Pradhan Mantri Fasal Bima Yojana

Pradhan Mantri Fasal Bima Yojana (PMFBY) aims at supporting sustainable production in agriculture
sector by way of

 Providing financial support to farmers suffering crop loss/damage arising out of unforeseen
events.
 Stabilizing the income of farmers to ensure their continuance in farming.
 Encouraging farmers to adopt innovative and modern agricultural practices.
 Ensuring flow of credit to the agriculture sector which will contribute to food security, crop
diversification and enhancing growth and competitiveness of agriculture sector besides protecting
farmers from production risks.

Soil Health Card


1. To issue soil health cards every 3 years, to all farmers of the country, so as to provide a basis to
address nutrient deficiencies in fertilization practices.
2. To strengthen functioning of Soil Testing Laboratories (STLs) through capacity building,
involvement of agriculture students and effective linkage with Indian Council of Agricultural
Research (ICAR) / State Agricultural Universities (SAUs).
3. To diagnose soil fertility related constraints with standardized procedures for sampling uniformly
across states and analysis and design taluqa / block level fertilizer recommendations in targeted
districts.
4. To develop and promote soil test based nutrient management in the districts for enhancing
nutrient use efficiency.
5. To build capacities of district and state level staff and of progressive farmers for promotion of
nutrient management practices.

e-Nam
 A national e-market platform for transparent sale transactions and price discovery initially in
regulated markets. Willing States to accordingly enact suitable provisions in their APMC Act for
promotion of e-trading by their State Agricultural Marketing Board/APMC.
 Liberal licensing of traders / buyers and commission agents by State authorities without any pre-
condition of physical presence or possession of shop /premises in the market yard.
 One license for a trader valid across all markets in the State.
 Harmonisation of quality standards of agricultural produce and provision for assaying (quality
testing) infrastructure in every market to enable informed bidding by buyers. Common tradable
parameters have so far been developed for 69 commodities.
 Single point levy of market fees, i.e on the first wholesale purchase from the farmer.
 Provision of Soil Testing Laboratories in/ or near the selected mandi to facilitate visiting farmers
to access this facility in the mandi itself. M/s. Nagarjuna Fertilizers and Chemicals Ltd. is the
Strategic Partner (SP) who is responsible for development, operation and maintenance of the
platform. The broad role of the Strategic Partner is comprehensive and includes writing of the
software, customizing it to meet the specific requirements of the mandis in the States willing to
integrate with NAM and running the platform.

Jaivik Kheti
National Project on Organic Farming (NPOF) is a continuing central sector scheme since 10th Five Year
Plan.Planning Commission approved the scheme as pilot project for the remaining two and half years of
10th plan period with effect from 01.10.2004 with an outlay of Rs. 57.04 crore. The scheme is continuing
in the 11th plan with an outlay of Rs.101.00 crore.

mKisan
mKisan SMS Portal for farmers enables all Central and State government organizations in agriculture and
allied sectors to give information/services/advisories to farmers by SMS in their language, preference of
agricultural practices and location. As part of agricultural extension (extending research from lab to the
field), under the National e-Governance Plan - Agriculture (NeGP-A), various modes of delivery of
services have been envisaged. These include internet, touch screen kiosks, agri-clinics, private kiosks,
mass media, Common Service Centres, Kisan Call Centres, and integrated platforms in the departmental
offices coupled with physical outreach of extension personnel equipped with pico-projectors and hand
held devices. However, mobile telephony (with or without internet) is the most potent and omnipresent
tool of agricultural extension.

Kisan Call Center


In order to harness the potential of ICT in Agriculture, Ministry of Agriculture launched the scheme
"Kisan Call Centres (KCCs)" on January 21, 2004. Main aim of the project is to answer farmers' queries
on a telephone call in their own dialect. These call Centres are working in 14 different locations covering
all the States and UTs. A countrywide common eleven digit Toll Free number 1800-180-1551 has been
allotted for Kisan Call Centre. This number is accessible through mobile phones and landlines of all
telecom networks including private service providers. Replies to the farmers' queries are given in 22 local
languages.

Call center services are available from 6.00 am to 10.00 pm on all seven days of the week at each KCC
location. Kisan Call Centre agents known as Farm Tele Advisor(FTAs), are graduates or above (i.e. PG or
Doctorate) in Agriculture or allied (Horticulture, Animal Husbandry, Fisheries, Poultry, Bee-keeping,
Sericulture, Aquaculture, Agricultural Engineering, Agricultural Marketing, Bio-technology, Home
Science etc. and possess excellent communication skills in respective local language.

Queries which cannot be answered by Farm Tele Advisor(FTAs) are transferred to higher level experts in
a call conferencing mode. These experts are subject matter specialists of State Agriculture Departments,
ICAR and State Agricultural Universities.

A Kisan Knowledge Management System (KKMS) to facilitate correct, consistent and quick replies to the
queries of farmers and capture all the details of their calls, has been developed . Kisan Knowledge
Management System (KKMS) has its independent web site http://dackkms.gov.in . The Kisan Call Centre
(KCC) Agents working at various KCC locations throughout the country have access to this web site
through their specific ID's & Pass-Word provided to them.

Pradhanmantri Krishi Sinchayee Yojna


The major objective of PMKSY is to achieve convergence of investments in irrigation at the field level,
expand cultivable area under assured irrigation, improve on-farm water use efficiency to reduce wastage
of water, enhance the adoption of precision-irrigation and other water saving technologies (More crop per
drop), enhance recharge of aquifers and introduce sustainable water conservation practices by exploring
the feasibility of reusing treated municipal waste water for peri-urban agriculture and attract greater
private investment in precision irrigation system.

PMKSY has been conceived amalgamating ongoing schemes viz. Accelerated Irrigation Benefit
Programme (AIBP) of the Ministry of Water Resources, River Development & Ganga Rejuvenation
(MoWR,RD&GR), Integrated Watershed Management Programme (IWMP) of Department of Land
Resources (DoLR) and the On Farm Water Management (OFWM) of Department of Agriculture and
Cooperation (DAC). The scheme will be implemented by Ministries of Agriculture, Water Resources and
Rural Development. Ministry of Rural Development is to mainly undertake rain water conservation,
construction of farm pond, water harvesting structures, small check dams and contour bunding etc.
MoWR, RD &GR, is to undertake various measures for creation of assured irrigation source, construction
of diversion canals, field channels, water diversion/lift irrigation, including development of water
distribution systems. Ministry of Agriculture will promote efficient water conveyance and precision water
application devices like drips, sprinklers, pivots, rain-guns in the farm “(Jal Sinchan)”, construction of
micro-irrigation structures to supplement source creation activities, extension activities for promotion of
scientific moisture conservation and agronomic measures.

Horticulture

Mission for Integrated Development of Horticulture (MIDH)


Mission for Integrated Development of Horticulture (MIDH) is a Centrally Sponsored Scheme for the
holistic growth of the horticulture sector covering fruits, vegetables, root & tuber crops, mushrooms,
spices, flowers, aromatic plants, coconut, cashew, cocoa and bamboo. Under MIDH, Government of India
(GOI) contributes 60%, of total outlay for developmental programmes in all the states except states in
North East and Himalayas, 40% share is contributed by State Governments. In the case of North Eastern
States and Himalayan States, GOI contributes 90%. In case of National Horticulture Board (NHB),
Coconut Development Board (CDB), Central Institute for Horticulture (CIH), Nagaland and the National
Level Agencies (NLA), GOI contributes 100%. MIDH also provides technical advice and administrative
support to State Governments/ State Horticulture Missions (SHMs) for the Saffron Mission and other
horticulture related activities Rashtriya Krishi Vikas Yojana (RKVY)/NMSA.

AGMARKNET
Research and Information Network (MRIN)
a sub scheme of ISAM was launched in March 2000 to provide electronic connectivity to the wholesale
markets of the country. The objective is to collect, analyse and disseminate market information to the
farmers, traders, Policy makers and other stakeholders. More than 3200 markets are covered under the
scheme and more than 2700 markets are reporting data at Agmarknet portal. More than 350 commodities
and 2000 varieties are covered under the scheme.

The scheme is being implemented by the Directorate of Marketing & Inspection with technical assistance
from the National Informatics Centre (NIC) and in association with the State Agricultural Marketing
Boards/Directorates and APMCs.

Market Information about the price and arrival etc. for the agricultural produce is very vital to the farmers
taking proper production and marketing decisions. The existence and dissemination of complete and
accurate market information is key to achieve both operational and pricing efficiency in the marketing
system.
Objective of the Scheme:
 To establish a Nation-wide market information Network for speedy collection and
 To facilitate collection and dissemination of information related to better price dissemination of
market information and data for its efficient and timely utilisation. realization and market access
by the farmers. This would cover:

o Infrastructure related information
o Market requirement related information
 To sensitize and orient farmers to respond to new challenges in agricultural marketing by using
IT as a vehicle of extension.
 To improve efficiency in agricultural marketing through regular training and extension for
reaching region- specific farmers in their local language.
 To provide assistance for marketing research to generate market information for its dissemination
to farmers and other market functionaries at grass root level to create an ambience of good
marketing practices in the country

ATMA
This is a Web enabled online monitoring system for Monthly Progress Report (MPR) under ATMA
Programme. All the components of this scheme would be monitored for Physical and Financial progress.
The states have to login by choosing their State and Password for State level and for District level State
and District and District password.For Sameti, State and district as Sameti for which targets and
Performance are to be entered. State level can enter Targets and performance for all their districts by
entering the State level password and choosing the district.
