear space from the
bottom of the services.
For the design of On-street bus lay-by, Public Transport Facility, the consultant
should refer to the Public Transport Standards published by DoT.
It is assumed in these standards that parking requirements will meet the needs of
vehicles normally operated in Abu Dhabi. If the goods vehicles dimensions to be
accommodated in a development vary in any significant way from those in these
standards, these will be addressed by the DoT on a case by case basis. If the
intended use of part or the whole of the parking area is to accommodate special
types vehicles specified to greater width or lengths than these standards assume
then this should be made clear in the application. This will also apply if smaller
goods vehicle types are proposed.

4.8 Heavy Truck Parking Design Standards

This document summarizes the guidelines to design an on-street car parking with
one-way carriageway that includes the 30°, 45° and 60° bays. However, only the
parallel parking & 90° bays are allowed to be designed for one-way or two-ways.

should be noted that the radius of any turning roads used by this mode should
satisfy the swept-path analyses.
If the Heavy Truck is to be using a ramp upwards or downward, then the clear
height should be the sum of the Truck height and 70 cm clear space from the
bottom of the services.
It is assumed in these standards that parking requirements will meet the needs of
vehicles normally operated in Abu Dhabi. If the goods vehicles dimensions to be
accommodated in a development vary in any significant way from those in these
standards, these will be addressed by the DoT on a case by case basis. If the
intended use of part or the whole of the parking area is to accommodate special
types vehicles specified to greater width or lengths than these standards assume
then this should be made clear in the application. This will also apply if smaller

4.9 Fully Automated and Car Lift Systems Design Standards

This document summarizes the design standards for Fully Automated and Car
Lift Systems. It should be noted that, the Fully Automated is when the car is
dropped at the collection point, and then an automated system will move the car
into its final destination, and later, when the car is recalled, an automated system
will collect the car from its parking bay back to the collection point. On the other
hand, the Car Lift, is when the driver has to manually enter, departure from the
lift, and manually search for an available parking bay.
Either one of the two systems can’t be proposed unless the prerequisite sheet is
filed.
It should be noted that when designing for a residential building (which can have
up to one floor retail and one floor office), the maximum parking supply should
not exceed 60 spaces in three floors. However, for any other land-uses, the
parking supply should not exceed 40 spaces.
In this document, the Technical and the Maintenance Requirements are listed
and should be followed when operating these systems. It should be noted that
DoT will request an under-taking letter from the owners/developers to insure the
continuity and adoption of the Maintenance Requirements.

4.10 Ramp Parking Clearance

It should be noted that this requirement is not mandatory; however, it is highly


recommended and based on the ability of provision, e.g. Paring Supply is higher
than the demand, etc.

For safety and operational reasons, there should not be a parking immediately
opposite to the ramp (upward or downward) entrance. In addition to that, if the
ramp is connecting to a straight carriageway with parking on one/both side(s),
then the parking spaces should not start unless there is a clear sight distance
(e.g. no wall, etc.) of 5.5 meters, or one vehicle length (whichever higher), after
the ramp touch the ground.

It should be noted that the above is applicable also when designing a parking that
is gated; thus the clear distance after the gate should follow the same clear sight
distance standards.

Moreover, if the ramp is curved just before the exit, then the clear sight distance
standards is measured after the tangent point.

Car Lift System

System Technical Requirements:


1. Battery backed emergency door opening system

1. Full service contract for the parking system to provide preventive %
maintenance service to improve the overall reliability of the lift,

4. Cooperation of the operator's skilled technicians on site, e.g. parking
attendant, building technician
5. Inventory of spare parts at the facility.

The above technical and Service/Maintenance requirements
