IOLICY AND GUII'ELINES ON PRINCPALS'

ATTEI{DANCD/WSIBILITY IN SCEOOL

l. The CSC Memorandum Circular No. 5 s. 1997 provides that it is the duty ofth€ head of
depanment/agencyloffce to requ;e a.ll officers aod employees und€r him/her to observe
the prescribed ofiice hours. He,/she may prescribe intemal rules and regulations to carry
out hiyher responsibility thai govqmert working hours is strictly observed.

2. Pursuant thereto, this Office hereby issres the following guidelines:

2.1 AII principals shall render ar least the rcquirtd minimum

. working hourr (8 hours a day for 5 days a week or fony hours a week exclusive
of time for lunch). Working hours is 8:@ AM to.l2:0O NN and l:00 PM to 5:00
PM.

2.2 Alt principals shall record their daily attendance on the F48 or
whenever possible hsve the attendance reSistsed on the Bundy cloclc/biometric
machine and the printouts be attached to the F48 upon slbmission. Ifthere is no
Bundy clocklbiometric machine, the time of actual arrival and depaJture from
oftice shall be regist€t?d in th€ school employees' attendance logbook.
' 2.3 If the principal leaves his/her school rluring ofiice hours to atteld
ofiicial business at DepEd-NC& DepEd Central OfEce, and other government
and non-government agenciet I c€rtificat€ of appearance shall be secrrred from
the agercy/offic€ conoemed and it shrll be attsched ro the F48. AdditiotrEltt prior
permission shall be obtained frorn the Dietrict/Division supervisor in-chrirge of
the scbool.

2.7 Travel Ebroad is rogulated ard subjecl to strict complianc€ with

2.8 The filing of the application for vacation leave shall be within ttre
prescribed period and th€ approval of which is subjeci to rnamgem€tt
prelogative.

2.9 In coffonarc€ with Section 5.1.3 Rule V and Section 4-2-2 Rule
.IV of the Implem€ding Rules and Regulations of RA 9155 which autiorizes

. 2.10 The F48 shall be submitted to the Distriqt/Division Supervisors In-

charge within two workitrg d,sys after the last day of the fiorth. Thereafter, the
F48 shall be endorsed by the District/Division Sq*rvisors In-charge to the
respective Aasistam Sohools Division Superiftendents for their initial b€fore th€
signature of the Schools Division Superintendent.

3. Falsificstion or irregularities in the keeping of time records shall be subject to

administrative liability, {ithout prdudic€ to crinrinal prosecution if circumstances.
