1. Background:
Oil and Natural Gas Corporation Limited (ONGC) is an
Indian multinational oil and gas company earlier headquartered
in Dehradun, Uttarakhand, India. As a Corporation, it's registered office is now at
Deendayal Urja Bhavan, Vasant Kunj, New Delhi 110070 India. It is a Public Sector
Undertaking (PSU) of the Government of India, under the administrative control of
the Ministry of Petroleum and Natural Gas. It is India's largest oil and gas
exploration and production company.
ONGC's operations include conventional exploration and production, refining and
progressive development of alternate energy sources like coal-bed methane and
shale gas.
ONGC is operating various oil and gas fields in Mehsana District of Gujarat state
in India since 1970s. The reservoir fluids are brought to the surface for separation
and treatment. For the hydrocarbons (gas or liquid) to be sold, they must be
separated from the water and solids.
At SS-CTF, well fluid is fed to horizontal two phase (liquid and gas) Separator
through manifold. Separated gas (flue gas) is flared whereas liquid is routed to
Heater Treaters. Stabilized crude from Jotana GGS is also fed to Heater Treaters
along with Santhal fluids. Demulsifier dosing is done at upstream of Separators
near well manifold. Oil (treated emulsion) from Heater Treaters is routed to
storage tanks. After settling and bottom drain, oil is pumped to Mehsana CTF.
Effluent Water from the Heater Treaters is routed to wash tanks and then pumped
to South Santhal ETP.
Treated emulsion/oil from Heater Treaters outlet is in the range of 100 to 125
m3/hr with w/c around 50 to 60%. Temperature achieved at Heater Treaters is in
the range of 45 to 55 0C depending on winter/ ambient temperature.
2. Objective:
Scope of work of the vendor included but not limited to the following.
Water cut : 50 to 60 % (as per tank bottom drain & w/c in dispatched oil )
Pressure of fluid at the outlet of supplied heating unit : 1.7 kg/ cm2 g (minimum)
To fulfill the relevant OISD and DGMS regulations for installing and
commissioning of the heating unit.
Bidder should take the sole responsibility to operate the unit during hiring
period.
Bidder should have experience / should have the capabilities to outsource the
equipment and submit documentary proof against it.
9. EOI Meet:
EOI meet may be held after going through the received documents from
vendors/bidders if it is felt necessary. The date and venue of EOI meet shall
be intimated accordingly.
ii. ONGC shall reserve right to accept, reject, or modify any suggestions
presented/ submitted against the EOI while formulating final technical
specifications and scope of work for the tender.
iii. Mere response, enlistment through the EOI does not guarantee award of
job. EOI is not a tender and it intends to take the help of prospective
bidders in finalizing the same. The award of job will be evaluated and
decided solely on the basis of a tendering process under laid down
procedures/ guidelines of ONGC.

publication of EOI with covering letter and clarification if any at the following
