ThunderStorm ATC AR/AFFF
extinguishing agents & accessories
Description:
ThunderStorm® ATC 1 x 3 Alcohol Resistant AFFF Concentrate is for-
mulated using a new and proprietary technology. The foam concentrate has a
dramatically reduced viscosity as compared to many other listed polar solvent
type AFFF concentrates on the market. This reduced viscosity enhances per-
formance in all types of foam proportioning equipment including in-line educ-
tors, balanced pressure systems, and built-in systems aboard CFR vehicles.
Additionally, the fire fighting performance of ThunderStorm® ATC is superior to other AR/AFFF foam concentrates.
ThunderStorm® ATC 1 x 3 Concentrate offers many distinct advantages including ease of use and represents a continued
commitment to quality by improving the fire performance of this type of agent on gasoline products while still maintaining
high performance levels on other hydrocarbons as well as polar fuels.
ThunderStorm® ATC 1 x 3 Concentrate is formulated from special fluorochemical and hydrocarbon surfactants, high
molecular weight polymers and solvents. It is transported and stored as a concentrate to provide ease of use and considerable
savings in weight and volume. It contains no PFOS or PFOA and is biodegradable. It is intended for use as a 1% proportioned
solution on hydrocarbon fuels at .10 minimum application density, and as a 3% proportioned solution on polar fuels at .13
minimum application density in fresh, salt or hard water. It may also be stored and used as a premixed solution in fresh potable
water.
There are three fire extinguishing mechanisms in effect when using ThunderStorm® ATC 1 x 3 solution on either a con-
ventional Class B hydrocarbon fuel such as gasoline, diesel fuel, etc., or a Class B polar solvent (water miscible fuel) such as
methyl alcohol, acetone, etc. First, an aqueous film is formed in the case of a conventional hydrocarbon fuel, or a polymeric
membrane in the case of a polar solvent fuel. This film or membrane forms a barrier to help prevent the release of fuel vapor.
Second, regardless of the fuel type, a foam blanket is formed which excludes oxygen and from which drains the liquids that
form the film or the polymeric membrane. Third, the water content of the foam produces a cooling effect.
Proportioning
ThunderStorm® ATC 1 x 3 Alcohol Resistant Concentrate can be easily proportioned (at the correct dilution) using
most conventional proportioning equipment such as:
1. Hydro-Foam™ Nozzles
2. Balanced pressure and in-line balanced pressure pump proportioning equipment.
3. Balanced pressure bladder tank proportioners
4. Around-the-pump and Through-the-pump proportioners
5. Fixed or portable (in-line) venturi proportioners
6. Handline nozzles with fixed induction/pickup tubes
The minimum and maximum usable temperature for ThunderStorm® ATC Concentrate in this equipment is 35°F (2°C)
to 120°F (49°C) respectively.
Options:
1% x 3% concentrate
3% x 3% concentrate

Description:
The Williams’ “75 Lb. Dry Chemical Skid” represents a powerful tool
in a small, convenient package to combat pressurized fuelfires. The pack-
age is designed to be mounted in a compartment of a fire truck. Alternately,
a “receiver hitch” version allows it to be easily carried on the rear of most
pickup trucks.
The system is powered by conventional 4,500 PSI air-pack bottles that
can be easily replaced or recharged.
At the heart of this package is a Hydro-Chem™ nozzle. When com-
bined with a pressurized water/foamsource, this system can extinguish a fire
at ranges not possible with conventional equipment.
The unit can provide Dry Chem flows of 5 or 7 Lbs/Second, and water/
foam solution rates of 60, 95, or 125 GPM.
“PKW™” is a highly specialized siliconized Purple-K that is one of the most effective dry chemicals used to extinguish
flammable and/or combustible liquid fires. It is proven even more effective when used in conjunction with The Hydro-
Chem™ Handgun Technology to extinguish pressurized or threedimensional liquid fires. Williams’ “PKW™” is a potassium
bicarbonate-based dry chemical containing chemical additives. The agent is free-flowing, water repellant, non-abrasive, and,
when used as a fire extinguishing agent, will produce no toxic effects.
It’s distinctive, deep purple color provides the firefighter with the ability to stay ON TARGET when the dry chemical is
projected to the fire within the water/foam solution stream. The result, when combined with Hydro-Chem™ Technology, is
the ability to achieve a quicker “knockdown”, in addition to using less chemical to complete the job.
System Includes:

This proprietary and patented* method of foam pro-
portioning and delivery is the cornerstone upon which our
company has built its reputation. Hydro-Foam™ tech-
nology has been instrumental in Williams Fire & Hazard
Control, Inc.’s® successful extinguishment of numerous
large flammable liquid fires over the past several years.
These incidents were handled successfully with mini-
mum manpower and equipment, primarily because of
the advantages of Hydro-Foam™ technology.

Hydro-Foam™ Technology Overview
Proven Technology
The key role of high-volume foam
delivery devices is to reliably produce
optimum-quality firefighting foam, and
deliver an effective amount to the fire for
the time period needed to achieve extin-
guishment. Hydro-Foam’s™ proven tech-
nology is based on efficient, all-hydraulic,
self educting, non-aspirating nozzle design
and has several distinct advantages.
An efficient self-proportioning design allows the full energy of the available water power to be used to produce a foam
stream with greater range. This design relies on the ease with which the synthetic multi-purpose ThunderStorm® ATC Foam
Concentrates (which are approved for the delivery devices) can be proportioned.

Hydro-Foam™ Technology
nozzles
nozzles
Simplified Logistics
Hydro-Foam™ delivery devices simplify fire ground
logistics. Self-Educting nozzles operate in conjunction with
special venturi-type devices (Jet Ratio Controllers) that move
large quantities of foam concentrate from remote storage loca-
tions. With Hydro-Foam™ technology, the same firewater
system is used to supply both water and foam concentrate to
the nozzle. This eliminates the need for more elaborate foam
concentrate proportioning and delivery systems which are sus-
ceptible to failure.

Hydro-Chem™ Technology
nozzles
nozzles
The most effective method for extinguishing large pressure and flowing fuel fires.*
By using foam solution as the means to propel, Hydro-Chem™ Systems project dry chemical approximately three to four
times farther than that of conventional dry chemical equipment. Hydro-Chem™ technology gives the firefighter a safer and
more efficient integrated system of delivering dry chemical onto large pressure and flowing fuel fires.
In operation, ground fires are extinguished using foam only. The foam solution applied then “ties-up” or harnesses the
three dimensional fire, greatly reducing flame intensity. After this reduction in heat, dry chemical is then injected into the
foam stream, resulting in a more proficient extinguishment of the fire. Each system is used in conjunction with customer-
provided dry chemical storage equipment.

foam/water stream, resulting in an effective range not possible with con-
ventional dry chemical equipment. The constant pressure feature assures
maximum effective reach of the foam/water solution. The tip pressure
is automatically controlled to maintain a constant pressure (100 psi
+/- 10%) over the nozzle flow range, which is from 250 gpm to 1,500
gpm. The discharge pattern is adjustable from full fog to straight stream.

Spectrum Direct-Mounted Electric Actuated Monitor
Description:
Flows water or foam from 500 to 6,000 gpm. The Spectrum Direct-Mounted
Electric Actuated High Volume/Remote Control Monitor has a programmable
oscillation capability, but may also be overridden with a matched Hydro-Foam™
nozzle operated remotely through the use of a joystick and switches on a consoli-
dated control panel. Manual operation can also be accomplished locally through
the use of handwheels. Foam concentrate can be proportioned at the nozzle
through the use of a jet ratio controller and atmospheric concentrate storage tank.
All electric actuators are reversible, NEMA 7 explosion proof, refinery grade,
F.M. Approved and C.S.A. certified. No external controls, starters, or starters in
motor control center are needed. Only power and control conductors are required.
Monitor can be programmed to “return to home” position (horizontal, vertical,
nozzle to wide angle fog) after use, automatically, whether P.L.C. controlled or
hard wired.
Two direct mounted electric actuators with speed reducing gear drives installed on the motor enable remote control of
horizontal position, as well as vertical trajectory. Field-adjustable limit switches on each actuator allow 340º horizontal rota-
tion and from minus (-)70º to plus (+)70º vertical travel. Monitor traversing speed is a least 10º per second. A third direct-
mounted electric actuator enables remote operation for the nozzle’s discharge pattern, from wide fog to straight stream.
Weather protective cowlings are provided over all gears and shafts. Monitor and controls are designed for minus
(-)20º F operation. Maximum working pressure is 200 psi.

General -
High Volume Foam Monitors (fixed or transportable) are effective tools for protecting storage tanks containing flam-
mable or combustible liquids. Foam monitors can be considered as the primary means of fire suppression for full service foam
application onto open floating roof storage tanks, or onto “fixed roof” tanks of up to 60 ft. in diameter. For fixed roof storage
tanks greater than 60 ft. diameter, foam monitors can be considered as a viable backup system, to be used in the event that the
primary foam fire protection system is rendered inoperable or unavailable.

Product Detail:
“Big Foot” Trailer Mount 4,000 - 14,000 GPM
The Williams “Big Foot “ Multi-Flow High-Volume Monitor is
designed for the extinguishment of massive petrochemical fires. The
nozzle is constructed of all corrosion resistant materials, such as anod-
ized aluminum, stainless steel, and composite plastics, and is capable
of flows ranging from 4,000 - 14,000 GPM. The nozzle is available
with six separate stems in increments of 2,000 GPM each. The nozzle
is the self educting type, incorporating patented Hydro-Foam™ tech-
nology. Foam concentrate is supplied via remote jet ratio controllers,
or foam solution can be delivered from an independent proportioning
system directly to the water inlets. The nozzle is constant flow, with
straight stream to full fog capabilities.
The trailer meets all applicable DOT regulations and is constructed of deep channel carbon steel. Ballast tanks are an
integral part of the trailer, providing stability and traction to counteract nozzle reaction forces. The internal water inlet mani-
fold is constructed of 10” I.D. stainless steel. Eight (8) ea., 5” storz (6” optional) inlet connections with caps are provided
for water-foam solution supply. The full system capacity of 14,000 gpm requires a total of ten (10) 5” storz inlets. Each
connection is protected from back flow using a six inch (6”) full flow wafer check valve. Two (2) ea., 4” inlets are provided
(one each side) for foam concentrate supply. The tandem axle trailer has a gross vehicle weight rating (GVWR) of 14,000 lbs.
Mechanical/hydraulic surge brakes are activated via a heavy duty coupler terminating in a pintle hook connection. The tongue
is connected rigidly to the trailer using an A-frame arrangement for maximum stability. Non-skid designed upper decking.
Stabilizing jacks are provided at four points, providing maximum stability.
An operators panel is located aft of the nozzle. The elevated operating position provides a full view of fire ground opera-
tions. All controls are manual gear operated and utilize state-of-the-art hydraulic systems to control vertical travel (+15º to
+45º), horizontal traverse (from 15º right/left of center), and nozzle fog/straight stream pattern.

Ambassador 1 x 6 Monitor/Nozzle
Description:
This “Hybrid” nozzle has the unique capability to perform as
an automatic pressure or fixed gallonage nozzle. During automatic
operation the nozzle will respond to varying flows to maintain a
nearly constant tip pressure, thus maximizing effective range for a
given discharge flow. Once the nozzle reaches the fixed gallonage
set point (1000-6000 GPM), it performs as a conventional fixed gal-
lonage nozzle. This is desirable for foam proportioning operations
on storage tank fires or other hazards requiring specific application
rates. This nozzle is capable of Hydro-Foam™ proportioning at
rates up to 6000 GPM @ 3% (3000 GPM @ 6%) using remote jet pump technology. The extensive “Ambassador” options list
allows this nozzle to be Hydro-Chem™ capable with PKW flow rates from 25 lbs/s to 100 lbs/s. The single 8” full flow stain-
less steel waterway construction provides minimum friction loss, maximum efficiency, and years of trouble-free service. The
standard tiller-bar control provides full monitor articulation of 360˚ rotation and down to -15˚ and up to +75˚ vertical travel.
Pattern control from straight stream to full fog is accomplished via a full wrap-around handle attached to the outer sleeve.

Ranger3™
Description:
“The Ranger™”, featuring “Smart Nozzle” Technology, was
designed for today’s Industrial fire fighting and protection needs.
Hazards involving flammable liquids in storage and liquids under
pressure have met their match with the New Millennium Equipment
from Williams Fire & Hazard Control, Inc®.
This “Hybrid” nozzle has the unique capability to perform as an automatic pressure or fixed gallonage nozzle. During
automatic operation the nozzle will respond to varying flows to maintain a nearly constant tip pressure, thus maximiz-
ing effective range for a given discharge flow. Once the nozzle reaches the fixed gallonage set point (1000-3000 GPM),
it performs as a conventional fixed gallonage nozzle. This is desirable for foam proportioning operations on storage tank
fires or other hazards requiring specific application rates. This nozzle is capable of Hydro-Foam™ proportioning at rates
up to 3000 GPM @ 3%. It can automatically maintain a nearly constant foam percentage (1% or 3%) throughout the entire
flow range while self-educting. It can optionally be configured to proportion foam from remote locations using jet pump
technology (thus forfeiting the constant/selectable metering feature). The extensive “Ranger™” options list allows this
nozzle to be Hydro-Chem™ capable (without Hydro-Foam™ capability) with “PKW™” flow rates from 25 lbs/s to 50 lbs/
s. The single 6” full flow stainless steel waterway construction provides minimum friction loss, maximum efficiency, and
years of trouble-free service. The standard tiller-bar control provides full monitor articulation of 360˚ rotation and down to
-15˚ and up to +75˚ vertical travel. Pattern control from straight stream to full fog is accomplished via a full wrap-around
handle attached to the outer sleeve.

Description:
High volume monitors require a water inlet supply system (piping and hose) with minimum restrictions. In nearly all
cases, Williams’ High volume (2,000 gpm to 14,000 gpm) nozzles should be supplied with either 5” or 6” diameter hose
from the discharge manifold to the gun. Also, in most cases, high volume hose connections are “Storz” quick-connect type.
Because most existing fire hydrants are not
provided with high volume outlets, Williams
designs and fabricates special High Volume
Water Discharge Manifolds for use with high
capacity monitors. The “Type A” general

Product Application
Firewater monitors are normally installed, or otherwise made available
for exposure protection throughout industrial facilities that process and/or inventory flammable liquids. When employed for
water application, they can also serve a dual purpose and be used for applying foam for vapor suppression and/or spill fire pro-
tection. Firewater monitors are easily converted to this dual “foam/water” application through the use of a separate/dedicated
foam reservoir and a Hydro-Foam™ Nozzle installed on each monitor.
HYDRO-FOAM™ MONITOR STATIONS PROVIDE THE FOLLOWING ADVANTAGES over Handline Hose
Stations utilizing Inline Eductors.
Hydraulic Efficiency
Hydro-Foam™ Monitors operate effectively at lower inlet pressures, when compared to handline nozzles used in conjunc-
tion with inline eductors.
Inline eductors require a nominal 35% of the available water inlet pressure in order to proportion foam. This pressure
drop, when combined with the pressure loss through the delivery hose to the nozzle, translates into required inlet pressures of
approximately 50 psi greater than what is needed for Hydro-Foam™ monitors to operate.
OPERATOR SAFETY
Monitors flowing between 500 and 1,000 gpm have an effective range which is about 3 times farther than that of a 100
gpm handline. This greater projection of foam or water translates proportionally into more safety for the operator. In addition,
when the monitor nozzle is adjusted to the “FULL FOG” position the higher volume of foam or water provides proportionally
more cooling for the operator. Also, (as opposed to handlines) monitors can be set up and adjusted - then temporarily left
unattended, if necessary.

Williams’ Pressure Reducing Valve
(WPRV/3, 3P, 4 & 4P)
Description:
Maintains constant pre-set inlet pressure for use in conjunc-
tion with the Williams “High Head” Through/Around The Pump
(or comparable) foam systems. Allows any firewater pump to pro-
duce suction side foam at virtually ANY positive inlet pressure.
As such, the WPRV eliminates need for operator intervention to
adjust intake gate valves due to suction pressure fluctuations as a
result of changes in pump discharge flow. Thus, the added burden
of assuring a maximum pump intake pressure (based on pump
discharge pressure) associated with traditional suction side foam
systems simply goes away.
Additional Applications:
Got a CAFS or Balanced Pressure system? The WPRV can provide reduced pump inlet pressures to allow increased
engine/PTO speed to maintain higher compressor or foam pump output when operating with positive pump inlet pressures.
Installed within a discharge line, the WPRV maintains a preset pressure for hand lines or ground monitors independent of
higher pump discharge pressures.
Features:
3 Modes of Operation:
1. AUTOMATIC – Controls pre-set pressure from 15-115 PSI
2. OPEN – Full flow to rated capacity
WPRV/3 — 500 GPM w/ 7 PSI drop
WPRV/4 — 1500 GPM w/ 20 PSI drop
3. CLOSED — Bubble tight shut off
• NFPA 1901, 14-6 COMPLIANT — Exclusive WPRV pilot control also provides bubble tight shut off to comply with
NFPA 1901, 19-3.6, TIA 99-1 preventing foam solution back flow into a potable (hydrant system) water supply
• PRESSURE RATINGS — 230 PSI Max. — 20 PSI Min. (Prevents reducing hydrant system pressures below 20 PSI)
• INLET/OUTLET — WPRV/3: 2.5” NST; WPRV/4: 5” Storz

Jet Ratio Controllers (Jet Pumps)
Description:
Utilizing a small amount of water, this high efficiency ven-
turi-type device moves foam concentrate from a remote storage
location to a matched Hydro-Foam™ nozzle. This all-hydraulic
system dramatically simplifies and improves the logistics of
moving the high quantities of foam concentrate required to
extinguish a large flammable liquid fire. Foam concentrate is
delivered from the Jet Ratio Controller to a matched Hydro-
Foam™ nozzle via fire hose. Depending on nozzle and hose
size, as well as the percentage of foam mixed (1% or 3%), the
distance between the foam supply and Hydro-Foam™ nozzle
can be up to 2,500 feet.
Jet Ratio Controllers are supplied in conjunction with matched Hydro-Foam™ nozzles. Foam concentrate inlet on
matched nozzle can be provided with 8 ft. of reinforced clear plastic hose with PVC shut-off valve, and/or metering valve
“stinger”. This configuration allows foam concentrate to be drawn directly from a foam concentrate drum and then delivered
efficiently to the nozzle via fire hose.
Jet Ratio Controllers are provided with connections at three ports, designated as “inlet,” “discharge” and “suction.” Inlet
(female swivel) and discharge (rigid male) has National Hose thread (NST, NH) connections with NPT (M) connection for
the concentrate inlet port. Foam concentrate inlet is furnished with standard drum kit, which consists of flexible suction hose,
rigid PVC “Stinger” pipe and shutoff valve. Jet Ratio Controller body is all brass construction. “H” series jet ratio controllers
are available, on special order, for elevated nozzles, or other high back pressure applications.

95 gpm Liquid Eductor
Description:
The Elkhart 242-95 Eductor is a device used for educt-
ing a liquid concentrate solution into the water stream of
1-1/2” coupled fire hose lines.
The Eductor is constructed of Armor-Lyte ™ composite
material with stainless steel components for resilience and
durability. Armor-Lyte ™ is impervious to the corrosion
caused by high concentrate detergents, salt water and most
chemicals.
Each eductor comes equipped with a 1-1/2” “F” NH
female swivel connector input, a 1-1/2” “M” NH male outlet
and a 3/4” male Garden Hose Thread inlet for the concen-
trate pick-up hose.
The 242-95 Eductor is factory calibrated for pump flow rates of 95gpm (356 lt/m). The Eductor comes complete with
three different checkvalves for three different concentrate eduction rates. When attached, the Black checkvalve will educt at
a 0.5% rate, the Purple checkvalve will educt at a 1% rate and the Green checkvalve is for educting at a 3% rate.
To switch checkvalves on the eductor unit, gently grasp the checkvalve body with pliers or vise grips and unscrew.
Carefully screw alternate checkvalve into eductor body, thread to “hand-tight”. There is no need to over tighten.
The 242-95 Eductor can be used as either an “End-of-the-Line” or as a “Pump Mounted” System. The eductor is designed
for a nominal operating pressure of between 75 and 150 psi. If proportioning 3%, the 242-95s are restricted to a maximum
hose length of 150 feet between the eductor and nozzle. However, at ½% and 1% solution rates, the maximum hose lay with
1.50”ID fire hose goes to 200 feet when used with a 95+gpm nozzle.

Spectrum Inline Eductors
Description:
Spectrum Inline Foam Eductors provide the simplest and
most economical method of introducing a controlled flow of
foam concentrate into a pressurized water stream. As opposed to
“Hydro-Foam™ Technology”, (which is used in conjunction with
master stream nozzles) these “Venturi-Type” foam proportioners
are designed to be used in conjunction with a matched constant
flow end-of-line device (nozzle), where adequate water pressure
is available. Inline foam eductors are capable of operating at inlet
pressures as low as 70 psi, but in most cases adequate residual fire
fighting pressure at the nozzle requires that the eductor inlet pres-
sure be at least 100 psi, or greater.
Spectrum Inline Eductors are rated to flow 60, 95, or 125 gpm @ 150 psi inlet. Nominal flow rates at other inlet pres-
sures are listed below. Eductor outlet pressure is approximately 65% of inlet pressure. Eductor components, including body,
venturi jet and metering orifice are constructed of corrosion-resistant brass.
Standard water inlet - NH (F) swivel. Foam solution discharge - NH (M). Complete with clear pvc concentrate pick-up
hose with slotted brass “stinger”; 1% or 3% fixed orifice; ball check valve.

Spectrum “Double Action” By-Pass Eductor
Description:
The Spectrum “Double Action” By-Pass Foam Eductor pro-
vides the versatility of a full-flow water by-pass foam proportioner
in conjunction with the simplicity and reduced weight of a stan-
dard, single waterway inline eductor. This specialty by-pass type
foam venturi transforms any 1.5” handline into a foam proportion-
ing system. Three flow rates are available: 60 gpm; 95 gpm; 125
gpm. Flows are based on 200 psi inlet pressure. The eductor will
proportion foam at lower inlet pressures, provided that discharge
pressure is not excessive. Positive shut-off metering allows foam
proportioning to be adjusted and set from 0.5% to 3%. Body is
constructed of durable 6061 - T6 (black) anodized aluminum.
In operation, foam is produced by simply installing the system in the hose line, emersing the concentrate pickup tube
into an adequate supply of ThunderStorm® AFFF foam concentrate and adjusting the eductor to the “foam” position. When
foam application is no longer needed, there is no need to remove the eductor for application of water only. This conversion
is easily accomplished by simply rotating the foam control sleeve to the “water” setting. The result is an enlarged waterway
which allows for water only application.

Foam Application Method: Seal Area Protection — (Design Reference NFPA 11)...................................K9-K11
Foam Application Method: Subsurface Foam Injection - (Design Reference NFPA 11).................. K15-K22
01152005
General:
Fixed Surface Application Systems provide a potentially effective method of foam fire protection for vertical, atmospheric
cone roof, internal floating roof, or open floating roof storage tanks containing hydrocarbon or alcohol (water miscible) liquids.
For this application, discharge outlets are commonly referred to as “NFPA 11, Type II foam Chambers”. Foam Chambers can
be sized and installed to provide either full surface fire protection, or seal protection only, when installed on floating roof tanks
with foam dams.
In general, ThunderStorm® solution is proportioned and delivered into the system inlet piping which supplies one or more
topside-mounted foam chambers. Upon entering the foam chamber, foam solution is then: introduced at the designed applica-
tion rate through a calculated orifice and frangible vapor seal; aerated and expanded a nominal 8:1 with air; directed into the tank
through a flanged penetration; deflected down the interior tank shell where it reaches the fuel surface; and (ultimately) delivered
across the burning liquid surface to extinguish the fire.

Design Considerations
(D x D) x 0.785 X 0.1
(D x D) x 0.785 X 0.16
Note:
NFPA 11 recommends the following minimum rates for “supplementary foam hose streams” to protect the diked area
from small spills or fires. Minimum flow rates are based on 50 gpm per handline.
Design Considerations
Minimum number of topside foam discharge outlets (chambers for full surface application is listed below). Where two
or more outlets are used the foam chambers should be spaced equally around the tank and each should be designed to deliver
foam at approximately the same discharge rate. Foam chambers should be installed at the top of the tank shell, located above
the product’s highest level. Each chamber should be secured to the tank shell in a way that minimizes the possibility of dam-
age, in the event that the tank’s roof is displaced by a vapor-air explosion. Each chamber should be equipped with a low
pressure frangible vapor seal, as well as a suitable means for inspection.
01152005
Description:
Spectrum Foam Chambers are discharge outlets defined by NFPA 11 as “Type II”
top-side application devices. They are designed to meter foam flow, then gently expand
and deliver foam directly onto the surface of a flammable or combustible liquid. Foam
chambers are installed on the vertical wall of fuel storage tanks, above the product’s
highest liquid level. Flow rates are sized for full surface application, or for protection
of the annular seal area (only) of open floating roof tanks. Foam solution supply pip-
ing to the chamber can either be connected to a “fixed” foam storage and proportioning
system, or tied into a dry pipe, “semi-fixed” system which receives foam solution from
a mobile foam apparatus.
In operation, foam solution passes through an orifice plate which is sized to deliver
the required flow rate at a specific inlet pressure. The metered flow of foam solution is
then introduced into the foam maker, where it is aerated. The foam chamber inlet pip-
ing is fitted with a frangible vapor seal, which is designed to rupture at a predetermined
pressure. The aerated foam solution enters the foam expansion chamber body, where additional expansion occurs, and the
velocity of the foam is reduced. As the foam leaves the chamber body, it passes through the tank shell, and then impacts a
foam deflector, which directs the foam down the tank wall and ultimately onto the fuel surface.
The foam chamber is accessible for inspection and service through a removable inspection hatch which is located on top
of the chamber body. Foam deflectors are available in either solid, split, or shallow configurations. Solid style deflectors
allow for installation when the shell is accessible from both inside and outside the tank (new tank installations). Split-style
deflectors allow for installation when the shell is only accessible from outside the tank (existing tank installations). Standard
finish, primed, with red epoxy exterior coating.

Foam/Water Monitors provide the following advantages over (as well as exceed) the recommen-
dations of NFPA 11 for (50 gpm) supplemental hoselines.
Versatility
Firewater monitors are usually installed, or otherwise made available for exposure protection, as well as tank cooling in
and around the tank farm. When employed for water application, they can also serve a dual purpose and be used for applying
foam for vapor suppression and/or spill fire protection. Firewater monitors are easily converted to this dual “foam/water”
application through the use of a separate/dedicated foam reservoir and a Hydro-Foam™ Nozzle installed on each monitor. As
opposed to a central foam system, which charges a common line with foam solution, this configuration provides the versatility
of allowing operators to selectively use each monitor for either foam or water.
Operator Safety
Monitors flowing between 500 gpm and 1,000 gpm have an effective range which is about 3-4 times farther than that of
a 50 gpm handline. This greater projection of foam or water translates proportionally into more safety for the operator. In
addition, when the monitor nozzle is adjusted to the “full fog” position the higher volume of foam or water provides propor-
tionally more cooling for the operator. Also, (as opposed to handlines) monitors can be set up and adjusted - then temporarily
left unattended, if necessary.
Foam/Water Management
Individual/dedicated foam reservoirs at each monitor eliminate the possibility of depleting a central foam storage tank, in
the event a single foam monitor is opened and then left unattended.

Description:
The Spectrum LW9/WSDB Foam Makers are inte-
grated systems providing NFPA 11 “Type II” foam appli-
cation to the seal area of open floating roof tanks. It is
designed to allow for installation without taking the tank
out of service. They are designed to meter foam flow,
then gently expand and deliver foam directly onto the
seal area surface of flammable or combustible liquids. Foam solution
supply piping to the system can either be connected to a “fixed” foam
storage and proportioning system, or tied into a dry pipe, “semi-fixed”
piping network, which receives and delivers foam solution from a
mobile fire apparatus.
The entire unit can be installed to the top of the storage tank shell
without the need for welding, or any “hot work” by utilizing heavy duty galvanized mounting clamps secured with stainless
steel machine bolts and jam nuts. Constructed of galvanized carbon steel, with 304 stainless steel mesh screen and trim.

Foam Makers
storage tank fire protection
Description:
Foam Makers are used to aerate foam solution “in-line” prior to
application into the hazard area. They are ideal for dike or rim seal
fire protection where low velocity foam streams are desired. In general,
standard foam makers should be installed within 10 ft. of foam applica-
tion points. Nominal foam expansion is from 5:1 to 8, depending on
the type of foam as well as the size and configuration of the discharge
piping and nozzle. Foam Makers are available in two basic configura-
tions - threaded and flanged. Flanged Foam Makers are available with
optional vapor seals.
01152005
General -
Subsurface injection is a potentially effective method of providing fixed (or semi-fixed) foam fire protection for vertical,
atmospheric cone roof storage tanks containing hydrocarbon liquids. In general, ThunderStorm® ATC™ solution is expanded
a nominal 4:1 with air and injected into the tank at its base through a High Back Pressure Foam Maker. The expanded foam is
delivered to the tank’s base by directing its flow either through an existing product line or through dedicated foam distribution
piping. In either case, the injection point(s) must be located above any potential water layer at the bottom of the tank.
Survivability:
Piping and equipment is located at the tank’s base, in an area not as subject to damage from convected/conducted
heat, vapor-air explosion and/or detonation.
Installation Versatility:
Certain subsurface systems can be installed using procedures that do not require taking the tank out of service.
01152005
Design Considerations
• Limitations:
Subsurface injection should not be used on:
• NFPA 11 Recommendation for Supplementary Foam application in Diked Area - (Hose Streams) *.
NFPA11 recommends the following minimum rates for “supplementary foam hose streams” to protect the diked area from
small spills or fires. Minimum flow rates are based on 50 gpm per handline.
01152005
Design Considerations
Spectrum High Back Pressure Foam Makers are rated 150 psi (standard inlet pressure).
Therefore:
01152005
Design Considerations
The maximum allowable back pressure increases (decreases) proportionally with the inlet pressure into the foam maker.
K Factors are provided in this catalog for each Spectrum High Back Pressure Foam Maker, or refer to the following formula
for determining the adjusted flow through the Foam Maker for pressures other than 150 PSI:
To determine static head by using the adjacent chart, first locate the highest possible level of the product in the storage
tank, then locate the line representing the specific gravity of the stored product.
Specific Gravity
A = 1.00 (Water)
B = 0.90 (Oils)
C = 0.84 (Fuel Oil)
D = 0.72 (Gasoline)
E = 0.68 (Heptane)
01152005
Design Considerations
Subtract the static head pressure (derived from chart in section B) from maximum allowable back pressure for the higher
back pressure foam maker. The remaining figure is the maximum allowable friction loss in pipe. Calculate the length of
total delivery pipe needed and establish a pipe size so that pressure drop in the system does not exceed the maximum allow-
able friction loss. Assume a 4:1 foam expansion rate for calculation purposes (flow rate x 4).

Hydrocarbon spill fires require a minimum nominal foam application density of 0.1 gpm per sq. ft. Therefore, a 50 gpm
handline has the capability of controlling and suppressing approximately 500 sq. ft. of flame surface area. Scaled up, a 500
(750, 1,000) gpm foam water monitor has the capability of controlling and suppressing 10 (15, 20) times the flame surface
area versus that of a 50 gpm handline nozzle.

Foam Makers
storage tank fire protection
Description:
High Back Pressure Foam Makers are used for “in-line” foam
expansion and delivery into foam fire protection distribution systems that
are subjected to discharge head pressure. They are typically designed
for subsurface foam injection into flammable (combustible) hydrocar-
bon fuels, stored in vertical cone roof atmospheric tanks. In subsurface
applications, expanded foam is injected directly into the fuel, then gently
rises to form a foam blanket at the fuel surface. Maximum allowable
back pressure for the HBFM series High Back Pressure Foam Makers is
40% of foam solution inlet pressure. Flow rates are available from 100
gpm to 300 gpm @ 150 psi inlet pressure. Nominal foam expansion is
4:1. SAE 40, cast brass construction, with stainless steel trim.
For fixed subsurface injection foam system installations, design considerations should address the following (per NFPA
11): application density rate; quantity and configuration of foam injection points; maximum back-pressure allowance; foam
injection velocity.

WPRV/3 – 500 GPM w/ 7 PSI drop
WPRV/4 - 1500 GPM w/ 20 PSI drop
3. CLOSED – Bubble tight shut off

NFPA 1901, 19-3.6, TIA 99-1 preventing foam solution back flow into a potable (hydrant system) water supply
• PRESSURE RATINGS – 230 PSI Max. — 20 PSI Min. (Prevents reducing hydrant system pressures below 20 PSI)
• INLET/OUTLET – WPRV/3: 2.5” NST; WPRV/4: 5” Storz

Description:
Ratio Controllers are modified venturi foam proportioners that accurately meter pressurized foam concentrate into the
firewater stream. These foam proportioners are used in conjunction with balanced pressure systems, such as bladder tanks and
pumped proportioning skids. In operation, firewater flows through the modified venturi, creating an area of lower pressure,
which is referred to as the “metering pressure drop”. This metering pressure drop is directly effected by the firewater velocity
as it flows through the venturi. The (1%, 3% or 6%) concentrate-to-water ratio is maintained over the entire flow range of each
size ratio controller. However, each size ratio controller has a minimum flow rate/velocity requirement, and these minimums
must be maintained for proper ratio controller operation.
Each Spectrum Ratio Controller consists of the following components: body; metering orifice; inlet nozzle. These com-
ponents are constructed of ASTM 85-5-5-5 bronze. The inlet nozzle is tapered and machined to a smooth finish to maximize
water stream efficiency through the venturi. The foam concentrate metering orifice is sized to the exact type and percentage
of foam concentrate to be used. Both the inlet nozzle and metering orifice are secured by a stainless steel retaining ring.

Description:
The Spectrum 5” Grooved Ratio Controller is a modified
venturi foam proportioner that accurately meters pressurized
foam concentrate into the firewater stream. This foam propor-
tioner is used in conjunction with balanced pressure systems,
such as bladder tanks and pumped proportioning skids. In
operation, water flows through the modified venturi, creating
an area of lower pressure, which is referred to as the “metering
pressure drop”. This metering pressure drop is directly effected
by the firewater velocity as it flows through the venturi. The
(1%, 3% or 6%) concentrate-to-water ratio is maintained over
the entire flow range of the ratio controller. However, each
size ratio controller has a minimum flow rate/velocity require-
ment, and these minimums must be maintained for proper ratio
controller operation.

Description:
Spectrum Vertical Bladder tanks provide dependable and cost effective foam fire protection for a wide variety of
flammable/combustible liquid hazards. Used in conjunction with either one, or multiple ratio flow controllers (installed
adjacent to the tank), the all-hydraulic balanced pressure proportioning system stores, delivers and proportions foam without
dependence on external foam concentrate pumping. Only water under pressure is required for system operation.
The Spectrum Vertical Bladder Tank is a cylindrical carbon steel ASME pressure vessel containing a flexible polymeric
elastomer inner bladder which encapsulates the foam concentrate. This bladder physically separates stored foam concentrate
from the water supply. When the system is activated, water is directed into the tank shell, which then pressurizes the space
between the flexible bladder and the interior tank wall. This water pressure causes the bladder to collapse, which then dis-
penses foam concentrate out through distribution piping and (ultimately) into the ratio controller(s). The ratio controller’s
modified venturi creates a “metering pressure drop” in the fire water line, allowing foam concentrate to pass through a fixed
orifice plate and enter the fire water piping at the designated proportioning rate. In installations where the bladder normally
is under pressure (wet pipe, reaction, or when the deluge valve is downstream from the ratio controller), a normally-closed
actuated concentrate valve (electric or hydraulic) isolates the foam concentrate until energized. Interior/exterior finished in
red enamel.

Description:
The Spectrum Around The Pump Eductor is a fundamental, eco-
nomical, yet proven way to produce foam on a fire truck. In operation a
portion of the fire water discharge is diverted to the eductor. The educ-
tor picks up foam concentrate from the on-board atmospheric foam tank
and delivers it to the suction side of the water pump. A metering valve
such as the Spectrum Multiport Metering Valve controls the amount of
concentrate entering the system. This, along with the rate of discharge,
determines the solution flow rate; typically from 1% to 6%. All dis-
charges in this type of system will produce foam solution. Eductors are
constructed of brass to provide years of trouble free service.

The Spectrum “Standard Port” Hydraulically Actuated Foam Concentrate Control
Valve is typically installed in the concentrate piping between the foam concentrate
storage tank and ratio controller (proportioner). When used in a balanced pressure
proportioning system, as well as most other foam concentrate applications, the valve
position is “normally closed,” preventing foam concentrate from entering into the
ratio controller. Upon system actuation, the valve will automatically open, supplying
foam concentrate to the specific (flowing) ratio controller.

Description:
The Spectrum Pump Injection Type Balanced Pressure
Proportioning Skid is a completely self-contained system which
automatically proportions foam concentrate over a wide range of
flows and pressures, without manual adjustment. The skid is installed
adjacent to an atmospheric foam concentrate storage tank, and con-
sists of the following major components: positive displacement foam
concentrate pump; electric (or diesel) driver; pump starter/controller;
pressure balancing valve; ratio controller(s); duplex gauge; intercon-
necting pipe, valves, and fittings. In operation, foam liquid is drawn
from the atmospheric concentrate storage tank and pumped to the
skid-mounted ratio controller. The back-pressure type balancing
valve, installed on the tank return line regulates the amount of foam
concentrate which is returned to the storage tank, and balances the
foam concentrate pressure to match the water pressure at the ratio
controller. Water and foam pressures are monitored by a duplex
pressure gauge. Manual override of the system is accomplished through the use of a manual globe valve, installed in piping
which bypasses the diaphragm control valve. Field connections on the skid are limited to: water inlet to ratio controller; foam
solution discharge from ratio controller; electrical service to the pump motor starter/controller; foam concentrate suction and
return connections to the foam storage tank. All piping connections on the skid are 150# flanges.

Description:
Spectrum Inline Balanced Pressure Proportioners (ILBP’s) com-
prise a complete foam storage, delivery and proportioning system,
when used in conjunction with properly sized atmospheric foam
tanks, foam pumps, back-pressure control valves and concentrate
distribution piping. When supplied with foam concentrate under
adequate pressure, they are designed to accurately introduce the
foam concentrate into the water stream over a wide range of flows
and pressures by automatically responding to variations in system
demand. ILBP’s provide accurate foam concentrate introduction
at either single/local, or multiple/remote system proportioning
location(s). Each ILBP system “riser” is calculated for system
demand and then equipped with the properly sized proportioner.
Operation:
The Inline Balanced Pressure Proportioning System utilizes a foam pump, which pressurizes the distribution piping and
ultimately supplies foam concentrate to each ILBP. Foam concentrate is stored in an atmospheric foam tank. Pumped foam
concentrate that is not delivered to the system is returned to the storage tank via a back-pressure control valve. Concentrate
discharge pressure is regulated into the system by this control valve, which can be adjusted to assure that foam concentrate is
supplied at pressures that exceed system static water pressure. Concentrate supply piping should be designed and sized so that
residual concentrate pressure exceeds (15 psi minimum) the residual water pressure at the respective inlet of each ILBP.
A pressure throttling valve is located on the concentrate inlet trim of each ILBP. The pressure throttling valve senses
foam concentrate residual pressure and automatically modulates, resulting in the balancing of the concentrate pressure with
the water pressure. A duplex gauge provides the comparative readings of concentrate and water pressure at the ILBP inlets.
Foam concentrate is then introduced to the ratio controller (proportioner) at a pressure that is equal to (balanced with) the inlet
water pressure. A modified venturi in the ratio controller body creates a temporary pressure drop in the water stream, which
then meters the proper amount of foam concentrate into the system.

The Spectrum #108-2WF Back Pressure Control Valve is typically
installed on the foam concentrate pump-to-tank return line of a pumped bal-
anced pressure proportioning system. The pilot operated, diaphragm actuated
150# globe valve is designed to control foam concentrate pressure at the inlet
and is set to maintain a regulated pressure in the concentrate distribution pip-
ing which supplies one or more (remote or local) Inline Balanced Pressure
Proportioning Modules (ILBP’s). The valve’s diaphragm is nylon fabricated
(bonded with synthetic rubber), and forms a sealed chamber in the upper por-
tion of the valve, separating operating pressure from line pressure. The valve
automatically opens to relieve any pressure above its (adjustable) set point
and foam concentrate that is not delivered to the ILBP(s) is returned to the
concentrate storage tank. Standard inlet/discharge - 150# FF flange.

The Spectrum “Trimmed, Threaded” Inline Balanced Pressure
Proportioners (ILBP) is a completely self-contained factory
assembled and tested module. Used in conjunction with a foam
concentrate storage and pump system (refer to pages 38-41), each
Spectrum ILBP is designed to accurately introduce foam concentrate
into a dedicated water stream, over a range of flows and pressures.
Balancing is accomplished through the use of water and foam con-
centrate sensing lines, which are connected to the module’s pressure
throttling valve. Ultimately, foam concentrate is metered (propor-
tioned) into the water stream through a calculated orifice plate in the
ratio controller.
The “Trimmed” Spectrum ILBP System components include: threaded ratio controller, with integral concentrate orifice
plate (specify foam type and percentage); Spectrum Pressure Throttling Valve; duplex gauge (0-300 psi); concentrate inlet
pressure gauge; check valve; manual ball valve; sensing lines for water and foam concentrate and interconnecting brass foam
concentrate piping. Actuated concentrate valve (if required) is provided separately. Factory Mutual File No. J.I.1R6A3.AF.

Description:
Spectrum Line Proportioners provide both fundamental and
economical flammable fire protection, when properly designed and
installed into a fixed foam storage and distribution system. Line
Proportioners are constant flow, in-line devices that draw a fixed
amount of foam concentrate through a metering orifice into a pres-
surized water stream. They are available in a wide range of flow
rates. Foam solution outlet recovery is a nominal 65% of water inlet
pressure. Because they are back-pressure sensitive, each propor-
tioner must be precisely matched to the foam making “end-of-line”
devices.
Line Proportioners are used in conjunction with an atmospheric foam storage tank. The storage tank trim should be
equipped with a top-mounted pressure vacuum vent, as well as properly-sized rigid foam concentrate suction piping with
slotted end, extending to near the tank bottom.
