Notes on the FMD-3100/3200/3200BB/3300 Type Specific Training Manual.

This manual is not equivalent to the factory supplied Operator’s Manual and it must not be
mistaken for the equipment manufacturer’s Operator’s Guide which is supplied with the equipment
upon installation on board.

It should be used to assist the trainee during the FURUNO ECDIS Type Specific Training Course
and it can be used as an additional guide during daily operations.

This manual will not be updated on a regular basis and it is not referring to a specific ECDIS
software version.

Equipment specifications and the contents of this training manual may be changed without notice.

Introduction: Why ECDIS Type Specific Training?

The requirements for ECDIS Type Specific Training has its foundation in the new
STCW-2010 (The 2010 Manila Conference) as well as in the ISM code.

STCW.

Though the STCW itself does not require type specific training, the requirements for Training and
assessment in the operational use of Electronic Chart Display and Information Systems when
using simulators for training or assessment are so comprehensive that a type specific course will
probably be the only option to achieve the level of competence needed for the seafarer to use
the equipment in a safe and proficient manner.
Realising this, several Flag Administrations have already laid down flag state requirements for
ECDIS Type Specific Training.

The ISM.

ISM: 6.3 “The Company should establish procedures to ensure that new personnel
and personnel transferred to new assignments related to safety and protection of the
environment is given proper familiarization with their duties. Instructions which are
essential to be provided prior to sailing should be identified, documented and given.”

ISM 6.5 “The Company should establish and maintain procedures for identifying any
training which may be required in support of the safety management system and
ensure that such training is provided for all personnel concerned.

Flag state requirements.

We have looked at a small selection of flag state requirements.

British Maritime and Coastguard Agency (MCA).

3.1 ECDIS ship specific equipment training for Deck Officers must relate to the make and
model of the equipment fitted onboard the ship which they are currently serving. The
decision on how to deliver ship specific training is now the responsibility of the ship
owner or operator. They must take into account their responsibilities in accordance
with ISM code (specifically sections 6.3 and 6.5) and also the STCW convention,

Regulation I/14 - 5:
Every company shall ensure that:
“Seafarers, on being assigned to any of its ships, are familiarized with their duties and
with all ship arrangements, installation, equipment, procedures and ship characteristics
that are relevant to their routine or emergency duties”.

The Department of maritime Administration from Bermuda.

In ships where ECDIS is the primary navigational system there is a requirement for all
navigational
officers to have completed both generic ECDIS training and ship specific ECDIS training.

Port State Control Officers will expect to see evidence of this training during inspections.

Generic ECDIS training may include any ECDIS course based on IMO Model course 1.27 either
as a dedicated ECDIS course or as part of a broader course.

Ship specific ECDIS training and familiarisation should be based on the actual equipment fitted on
board and provided before the officer is expected to use the equipment. If the generic training
course has been undertaken on the same equipment, then the course certificate should make
clear the equipment that was used for the training in order to be accepted as meeting this
requirement.

In general, the ship specific training should be conducted on the equipment that is to be used by a
manufacturer, his approved agent or someone who has received a trainer’s programme for that
equipment. A manufacturer’s computer based training package can be accepted for this purpose.

The company operating the ship should ensure that the ship specific training is carried out and
clearly documented. Given the critical nature of this training and the records of it this process
should be incorporated in the ships Safety Management System.

The Maritime and Port authority of Singapore.

Masters and deck officers on ships installed with ECDIS must have thorough knowledge and
ability to use ECDIS for safe and efficient voyage. They should undertake approved Generic
ECDIS Training meeting the competency requirements prescribed in 2010 Manila amendments to
the STCW Convention and STCW Code.

In addition, they must undergo Familiarisation Training to have operational knowledge of the
specific model of ECDIS installed on the ship. Appropriate resources supplied by the ECDIS
manufacturer (e.g. courses in ECDIS training centre ashore, e-learning via DVD or similar means)
may be accepted as part of the ECDIS Familiarisation Training. ‘Trickle down’ training (i.e. one
officer informally trains another on board a ship) is not acceptable. If Familiarisation Training is to
be conducted on board, such training should be properly structured, provided by a dedicated
officer and cover all functionality and effective use of the system.

The Familiarisation Training provided to officers must be properly documented in the ship’s safety
management system. If the Generic Training is conducted ashore on a particular type and model
of ECDIS installed on a ship, such training is acceptable as meeting both the Generic and
Familiarisation Training. In such cases, it should be appropriately documented in the ECDIS
training certificate.

Australian Maritime Safety Authority (AMSA).

All masters and officers in charge of a navigational watch on ECDIS-fitted ships who commenced
an approved education and training program before 1 July 2013 will need to have undertaken
approved ECDIS generic training and familiarisation training.

Familiarisation training should build on the IMO model course 1.27 and be delivered by a suitable
person or organisation, such as the ECDIS manufacturer, manufacturers agent or another
qualified trainer.

The familiarisation training should cover the following topics.

Familiarisation with available functions.


Familiarisation with the menu structure
Display setup
Setting of safety values
Recognition of alarms and malfunction indicators and action to be taken.
Route planning.
Route monitoring.
Changing over to backup system.
Loading charts and licenses.
Updating software.

The familiarisation training should be done by a qualified instructor and not a colleague and the
training should be following a lesson plan and at the end of the course there should be an
evaluation of the student after the course where he or she demonstrates key navigational tasks

OCIMF Sire inspection.

The Master and deck officers should be familiar with the operation of the ECDIS. Master and
deck officers should be able to demonstrate the operation of the ECDIS including, but not limited
to.

Creating and uploading passage plans


Recalling previous voyages
Route checking and management of alarms
Plotting manual fixes (visual bearing and radar range)
Creating parallel index lines
Setting safety depths and safety contours as appropriate to the draught of the vessel
Setting of Safety frame/safety cone
Ensuring system is updated to the latest corrections.
AIS and or Radar overlay if fitted
Understanding of limitations of operating in RCDS mode
Knowledge of SCAMIN and how it is displayed
Knowledge of CATZOCs
Familiarity of deck officers with contingency action in case of ECDIS failure.

The above list is not exhaustive and the inspector can ask other features to be demonstrated in
order assess knowledge of the system. Further guidance to the operation of ECDIS can be found
in MSC.1/Circ 1503 “ECDIS – Guidance for Good Practice”.

Latest from the British Admiralty.

As more ships are affected by the mandatory carriage of ECDIS, more headlines have been
dedicated to a rise in detentions related to ECDIS. An analysis of the reasons for Port State
Control Officer (PSCO) detention quickly demonstrates that it is not a failure of design, but a failure
of ECDIS management which has caused these detentions. Reasons include:

Failure to use latest edition and up to date ENC for voyage planning

Incorrect scale ENC available

Crew ECDIS familiarisation inadequate

ECDIS policy and procedures in the ISM are insufficient

In addition to PSCO detentions there is also a reported rise in ECDIS related deficiencies and
observations from vetting inspectors related to the management of ECDIS. This includes crew
familiarisation and insufficient policies and procedures for safety settings such as under keel
clearance.

Processor Unit PCU-3000 (FMD-3100).

The FMD-3100 mainly consists of the Panel Computer Unit (PCU). The 24’’ PCU is connected to
various navigation sensors, and performs electronic chart operations, navigation calculations, route
planning and route monitoring.

The Processor Unit is the heart of the system, and is responsible for the loading, storing, updating
and processing of electronic sea charts, with the USB DVD drive.

Processor Unit EC-3000 (FMD-3200/3200BB/3300).

The processor unit is the heart of the ECDIS system, and is mainly responsible for the chart
management, route planning and route navigation.

The processor unit has two power switches. The Mains switch controls the power from the
switchboard, and the power switch controls the power to the ECDIS system.

Note 1: To keep the system stable, restart the unit at least once every two weeks.

Trackball Control Unit RCU-026.

The RCU-026 has a power a power key, a trackball module (trackball, scrollwheel and left and right
mouse buttons), a status LED, and a USB port. The trackball module functions like a PC mouse;
The user rolls the trackball and operates the left and right buttons and the scrollwheel to do various
functions.

Comparing the FMD 3100 with FMD 3200/3200BB/3300.

The Operating System (OS) and the user Interface is the same.

The FMD 3100 always has a 24 inches’ monitor, whereas the FMD 3200/3200BB/3300 has a 19 or
23 inches’ monitor.

The FMD 3100 has an extern USB and CD/DVD drive.

The FMD 3100 has only 4 ports whereas the FMD 3200/3200BB/3300 has 8 ports for serial inputs
(e.g. GPS, log, AIS and gyro).

The FMD 3100 can’t support the use of Track Control whereas the FMD 3200/3200BB/3300
supports the following units FAP-2000, FAP-3000, Tokyo Keiki PR-6000.

The Silent Mode.

The Silent mode, which requires a password to activate, deactivates the audio from the alerts on the
ECDIS. Use it while in a harbour or in other similar situations where the operational use of the
ECDIS is not required. To go to Silent mode, click the [OTHERS] button on the Status Bar then click
[SILENT]. Have the holder of the password enter the password the click the [OK] button.

The Main Conning displays.

The main conning displays provides relevant sensor information data (including engine data) from
external equipment, on one display to facilitate safe and efficient monitoring. The ECDIS accepts
sensor information data in analog, serial and contact signal formats.

Chapter 3: Visual settings and adjustments of your Chart display.

Shallow Contour, Safety Depth, Safety Contour and Deep Contour setting.

Appropriate safety settings are of paramount importance for ECDIS display. Failings in appropriate
settings have recently resulted a few grounding incidents (e.g. CSL Thames and LT Cortesia). The
values for the safety depth and safety contour must be understood and entered to achieve a
sensible and considered meaning. The navigators must remember that the display of underwater
obstructions or isolated danger symbols can change according to the settings of this safety contour
which also marks the division between „safe‟ and „unsafe‟ water. Additionally, the shallow contour
could be utilised to indicate the gradient of the seabed (adjacent to a channel) and the deep
contour to indicate the depth of water in which own ship may experience squat and interaction.

Look Ahead Area

A Look Ahead Area must be set by the OOW when leaving a monitored route or during transit when
not in monitor mode i.e. when you have to leave monitor mode and go to planning mode to change
something on the route you want to monitor. A Look Ahead Area checks for the same Chart Alerts
as you have set up to be checked for during route monitoring.

Chapter 4:Overlay / NAV Tools.


Tracked Target.

With a connection to the radar, the movement of a maximum of 200 radar tracked targets can be
shown on the ECDIS. But the following conditions must be met to use the TT function.

The TT data from the radar must be true bearing referenced.

The speed source must be the same as that used by the radar. If they are different the following
occurs:

The TT symbol is shown but the vector is not shown.

The COG, SOG, CTW, STW indication is missing.

AIS.

An AIS transponder can be connected to the ECDIS to display AIS targets received from the
transponder. The ECDIS can store up to 2000 AIS targets in its storage buffer. The storage buffer
contains automatic dead reckoning for all AIS targets, which is based on reported SOG, COG,
ROT and Heading. The storage buffer also contains calculation of range, bearing, CPA, TCPA etc.

The CPA and TCPA limits set for dangerous targets are common for TT and AIS targets

A route defines the navigation from starting point to the destination. There are two phases for a
route. Route Planning and Route Monitoring.
Main functions of route planning are:

• Define channel limits for each leg (a leg is the line connected between two waypoints).
The channel limits are used to detect alerts when you are planning or monitoring your

To use Chart viewing dates in Route planning.

S57 charts contain date-dependent features, where there is a “Date start” and a “Date end” for the
object or feature placed in the chart. The object or feature could be summer only seamark or
seasonal yacht race areas.
You can efficiently use chart viewing date by using the valid data for any given date applicable for
your navigation or planning purpose. For example, you can check for the existence of changes and
restrictions weeks before they became valid.

Chapter 7: Chart Handling / How to manage your charts.


To manage your charts primarily means to install public keys, licenses and charts, manually update
chart objects and synchronize charts. All chart related operations begin from the chart maintenance
mode, which you access by clicking the [CHARTS] button on the status bar.

How to install the RNC Charts and RNC License.

To manage your RNC charts and licenses, please follow the ENC procedure – it is the same
procedure, only use the [ARCS] tab, in the license menu.

The procedure for installing charts are the same as ENC’s – just follow the ENC procedure above,
but remember to select RNC instead.

How to manage your charts from the Chart Supplier.

Using the [Manage Chart] function in the instant access bar, will take you to a window where
information regarding the status of your charts, which you.

Charts which are delivered by your chart supplier are called RENC (Regional ENC Coordination’s
centre)

Using the Filter function on the right side of the screen, make it possible to sort the different charts
which can be installed in the chart database.

As you can see on the in the picture, the charts are color-coded – which means the you instantly can
see the status of the chart. The cell status color-coding can be seen in the table below.

Using the [Cell Status] function in the instant access bar, will take you to a window where information
regarding the Cell status on your ECDIS.

The Cell Status gives information on the status of the install charts on the ECDIS, these are SENC
(System Electronic Navigational Charts).

Using the Filter function on the right side of the screen, make it possible to sort the different charts
that are install in the chart database.

As you can see on the in the picture, the charts are color-coded – which means the you instantly can
see the status of the chart. The cell status color-coding can be seen in the table below.

Manual Updates.

You should always have your chart material updated. A part of this is the Manual updating of your
charts. A manual update may include deleting an already existing object, modifying a position or
other characteristics of an already existing object, or inserting of a new object.

The mariner cannot permanently remove any official objects from the chart display, however the
mariner can remove the manual update he has made on the chart.

The ECDIS records complete usage of Manual updates i.e. all deletions, modifications and
insertions.

A manual update symbol can be added as shown below

How to synchronize chart data.

You can synchronize chart data between FMD-3xx0, FAR-2xx9 and FCR-2xx9 units, so that all units
have the same chart data. Synchronization can be done automatically or manually, however all units
selected for synchronization must be powered to complete the synchronization. Synchronization
includes the following actions:

• Synchronize public keys


• Synchronize chart permits and licenses
• Synchronize chart data
• Synchronize manual updates

AIO (T&Ps).

The Admiralty Information Overlay (AIO) includes all Temporary and Preliminary Notices to Mariners
(T&P NMs) and provides additional navigationally significant information from UKHO’s ENC
validation programme. The AIO is displayed as a single layer on top of the basic ENC cell. The AIO
is free of charge for AVCS license holders.

The AIO is included in the weekly updates from UKHO. And are delivered on the chart cell GB80001

Chapter 8: Sensors and Alerts.


There are two types of Sensor Modes on our ECDIS, [System] and [Local]. The [System] integrates
all navigation devices. In the [Local] each navigation device operates independently

How to select navigation sensors.

You can choose navigation sensors to use for navigation and view their current values in [System
Sensor Settings] and [Local Sensor Settings] menus. To access these menus, right click the [sensor
information] box then click [Open Menu]

Filter Status.

The ECDIS incorporates a Kalman filter. The filter receives raw sensor data, checks sensor integrity
and processes multiple sensor data to produce a continuous estimate of ship’s position and motion.
By default the filter uses data from all available sensors.

Sensors may be excluded manually or automatically. The excluded sensor does not participate in
neither integrity monitoring or filtering. The filter automatically excludes a sensor if it has failed the
integrity check. If the actual integrity check fails for some reason and the filter is able to identify the
faulty sensor, the faulty sensor is automatically excluded.

When an alert is generated, the related alert message and alert state icon appear in the [Alert] box,
which is at the bottom right corner on the screen. An audible alarm is generated when it is for
emergency, alarms and warnings

The [Alert List] display all active alerts. The [Alert Log] display the last 10000 alerts.

Chapter 9: Manual logging of position (position and user events).


The purpose of a position event is to record current position data to the [Voyage] log. Position events

A user event is a comment about an event (weather, ship related operation etc.). You can show user
events on the chart area. Open the [Tracking] page of the [Symbol Display] menu show or hide the
events.

Chapter 10:Log files / Records.


In the FMD ECDIS we have the following logs / records. [Details] Log, [Voyage] Log,

[Chart Usage] Log, [Danger Targets] Log and [Route Transfer] Log.

Details Log.

The [Details] log records the ships position, speed, course etc. every minute for 24 hours.

Voyage Log.

The [Voyage] log records:

• Auto: Automatic entry of ship position, in 1 to 4 hr intervals, set by operator.


• Ship: Logged if the amount of change in speed or course equals or is greater than the set
values.
• MOB: MOB position entered when [MOB] button is pushed.
• User: Operator entered position. The information entered in the [Description] box is logged.
• Posdev: Record user-entered position events. The [Description] window shows automatically
entered data (Position, LOP) or manually entered comment (manual).

Chart Usage Log.

The [Chart Usage] Log stores which charts were used on the ECDIS display. To open the log, click
[Log], [NAV Log] and [Chart Usage] on the InstantAccess bar.

Danger Targets Log.

The [Danger Targets] log store information about dangerous targets (CPA/TCPA alarm) that are
received from a radar (TTs) and /or AIS targets received from an AIS transponder.

If a TT or AIS target is within the set CPA and TCPA, information of all targets (including the non-
dangerous ones) are recorded into the danger target log.

Route Transfer Log.

The [Route Transfer] log keeps a tab of sent and received route related communications between
the ECDIS (Chart Radars) that are connected in the network.

How to Playback the log.

The log can also be checked as an animation, in the Playback function. The things you can see on
the screen during the playback of selected period of time, is all ship movements and chart related
operations.

Weather Overlay.

The weather overlay, available in the Voyage navigation and Voyage planning modes, provides an
animated display of weather information over time for the area selected. The information may include
wave, ocean current, wind, temperature, cloud coverage and precipitation rate.

The weather overlay is driven by grb (GRIB) data files. The GRIB format is the format used by the
worlds meteorological institutes to transport and process global weather data.

Since the GRIB files are sent without review, the data received onboard has no assurance of
accuracy and correctness. So, it should be used in conjunction with Facsimile, NAVTEX and other
means of receiving weather forecasts.

Chapter 12: Familiarisation exercises.


1. Change the colour pallete on the ECDIS using the control unit
2. Find and view the software version on the ECDIS
3. Find and adjust the “key beep” volume to 1
4. Change the UTC time to local time (UTC+4)
5. Start a keyboard test in the settings menu, and test the keyboard functions

The Chart Display should always to be set up using safe settings for Safety Contour and Depth Contours in
compliance with company Under-Keel-Clearance policy and with due regard to Trim, Heal, Squat Effect and
prevailing weather conditions?

Set the following in “Chart Alerts”, “Basic settings” and “Chart Display”

Backup / Export / Import


NOTE: You are able to export/import your new and previous planned routes in the 2 following ways

• Using the Export or Import function in settings menu. You can save your Route, User settings and
playback file on your USB FLASH – you save the entire route library this way
• Using the “Manage data”, you can save your routes in the ASCII FULL format, and transfer routes of
your choice. You can select which routes you will transfer. NOTE- User charts linked to the route will
NOT be transferred.

1. Export your route using the export function in settings menu – to transfer the route and user chart to another
FMD ECDIS. Use the USB Flash to save your route

Merge Routes / WP
You can read about the merge Routes and WP in the Operations manual in 9.7 Route Bank

Chart handling
1. Locate the “CHARTS” in the staus bar
2. Locate the “Public key” button. Display the content.
• Public key authenticates the source and integrity of the ENC chart materials used in this chart
system
3. Delete the charts from Australia in the charts database. The Australian charts begin with AU
4. Locate the USB FLASH and reinstall all licenses – licenses is called “PERMIT.TXT”
5. Locate the GB80001 (it’s the AIO overlay)
6. Reinstall the ENC charts you just deleted
7. Find a Routeplan, and display the charts covering the voyage.
8. Untick “Available” – “Unavailable”- “Valid”- “Missing/Expired” as appropriate- to find the chart
missing for the route or the status of charts.
9. Look at the colour legend to find chart related issues and status.
10. In “Cell status” – you will find information of the chart on the system
11. Select the top 4 charts on the system – export them to the USB Flash
12. You can manual order chart permits from the company’s chart supplier, using the list, just saved
on the USB Flash.
13. Remember the sequence for chart update i.e.: #1 Permit - #2 Base - #3 Update
14. Use the “Auto load” function to install base and update files, to fully update your system
15. Locate Chart legend on the present chart and find the Edition date, last update no. and date for
the last update
16. Locate the system button and view the Synchronization settings for the system
17. Click the update button under “Current Status”
18. Open the Operators manual – locate 3.22 Synchronize chart data
19. What are the “Current status” in the system;

Manual Update Exercise


1. Go to Gibraltar bay
2. The AIS buoy in pos° 36°08’850N - 005°24’120E have been moved.
3. The buoy has been moved to pos°36°09’9N – 005°24’9E
4. Create a manual update of the buoy, with the same information found in “Pick report” from the
AIS Buoy
T&P’s
1. Locate the “Auto Load” function and install the AIO file from the USB Flash
2. Tick the NtoM AIO – “Preliminary”, “Temporary and “No Information” in the menu, so the AIO
information’s are displayed on the chart
3. Set the NtoM AIO overlay to “ALL”
4. Scroll out on the chart to locate an area where a red AIO box appears
5. Right click on the box, select “Pick report” and read about the (T) or (P) info on present
position
6. Switch to Raster chart mode and locate a AIO

1. Locate the “Weather overlay” function on the system

Manual positioning / sensors / filters / alerts


1. Create manual position using LOP. Try all three types: Bearing, Distance and Bearing+ Distance.
2. Activate Dead Reckoning by LOP
3. Create a User Event and write” Pilot onboard” in description box.
4. Check your latest LOP, DR and User Event in your Voyage log
5. Show the track for the last 24 hours in the Voyage log
6. Change the time in the settings menu, to log positions every 2 hours – In “Records”
7. Set sensors from system to local mode
8. Reset the Kalman Filter
9. Change the priority of the “HDG” in the sensor settings menu
10. Change the “SPD” stabilization mode to “water”

Route planning exercise Arrival Felixstowe.


In this exercise, you’re at planning a route using the vessel information from the containership
M/S MARTHA. The vessel information is found in your training manual.
Use the voyage planning checklist in the training manual before starting your route plan

The voyage is an arrival at the Port of Felixstowe in United Kingdom.


The Planned route must start at Sunk Head Tower (51˚45´N - 001˚32´E) and end at Berth no. 4
located at the Trinity Container Terminal.

1. CREATE a ROUTE PLAN for this passage, following any official traffic separation schemes.
The route is to be named using ARR.FLXSTW + your last name.

2. Use the following settings when planning the route:

• Safety contour: Draft plus 20% Safety depth: Draft plus 20%

3. Calculate the START POS° to Pier ETA, based on the route plan: ETD is the day after
tomorrow at 1000 UTC

Dredging operations are taking place south of Harwich Channel between buoy number 4 and
number 8. The area is considered a dangerous area.

4. Create a USER CHART covering this area and name it using FLXSTW + your last name

5. Create the following Notes:

• Call Sunk VTS and London VTS where it is necessary.

6. Create a note for the User Chart area you have created in objective no. 4: “Dredging
operations in progress - all ships keep clear from 0800UTC to 1900UTC”

7. The berth is available at 12:30, calculate the planned speed to arrive the berth in due
