Intended Audience
Welcome to Release 12.1 of the Oracle EMEA Add-on Localizations Financials User
Guide for Italy - Volume 2.
This manual is a source of information about Italian requirements and is designed to
provide useful guidance and assistance to:
• Consultants implementing Italy Add-on Localizations components for Release 12.1
• Procedure
The guide assumes you have good understanding of core modules and the country
specific localization requirement. If you have never used Oracle E-Business Suite, we
suggest you to attend one or more Oracle Financials training classes available through
Oracle University.
This manual should be referred in conjunction with user guides of Oracle E-Business
Suite for the Release 12.1 of the respective modules.

Installation
This Add-on Localization is installed after the base install of Oracle e-Business Suite
before using the application for transaction processing. The details of the patches to be
applied are available to download from MyOracle Support (Doc ID: 457034.1). Please
ensure the prerequisites are taken care before installing the patch. Please refer to the
Read me section of the Localization patch in order to understand the Installation
Instructions.

Integration Repository
The Oracle Integration Repository is a compilation of information about the service
endpoints exposed by the Oracle E-Business Suite of applications. It provides a
complete catalog of Oracle E-Business Suite's business service interfaces. The tool lets
users easily discover and deploy the appropriate business service interface for
integration with any system, application, or business partner.
The Oracle Integration Repository is shipped as part of the E-Business Suite. As your
instance is patched, the repository is automatically updated with content appropriate
for the precise revisions of interfaces in your environment.

Do Not Use Database Tools to Modify Oracle E-Business Suite Data
Oracle STRONGLY RECOMMENDS that you never use SQL*Plus, Oracle Data
Browser, database triggers, or any other tool to modify Oracle E-Business Suite data
unless otherwise instructed.
Oracle provides powerful tools you can use to create, store, change, retrieve, and
maintain information in an Oracle database. But if you use Oracle tools such as
SQL*Plus to modify Oracle E-Business Suite data, you risk destroying the integrity of
your data and you lose the ability to audit changes to your data.
Because Oracle E-Business Suite tables are interrelated, any change you make using an
Oracle E-Business Suite form can update many tables at once. But when you modify
Oracle E-Business Suite data using anything other than Oracle E-Business Suite, you
may change a row in one table without making corresponding changes in related tables.
If your tables get out of synchronization with each other, you risk retrieving erroneous
information and you risk unpredictable results throughout Oracle E-Business Suite.
When you use Oracle E-Business Suite to modify your data, Oracle E-Business Suite
automatically checks that your changes are valid. Oracle E-Business Suite also keeps
track of who changes information. If you enter information into database tables using
database tools, you may store invalid information. You also lose the ability to track who
has changed your information because SQL*Plus and other database tools do not keep a
record of changes.

Oracle® EMEA Add-on Localizations for Italy provide additional functionalities to help
customers meet Legal and Business requirements. This user guide provides details
about setup and functionality of the following report and process:

Requirement
Italian companies need to identify asset subject to maintenance service to calculate
deductible maintenance cost. Italian companies can deduct a maintenance cost equal to
prescribed percentage of instrumental assets every year.
The amount of instrumental assets is calculated by subtracting the cost of assets subject
to maintenance contract from recoverable cost of assets. Also, retired cost of partially
retired assets is deducted from the amount of instrumental assets in order to determine
the deductible maintenance cost.
Overview
This solution calculates deductible maintenance cost and the report shows records of
the assets that can be depreciated.
The value of prescribed percent can be changed by the end-user as per the change in the
tax rules. This report selects data based on input parameter 'Depreciation period name',
'Book' and 'Prescribed Percent'. The input parameter selected is as per depreciation
period defined. Report can also be run for closed depreciation periods. The task of
calculating deductible maintenance cost is done by the report. No manual calculations
need to be made. This report can be run for both Corporate and Tax books.
Asset categories of instrumental assets are identified based on Localization Descriptive
Flexfield value/flag in a global attribute in descriptive flexfield at Category level. Only
asset category with value/flag 'Y' in Localization Descriptive Flexfield is considered as
an Instrumental Asset category.
Similarly, assets benefiting from maintenance services are identified based on
Localization Descriptive Flexfields value/flag in a global attribute in descriptive
flexfield at Asset level. Only assets with value/flag 'Y' in Localization Descriptive

How to launch the Report
The output is generated in PDF format.
This report is a part of the Standard Request Submission (SRS) and can be launched by
submitting "Run FA Deductible Maintenance Cost Report".
Report Parameters
The launch of the report depends on the following input parameters:

Supplier Invoice Price Variance Protocol Assignment
Requirement
Payables module assigns sequence numbers to documents when documents are saved.
These sequence numbers are assigned based on the combination of document category
and document sequence given to document. Italian fiscal laws require VAT
registers/legal reports to display details of all validated payables documents/invoices
along with document sequence names and sequence numbers that are assigned to the
invoice. In legal terms these sequence numbers are called 'Legal Protocol Numbers' and
document sequence names are called 'Numbering Identifiers'. The legal protocol
numbers assigned should be unique, sequential and gapless for each accounting year.
To put invoices on hold in case of difference in payment terms when an invoice is
matched to a receipt. User should be able to release this hold manually by giving an
appropriate reason or the hold should be automatically removed if the user corrects the
payment term manually.
When an invoice is validated and has at least one VAT line, the temporary sequence
name and number are replaced with the sequence name and number. User is not
allowed to validate/generate a legal protocol number if the invoice does not include a
VAT line.
In case the year of invoice is different from the year of receipt of goods, a positive
invoice price variance exists, then Create Accounting program replaces the value of
accounting segment in the code combination of invoice price variance account.
Similarly, if the year of invoice is different from the year of receipt of goods and a
negative invoice price variance exists, then Create Accounting program replaces the
value of accounting segment in the code combination of invoice price variance account.
If the year of invoice and year of receipt of goods are the same, and either a negative or
positive invoice price variance exists, the account segment value of invoice price
variance should be replaced with the relative inventory item charge account.
In case of offline validation, the Invoice Validation report should show the custom
holds applied and released during the invoice validation process.
Overview
Payables invoice is assigned with a temporary sequence number and document
sequence name as per core functionality upon saving.
Once the invoice is assigned a VAT line the existing sequence number is replaced with
legal protocol number. Similarly, the document sequence name is also replaced with
numbering identifier.
When the temporary protocol is assigned no user message is displayed. On the other
hand, a user message in the format (<Document Sequence Name>/<Temporary
Setup
As a prerequisite to the solution, values in Localization Descriptive Flexfield are defined
to store the legal protocol identifier against a temporary document sequence name. This
definition is required to identify the legal numbering identifier for each document
sequence name. Similarly, It enables the user to designate/mark the sequence so that it
is used for all VAT transactions.
For the invoice price variance accounting, subledger accounting set-up needs to be
made.
Sub Ledger Accounting Method
1. Define a custom source code 'CLE INVOICE YEAR' for invoice as shown below:

2. Define a custom source code 'CLE RECEIPT YEAR' for Receipt as shown below:

The accounting derivation rule conditions for priority 3 are shown below:
6. Copy and create a new journal line definition for event class 'Invoice'.
8. Create an Application Accounting Definition and copy the created Journal Line
Definition as shown below and validate it.

9. Create a Subledger Accounting Method based on the created Application
Accounting Definition.
10. Assign the Subledger Accounting Method to the General Ledger by going to
Account Setup Manager page.

Create Lookup Types and release payment terms hold
Note: Only one hold type needs to be assigned to each hold name. If
user needs to change the Italian Hold Type, select the desired hold type
from LOV.
For the field: VAT Registered? Select "Yes" and click 'Ok' and save the record.
1. Repeat the above steps for sequence "IT13_Perm" and save the record.

When a permanent sequence is assigned the following message shows up.
The Sequence (Permanent sequence name defined) is used to assign the Permanent
sequence number. The Permanent sequence number (number) is assigned to Doc
Sequence Number.
The latest available date for the sequence assigned is given to the invoice with the
possibility to change it and the following message appears:
The current GL date is the Maximum date in the sequence. Do you want to change the
GL Date.
If user opts to change the current GL Date and enters a date that is not a valid VAT
period then the following error message appears:
If the user enters a GL date that is before previous transactions GL date or a date that is
after the system date, the following message appears:
The GL Date cannot be less than the Maximum GL date available and greater than
system date.
Profile Options:
Set the profile option ‘CLE: Enabling Payment Term Holds and Doc Seq’ to YES.
Transactions Processing
1. Create a purchase order
Overview
A new concurrent program 'CLE Invoice Validation Program' is provided as a solution.
User needs to run this program instead of 'Invoice Validation' for offline validations.
When executed, this program generates a report that shows custom hold details
applied/released during invoice validation process.
