Pressing the gas
on reforms
H
aving stuck to the reforms path since it assumed office
more than three years ago, the Manohar Lal Govern-
ment has now decided to put the horse of governance
reforms in Haryana in full trot. Decidedly, it has been inspired by
its experience of the reforms undertaken during the last more than
three years throwing up unmistakable signs of systemic changes
in fields more than one, be it recruitment, promotions or transfers.
The reforms undertaken so far include some truely path-breaking
changes which have paved the way for a transparent and respon-
sive administration the people of the state have been craving for.
The driving force behind these reforms remains the irrepressible
urge to make the life of the man in the street easy.
Its hunger for reforms far from satiated, the state government
organized a three-day “Chintan Shivir’ at Parwanoo in Him-
achal Pradesh to give the process the next big and decisive push,
and stitch up a blueprint for a new Haryana. The brainstorming,
spread over several sessions and joined in by politicians and ad-
ministrative secretaries, has yielded draft action plans to bend the
administration to the convenience of the people.
In the Cover Story of this issue of Haryana Review, we make
an incisive attempt to capture the outcome of the Chintan Shivir
in all its hues, unfold what the deliberations will have in store for
the people of the state, and point to the road ahead. To make the
picture complete, we also encapsulate the reforms that have been
implemented in the state so far, reforms which are on the anvil,
and reforms that have been proposed.
Not allowing itself to be boxed in by stereotypes, and resort-
ing to innovative approach, the present government has come up
with several new ideas and concepts. While many of these have
already been pressed into service of the people, others are set to
see the light of the day in the near future. In Limelight, we bring
you what happened for the first time in Haryana in 2017.

Chintan Shivir at Timber Trail,
Parwanoo, in Himachal Pradesh, to
visualize and sew up a blueprint for a
new Haryana.
If one were to squeeze the out-
come of the Shivir, the quiver of
which threw up several arrows of
new thoughts and suggestions, three
major unmissable takeaways take
the spotlight. First, it brought the
political and administrative class
together under same roof, and on
single platform, to look hence, plan
and act together.
Second, the notably firm assur-
ance of the Chief Minister, Mr
Manohar Lal, to the officers not to
be afraid of the five Cs—CBI, court,
Central Vigilance Commission,

prominent persons who have logged
achievements in their respective
fields, was also ensured to make the

exercise wholesome.
Summing up the outcome, the
Chief Minister told Haryana Review
that the Shivir was a roaring success.
It served as a stimulus, produced
encouraging results, and infused new
energy in the participants to build
a new Haryana. Good team spirit
was generated and every participant
seemed to agree that there is need for
greater involvement of government
servants in matters that concern the
state and its people.
“All senior officers of Haryana
would now work together as a well-
knit and cohesive team to ensure that
in true spirit of Antyodaya, the ben-
efits of development reach the last
man standing in the queue. Usually,
the five Cs caused fear among the IAS
officers and came in the way of dis-
charge of their duties, but I assure
you that I would always stand by you
in the decisions you take in public
interest”, he averred.
Development and public service
being the sole aim of the present
government, ministers and adminis-
trative officers should work together
to frame new polices keeping in view
the interest of the people of the state
in 2030. Officers were told to rise
above considerations of caste and
region and assist the government
in framing such policies as met the
aspirations of the people.
LOOKING HENCE
A politician thinks of working for his

should all resolve to work as a states-

bers of the cabinet, including the
Chief Minister and senior bureau-
crats, had taken collective decisions

OPEN TO ANY GOOD SUGGESTIONS
Speaking at an interactive session
on the second day of the Shivir, the
Chief Minister stressed the need for
strengthening the feeling of owner-
ship and belongingness of all citi-
zens in the efforts aimed to hasten
progress, development and growth in
the state. “We are open to any good
suggestions in this regard and, if
given, these would be considered in
public interest”, he added.

MERE SAPNO KA HARYANA
Speaking at the session on ‘Mere
Sapno Ka Haryana’ organized on the
second day of the Shivir, Mr Mano-
har Lal exhorted the youth who made
their mark in different fields of life to
come forward and contribute to build-
ing a new Haryana.
It is a matter of pride that
Sandhya Chauhan, the daughter of
Haryana, is a pilot in India Navy. The
youth should take inspiration from
such young achievers so that they
could also make vital contribution
to building a new Haryana. Haryana
could take assistance of actor and
stand-up comedian, Mr Sunil Grover,
in scripting its film policy.
Besides, assistance would also
be sought from young technocrat,
Mr Neeraj Aggarwal, in the field of
Information Technology (IT). Ms
Sandhya Chauhan, Mr Neeraj Aggar-
wal and actor and stand-up comedian,
Mr Sunil Grover, also shared their
views on ‘Mere Sapna Ka Haryana’.
The first-of-its kind Chintan Shivir
may be over, but it will continue to
charge up politicians and officers for
long, and pave the way for building a
new Haryana.=

the nitty-gritty of the issues involved, draft plans and come out with their outlines

aving been on the anvil for
quite some time, it was time
for draft action plans to be
rolled out by various departments at
the Chintan Shivir. The first session
on the last day of the three-day brain-
storming saw unveiling of these
plans.
Groups led by ministers con-
cerned had been constituted on dif-
ferent subjects to go into these plans,
and come out with their outlines. All
ministers, administrative secretar-
ies and a number of MLAs were
present during presentation of the
recommendations made by different
groups.
The draft plans pertained to dou-
bling the income of farmers, optimiz-
ing utilization of water by enhancing
efficiency in its usage, making more
youths of Haryana Saksham, and
rejuvenating urban life which will
be reviewed on a regular basis every
two years.
DOUBLING FARMERS’ INCOME

the desired goal, and realize the
Prime Minister’s vision of doubling
the income of farmers by 2022. The
action plan and recommendations of
this group will certainly bring Hary-
ana closer to realization of the Prime
Minister’s vision.
Mr Dhankar said the government
had fixed a target to ensure farmers
income of between Rs 60,000 and Rs
1 lakh per acre. To achieve this goal,
we would encourage diversification
of crops, increase productivity,
cattle-rearing, direct marketing of
produce, agri-service, value addition-
al packaging, branding and integrat-
ed farming.
Increase in the Minimum Support
Price of crops every year has en-
sured fair and remunerative prices to
farmers. “We have made our farmers
completely risk-free as all crops are
either covered under the Pradhan
Mantri Fasal Bima Yojana or by the
compensation policy of the state
government. Besides, technological
support provided by agriculture and
allied departments has also helped
in enhancing their income”. Mr
Dhankar added.
Listing various recommenda-
tions made by the group, he said all
suggestions and recommendations
would help in achieving the desired
results. This group was co-chaired
by Minister of State for Labour and
Employment, Mr Nayab Singh Saini.
WATER UTILIZATION TILL LAST DROP

to conserve natural water and solar
systems will be installed on water
works to stop evaporation. This
will not only help save water but
will also increase sources of energy
generation.

ter, Rao Narbir Singh, while chair-
ing a session in Group 11 on Water

of water which ought to be used
optimally so that water saved could
be used elsewhere. Carrier channels
would be repaired to prevent leakage
and seepage of water. Similarly, Solid
Treatment Plants (STPs) would be
installed to recycle water. Through
water harvesting, natural water
could be conserved, he added.
The minister said since water was
largely consumed by the agriculture
sector in the state, there was need to
generate awareness among the farm-
ers on how to use less water but have
yield of good crops.

for Public Health and Engineering,
said available water supply should be
optimally utilized and conserved to
cope with water shortage.
Mr Sushil Gupta, Former Chair-
man, Centre Ground Water Board,
said, “The water table of Haryana
was seven to eight meters in 1980,
which has now increased to 17 to 18
meters. We must conserve water. Mr
Anurag Rastogi, Principal Secretary,
Irrigation, also spoke on the occa-
sion.

Rastogi, highlighted the challenges
discussed by Group-II chaired by
Rao Narbir Singh, and co-chaired by
Dr Banwari Lal on optimum utiliza-
tion of every drop of water.
He favoured state water policy on
utilization of surface and ground wa-
ter should be formed. The other rec-
ommendations of the group include
enactment of state groundwater and
management regulation act, setting
up of state water regulatory author-
ity, enforcement of existing bye-laws
on rainwater harvesting.
The group also recommended
that budgetary allocation for micro
irrigation should be doubled, and
micro irrigation should be made
mandatory over a period of time.
Farmers should be encouraged and
incentivized to adopt less water-in-
tensive crops and install energy-effi-
cient pumps.
In addition, an extensive aware-
ness campaign should be launched
by the Departments of Agriculture,
Irrigation, Public Health Engineer-
ing, Development and Panchayats
and NGOs.

Development and Industrial Train-
ing Department, Mr T.C. Gupta, said

with requisite skills for employabili-
ty and entrepreneurship.
He listed the reforms planned by
group members, including overhaul-
ing of industrial training in ITI,
aligning the qualification of govern-
ment job with National Skill Devel-
opment Qualification framework,
strengthening of assessment and
certification agencies of skills, train-
ing of unemployed youth for skill
and entrepreneurships and launch of
aggressive campaign for placement.
REJUVENATING URBAN LIFE

Minister, Mrs Kavita Jain, has
stressed the need for evolving a policy
on traffic management to address the
traffic and parking needs in the pres-
ent-day era of rapid urbanization.
Speaking at the session in Group
IV on Urban Rejuvenation on the
second day of Shivir, Mrs Jain said
basic amenities should be provided in
the rural areas on a par with urban
areas to ensure better livelihood as
well as to avoid migration or shifting
of people from rural areas. The state
government is heading towards trans-
formation in all spheres of develop-
ment including the urbanization.
She also emphasised the need
for capacity building, planned
development and strengthening of
infrastructure in urban areas, and
added that the state government was
working in this direction.
The Minister of State for Coop-
eration, Mr Manish Kumar Grover,
highlighted the importance of urban
rejuvenation and suggested that we
would have to move towards tehsils
and sub-divisions for urban expansion.

develop residential colonies and de-
velopment markets in these areas as
these are now connected with cities.
He also suggested that the depart-
ment should so handle its property in

various parts in the state as to ensure
income for municipalities.
Giving details of Group-IV formed
to suggest measures for Urban Reju-
venation, chaired by Mrs Jain and
co-chaired by Mr Grover, Principal
Secretary, Urban Local Bodies, Mr
Anand Mohan Sharan, said since
housing problem had become acute
in urban areas, emphasis should be
laid on rental housing and private
sector should be included in this
process.
Mr Sharan suggested that pro-
visions of the Model Tenancy Act
should be incorporated in the State
Tenancy Act to increase adoption
of rental housing. Inclusive slum
development and industrial hous-
ing should also be taken care off in
urban areas. Slum re-development
policy should be formulated for
urban areas. Housing demand can
be addressed by increasing the FAR
in existing housing and upcoming
projects, provided sufficient civic
amenities are provided.

should float more sectors for afforda-
ble housing. In addition, survey of
slum areas should be conducted to
evaluate the literacy rate in urban
areas and all street lights should be
converted to LED in ESCROW model.

suggested that a robust accounting
mechanism be introduced in the mu-
nicipalities to make them financially

1. The Integrated Property Reg-
istration System (HARIS) and
Land Records Management
System (HALRIS): These have
been implemented in all 142 Teh-
sils/Sub-Tehsils. The uniqueness
of integration is that e-System
on-line verifies the ownership
and share of the seller. It is not
possible to sell same piece of
land multiple times without
sanctioning mutations.
2. e-Registration Web-enabled
Appointment Management
System: Districts namely,
Ambala, Faridabad, Fatehabad,
Gurugram, Hisar, Jhajjar,
Kaithal, Karnal, Mahendergarh,
Mewat,Palwal, Panipat, Rohtak,
and Sirsa have achieved average
delivery same day. The remain-
ing districts are also being
persuaded to bring the delivery
of registered deed same day.
3. e-Stamping in e-Registra-
tion: The property registration
system verifies and fetches the
details of e-Stamp and Govern-
ment Receipt Number (GRN)
from e-GRAS server. After the
deed registration, the e-Stamp
and GRN number are defaced
automatically (unique facility
not available in other states).
4. e-Girdawari Mobile App: The
App which operates in integra-
tion with the existing infra-
structure and HALRIS software,
has been developed. The App
captures GPS coordinates and
image of crop of field location,
making verification possible
(Unique App). This will help
in reduction of compensation
disputes.
5. Revenue Court Cases Monitor-
ing System (RCCMS): Automat-
ed the judicial administration
system in Revenue Courts.
System facilitates online access
to Cause Lists, Case Status, and
Judgments. The RCCMS has
been further enhanced to cap-
ture the land details. The details
of more than 1.65 lakh Revenue
Court cases have been mapped
to land details under dispute and
placed in the public domain, as
per the requirements of EoDB
(Ease of Doing Business).
6. e-KYC in Deed Registration,
capturing of consent based
Aadhaar: The property regis-
tration software got enhanced to
capture Aadhaar. The software
was developed to e-Authenti-
cate (e-KYC) buyers, sellers and
witnesses at the time of deed
registration.
7. Capturing PAN: The HARIS
software got enhanced to capture
PAN. For online verification of
PAN, Revenue Department has
tied up with NSDL (National
Securities Depository Ltd.).
8. Stamp Duty Calculator: A
stamp duty calculation software
has been developed and hosted
in public domain for the inves-
tors under EoDB, on the web
portal http://jamabandi.nic.
in. The software also facilitates
calculation of registration fee.

1. Public Finance Management
System (PFMS) is an online
management information and
decision support system for the
Central assisted and Central
Sector schemes of the Govern-
ment of India (GOI) under which
a web portal has been created
to share the online releases of
funds to the state. The system is
able to track the flow of funds
from GOI to end beneficiaries on
real time basis. The master data
is already in sync with PFMS
and data of all the schemes has
been mapped with PFMS. The
system is being implemented for
NHM and SSA and Scholarship
schemes for Education Depart-
ment. Now as per the guidelines
of GoI, three schemes namely,
NRHM (National Rural Health
Mission), RUSA (Rashtriya Uch-
chatar Shiksha Abhiyan) and
IWDP (Integrated Watershed De-
velopment Programme) are to be
enrolled on PFMS till 31/03/2018
up to Block Level.
2. Human Resource Management
System (HRMS) has been imple-
mented. Under HRMS, personal
information of each employee
like Service Book, ACRs, promo-
tion, leave, transfer details etc
have been entered. The HRMS
has been integrated with IFMS
e-Billing to enable the process of
generation and submission of
pay-bills, pension management,
loans and re-imbursement of
employees etc.
3. e-Stamping: The state gov-
ernment has implemented
e-Stamping in the entire state
w.e.f. 01.03.2017. The citizen can
generate Stamp papers online af-
ter successful payment through
Payment Aggregator Services
using State Bank India, Punjab
National Bank and IDBI Bank
aggregator. In addition, three
banks i.e PNB, IDBI Bank and
SBI have been allowed Net Bank-

Solar Water Pumps For Farmers:
1. In order to make farming on
small land holdings viable

input cost, the State Govt. has
amended existing solar water
pumping scheme under which
solar pumps of 2 HP to 5 HP
capacity are being provided to
the farmers at 10% of the system
cost. The State Govt. is provid-
ing subsidy over and above the

This is likely to increase the effi-

Mitra Kaksh:
1. Mitra-Kaksh has been conceived

people-friendly. The project was
launched by the Chief Minister
in district Karnal on 26.11.2017,

3. A software (PHOEMX) developed
by an ex-prisoner in Gurugram

htak-Gohana Railway track has

htak city at an estimated cost of

For Power Generation

each district) in six paddy dominant
districts of the state i.e. Karnal,
Kurukshetra, Ambala, Kaithal, Jind
and Fatehabad.
Power Generation From Biogas
The state government has decided to
promote power generation through
biogas route. Bids are being invited
for setting up 20 MW (of capacity size
500 KW-5 MW) biogas based power
projects based on animal dung,
poultry droppings, food waste & soft
tissue based biomass.

1. Herbal Forest in Morni is being
developed under technical
guidance of Patanjali Yog Peeth,
Haridwar. Work has been start-
ed on development of nursery of
medicinal plants.
2. Har Gaon Pedo ki Chhaon: 1/3rd
of panchayat land or a minimum
of 3 to 5 acres of panchayat land
is to be put under green cover in
each village to create permanent
green spaces around villages.
This scheme has been launched
to plant 100 trees in a village
panchayat land/Phirni.
3. Conservation Reserve: Work
has been initiated to conserve
a wetland known as Brahmsar
Teerth, in district Kaithal. The
site has been declared as a Com-

posed to increase the income of
farmers and integrate forestry
with agriculture and horticulture.
7. State Agro-forestry Policy to be
framed for overall development
of agro forestry in the state. The
policy will aim to establish a
state level mission comprising
representatives of different
departments and specialised
institutions/ universities. The
Forest Department will act as
nodal agency for the implementa-
tion of objectives of the state agro
forestry policy.
8. Certification of agro forestry
wood, coupled with rationali-
zation of EXIM Policy, to create
more opportunities for competi-
tive wood prices at domestic and
international level. This will give
boost to further promotion of
agro-forestry and crop diversifi-
cation and increase the farmers’
income.
9. To ensure fair price of agro forest-
ry produce, it is proposed to set up
wood markets in the state which
will be regulated in collaboration
with Mandi Board. Wood-based in-
dustries will be directly invited to
these mandis so that farmers can
sell their produce to the indus-
tries directly.
10. Agroforestry Research Institute to
be set up under the control of For-
est Department, for innovations to
develop high-yielding clones and

varieties of tree species, emerging
new insect pests and diseases
in view of the increasing threat
of global warming and climate
change.
11. Enhancing Farmer’s Income by
way of Payments for Ecosystem
Services (PES) rendered by farm-
ers through trees planted by them
on farm lands. In comparison to
agricultural crops where income
returns are seasonal or annual,
the returns from trees occur after
long durations. We plan to take
the initiative and play leading role
in developing and implementing
such a policy framed for the state.
12. Transplanting big trees to alter-
nate sites to save precious grown-
up trees standing on the highways
during road expansion.
13. We plan to develop own Payment
for Ecosystem Services (PES)-
based financial framework to
address some of the issues related
to environmental degradation and
enhance promotion of sustainable
development in the long term.
This PES-based system can be ini-
tiated in two or three sectors such
as transport and agriculture, and
based on experience/results it can
be expanded to include multi-sec-
tors impacting environment.
14. A result-based forest management
system (RBMS) would be adopted
to replace the mechanical process
for plantations as is in vogue at
present. The RBMS will specifi-
cally lay emphasis on providing
for proper measures/actions
needed to bring the plantations
and other activities to a desired
revel of result based on regular
monitoring.
15. Tree Sharing (50% Share) Along
Strip Forests with Farmers:
The Forest Department plans to
develop an action plan (SOP) for
actions at intended times of the
year for annual tree felling as per
the working plans. The suggest-
ed time-line would include (i)
Listing the strip forest areas due
for felling in April and informing
Panchayats and making publicity
(munadi) in the villages having
lands adjoining the strips due for
felling, (ii) obtaining the required

from farmers claiming tree
share (by first half of May), (iii)
preparation of marking lists and
settling farmers’ share claims.

Development Corporation
1. More accurate and cheaper map-
ping of land-use through use of

to report offences related to forest

1. It is proposed to provide 2 lakh
jobs/ apprenticeship during the
next 2 years, with long-term target

youth in due course of time.
2. We propose to launch Saksham-II
scheme to provide skill training
for gainful employment to all
youth between 18 and 35 years of
age in a phased manner.
3. It is also proposed to improve
the quality of training in Govt.
Training Institutes. Currently, out
of 156 Govt ITIs, 62 are affiliated to
SCVT. By Oct 2018, it is proposed
to get all Govt. ITIs affiliated to
NCVT.

first state first in India to align
qualifications in service regula-
tions of all depts. and boards/
corporations, with NSQF levels
so that there is vocationalisation
of education. For this SCVT

6. HUMAN RESOURCES MAN-
AGEMENT - REGULAR
INTAKE: Effective human
resource management is crucial
for effective governance and
implementation of policies and
development plans. The Govern-
ment of Haryana is investing
a lot in developing its human
resources through training and
utilization of IT infrastructure
for management and ensuring at-
tendance, file-tracking, etc. lead-
ing to noticeable improvement
in performance. One area of HR
management that can be further
improved is by scheduling
regular intake of staff i.e. timely
filling up of vacancies. There is
a big backlog of vacancies in the
Forest Department and same is
true for other departments such
as Engineering. While recruit-
ment to IAS is well implemented
through UPSC by the Central
Government and to HCS and
some other allied services by the
state government, this does not
hold good for timely recruitment
to fill vacancies in most other de-
partments. This has led to poor
governance and implementation
of developmental activities. The
other consequence of failure to
fill vacancies at regular intervals
is that piled up vacancies are
then filled up at one go. Outcome
of this large-scale induction of
staff is that while those at the
top of seniority list get promo-
tions, the lower half stagnates in
lower positions for long periods
leading to low morale and lack
of motivation to excel in per-
formance. Hence it is of utmost
importance to have an imple-
menting policy to recruit staff
regularly on annual basis, and
even spread of piled up vacan-
cies over a suitable period. The
administrative departments can
play a lead role in implementing
this policy.=

With a view to protecting their
interests and encouraging them to
resort to diversification of crops, the
Haryana Government has launched
the country’s first ‘Bhavantar Bhar-
payee Yojana’ in which tomato, on-
ion, potato and cauliflower have been
included. A separate fund would be
constituted by the state government
for the scheme.
After launching the scheme at
Ganger village in Karnal today, the
Chief Minister, Mr Manohar Lal,
told Haryana Review that compensa-
tion at the rate of Rs 400 per quintal
would be given for tomato and potato
whereas Rs 500 per quintal would be
given for onion and cauliflower.
The state government would make
good the difference if and when the
prices in the market go below the
mentioned prices, the Chief Minister
said and registered a tomato grow-
ing farmer under the the Bhavantar
Bharpayee e-Portal and Crop Cluster
Development Programme.
Giving details of the scheme, the
Agriculture and Farmers’ Welfare
Minister, Mr O P Dhankar, said the

As a mark of honour and respect to
the people of Haryana who took part
in the Hindi Aandolan of 1957, the
Haryana Government has launched

a scheme to provide monthly pen-
sion of Rs 10,000 to the Matribhasha
Satyagrahis.
Another landmark decision to pro-
vide monthly pension of Rs.10,000 to
accredited media persons of Haryana,
both based in Chandigarh and at dis-
trict level, above the age of 60 years
with at least last five years accredita-
tion, has also been launched.
While the former was set rolling
during the Gita Jayanti celebra-
tions in Kurukshetra, the latter was
launched by the Chief Minister at
Panchkula on October 26, 2017, the
third anniversary of his government.
It may be recalled that in 1957, a
number of people of Hindi-speaking
parts of the erstwhile Punjab had
launched a crusade for the honour,
promotion and implementation of
their mother tongue. This movement
helped in the creation of Haryana as a
separate state. During the satyagraha,
Mr Sumer Singh, a resident of village
Naya Bans, district Rohtak, even lost
his life.
The Matribhasha Satyagrahis were
identified by constituting committees
in all districts of the state under the
chairmanship of deputy commission-
ers concerned. The committees got
the records of Matribhasha Satyagra-
his verified from jails with the help of
the SPs concerned. The government
has already identified 194 Matribha-
sha Satyagrahis.

A Satyagrahi, getting pension or

honorarium of any kind from any
other state government, would also
be eligible. However, if any eligible
Satyagrahi is getting similar pension
from any other state government of
an amount less than Rs.10,000 per
month, the entitlement of pension
under this scheme would be reduced
by that amount. In case of demise of
any of the Satyagrahi, the monthly
pension would continue to be given to
his/her surviving spouse.
The Chief Minister launched
monthly pension scheme for media
persons by presenting pension to
nine veteran journalists at a function
organized at Panchkula. Under the
scheme, monthly pension of Rs.10,000
would be given to the accredited me-
dia persons of daily, evening, weekly,
fortnightly, monthly newspapers,
news agencies, radio stations, news
channels, above the age of 60 years.
All accredited media persons,
having at least 20 years’ experience
in the field of journalism and above
the age of 60 years, would be eligible
to get pension. The media person
should have been accredited with the
Information, Public Relations and
Languages Department, Haryana, for
at least last five years.

Taking another first-of-its kind deci-
sion and slamming the door shut on
any room for graft and nepotism in
matters of recruitment, the Haryana
Government has increased the marks
for written test and reduce them for
interview in recruitment to Group C
and D posts in the state.
The state Cabinet which met
under the chairmanship of Chief
Minister, Mr Manohar Lal, decided
to change the prescribed ratio of
85:15 to 90:10, that is 90 marks for the
written test, and a maximum of ten
marks for experience and laid down
objective socio-economic criteria in
respect of recruitment to Group C
and D posts.
Five marks will be given if no
person from among the applicant’s
father, mother, spouse, brothers,
sisters, sons and daughters is, was
or has been a regular employee in
any department, board, corporation,
company, statutory body, commission
or authority of Haryana Government
or any other state government or
Government of India.
Similarly, five marks would be giv-
en if the applicant is a widow, or if
the applicant’s father had died before
the applicant turned 15 years of age.
Five marks would be given, if the
applicant belongs to such a denotified
tribe (Vimukt Jatis and Tapriwas
Jatis) or Nomadic tribe of Haryana
as is neither a Scheduled Caste nor a
Backward Class.
A maximum of five marks have
been kept for experience: One-half
(=0.5) mark for each year or part
thereof exceeding six months of
experience, out of a maximum of
ten years, on the same or a highest
post in any department, board, cor-
poration, company, statutory body,
commission, authority of Haryana
Government.
No marks will be awarded for
any period less than six months. No
applicant will be given more than ten
marks under any circumstances.

YMCA University lads
land record packages
It has happened on the YMCA Uni-
versity of Science and Technology
campus in Faridabad, for the first
time. Four students of the univer-
sity, one of the leading technical
universities in Haryana, have set a
new benchmark in bagging packag-
es. They have received the highest
package of Rs 27 lakh each in 2017,
significantly higher than Rs 20 lakh
last year.
They bagged the packages in
the November placement drive by
Amazon, multinational electronic
commerce and cloud computing com-
pany. Students of B.Tech – Computer
Science and Engineering (CSE), IT
and Master of Computer Applica-
tions (MCA) were selected during a
placement drive by Amazon.
Those selected are Jatin Bansal
and Samiksha Bansal of IT, Deepti
Garg of Computer Engineering and
Sahil of MCA (Master of Comput-

Expressing pleasure over the
placement record, Vice- Chancellor,
Prof. Dinesh Kumar, said YMCA stu-
dents had proved themselves in all
spheres with great placement records
during this session. “It is a matter
of pride that top recruiters speak

of YMCA students which made them
secure placements even before their
final semester”, he added..
When it comes to placement pack-
ages, the university is home to some
of the leading companies in India
making it the first choice of recruit-
ers and employers. The university is
accredited with ‘A’ Grade by NAAC
and selected under TEQIP-III project
of MHRD, Government of India.
The university has registered the
highest percentage of placements
this year: 187 students who will pass
out in June, 2018, have already got
placement, and the highest package
has been increased from Rs 20 lakh
to Rs 27 lakh per annum. The average
package offered in 2016-17 was Rs 4.67
lakh per annum while in 2015-16 it

Better liaison and co-ordination
between the police and public, an
idea conceptualized by the Chief
Minister, got closer to becoming a
reality recently when Mr Manohar
Lal inaugurated the state’s first peo-
ple-friendly ‘Police Mitra Kaksh’ set
up in the Civil Lines Police Station,
Karnal.
On the sidelines of the event, the
Chief Minister told Haryana Review
that in order to provide fearless envi-
ronment in the state, eight ‘Police Mi-
tra Kaksh’ had been set up at the cost
of about Rs 2 crore, to bring people
and the police closer. Patterned on
their counterparts in other coun-
tries, they will provide services to
the people within a given time-frame
for fixed charges.

Mitra Kaksh’ to listen to the griev-
ances of people. If a grievance could
not be solved through mediation, FIR

which was laid by the Chief Minister
last November, will also be integrat-
ed with fire services, ambulance ser-
vices, disaster management, women
helpline, banking security for cash
van tracking, and other intelligence
inputs.
Giving details of the project, Mr B
S Sandhu, Director General of Police,
told Haryana Review that work on
this ambitious project would be com-
pleted before November 1, 2018. The
Police Emergency Response System
would give prompt, efficient, inte-
grated and citizen-friendly emergen-
cy response to the public on issues
of safety and security anytime and
anywhere in the state.
Under this project, a Call Centre
would receive calls from the entire
state and a Police Dispatch Centre
would direct the dedicated response
vehicle to reach the location in short-
est possible time. The system would
integrate citizen feedback to ensure
dynamic improvements.
The Centralized Police Control
Room would have the facility of
call centre, training centre, CCTV
management, disaster management
traffic management, law and order
management centre among others.
The building would also have rain
water harvesting system, solar power
panels for light and fan loads, and
energy conservation code.
Besides, the government plans to
install one lakh closed-circuit televi-
sion (CCTV) cameras to keep a close
eye on all activities in the current
year. With this, the number of CCTV
cameras would reach three lakh in
the state. Resources are adequate to
meet infrastructural requirements
of the Police Department to enable
them to serve the people in a better
way.
“We will also ensure deployment
of such trained officials in the cen-
tralized police control room as know
most of the languages spoken in the
country as well as abroad. This will
help the residents of other states and
foreigners in getting quick emer-
gency response concerning safety
and security. Police personnel to be
deputed under this project would be
well educated and connected with
information technology,” Mr Sandhu
added.

Cell set up
Keeping the word of the Chief
Minister, Mr Manohar Lal, to roll out
on one new reform every month, the
Haryana Government has set up “Ek
Aur Sudhar Cell’ in the Information,
Public Relations and Languages
Department. The cell will receive
suggestions from the people on
how to further reform governance
and bend the administration to the
convenience of the people.

suggestions would be adopted and

exceeding 1,000 square yards
on lease or rent from any municipal
corporation in Haryana, you can
exercise the option of buying it at the
prevailing collector rate. A propos-
al to this effect has been approved
by the Haryana Cabinet which met
under the chairmanship of Chief
Minister, Mr. Manohar Lal, in Chan-
digarh, on November 22, 2017.
The Cabinet approved an amend-
ment in Section 164 (c) of the Harya-
na Municipal Corporation Act, 1994
to transfer immovable properties
of MCs to individuals, who are in
possession of shops or houses of up
to 1,000 square feet.
The amendment in Section 164 (c),
states “The consideration for which
any immovable property may be
sold, leased or otherwise transferred
would not be less than value at which
such immovable property could be
sold, leased or otherwise transferred
in normal and fair competition.”
The government has been consid-
ering the proposal that municipal
corporations immovable properties
allotted to individuals on lease, rent
from last many years from which
MCs are not earning much revenue
and also not able to get these evac-
uated, may be sold to the occupiers,
so that the corporation may earn
some revenue out of it, and also, the
occupiers may get ownership of the
property.
The government has also received
several requests from many such
occupiers to allot the properties to
them as they are paying nominal rent
for several years.
The present occupant, if different
from the original allottee/ lessee,
shall submit an affidavit stating that
the property is free from any own-
ership/occupancy litigation. If any
building was constructed over the
site at the time of allotment/lease
then the value of the same will be
the residual PWD rate. Further, the
property will be free from any type
of encroachment.
If the area of the property is more
than 1,000 square yards, it will be
done after the approval of the gov-
ernment. In case the area is less than
1,000 square yards, the deputy com-
missioner/commissioner, municipal
corporation concerned will be com-
petent to allot. If any property falls
within the proposed area required
for development, the alternative plot
of the same value will be given to the
allottee.
Tax on vehicles of other
states rationalised
The Cabinet decided to rationalise
rates of Motor Vehicles Tax to be
levied on passenger vehicles of other
states when entering and plying in
Haryana. The rationalisation in rates
has been done by giving ex-post facto
approval to the draft notification to
amend the notification dated Septem-
ber 29, 2017.
It was approved that in case of
vehicles of other states that is luxury
AC buses like Volvo and Mercedes,
the revised rates of tax would be Rs
5,000 per day, Rs 60,000 for 15 days and
Rs 1 lakh per month. A rebate of 10
per cent, 15 per cent and 20 per cent
shall be given if the tax is paid for
a quarter, six months and one year,
respectively.
The Cabinet also approved

the proposal of the Public Works
(Building and Roads) Department to
denotify Toll Point 49 on the Nar-
naul-Koriawas-Rambass Road up to
Rajasthan border, in Mohindergarh
district. This Toll Point has been in
operation since May 22, 2017.
The decision to denotify the Toll
Point has been taken as per the pol-
icy of the state government as only
such toll points can be run as have
toll collection is Rs 1 crore or more
per annum. At this toll point, the
collection, on the basis of e-Traffic
census, carried out for seven days
that is from June 30 to July 6, 2017
and converted into 365 days, works
out to just Rs 40.65 lakh per annum.
This collection is much below the
limit fixed by the state government.
Govt decides to take
over two temples
The Haryana Government has
decided to take over management of
two temples in the state. These are:
the historical Shri Mata Chandi Devi
Temple, Chandi Mandir, Panchkula,
and the Shri Durga Mata Mandir at
Banbhori in Hisar district.
The ancient historical Shri Mata
Chandi Devi Temple, Chandi Mandir,
Panchkula, would now be adminis-
tered under Article 2 (h) of the Shri
Mata Mansa Devi Shrine Act, 1991.
The decision to take over manage-
ment of the Shri Mata Chandi Devi
Temple was taken by the Cabinet in
the wake of numerous complaints
against the administration, manage-
ment and governance of the temple
by the current group of Pujaris, who
acquired the temple after the death
of former Pujari who had executed
a Will in favour of Pujari Shri Surat
Giri and his successors.

Sufficient offerings are made in
cash and kind in this temple by the
devotees, but very little amount is
being spent on the upkeep of the tem-
ple or in providing facilities to the
pilgrims in or around the temple.
On the basis of the complaints,
even an First Information Report
was registered. The Khair trees were
also being sold without any authority
of law and the trees were being cut
in contravention of the instructions
of the government regarding cutting
of trees.

Mata Mandir at Banbhori in district
Hisar.
The decision to take over manage-
ment of the temple was taken in view
of the difficulties experienced by the
pilgrims and devotees and lack of
facilities. The decision also aimed at
putting an end to open plundering
of the temple and sale of properties
under the Haryana Shri Durga Mata
Mandir, Banbhori Shrine Act, 2017.
At present, the management of
the temple rests in the hands of

family of a Pujari due to which law

agement prevails there. The temple
receives offerings worth Rs 14 to 15
crore annually and the whole income
remains in the hands of one Pujari.
Kesh Kala and Kaushal
Vikas Board to be set up
The Cabinet has decided to set up
Haryana Kesh Kala and Kaushal
Vikas Board to advise the state
government on the formulation of
policies and schemes which will en-
able the promotion and tradition of
hair-grooming and salon by bringing
new technologies into the profession
of the traditional ‘Nai’ community.
The board shall consist of nine
members, including the chairperson,
vice-chairperson and members. The
chairperson shall be appointed from
amongst persons of ability and re-
pute belonging to ‘Sain Samaj’ com-
munity. Not more than eight non-of-
ficial members shall be appointed by
the state government from among the
persons of repute and having knowl-
edge in matters related to Kesh Kala.

As a mark of honour and respect
to the people of Haryana who took
part in Hindi Aandolan of 1957, the
Haryana Government has decided
to provide monthly pension of
Rs.10,000 to the Matribhasha
Satyagrahis.
Another landmark decision of
providing a monthly pension of
Rs.10,000 to accredited media
persons of Haryana, both based
in Chandigarh and at district level,
above the age of 60 years with at
least last five years accreditation,
was also approved by the State
Cabinet, which met under the
chairmanship of Chief Minister,
Mr. Manohar Lal, on November 22,
2017.
In 1957, a number of people
of Hindi-speaking parts of the
erstwhile Punjab launched a
crusade for the honour, promotion
and implementation of their mother
tongue. This movement helped
a lot in the creation of Haryana
as a separate state. During the
satyagraha, Mr. Sumer Singh,
a resident of village Naya Bans,
district Rohtak, even lost his life.
The Matribhasha Satyagrahis
shall set up skill development
facilities and coordinate the setting
up of skill development facilities
in hair-grooming, saloon and other
related activities. It will organise
awareness campaigns for promotion
of the art of hair grooming and
develop a sense of competition by in-
stituting awards for the outstanding
Kesh Kala profession.
It will organise or coordinate in
holding exhibitions throughout the
state to spread Kesh Kala among the
small salons. It will develop a sense
of competition by instituting awards
for the outstanding Kesh Kala pro-
fession. It will revive the existing
policies of loaning and financial as-
sistance provided for the profession.
The board will advise the state

The Cabinet approved a new set of
rules namely, Haryana District Min-
eral Foundation Rules, 2017, to con-

sioner concerned. This initiative has
made Haryana a leading state in the
country in creating this concept.

As the mineral concession holders

are already under obligation to
contribute an amount equal to 10 per
cent of the amount of contract mon-
ey/ dead rent / royalty and a further
five per cent by the state government,
for similar works for benefit and in-
terest of the mining affected areas, it
has been decided that in case of mi-
nor mineral concessions, the amount
equal to one-third of the total of
'Mines and Mineral Development,
Restoration and Rehabilitation Fund'
would be transferred to the District
Mineral Foundation (DMF) for meet-
ing with the objects of the same.
Thus, five per cent of the total an-
nual contract money/royalty/lease
amount since January 12, 2015 shall
form the corpus of the respective
DMF’s in the over 16 mining districts
of the state. The Fund will be utilised
at district level as per the objec-
tives of the Pradhan Mantri Khanij
Kshetra Kalyan Yojana (PMKKKY)
in the nearly 300 mining affected
villages of these districts. As on date,
Rs 35 crore is available with expected
annual fund generation of over Rs
25-30 crore.

Food Security Rules
The Cabinet approved the draft Hary-
ana Food Security Rules, 2017, to pro-
vide for guidelines for identification
of priority households and internal
grievance redressal mechanism.
The rules will also cover the
manner in which the targeted public
distribution system related records
shall be placed in the public domain
and kept open for inspection by pub-
lic; manner in which the social audit
on the functioning of fair price shops,
targeted public distribution system
and other welfare schemes shall be
conducted; composition of vigilance
committees.
The deputy commissioner shall
function as District Grievances Re-
dressal Officer. Any aggrieved person
in matters relating to distribution
of entitled food grains or meals may
file and register his complaint with
the said officer in writing or through
e-mail or by dropping their written
grievance in grievance boxes which
shall be installed at his office, select-

eyeballs by the year, the
International Gita Mahotsav
is turning out to be a big draw. More
than 25 lakh visitors attended vari-
ous functions organized as a part of
the annual event held at Kurukshetra
in November.
With the President, Mr Ram Nath
Kovind, coming down to inaugurate
the Mahotsav, it attracted greater
attention and participation. A large
number of events, including semi-
nars, exhibitions, mass chanting of
Shlokas from Gita and launch of a
pension scheme, marked the Mahot-
sav which had a fair sprinkling of
foreign participants from 11 coun-
tries.
Gita can offer a spiritual way-out
for the present-day youth who is
caught in the vortex of insecurity,
tension and confusion, Mr Kovind
said while inaugurating an interna-
tional seminar on Gita organized as a
part of the Mahotsav.
The eternal message of Gita tran-
scends the barriers of age and time
and the boundaries of countries. All
people should celebrate Gita Mahot-
sav every day in their mind as well
as at their homes. This International
Gita Mahotsav is a celebration of the
moral, spiritual and cultural renais-
sance not only in Haryana and the
country, but in the entire world, he
added.
Congratulating the Chief Minis-
ter, Mr Manohar Lal, and his entire
Cabinet for making Gita Jayanti an
international event, the President
said since he himself belonged to the
land of Sri Krishna, he immediately

Commending the initiatives
taken by the Haryana Government
to empower women, the President
said the biggest step in this direction
had been successful implementation
of the national programme of Beti
Bachao-Beti Padhao. The gender
ratio of Haryana in 2011 was 830
girls for every 1,000 boys which has
now reached 937 with the efforts and
cooperation of both the government
and the people.

Sushma Swaraj, Astronaut Kalpana
Chawla, mountaineer Santosh Yadav,
international wrestler Sakshi Malik,
Geeta, Babita and Vinesh Phogat, the

Stressing the relevance of Gita
in politics and the need for a Gita on

right direction, the Chief Minister
said on his advice, Gita Manishi
Swami Gyananand Ji Maharaj had
written a Gita on Politics. Swami
Gyananand Ji Maharaj has so far
written ten books on different topics,
he added.
“Soon after taking over the reins
of the administration in the state, I
decided to celebrate Gita Jayanti at
international level. It is a matter of
pride that this year the President has
arrived in the holy city to inaugurate
the international seminar on Gita.
He thanked the President on behalf
of the 2.5 crore people of the state.
Earlier, the Haryana Governor,
Prof Kaptan Singh Solanki, said that
with a view to fully implementing
the concept of live and let live to
ensure peace and prosperity in the
world, there was need to spread the

David Frawley from the Ameri-
can Institute of Vedic Studies said
Bhagwad Gita characterized the
civilization and culture of India. The
teachings of Gita are being followed
worldwide by scholars, litterateurs
and people from all walks of life. Gita
teaches us that the entire world is
within us, he added.
Chairman, Guru Ram Das Foun-
dation, USA, Mr Satpal, described
Gita as a universal granth for all,
and not confined to any particular
caste, community and nation. This
small Granth having 700 shlokas
offers solution to all problems. He
expressed happiness that a Gita
Bhawan was being constructed in
Kurukshetra, In fact, such bhawans
should be established throughout the
world.
PENSION FOR SATYAGRAHIS
The Mahotsav was marked by the
launch of monthly pension scheme
for Matrabhasha Satyagraihis---
those who participated in the Hindi
Movement in 1957. The RSS chief, Dr
Mohan Bhagwat, Haryana Gover-
nor, Prof. Kaptan Singh Solanki, HP
Governor, Acharya Devvrat, and the
Chief Minister presented cheques of
Rs 10,000 each to eight beneficiaries
as pension for the month of Novem-
ber, 2017. As many as 194 beneficiar-
ies have been identified in the state
in the first phase.
Speaking on the occasion, the
Chief Minister said that pension
scheme for those who participated
in the Hindi Movement in 1957 had
been started by the present govern-
ment. He said that a movement was
launched in 1957 to revive the honour
of our mother tongue. Started on
April 30, 1957, it continued up to
December 27, 1957 during which Mr
Sumer Singh of village Bans in dis-
trict Rohtak laid down his life.
CCTV CAMERAS IN ALL COURTS
The Punjab and Haryana High
Court has prepared a comprehensive
plan to install CCTV cameras in all
courts of Haryana. This work will
be completed in four phases. This
was disclosed by Mr Justice Rajesh
Bindal, Judge, Punjab and Haryana
High Court, after going round an
exhibition related to legal literacy or-
ganized as a part of the International
Gita Mahotsav
Mr Bindal said the facility of vid-
eo-conferencing had been provided in
courts, jails, hospitals and labora-
tories. As many as 3.27 lakh under-
trials have so far been produced in
different courts from jails through
video-conferencing. Besides, doctors
have conducted 14,600 examinations
through video-conferencing.
The exhibition displayed informa-
tion related to the e-Court Project.
The website of the Punjab and Har-
yana High Court is the only website
in the country to get five-star rating.
It had information on court orders,
verdicts, case status, display board,
roster, court fee and other facilities.
All interim and final orders are also
uploaded on the website. About 30
lakh orders are available on the web-
site for the benefit of general public,

This broadly sums up the out-

Haryana in the fields of infrastruc-
ture, health care, logistics hubs and
housing. A delegation from Dubai
would visit the state in January to
explore potential and scope, and
identify areas for investment”, the
Chief Minister who had 13 meet-
ings with different entrepreneurial
groups in just 44 hours told Haryana
Review on his arrival from Dubai.
Briefed by the delegation on the
huge investment potential Haryana,
surrounding the national capital on
three sides, holds, the entrepreneurs
there were impressed by the state’s
port of wheat and rice from Haryana
and discussions were also held on
sending skilled workforce to Dubai,
Mr Manohar Lal said, adding that
investment proposals worth about Rs
86,000 crore were in different stages
of implementation.
The Haryana Government plans
to come out with a liberal retail
policy next month which would con-
tain various provisions, including
opening of 24X7 stores in the state.
Given the rising number of middle
class population, and the standards
of living of people heading north,
Haryana has great potential for
such stores, the Chief Minister said
while interacting with Dubai-based
business tycoons and leaders of
various groups, in Dubai. These
included Landmark Group, NMC, Al
Maya Group, Diplomats Summit, UK,
Hakan Agro and NIFTEM having

interests in such fields as retail, rice
processing, exports, healthcare and
bringing investments into Haryana.
At his meeting with Landmark
Group, the Chief Minister offered
help to skill its employees, and said
the state could also supply staff
to the group through a training
programme. He also offered to or-
ganize a buyer-supplier meet for the
Landmark Group in January where
smaller suppliers can exhibit their
products. Additionally, one-on-one
meeting with major suppliers can
be arranged with help of the state
government, Mr Manohar Lal said.
The Landmark Group, the second
largest non-food retail company in
UAE, operates major retail brands
in India such as Lifestyle, Max
and Splash, It has already opened
sourcing office in Gurgaon, and has
hospitality division christened Home
Centre.
At his meeting with NMC, a
healthcare giant, the Chief Minister
said the state government would
explore the option of setting up a
medi-city in Panchkula. New hospi-
tal projects can be explored in the
districts of Rewari, Mahendergarh,
Fatehabad, Dadri, Sirsa, Panipat,
Kaithal.
NMC operates 40 healthcare facil-
ities in the UAE and seven hospitals
in India, five of which are acquired
and two are greenfield. The NMC
plans for the possible acquisition of
existing Goldfield College and SRS
Hospital.
Mr. Kamal Vachani, Group Direc-
tor, Al Maya Group, discussed with
the Chief Minister issues related to
increasing exports from Haryana
to Dubai. India is one of the major
exporters to the GCC which accounts
for close to 30 per cent of total ex-
ports.

Ji in the state in a befitting manner.
It is for the first time that the state
government made arrangements
for sending two special trains from
Ambala and Safdarjung in New Delhi
to facilitate the pilgrims going to
Shri Patna Sahib in Bihar. This was
ber 25, 2017.
While one train was flagged off
by the Chief Minister, Mr Manohar
Lal, from the Sadrajung railway
station in New Delhi, the other train
was flagged off Mr Bakhshish Singh
Virk, Assandh MLA, from Ambala
Cantt. railway station. More than
3,000 devotees mainly from Ambala,
Panchkula, Yamunanagar, Kuruk-

water and food for the pilgrims in
each coach of the trains. Besides,
doctors were deputed in the train so
that immediate medical aid could
be provided to the pilgrims in case
of need. Two Class-I officers each
too were deputed from every district

also addressed a gathering of about
70 top investors from the UAE. He
urged them to invest in Haryana
and assured them full support of the
state government.
Mr Manohar Lal also interacted
with members of the Indian com-
munity, apprised them of the strides
made by Haryana, and made a strong
pitch for investment in the state.
The event organized by the Consu-
late General of India was attended
by more than 200 persons of Indian

ago, no one believed that a small
sleepy town in the interior of Hary-
ana can host an operational airport.

well) concurrently with the establish-
ment of airport.
There have been a number of cas-
es in the world where the airport has
been leveraged to attract investment
in near vicinity, but Hisar will be the
first case where an airport and eco-
nomic hub around airport have been
planned to come up simultaneously!
Hisar airport and economic hub
around will go a long way in trans-
forming the face of Haryana beyond
recognition in times to come. Inter-
national experience of successful
aerotropolis (air transport driven
economic activities culminating in
development of almost a new metro
town) suggest its impact up to 50-60
km from the airport, and even be-
yond. The project is a definite step in
the direction of addressing the issue
of regional imbalance in the develop-
ment of Haryana.
It is a hard fact that efforts to
bring industrial investment beyond
NCR (particularly near Gurgaon)
have not brought the desired results.
The proposed Hisar airport-cum-avi-
ation hub seems to be an attempt
in this direction. The strategy and
approach of the government are
right but certain additional steps are
suggested to further strengthen the
project.
Air transport economics necessi-
tates focus on high-value and globally
connected economic activities to take
advantage of international division
of labour. For example, in China the
Zhengzhou Airport Economic Zone
(ZAEZ) houses world's largest mobile
assembly facility run by Foxconn
for Apple (i-Phone). The Foxconn
sources its supplies and components
from about 200 suppliers spread all
over the world. For example, its dis-
plays are made by Japan Display and
Sharp in Japan; the Touch ID sensors

GLOBAL LOGISTICS, SUPPLY CHAIN
Obviously, global logistics and supply
chain, duly supported by air trans-
port, is a necessary prerequisite
for success. With shortening of the
economic life of most of high-tech/
high-value products, rapid and
seamless access to geographically
dispersed markets is possible only
through air transport.
Presently, air cargo is growing at
a healthy rate accounting for 35% of
global trade in terms of value, and
only one per cent in terms of volume.
Similarly, high-end knowledge
sectors, including IT/KPO/BioTech/
Material Science, Pharma, Commer-
cial R&D centres, etc. are heavily
networked activity and, therefore,

connectivity, as Hisar is a declared
Counter Magnet Area under the
NCRPB Regional Plan 2021. The HAA
can also develop world class manu-
facturing zone (IA-Industrial Area
of around 25,000 acres under DMIC),
particularly for electronic items i.e.
mobile assembly, TV, LED panel, com-
puter and office equipment, electron-
ics component and accessories etc.
The manufacture of electronic
goods would be leveraged on the
strength of access to global supply
chain through Hisar airport and also
reap benefits from the liberalized
Central Government policy for the
manufacture of electronics products.
The medical hub of the town can be
further strengthened by developing
a Health Model Township near the
Hisar airport offering state-of-the-
art medical facilities for patients
from other parts of the country and
abroad.
Hisar airport can make provision
for housing Free Trade Zone inside
airport to offer seamless services to
e-retailers, global supply and logistic
companies on the pattern of DFW.
Interestingly, the NCRPB and DMIC
have elaborate provision for technical
and financial assistance, taking care
of the crucial issue of funding. In fact,
opportunities are endless in manu-
facturing, agriculture, education and
health care in the global market.
Once the minimum critical mass
of economic activities is in place,
more business and economic activ-
ities would gravitate towards Hisar
in due course of time. This would
further attract world class schools,
medical facilities, hotels, conference
centres, restaurants and recreational
facilities, and support services such
as venture capitalists, bankers, finan-
cial analysts, CAs, legal counselling,
architects, transport, and much more.
NOT TOO AMBITIOUS
Some may find the proposed Hisar
Aerotropolis too ambitious to con-
ceptualize and implement. However,
Zhengzhou Airport Economic Zone
(ZAEZ) in China is spread over more

than 400 sq km. In India, Hyderabad
was catapulted to a globally competi-
tive location for IT/Biotech/Pharma
in early 2000 by the then Chief Min-
ister Chandrababu Naidu. Now, he
is setting up a new capital of divided
Andhra Pradesh namely, Amaravati,
spread over more than 200 sq kms.
Hisar may be a non-descript town
to an outsider but its geographically
strategic location makes it a distinct
place. The town boasts of three state
universities, a number of central re-
search institutes, thriving industrial
culture, known medical centres and
a prominent trading hub. It has been
selected as a counter-magnet town to
help decongest Delhi under the DMIC
scheme.
The proposed Hisar Aerotropolis
is, therefore, a timely and transform-
ative project, and its success would
change the economic geography of
the state and the country by convert-
ing a landlocked area into a globally
accessed business hub.=

n April 4, 2015,
Dishant Mehndiratta
was at his home in
Panchkula, with his
mother and younger brother.
His father had just left for work
when a stranger knocked at
the door asking for him. The
family invited him in and Dis-
hant’s mother, Archana, called
her husband to inform about
the visitor. His father couldn’t
recognise the man and asked
him to come later. This was
when the stranger asked if he
could use the toilet. And while
Archana was leading the way
to show him the bathroom, he
suddenly took out a knife and
put it on her neck. He start-
ed threatening the children,
asking them to bring out all the
cash and valuables.
Dishant made a quick plan
and fell down on the man’s feet
pretending to plead with him.
And after a few seconds, he
suddenly stood up, grabbed the
knife from his hand, and threw
it away. The family raised an
alarm and got him arrested.
Dishant received the General
National Bravery Award for
this courageous act.=
