Abstract:
Currently in many academic institutions in Tanzania and so many other countries the
technological advancement is increasing. But imparting information is still a problem, a lot of
institutions use the local way of proclaiming the advertisements which uses the black or white
boards made by wooden materials.
Communication is an issue in every society, be it in the first world countries or the
developing countries. Tanzania is a developing country and with the Online Notice Board,
problems in communication is partially solved since you don’t have to print posters to stick to a
wall notice board, and people can view your posts without necessarily visiting the wall notice
board. The system will contain notice boards created by SHUKURU ATHUMANI and
MWENJUMA ATHUMANI putting the system to be open source. A person will not have to
visit a wall notice board in order to know the latest posts or any post he/she is interested in. The
system will manage all the posts sent to the online notice board.

Introduction: -

An online notice board is a place where people can leave any types of messages and
notifications, for example, to advertise things, announce events or provide any information.
Notice board online it can be placed on digital devices such computers, tabs, mobile phones etc.
This online notice board project is very helpful for all type of users like existing users and
new users. So admin can leave and erase notification for other people to read and see.
The main aim of this free online notice board project is make information dissemination
much easier in a paperless community as the world tends to interact with the online notice board
facility as an project, Online notice board admin can send the notification to the particular students
regarding fee payments, results, any new activity happen in college campus or college fest
participation, libraries dues, hostel room payments, any workshop registrations, warnings and
reminders etc for this work online notice board project is make all work much easier and
understandable to all.
This online notice board work generally intends to act as a support system for the all users.
By the help of free online notice board users can access the notifications and articles quickly not
only in the particular premises, also wherever and whenever they need to know.
Online notice board usability is fully capable of passing relevant notices and announcements, and
keeping the users update from time to time. The students are kept updated each time with the
online notice board for college is uploaded based on their preferences with respect to the
departments and categories through a notice board online.
Online notice board is one of the applications to improve the usage of notice board of the
college by making it available online. This web application involves almost all the features of
online notice board.

Advantages: -

 It is not required to going at College Notice Board see Information regarding to any event
or advertise or a messages.
 The College easily posts all types of message on the notice board. Students can easily go
through the notices through their logins
 The management authorities can automatically set to activate/deactivate a given notice
for a given time period thus helping in automizing the posting and removal of notices
after the given time period.
 The management authorities can also manually activate/deactivate the notices incase the
college/department wants to remove the notice bearing wrong message.

Disadvantages: -

 It is a wasting a time and paper also.

 To see notice student or user can require register themselves, otherwise they will be not
able to see notice.

Literature Review
This part provides a perspective of literature relevant to OADS in an organization. The
Virtual Notice Board which developed using Visual Basic by (Riyad, 2003). This program is based
on Computerized Notice System that stores information about the notices of the chief, officials
and faculty members of an organization. In order to view and post notices the chief, officials and
faculty members each must create a valid account and only then they can generate notice and also
they can edit or update notice. After selecting a notice, members can view it through the form with
data table and many more.
Also the Notice Board Pro which is an online application written in PHP and MySQL by
(Dixon, 2011) was reviewed. The Notice Board Pro is an application that enables users to create
and view items that have been created by other users. Users can use the notice board to, for
example advertise a car for sale, a room to rent, a fridge to sell, a service and so on. When viewing
items you can choose to view all the items on the notice board or, alternatively, only those items
that fall within a particular category, say vehicles, household items or accommodation, or perhaps
all three. To create an item yourself, you need to be registered and signed in.
(Mansikkaniemi et al ,2002) developed an electronic bulletin board which can be accessed
by members of a family from their wireless devices. The wireless devices for various members of
the family can access a common database, which produces an appearance of a bulletin board
having notes attached thereto. The notes may be generated manually, may be generated from e.g.
a calendar, or may be the result of a short message service contact. The notes may be of various
colors to indicate their origin or importance. The notes may be moved around on the board and
any member of the family may generate new notes.

System Actors and User.
In the online notice board project all the updates like, add, delete, view are done by admin, so that
user will get the updated current information through notice board online

The system has two major actors and each actor has its features to carry out as follows:
Admin

Admin is the person who controls, monitors and keeps the whole follow of the system. The main
functions of the Admin are:

 To keep and track down the total number of users in the system.

 Can add, activate and deactivate any user.

 Add New Notice and send notice to Registered users

 Display Old Notice and Manage Old notice

 Update Password

Student

Student is a knowledge seeker, or more theoretical word, a learner. The student has to be
registered and log in into the system before he/she carries out their functions.

Conclusions and Recommendations
In the universities, upon successfully utilizing this system there will be no need for
students and staff members to walk around to read or post announcements on the notice boards
located on different places. On monitoring the posted notices, the administrator can either delete
or archive the outdated notices in order to control the accumulation of notices in the database.
The system has reached the steady state where all bugs have been eliminated. The system
operates at a high level of efficiency, all the students and staff members associated with the
system understands its advantages, also the system solves the problem it was intended to solve as
requirements specification. Finally, the uses of papers and energy have been reduced by 90%
through using the ONBS.
