l. The CSC Memorandum Circular No. 5 s. 1997 provides that it is the duty ofth€ head of
depanment/agencyloffce to requ;e a.ll officers aod employees und€r him/her to observe
the prescribed ofiice hours. He,/she may prescribe intemal rules and regulations to carry

2.2 Alt principals shall record their daily attendance on the F48 or
whenever possible hsve the attendance reSistsed on the Bundy cloclc/biometric
machine and the printouts be attached to the F48 upon slbmission. Ifthere is no
Bundy clocklbiometric machine, the time of actual arrival and depaJture from
oftice shall be regist€t?d in th€ school employees' attendance logbook.
' 2.3 If the principal leaves his/her school rluring ofiice hours to atteld
ofiicial business at DepEd-NC& DepEd Central OfEce, and other government
and non-government agenciet I c€rtificat€ of appearance shall be secrrred from
the agercy/offic€ conoemed and it shrll be attsched ro the F48. AdditiotrEltt prior
permission shall be obtained frorn the Dietrict/Division supervisor in-chrirge of
the scbool.
2.5 In case class€s staft before Z:00 AM the principal shall designate
. an- Ofiicer-in-Charge to manage the school before hivheradval. Howeva, if the
school has a single shift schedulq classes shall start rct earlier than 7:00 AM.

2.8 The filing of the application for vacation leave shall be within ttre
