Drainage is one of the main problem in many countries in the whole world,
specifically the Philippines. Drainage has an important role when heavy rain comes
because it acts as the catchment for the excess water from the surface when
infiltration rate is lower than the precipitation rate.

Some part of the major cities in the Philippines has a drainage system that
serves as the collector for the water runoff and waste water. Waters from the septic
tanks and from the industrial hazardous waste freely mix to the storm water and
flushes to the streams and rivers causing to the pollutants. A proper installation and
planning of the drainage systems should be take into account by the local
government who is task.
Maintenance and inspection should also be carried out for the proper functioning of
the drainage systems.

Different laws have been implemented in the Philippines and one of it is the
Drainage law which is concerned and only focuses on the water on real property.
This law is most commonly applied to the areas where water is in large demand for
agricultural and industrial uses, available freshwater is scar and areas where flooding
is commonly or likely to appear. This kind of laws is very important for it provides
the rules and regulations for the proper caring out of the drainages in the country and
will give the corresponding penalty to the violators of the said rules concerning to
the drainages. In this law, we can assure that all the law and the proper protection of
the said law will be carried out accordingly and properly.

Promoting the health of individuals and avoiding contacts to the hazards by


isolating the hazardous waste is means by Sanitation. Some of this waste comes from
the industrial factories, agricultural wastes, excreta, urine, waste water solid waste
and even from the person who is washing his clothes in the river by using the
detergents and soaps for the clothes. Microbial pathogens and hazardous chemicals
is the inhabitants of this waste hazard that can cause to the detrimental to the human
health if not properly isolated, eliminated or controlled.

There are so many ways provided by various organizations and one of its
provider is the Engineers who provides Engineering solutions to the problems. Some
of it is by means of dealing the collection of waste from the sources, transporting,
treatment, reuse and recycling the waste water by the constructing a waste water
treatment facility. Sanitation is not just a modern problem in the history of man cause
even back then, waste water and the proper sanitation is a great problem to the
human. Providing drainages and carefully planning of the septic tanks has been
carried out through the years, thus providing and eliminating minor problems in
Sanitation.

The rapid increase of the population in the Philippines has greatly affect the
sanitation and the pollutants to the streams in the country. It also becomes the most
challenging problem that the planners. Many untreated wastes in the country is freely
roaming and can be with a contact to the human surrounding the said contaminant.
Even safe water for drinking is greatly affected by the contaminations from the septic
tanks of some households which is not properly planned on construction. Rivers and
streams are also being polluted causing to fish kill, floods and some related disasters
that may occur due to poor management of the drainages and sanitations in the
country. Some of this hazards sometimes even cause death to the thousand people in
the country with the direct contact to the hazards. Thus this Laws should be properly
carried out for it can be the only way to save the lives of the People in the country
who’s relying their resources t the water bodies in the country.

NATIONAL WATER CRISIS ACT AND R.A. 6969 TOXIC SUBTANCE, HAZARDOUS
AND NUCLEAR WASTE WATER CONTROL ACT

Water Crisis in the Philippines or in the Whole world is the fact that most of
the poor people thus not have a proper or clean source of water for drinking and to
be used for household purposes. Water is greatly available to the persons who
could burn money to their hearts content while some of the people has not. Some
of the laws that aiming for the equity and proportion of the water in the Philippines
has been establish. It is the Metropolitan Waterworks and Sewerage Systems that is
owned and controlled by the government under ab Act in year 1971.
Another law has been implemented by the government due to the urgent need
and effective measure to address the national water crisis in the country. It is the
Republic Act No. 8041, otherwise known as National Water Crisis Act of 1995
implemented under Executive order NO. 286 on December 6 1995 re organizing the
MWSS. It encourages also the private sector’ to participate in the operation of the
facilities of MWSS and paved the privation.

The Laws stated above mains purpose is to prevent the water crisis in the
country and to provide a safe and clean water to every family in the public. By the
means of doing the said laws, government can have improved the health of its people
in the country.

RA 6969 “Toxic substance, hazardous and nuclear waste water act” aims to
regulate, restrict or prohibit the importation, manufacture, processing, sale
distribution use and disposal of chemical substance and other mixture that can make
a reasonable risk, injury and even death to the people and surrounding inside the
Philippines. It also prohibits the entry, transit of hazardous and nuclear waste and
the disposal in the Philippine territorial limits for whatever may its purpose. It also
provides for the advance and facilitate research and studies on toxic chemicals.

This act is very important to the country for the sole purpose of preventing
unreasonable damage to the surroundings. Hazardous chemicals form the said
facilities can be a great danger for the health.
