TECHNICAL SPECIFICATION FOR 11 KV VACUUM CIRCUIT BREAKER CONTROL


PANELS & ASSOCIATED EQUIPMENT SUITABLE FOR 1.5 & 3.0 MVAR. 11 KV
CAPACITOR BANKS

1.0 SCOPE

This specification covers design Engineering manufacturer assembly, stage


testing/inspection and testing before supply, delivery at site/destination of 11 KV indoor type
vacuum circuit breaker complete with relay, control panel, essential accessories, auxiliary
equipment and mandatory spares required for maintenance of equipment specified herein and
for its satisfactory operation in various 33/11 KV substation suitable for 1.5 & 3.0 MVAR,
11 KV capacitor bank.

It is not the intent to specify completely herein all the details of design and
construction of material. However the material shall conform in all respects to high standards
of Engineering, design and workmanship and shall be capable of performing in continuous
commercial operation in manner acceptable to the purchaser, who will interpret the meanings
of drawings and specification and shall have the power to reject any work or material which
in his judgment is not in accordance therewith. The offered material shall be complete with
all components necessary for their effective and trouble free operation. Such components
shall be deemed to be within the scope of bidders supply irrespective of whether these are
specifically brought out in this specification and/ or Purchase order or not.

2.0 STANDARDS

2.1 THE CIRCUIT breaker shall confirm to the latest revisions and amendments of relevant
standards, rules, codes some of which are listed below.

13118/1991 breaker.
2 IS: 2705/992 CURRENT transformer spn.

3. IS: 3158 Voltage transformer specification

4. IS: 3842 Application guide for electrical relays for AC


systems.

7. IS: 375 Arrangement for breakers, bus bars main,
connection and auxiliary wirings

In case of discrepancy the order of preference shall be

(3) Any other recognised standards

The list of standards is not considered exhaustive and reference to a particular


standard in this specification does not relieve the bidder of necessity of providing the
equipment of improved quality complying with other recognised standards

2.2 If the equipment offered by the bidder conforms to any other standards, the salient points of
difference between the standards adopted and those specified here in shall be clearly brought
out. Four copies of such standards with authentic English translations shall be furnished
alongwith the bid.

3.0 SERVICE CONDITIONS:

3.2 AUXILIARY POWER SUPPLY

Auxiliary electrical equipment shall be suitable for operation on the following supply
system: -

(i) Power devices (such as drive motors 230 V single phase 2 wire 50 Hz
neutral grounded
(ii) D.C. alarm, control and protective devices 24 V, D.C ungrounded 2 wire
(iii) Lighting 230 V single phase 50 Hz A.C.
supply

Auxiliary power supply shall be made available by the purchase at the site of
installation. Supply of interconnecting cables if any, terminal boxes shall be in the bidder’s
scope.

The A.C. supply voltage may vary by (+) 10% to (-) 15% and the frequency by ± 5%.

4.4 RELAYS AND METERS

(i) All the relays shall be Static.


(ii) Over current setting ranging from 5% to 200% in steps of 25% and ground trip setting
ranging form from 20% to 80% in steps of 100%.

5.0 TECHNICAL REQUIREMENT

5.1 GENERAL

The equipment shall be installed indoors in hot, humid and tropical climate. The
maximum temperature of any part of the equipment at specified rating shall not exceed the
permissible limits as stipulated in the relevant standards. The equipment shall be capable of
withstanding the dynamic and thermal stresses of listed short circuit current without any
damage or deterioration. The safety clearances of all live parts of the equipment shall be as
per relevant standards.

5.2 CONSTRUCTION FEATURES

5.2.1 This comprises metal clad unit, with closing, opening isolating, safety interlocking devices,
bus bar chamber, relay and instrument panel, power cable compartment , C.T. chamber etc.
The panel shall be self-supporting totally enclosed, floor mounted type, dust free, moisture &
vermin proof. The operating mechanism shall be mounted to form the moveable parts. The
rest of the equipments will be fixed to the panel supports. Thus the panel shall comprise of
(1) supporting framework (2) fixed portion (3) moving portion which could be
vertically/horizontally isolated and horizontally be vertically/horizontally isolated and
horizontally drawn out (4) protection panel complete with play and writing.

5.2.2 This fixed portion shall have separate compartments as set of bus bar, cable compartment
including CT & PT, Cable termination, insulators etc.

5.2.3 The supporting pedestal shall be rigid enough to support the fixed portion which comprises
of the bus bar chamber, P.T, connector, Ct Chamber, cable boxes, relay and instrument panel,

ON-OFF indications, spring charged/discharged indications, manual on-off switch, local


selector switch, breaker operation counter, complete CT and control wiring connected
properly with necessary terminal blocks. Easy accessibility is to be provided by removable
covers etc. The moving portion shall hold the circuit breaker, operating mechanism, auxiliary
switch, raising, lowering mechanism with facility to be crown out horizontally. Necessary
plug in type terminals, for connection between fixed and moving portion shall be provided.

5.2.4 All type of Items shall be mounted so as to form one compact unit. Foundation bolts,
terminals, incoming supply, earth connection terminals etc. shall be included and shall form a
continues earth bar connection the supports and various component of fixed part, neutral
points, cable sheath etc. The movable parts shall be suitably arranged and connected to earth
system by plug in type contacts when the breaker is racked in.

5.2.5 All the portions of the panel except the bus bar compartment shall have complete protection
against approach to live parts or contract with internal moving part as per IS/IEC and its
latest amendments. Bus bar compartment shall be provided with protection against approach
to live parts or contract with internal arts or loose wire or similar objects as per IS/IEC and
latest amendment thereof.

5.2.6 All doors, panels, removable covers shall be gasketed all round with neoprene gaskets. All
louvers shall have screens & filters. Vent opening shall be covered with grills so arranged
that hot gases and other material cannot be discharged through them in manner that can
injure the operating personnel. The screen grills shall be made of brass or galvanised iron
wire mesh.
Metal clad unit shall comprise of rigid, welded structural frame enclosed completely
by metal sheets minimum 2.5 mm thick (hotrolled) or 2.0 mm thick (cold rolled) smooth
finished, leveled and free form flaws. Breaker cubicle shall be provided with bottom sheet
metal plates of minimum 2.0 mm thickness.

5.2.7 Inspection windows shall be provided on the front side of breaker panel for visual inspection
of the following; -
(a) Breaker on off indicator
(b) Spring charged/discharged indicator
(c) Breaker operation counter

5.2.8 Suitable illumination shall be provided with on-off switch, to facilitate inspection of the
above.

5.2.9 Every panel shall be provided trolley breaker rack in/rack out handles and spring charging
handles and shall be supplied with anti pumping contractor.

5.2.10 The plain solid-state time delay relay shall be mounted provided with every panel. The relay
shall be mounted on inner front of L.V. compartment. The relay is to be used for time delay
operation when capacitor control breaker is switched off.

5.2.11 Overall dimensions of the panel shall be as given below: -

5.3 SAFETY SHUTTERS & INTERLOCKS

5.3.1 Safety shutters shall be provided, one to cover the fixed plugging contracts of the circuit bus
bars and second to cover the fixed plugging contacts of the circuit chamber so that when a
particular equipment is withdrawn, the safety shutters move automatically and the live parts
on the fixed portion are fully covered, thus eliminating the risk of accident contract with live
parts. The shutters shall be vermin & dust proof and shall operate automatically upon
withdrawal or lowering of the removable equipment. Provision shall be made for operating
and locking the two shutters individually. The shutters for the bus bars and circuit chamber
shall be labeled clearly and painted in distinct colures.

5.3.2 Mechanical safety interlock shall be sturdy to enable proper locking of various parts during
operation of breakers.

5.3.3 The following safety interlocks shall be provided for each panel: -
a Movable part of each cubicle cannot be lowered/drawn-out unless the circuit breaker is
in OFF & FREE position.
b Movable part of each cubicle cannot be withdrawn unless circuit breaker is fully
disengaged. In this case circuit breakers can be in the OPEN & FREE position.
c Movable part of cubicle can be raised asked in only when the circuit breaker is OPEN
& FREE position.
d The circuit breaker can be closed by only when the movable part is fully engaged in it
or is in the test position and circuit breaker is in locked position.
e Circuit breakers cannot be switched ‘ON’ without auxiliary contacts between fixed and
moving parts of the cubicle first completing their circuit.
f Circuit breaker can be made ON in service positions only when circuit breaker panel
door is closed. In case, it is possible to open the door no live parts should be accessible
when the door in open.

5.4 CIRCUIT & BREAKERS:

5.4.1 The breakers shall be triple pole with all components of adequate strength and capacity. The
circuit breaker shall be of VACCUM Type only. The circuit breaker shall be of the latest
design and type which have proved absolutely reliable in service.

5.4.2 The design of the breaker shall such as allow for replacement of any component without
undue difficulty or undue interruption of supply. The circuit breaker controlling feeder shall
be interchangeable mechanically without difficulty and electrically without disturbing
different control circuits. Similar breaker of same type should have interchangeability both
electrical and mechanical with breaker panel of same type and rating. Circuit single pole
units operated through a common shaft by the mechanism.

5.4.3 Vacuum circuit breaker shall be completely sealed interrupting units for interruption of are
inside the vacuum.

5.4.4 The breaker shall be equipped with suitable are control device to that circuit interruption

current under all fault conditions. The details of the device incorporated in the circuit breaker

5.4.5 The circuit breaker shall preferably be of vertical isolation/horizontal draw-out type with
fixed and moving portions and shall be provided with means for local closing and tripping by
hand is as well as electrically in addition to the closing and tripping by operating switch
which will be mounted on the instrument panel. The circuit breaker shall have arrangement
for manual closing for checking synchronising of contacts during re-commissioning and
maintenance operations.

5.4.6 The circuit beaker shall be capable of being closed at test position for testing purposes from
local.

5.4.7 The circuit beaker shall be complete with all accessories including trip coils, closing coils,
secondary wiring, auxiliary contact blocks, limit switches, interlock latches etc.

5.4.8 The circuit breaker intended for capacitor control should be suitable for control of capacitor
banks up to 720 KVA and should be provided with special contacts and are control devices if
necessary. In particular, it shall be noted that two capacitor control switches are provided and
since the Bus coupler may be normally closed the two capacitor banks will operate in
parallel. In addition 11 KV capacitors may be connected also in the distribution system fed
by outgoing feeders from receiving stations.

5.4.9 The circuit breaker mechanism shall be provided with anti pumping features.

5.4.10 There shall be SERVICE, TEST and FULLY WITHDRAWN positions for the beakers. In
the TEST positions the circuit breaker shall be capable of being tested for operation without
energising the power circuits i.e. the control circuit shall remain charged while the power
contacts shall be disconnected. Separate limit switches each having a minimum of 4 ‘No’
contracts be provided for both “SERVICE” and “TEST” position of the circuit breakers.

5.4.11 Connection of the control circuit between the fixed portion of the cubicle and the break
carriage shall be by means of plug and socket arrangements. The plug and socket shall no

inserted into the socket only when the breaker is in the SERVICE AND TEST positions.

5.4.12 A MECHANICAL indicator shall be provided to show open and closed positions of the
breaker. It shall be located in such a positions where it will be visible to the operator standing
in the font of the breaker though a window with cubicle door closed.

5.4.13 All special tools and handles required for operation and maintenance of the circuit breaker
shall be intemised and provided as per specification.

5.5 OPERATION MECHANISM

5.5.1 The circuit breaker operating mechanism shall be totally enclosed and self greasing or oiling
motor charged spring operated type. Main poles of the breakers shall be such that unless
otherwise specified, the maximum difference between instant of contacts touching during
closing shall not exceed half cycle of rated frequency.

5.5.2 Operating mechanism shall be non pumping electrically or mechanically under every method
of closing (except during manual closing of a breaker for maintenance).

5.5.3 Main pole of the breaker shall operate simultaneously. There shall be no objectionable
rebound and the mechanism shall not require any critical adjustment. It shall be strong rigid,
positive and fast in operation.

5.5.4 Mechanism shall be such that failure of any auxiliary spring shall not prevent tripping and
will not cause tripping or closing operation of power operated closing devices. When the
circuit breaker is already closed, failure of any auxiliary spring shall not cause damage to the
circuit beaker or endanger the operator.

5.5.5 The closing release shall operate correctly/ at all values between 70% and 110% of the
Voltage. A shunt trip shall operate correctly under all operating conditions of the circuit
breaker upto the rated breaking capacity of the circuit breaker and al values of the supply
voltage between 70% and 110% of the rated voltage. The trip coils/relay shall be wired to
facilitate supervision of trip circuit.

5.5.6 Mechanical trip and close devices shall be provided for manual operation of the breaker.
Access to mechanical closing device shall be only after opening the cubicle door. However,
the mechanical trip device shall be brought out to the front of the breaker for manual tripping
in case in emergency.

5.5.7 Working parts of the mechanism shall be of corrosion resisting material. Bearing which
require grease shall be equipped with pressure type grease fittings. Bearing pin, bolts, nuts
and other parts shall be adequately pinned and locked to prevent loosening or changing
adjustment with repeated operation of the breaker.

5.5.8 SPRING CHARGING: Motorised spring mechanism shall be provided In addition of this
provision for manual charging of the spring charge mechanism with the help of an operating
handle shall be provided.

5.6 BUS BARS

5.6.1 Each panel shall be provided with a single set of three copper bus bars of suitable sections to
continuously carry 600 Amps. Bus bar shall ample strength to withstand mechanical stresses
set up by short circuit current (18.4 KA for 3 sec.).

5.6.2 The bus bars shall be provided with each phase conductor properly insulated in air filled
chambers. The insulating materials for bus bar shall be non-hygroscopic material and shall
provide adequate insulation for the specified voltage class. All bus bar joints shall be silver-
plated. Plain and spring washers shall be provided to ensure good contracts at the joints and
taps. Whereever aluminum to copper connections are required, suitable bimetallic connectors
or clamps shall be used.

5.6.3 Bus bar be adequately supported on insulators, to withstand dynamic stresses due to short
circuit current. Bus Bar support insulator shall be Epoxy and shall have creepage factor
corresponding to very heavily polluted atmosphere as per relevant standard.

5.6.4 Bus Bar shall be housed in bus bar compartment located only on rear top side of the panels.

5.7 CABLE COMPARMENT:

5.5.1 Each panel shall be provided with cable compartment located in the rear of the panel for
connecting the incoming/outgoing shall be designed for heat shrinkable terminations. Cable
terminations are not included in the scope of the specification. The cable compartment of
each type of panel shall be suitable for connecting aluminum cables of appropriate size.

5.8 AUXILIARY SWITCHES:

5.8.1 Each breaker shall be provided with auxiliary switches which would be positively driven by
the beaker operating mechanism ensuring definite contact make or break. The auxiliary
switch have number of normally closed or open on contacts depending no actual
requirements. In addition, 6 No + 6 NC potential free contracts shall be provided on each
auxiliary switch as spares. The switch shall be made sufficiently strong to prevent breakage
and false operation and shall be so installed that the inspection and maintenance of the
contacts could be carried out with ease.

5.8.2 AUXILIARY SUPPLY:


The details of the auxiliary supply available for the breakers is as follows:
(a) AC single phase, 2 wire, 50 Hz. 230 V
(b) DC 25 v, 2 wire
Isolating switch shall be provided at each breaker for incoming supplies 4 pole single throw
for AC and off (change overtype) for DC.

5.10 CURRENT TRANSFORMER

5.10.1 The specified number of epoxy resin cast current transformers shall be provided with each
panel in a cable compartment which should be distinct and independent from the bus bar
chamber. The current transformers shall have specified ratio. The rating and the class of
accuracy of the protective CTs. shall be worked out on the basis of burden of instruments,
relays, secondary and lead resistance’s etc. sufficient spars capacity shall be provided over
and above the maximum requirements of future use. The secondary rating of CTs shall be 5
AMPs current carrying capacity of correspond to the rupturing capacity of 8.4 KA. of the
breaker .Duration of fault current being 3 second. All CTs shall be subjected to partial
discharge tests as per standard.

5.10.2 CTs shall have polarity marks indelibly marked on each transformer and at the associated
terminal block. CT shorting and earthing facility shall be provided at terminal block in the
L.V. compartment only.

5.10.3 FOR dual ratio CTs, the ratio changing facility shall be provided at terminal block in the L.V.
compartment only.

5.10.4 The wiring shall be enclosed in a metal cover to prevent direct flash over to the wiring.

5.11 POTENTIAL TRANSFORMER:

5.11.2 Potential Transformer shall be star/star connected. The potential transformer shall be housed
in a separate chamber HT and LT Fuses. The potential transformer shall have accuracy class
and rated burden as detailed in the specification. The output can be lower if it is considered
adequate by the tenderer for the Burden of instruments, relays etc, specified herein with
sufficient spare capacity for future use. The secondary terminals should be brought to a
terminal board. Necessary connections for high voltage leads shall also be provided. The PT
shall be truck mounted, withdrawable type with the breaker. Automatic closing shutters shall
be provided to protect the free opening of live parts when PT is withdrawn. the PT shall be
mounted on the bus side for capacitor panels. All PTs shall be subjected to partial discharge
test as per provision of IS 11322/1985.

5.11.3 PT shall have polarity marks indelibly marked on each transformer and at the associated
terminal block.

5.11.4 It shall be possible to replace the primary and secondary fuses safety when the breaker is
energised.

5.11.5 The wiring shall be enclosed in a metal cover to prevent direct flash over to the wiring.

5.11.6 One set of spare PT fuses shall be supplied as loose for every PT.

5.12 EARTHING:

5.12.1 Panels shall have a special earth bus located at the bottom. It shall be bolted/braced at the
bottom. It shall be bolted/braced to the frame work of each unit and each breaker earthing
contract bar.

5.12.2 The earth bus shall have sufficient cross sectional area to carry the momentary short circuit
and short time fault current for 3-scondss, without exceeding maximum allowable
temperature rise.
5.12.3 Suitable clamp terminals at each end shall be provided to suit the size of purchase’s earthing
conductor.

5.12.4 All non-current carrying metal work of the penal shall be effectively bonded to the earth bus.

5.12.5 Bolted joints splices, taps etc to the earth bus shall be made with at lasts two bolts.

5.12.6 Hinged doors shall be earthed through flexible earthing braid.

5.12.7 Positive earthing of circuit breaker frame carriage shall be earthed be maintained when it is
in the connected position and in all other positions while the auxiliary circuits are not totally
disconnected.

5.12.8 The circuit breaker frame carriage shall be earthed before the main circuit breaker
contacts/control circuit breaker contracts/control circuit contacts are plugged in the
associated stationary contacts.

5.12.9 Two earthing terminal along with 200 Ampere copper terminals on the breaker frame
suitable for connecting copper conductor shall be provided.

5.12.10 Where metal cases are used on instruments these shall be separately connected to this bar
by conductors of not less than 2.5 mm2 section.

5.12.11 PT and CT secondary neutral or common leads shall be earthed at one place only at the
terminal blocks where they enter the panel. Such earthing shall be made through links so
that earthing may be removed form one group without disturbing continuity of earthing
system for other groups

5.13 L.V. COMPARTMENT (PROTECTION PANEL)

5.13.1 L.V. Compartment (Protection Panel) shall be provided on top of every breaker panel and
shall house all protective relays, indicating lamps, push bottoms, terminal blocks, auxiliary
switches, associated secondary wiring and all other components which are required for
local control of the circuit breaker in line with the requirement described in this
specification

5.13.2 L.V. compartment shall have facility for cable entry from both top and bottom. Necessary
cut-outs with detachable gland plates shall also be provided at the bottom plate of breaker
cubicle with sufficient number of well supported plastic trays to purchaser’s control cable
vertically along side the breaker compartment without disturbing circuit breaker
movements.

5.13.3 All equipment on and in the panel shall be mounted and completely wired to the terminal
blocks ready for external connection. Equipment on the font of the panel shall be flush
mounted. Equipment shall be mounted such that they one easily accessible without use of
special tools. Terminal marking shall be clearly visible.

5.13.4 Panels shall be supplied complete with inter-connecting wiring provided between all
electrical device mounted and wired in all panels between the devices and terminal blocks
for the devices to be connected outside then panels.

5.13.5 All equipment’s mounted on front and rear side as well as inside the panel shall be
provided with individual name plates with equipment designation engraved. Also on the
top of each panel on front as well s rear side large and bold name plates shall be provided
for circuit/feeder designation. All mounted equipment shall also be provided at the rear
with individual name plants engraved with tag numbers corresponding to the one shown in
the panel internal wiring to facilitate easy tracing of the wiring. The name plates shall be
directly mounted by the side of the respective equipment and shall be not be hidden by the
equipment wiring. The name plates shall be as detailed in relevant clause of the
specification.

5.13.6 Each switch, instrument, relay, lamp shall bear clear inscription identifying its function. All
relays and devices shall be marked with manufacture’s name and other relevant details.

5.13.7 Each panel shall be provided with internal illumination lamp rated for 230 VAC 50 Hz
supply plug point with ON/OFF switch.
5.13.8 Each control panel with shall be supplied with necessary arrangement for receiving,
distributing, isolating and fusing of DC AC supplies for various control, signaling lighting
and space heating circuits. The AC circuit shall be provided with suitable MCB of
appropriate capacity. Selection of main and sub circuit fuse rating shall be such as to ensure
selective clearance of sub circuit faults. potential circuit for relaying and metering shall be
protected by fuses. All accessible live connective should be protected for safety & shock
with fuses indicating blown fuse condition. Fuse carrier shall have imprints of fuse creating
and voltage.

5.14 SPARES

5.14.1 MANDATORY SPARES, TOOLS AND TACKLES – The bidder shall quote for the
mandatory spares, tools and tackles are per Annexure-II.

5.15 SECONDARY WIRING:


5.15.1 Adequate secondary wiring shall be provided and shall be suitable for local operations of
the circuit beaker in line with the requirement as detailed in the specification. The
secondary wiring of the equipment shall consist of non-deteriorating the fire proof superior
grads standard PVC insulated standard copper (2.5 mm2) wire. CT wiring PVC insulated
standard copper (4 mm2) wires. Minimum number of strands per conductor shall be three
following colour cods shall be adopted for wiring.

DC Circuits : GREY
AC Circuit : BLACK
C.T./P.T. Circuits : RED, YELLOW, BLUE BLACK
Earth : GREEN

5.15.2 All secondary wiring shall be securely supported nearly arranged readily accessible and
connected to equipment terminals and terminal blocks. Wiring gutters and through shall be
used for this purpose while terminating wiring at equipment/terminal blocks. The wiring
shall be securely bunched so that the position of each individual connection wire does not
get disturbed when disconnected from equipment terminals.

5.15.3 Auxiliary bus wiring for AC/DC supplies, P.T. circuits annunciation circuit and other
service shall be provided at appropriate place throughout the entire length of the panels.

5.15.4 Bus wiring for P.T. secondary connection shall be provided.

5.15.5 Wire termination shall be made with sold less insulated sleeve crisping type tinned copper
lugs which firmly grip the conductor and insulation. Insulated sleeve shall be provided at
all the wire terminations. Engraved core identification inter locking type plastic ferrules
marked to correspond with panel wiring diagram shall be fitted at both ends of each wire.
Ferrules shall fit tightly on the wire and shall not fall to when the wire is disconnected from
terminal blocks. All wires directly connected to trip circuit of breaker or device shall be
distinguished by the addition of read coloured unlettered ferrule.

5.15.6 Longitudinal troughs extending throughout the full length of the panel shall be preferred for
inter panel wiring Interconnections to adjacent panel shall bought out to a separate set of
terminal blocks located near the slots of holes meant for taking the interconnecting to
adjacent shall permit easy interconnections to adjacent panel at site and wires for this
purposes shall be provided by bidder looped and bunched properly inside the panel
Necessary isolating device for easy testing and isolation off easy testing and isolation of
faults in the control and signaling circuits shall also be provided insides the panels.

5.15.7 One common two pole switch and two separated sets of fuses of adequate rating for
controlling 25 V. DC supplies tripping and closing circuits of the breaker shall be provided.

5.15.8 The secondary wiring shall travel vertically through plastic trays covered from all sides and
shall be well supported to breaker panel body so that under any circumstances, they shall
not come fin touch with live parts like CTs, jumpers etc.

5.16 METERS

5.16.1 AMMETERS:

Digital ammeter shall be provided on circuit breakers panel. Ammeter shall have
appropriate range to match CT ratio for obtaining reading on all three phases.

5.16.1 VOLTMETER

5.18 SWITCHES:

5.18.1 Control & selector switches shall be rotary operated type, lockable with escutcheon plate
clearly marked to show operating position and circuit designation and suitable for flush
mounting with only switch front plate and operating handle projecting out. The connections
shall be form the back. The contract assembly at the back of the switch shall be enclosed
din dust proof removable covers. The access to the contracts shall be from the back by
removal of the covers. Control switch handles shall be pistol grip and suitable inscriptions
on switches shall be provided as an in aid to switch identification. Isolating switches shall
be rotary type knob type handle. Toggle switches shall not be provided anywhere.

5.18.2 The control switch of breaker shall be of three position spring return to natural type. The
spring return type shall be provided with target which shall indicate the last operation of the
switch. The control spring shall be strong and robust enough to prevent inadvertent
operation due to touch. The spring return type switch shall have spring return from close
and trip positions to “after close” and “after trip” positions respectively.

5.18.3 Lockable type of switches which can be locked in particular position shall be provided
when specified, they key locks shall be fitted on the operating handles.

5.18.4 The contracts of switches shall preferably open and close with snap action to minimize
arcing. Contracts of switches shall be spring assisted and contract faces shall be with rivets
to pure silver. Springs shall not be used as current carrying parts.

5.18.5 The contracts combination and their operation shall be such as to give completeness to the
interlock function of the scheme. The contact rating of the switches shall be suitable for
auxiliary voltage and burden of coils.

5.19 TERMINAL BLOCKS:

5.19.1 All internal wiring to be connected to the external equipment shall be terminated on
terminal blocks. Terminal blocks shall be 650/1100 V grade and have 10 amps continuous
rating. One pieces moulded, nuts, locks nuts and identification strips as per standard make
screw driver operated stud and nut type terminals shall be used. Separate stud shall be
provided for incoming and outgoing wires. Terminal block design shall include a whit
fiber-marking strip with clear plastic, slip on/clip on terminal covers.

5.19.2 Terminal blocks for current transformer and voltage transformer secondary leads shall be
provided with test links and isolating facilities. Also current transformer secondary leads
shall be provided with short circuiting and earthing facilities.

5.19.3 At least 20% spare terminals shall be provided on each panel and these spare terminals
shall be uniformly distributed on all terminal blocks. All spare contracts and terminals of
the panel mounted equipments and devices shall be wired to terminals blocks.

5.19.4 Terminal blocks shall be fully enclosed with easily removable covers and made of non-in
flammable material. The terminal blocks shall have marking strip and all terminals shall be

clearly marked with identification numbers of letters to facilitate connection to the external
wiring.

5.19.5 Terminal bocks shall be suitable for connecting the conductors of Owner’s cable on each
side.

5.19.6 There shall be a minimum clearance of 250 mm between the first row of terminal blocks an
the associated cable given plate. Also the clearance between two, rows of terminal blocks
shall be minimum of 150 mm.

5.19.7 Arrangement of the terminal blocks assemblies and the wiring channel within the enclosure
shall be such that a row terminal blocks is run parallel and in close proximity along each
side of the wiring duct to provide for convenient attachment of internal panel wiring. The
side of the terminal block opposite the wiring duct shall be reserved for the purchaser
external cable field wiring corridor. A steel strip shall be connected between adjacent
terminal block rows at 450 mm intervals for support of incoming cables.

5.19.8 The number & size of the owner’s multi core incoming cable will be furnished to the
Bidder after placement of the order, if required. All necessary cable terminating
accessories such as gland plates, glands, crimp type tinned lugs, supporting clamps and
brackets wiring troughs and gutters etc. for owners cable shall be included in Bidder’s
scope of supply.

5.20 INDICATING LAMPS

5.20.1 Indicating lamps shall be panel mounting type with rear terminal connections. Lamps shall
have glass covers with holder of chrome plated body. The lamps cover shall be unbreakable
and moulded from heat resisting material.

5.20.2 Indicating lamps shall be LED type suitable for 24 VDC

5.20.3 Indicating lamps and lenses shall be easily replaceable from the front of the panel. Tools of
required for replacing the indicating lamps and lenses shall also be include in the scope of
supply.

5.20.4 The indicating lamps shall withstand 120% of rated voltage on a continuous basis.

5.20.5 The colour code for lamps shall be as specified. Red and Green colours shall be for ON and
OFF indications. Colour code for other indicating lamps shall be selected in such a way
that adjacent lamps shall have different colours.

5.21 ALARM

5.21.2 Alarm annunciation system shall be provided by means of visual (indicating lamps) and
audible alarm in order to draw the attention of the operator to the abnormal operating
conditions on the operation of some protective devices. The annunciation equipment shall
be suitable for operation on the voltage specified in this specification.

5.21.3 The alarm bell shall be 230 VA and be used for DC supply failure. Hooter shall be 24V DC
and shall be used for trip alarm.

5.21.4 Indication and audible annunciation for the failure of DC supply also be provided and this
annunciation shall operate on 230 Volts AC supply with separate fuses. Indication for AC
supply failure and DC supply failure shall be provided on breaker panel.

5.21.5 Auxiliary relay for annunciation system shall have adequate auxiliary potential free
contacts for use in event logger.

5.21.6 All components of alarm circuitry including alarm bell, hooter, alarm accept and alarm
reset push bottoms, alarm cancellation relay, alarm circuit supervision relay etc. shall be
mounted on the panel. Auto trip indicator also shall be provided on breaker panel.

5.22 CONTINOUS HEALTLY TRIP CIRCUIT SUPERVISION

A indicating lamps for continuous supervision of the trip circuit shall be provided on each
breaker panel. The healthy trip circuit supervision lamp shall remain on when a circuit
breaker is in closed position. A push button shall be provided in the circuit to enable to
check the continuity of trip circuit just before closing of breaker.

5.23 PROTECTIVE RELAYS SHALL BE AS DETAILED BELOW:

1. Relays shall be static in nature.


2. Relays shall operate with DC auxiliary supply.
3. Relays shall be suitable for electrical measurement
4. Relays shall have separate output for individual element.
5. Relays shall be suitable for CT secondary current of 5 Ampere.
6. Relays shall be suitable for breaker failure protection
7. Relays shall confirm to standards.
8. Relays shall have different sets of adaptable settings.
9. Relays shall bet set a standard 1.3 sec characteristic.

5.23.2 All the relays shall have self reset auxiliary contacts. All the relays shall be of totally
enclosed dust proof pattern in order to prevent ingress of moisture, dust and insets. The
relay cause shall be earthed wherever required.

5.23.3 The relays shall be of robust constriction, shall withstand vibration and shall be arranged so
the replacement can be effected quickly and with minimum amount of labors. All relays
shall be flush mounted and withdrawable type of relays with DC isolation shall be
provided. In case relays are fix type all control and signal wiring shall be routed through
suitable test terminal block. TTB shall be separate for every relay. Isolation facility for CT,
P.T. and all auxiliary supply wiring shall be provided in the terminal block. This test
terminal block is meant or testing of relays. All relays shall be provided with additional
contract to operate the alarm circuits. All contacts shall have silver tips.

5.23.4 The burden of current potential circuits of the relays shall be as practicable, Each relay
shall be practically free from ordered due to normal variation in frequency, power factor

and temperature effects. The current characteristics and internal wiring diagrams of all the
relays shall be furnished. Tools necessary to carry out maintenance/recalibration shall be
mentioned. Any additional accessories such as test plug etc. required to carry out routine
testing shall be mentioned.

5.23.5 All relays (static) shall be mounted in the L.V. compartment of breaker panel. The make of
relays catalogs for every type shall be furnished with the bid.

5.23.6 Relays shall have following protection features for breaker panel. High speed tripping
feature shall be built in basic feature for all relays.

CAPACITOR PANEL

Capacitor panel shall have one real with individual following protection features.

5.24 MISCELLANEOUS ACCESSORIES.

5.24.1 HEATERS

Each breaker cubicle shall be provided with heaters to prevent moisture condensation
within the enclosure. Every breaker compartment and cable compartment. Heater shall be
fin type and shall be designed for continuous operation throughout the year. Heater shall
be 230 V AC, 80 watts 660 ohm. Common thermostat of rating 230 V 15 Amp. 0o to 60o
shall also be provided.
5.24.2 NAME PLATES

Name plates of approved design shall be furnished on each cubicle/compartment and at


each instrument, device mounted on or inside the cubicle. The name plates shall be of
non corrosive metal 0.5 mm thick with white letters engraved against black background.
The name plates shall be held by self tapping screws. Name plate size shall be minimum
20 mm x 75 mm for instruments/devices and 40 mm x 150 for panels. Caution notice on
suitable metal plate shall be affixed at the back of each vertical panel.

5.24.3 SUNDRIES

Whether they are specifically written, or not the panel shall be complete with all
accessories, fuses, secondary, colour coded wiring terminal boars, earth wires,
accessories for fix fixing the components name plats, locking arrangement, tools and
other materials required for erection and maintenance of the panel. Panel shall stall be

complete with auxiliary relays, switches, contact multiplier where over required for
complete operation and control of the breakers even if same are not indicate in their
specification but same is required in Bidder opinion. Adequate isolation by switch fuse
unit/MCM shall also be provided for internal control circuits wherever required.

5.25 CORONA DISCHARGE

The equipment shall be so designed that no corona discharge occurs under the operation
conditions specified earlier during monsoon season or bad and saline high humidity
climatic condition.

5.26 TROPICAL PROTECTION

5.26.1 All equipment accessories and wiring shall have protection involving special treatment of
insulation and metal against fungus, insects and corrosion.

5.26.2 Screens of corrosion resistant material shall be provided on all louvers and opening.

5.27 PAINTING

5.27.1 All surfaces shall be sand blasted, pickled and grounded as required to produce a smooth
clean surface free of scales crease and rust.

5.27.2 After cleaning the surfaces shall be given a phosphate coating followed by two coats of
high quality primer and stored after each coat for drying.

5.27.3 The breaker shall be finished in light Grey shade No.631 as per standard with two coast
of synthetic enamel paints. The inside of panel/panel boards shall be glossy white.

5.27.4 Sufficient quantity of touch up paint shall be furshed for application at site.

5.28 MAINTAINABILITY:

5.28.1 The breaker cubicle shall be designed to provide easy access to various parts for
maintenance, testing and wiring.

5.28.2 The moving contacts for the main circuit on the truck shall be so arranged that the
alignment with the fixed contracts is not disturbed even if break poles are required.

The operating mechanism shall be easily accessible when mounted on the breaker
for maintenance. It shall also be easily detachable from the breaker for replacement.

6.0 TESTS

6.1 TYPE TEST:

All the offered equipment shall be fully type tested by the bidder as per the relevant
standards including the type test mentioned below.

The type test must have been conducted from recognised test lab within 5 years prior to
the date of bid opening. The Bidder shall furnish three sets of the type test reports
alongwith the offer. The offers received without these type test reports shall be treated as
non-responsive and rejected.

a. Making capacity, breaking and short time current rating test.


b. Temperature rise test of the main and auxiliary circuits and measurement of
resistance of main circuits.
c. Operation tests and mechanical endurance tests.
d. Capacitive current switching tests.
e. Power frequency voltage withstand test.
f. Impulse test with breaker inside the cubicle.

6.2 ACCEPTANCE/ROUTINE TEST.

All acceptance tests as stipulated in the relevant standards shall be carried out by the
Supplies in the presence of Purchaser’s representatives as under: -

a. Contact resistance test


b. Power frequency voltage withstands test
c. Control and auxiliary circuit test
d. Operation test
e. Speed/time test
Routing/Acceptance tests/shall be carried out on all equipment such as circuit
breakers 11 KV current transformers, potential transformers, relays, meter etc. as per
relevant standers.

6.3 ADDITIONAL TEST:

The Purchase reserves the right for carrying out any other tests of reasonable natures at
the Works/Tests House of the Supplier or at any other recognised Laboratory/Research
Institute in addition to the above mentioned acceptance and routine tests to satisfy that the
material complies with the intent of this specification. The cost of such additional tests
shall be borne by the Purchaser.

7.0 INSPECTION

7.1 The equipments shall be offered for inspection by the supplier to be inspected by duly
authorized representatives of the Purchaser. The Supplier shall give 15 days advance
intimation to enable the purchaser to depute his representative for witnesship routine and
acceptance test.

7.2 At the time of dispatch of equipment, the Supplier shall also furnish of 6 sets of approved
drawing to each consignee.

7.3 Inspection by the Purchaser or his authorised representatives shall not relieve contactor
his obligation of manufacturing equipment in accordance with the specification.

7.4 The Supplier shall keep the Purchaser informed advance about the manufacturing
program so that arrangement can be inspection.

7.5 The Purchase reserves the right to insist on witnessing the acceptance/routine testing of
the bought of the bought out items.

7.6 No material shall be dispatched from its point of manufacture unless the material has
been satisfactorily inspected and tested.

8.0 QUALITY ASSURANCE PLAN

8.1 The quality assurance arrangement shall preferably conform to the relevant requirement
of ISO 9001 or ISO 9002 as appropriate. The system and procedure switch the contractor
will use to ensure that planet complies with the contract requirements shall be defined in
the contractors quality plant for works.

The Contractor shall operate system which implements the following

Hold Point: “A stage in the material procurement or workmanship process beyond which
work shall not proceed without the documented approval of designated individuals or
organizations.

The Pursher written approval is required to authorize work to progress beyond the hold
point indicated in approved quality plans

NOTFICATION POINT: “A stage in the material procurement or workmanship process


for which advance notices of the activity is required to facilitate witness.

8.2 The Bidder shall invariably furnish the following information alongwith his bid shall be
liable for rejection. Information shall be separately given for individual type of material
offered.

i. Statement giving list of important raw materials names of sub-Supplies for the raw
materials, list of standards according to which the raw materials are tested. Lost of
test normally carried out on raw materials in presence of Bidder’s representative,
copies of test certificates.

ii. Information and copies of test certificates as in

(i) Above in respect bough out accessories/material

iii List of manufacturing facilities available.

iv Level of automation achieved list of areas where Manual processing exits.

v List of areas in manufacturing process, where stage inspection are normally carried
out for quality control and details of such test and inspections.

vi List of testing equipment available with the Bidder for final testing of equipment
specified and test plant limitations, if any, vis-a vis the type, special acceptance and
routine test specified in the relevant standards. These limitations shall be very clearly
brought out in schedule of deviations from specified test requirements.

8.3 The successful bidder shall within 30 days of placement of order submit following
information to the Purchaser.

(i) List of raw materials as well as bough out accessories and the names of sub-
supplies selected from those furnished alongwith offers.

(ii) Type test certificates of the raw materials and bough out accessories if
required by the purchaser.

(iii) Quality assurance plan (QAP) with hold pints for purchaser’s inspection. The
quality assurance plan and purchasers hold points shall be discussed between
the purchaser Bidder before the GAP is finalized.

8.4 The successful bidder shall submit the routine test certificates of bough out accessories
and central excise passes for raw material at the time of routine testing, if required by the
purchaser.

9.0 DOCUMENTATION

9.1 As a part of the proposal, the bidder shall furnish relevant descriptive and Illustrative
literature and the following drawings (in quadruplicate) for preliminary study.

(a) General outline drawings showings showing dimensions, net and dispatch/ shipping
weigh, quantity of insulating oil, air receiver capacity etc.

(b) Sectional views showing he general constructional features of the circuit breaker
including operating mechanism, arcing chamber, contracts, with lifting dimensions
for maintenance.

(c) Recommended schematic diagrams from control and supervision circuit.

(d) General arrangement of the foundation and structure mountings

(e) Short circuit for osillograms and certificates for similar type tested breaker.

(f) Descriptive details of analyzer, dummy breaker etc. All drawing data shall be in
English.

9.2 After receipt of a purchase order, the successful Bidder will be required to furnish for
approval, the following drawings in accordance with the guide-lines laid out in this
specifications

(a) General outline drawing showing front and side elevation and plan of the equipment,
with detailed dimension.

(b) Foundation plans including weights of various components and impact loading.

(c) Wiring diagrams showing the control scheme of the breaker including alarms,
indicating devices, instruments, space heaters etc.

9.3 The supplier shall within 4 weeks of placement of order submit four sets of final version
of all the above drawings for purchaser’s approval. The purchaser shall communicate his
comments/approval on the drawings to the supplier within two weeks of receipt of
drawing. The supplier shall if necessary, modify the drawings and resubmit four copies of
the modified drawings of purchaser’s approval within 2 weeks from the date of
purchaser’s comments. The purchaser shall communicate approval within two weeks of
receipt of modified drawings after receipt of purchaser’s approval, the supplier shall
within three weeks submit 6 prints and one No. good quality reproducible of the
approved drawing for purchaser’s use. In addition, at the time of the dispatch of
equipment, the supplier shall also furnish 6 sets of approved drawing to each consignee.

9.4 The supplier shall also furnish four copies of bound manuals per breaker to all consignees
and four set to engineer of contract covering erection, commissioning, and maintenance
instruction in English Language and all relevant information and drawing pertaing to the
main equipment s as well as auxiliary devices. Marked erection drawings shall identify
the component parts of the equipments as shipped to enable purchaser to carry out
erection with the own personnel.

9.5 The manufacturing of the equipment shall be strictly in accordance with the approved
drawings and no deviation shall be permitted without the written approval of the
purchaser. All manufacturing and fabrication work in connection with the equipment
prior to the approval of the drawing shall at the supplies risk.

9.6 Approval of drawing by purchaser shall not relative the supplier of any of his
responsibility and liability for ensuring correctness and correct interpretation of the
drawings for meeting the requirement of the latest revision of the applicable standards,
rule and code of practices. The equipment shall conform in all reship and latest revision
of relevant standards at the time of supply and purchaser shall have the power to reject
any material which, in his judgment, is not in full accordance therewith.

10.0 PACKING & FORWARDING

10.1 The equipment shall be packed in crates suitable for vertical/horizontal transport as the
case may be and suitable to withstand handling during transport and outdoor storage
during transit, due to improper and inadequate packing. The easily damageable material
shall be carefully packed and marked with the arrangement for lifting such as lifting
hooks etc. Shall be provided. Any material found short inside the packing cases shall be
supplied immediately by supplier without any extra cost to the purchaser.

11.0 SUPERVISION SERVICES.

The bidder shall provide free of cost, if required, the services of a qualified Engineer who
shall assume full responsibility for the supervision of erection testing and commissioning
of equipment’s offered at various places in U.P.

Advance notice of 5 days shall be given to the contractor to depute his Engineer to the
various sites in the state of Uttar Pradesh.

12.0 GENERAL

(A) TECHINICAL DEVIATIONS

“Technical deviation to this Technical specification” shall be specially and clearly


indicated in the schedule of deviations.

(B) GUARANTEED TECHNICAL PARTICULARS

The bidder shall provide guaranteed technical particulars as per Annexure-I (A & E).

Offer with out guaranteed technical particulars shall be treated as Non-responsive and is
liable to rejection.

(C) MANDATORY SPARES AND TOOLS
