HISTORY
As one of the most prestigious institutions of the country, the Philippine National Police Academy
enjoys a rich and unique brand of history. Started as a humble training ground of qualified Integrated
National Police members, the Academy has turned into an epitome of public safety.
The Academy conducted its first Cadet Admission Test on May 4, 1978 and June 4, 1978, selecting the
finest applicants for its first batch of Cadets. It opened its doors for the Maharlika Class of 1980 as the
pioneering graduates of the Academy.
The Academy started without a definite site of its own. Its formal inauguration took place in Fort
Bonifacio where the cadets had to share quarters with the Integrated National Police Training
Command. Formal academic instructions started on July 17, 1978 until the Academy moved to Camp
Vicente Lim, Calamba, Laguna on August 19, 1978.
The early years of the Academy limited the admission for the two-year Bachelor of Science in Public
Safety to the qualified members of the INP only. It was only in 1981, three years after the admission
of the pioneering batch, that the Academy included the acceptance of civilian applicants for the
cadetship program.
P.D. No. 1780, otherwise known as the PNPA Charter of 1981 elevated the Academy’s status as the
premier institution of the INP. With the passage of R.A. 6975, establishing the Philippine National
Police (former PC-INP) under the reorganized Department of the Interior and Local Government, the
Academy became a primary component of the Philippine Public Safety College (PPSC). However, the
Academy retained its autonomous state by virtue of its academic charter pursuant to P.D. No. 1780.
Finally on April 13, 1995, the Academy was transferred to its new permanent home, Camp General
Mariano N. Castaneda at Silang, Cavite. A lot of changes have taken place since then. New edifices
are continuously built to provide for the cadets’ physical, mental, emotional, social and spiritual needs
and growth.
Another milestone in the Academy’s cadetship program was the admission of women in 1993. Former
Cadet Portia Reyes Banaga of Patnumbay Class of 1995 became the first alumna of the Academy. It
was the starting point for women to mix in the Institution where only men were previously accepted.
The 1978 BSPS Curriculum was revised a few times, one in 1982, another in 1995, and 1997 saw the
transition from a two-year cadetship program to a three-year tri-service approach. PNPA Buklod-
Diwa Class of 2001 started the three-year curriculum. Again, the program was revised from three years
to four years in 2003.
It was the PNPA Tagapagsanggalang Class of 2004 who first graduated from the four-year curriculum.
The final batch to have an all-professional constituent is the Marangal Class of 2005. The first batch to
compose much younger cadets when the Academy started accepting high school graduates and
college level applicants yet could meet the rigors of training is the PNPA Bagsay Lahi Class of 2006.
Years passed and the Academy began to experience modernization. It continues to improve its
standards through constant development in the facilities and the method of instructions – be in the
academics or tactics.
ORGANIZATIONAL STRUCTURE

REGIMENTAL SERGEANT
MAJAOR
a. Assists the Regimental Adjutant in the maintenance of roster for the following duties:
Cadet Officer of the Day (COD)
Cadet Office of the Guards (COG)
Cadet Mess Supervisor (CMS)
Assistant Cadet Officer of the Guards (ACOG)
Assistant Cadet Mess Supervisor (ACMS)
b. Assists the Regimental Adjutant in the preparation of special details for parades and
ceremonies.
c. Publishes and disseminates cadet duty details and orders of participation in
any cadet’s official activities.
d. Monitors the status of morale and welfare of the Cadet Corps and assists the Regimental
Administrative Officer in the formulation of policies and directives related to morale and
welfare of the Corps.
e. Maintains and compiles all duty details and communications published.
f. Performs other duties as the Regimental Commander may direct.
a. The Battalion Sergeant Major assists the Battalion Adjutant in maintaining the duty roster of
the Corps guards detail and other duty detail as may be prescribed.
b. Participates in formal guard mounting ceremonies when his/her battalion is detailed to render
the guard mounting ceremony.
c. the Regimental Sergeant Major in the performance of his/her duties.
d. Performs other duties as the Regimental Sergeant Major may direct.
a. Assumes all administrative duties within the Company which are not specifically assigned to
other cadets.
b. Prior to every company formation, ascertains from the Cadet-in-Charge of Dormitory the
names of all authorized absences. In formation, he/she shall report to the Cadet Company
Commander as “absent” any cadet whose absence is not authorized.
c. Supervises the maintenance of the Company Guard and Company Duty Rosters.
d. Maintains company bulletin boards and updated list of table assignments for all cadets seated
in the mess hall company area.
e. Publishes copies of the company Punishment list, Special Confinement List and ensures that
instructions in implementing such punishments are followed.
f. Ensures that the Cadet-in-Charge of Dormitory maintains the company Bulletin Board
neatness and presentable condition.
g. Turns over filled-up Departure Books to Admin Officer of CAO.
h. Prepares the Company Daily Record of Attendance.
i. Ensures availability of Sick Calls slips.
j. Promptly and properly routes all incoming and outgoing communications.
k. Posts in the Bulletin Board all Company guard details as well as other duty details.
l. Performs other duties as the Battalion Sergeant Major may direct.

ACTIVITIES
1. Police call
It is a traditional activity every morning; cadets shall observe a general cleaning before
leaving their barracks. All must be spic and span. The barracks must be cleaned in and out.
Every corner of the room must be well organized in all aspects. All things must be arranged
and aligned. An officer or Cadet Floor Inspector of the day will be the one to inspect.
2. Ranks inspection
It is a traditional activity every Saturday morning; the cadets shall observe spic and
span in their overall bearing.

4. Guard mounting
Guards are mounted formally in appropriate ceremonies every Sunday morning. Guards
are mounted informally on all days of the week excluding Sundays. During informal
guard mounting, the COG shall ensure that all duty details are present, individual
equipment are complete and briefing or information dissemination on the SOPs are
relayed. On formal guard mounting, proper turn-over of duties and responsibilities are
done from the outgoing to the incoming details.
5. Touring
a form of special punishment, that a cadet shall be required to walk in a smart manner
at quick time; carry their rifles properly at right or left shoulder arms at all times, salute
officers and colors or standard.

2. Tour of Duty of COD, SOG, CMS, MHS and CCQ’s shall be 1900H to 1900H the
following day. However, he/she shall be allowed to leave his/her post during academic
instructions and after the first relief guard at 2100H shall take his/her post. However, he shall
take his post at exactly 0400H the next day until the incoming duty COD, SOG, CMS, MHS
and CCQ’s will relieve their post.

(ACFI) must be observed and followed in accordance to Rule VI – Cadet Positions and Administrative
Duties, Section 6, para a – Cadet Floor Inspector (CFI) and para b – Assistant Cadet Floor Inspector
