Registration of Qualified Persons

Invitation for Registration as a Qualified Person

Construction Industry Development Authority (CIDA), legal successor to ICTAD, as the regulatory
authority of the construction industry is mandated to maintain a Register of qualified persons to
promote the standards of professionalism as per the Section No 26 of Construction Industry
Development Act, No. 33 of 2014. The regulation on Registration of Qualified Persons has been
published in the Gazette No 2057/5 dated 05.02.2018, prescribing the criteria for registration of
qualified persons, fees and renewal fees and standards of design and documentation to be adhered
to.

Accordingly, CIDAintends to register persons in following categories;

(a) A person who is a member of a Sri Lankan professional institute (IESL,SLlA, IQSSL)/board of
registration established by Act of Parliament in the disciplines of Engineering, Architecture
and Quantity Surveying.
(b) A person who is not a member/registrant of a Sri Lankan professional institute (IESL,SLlA,
IQSSL)/board of registration established by Act of Parliament, but related to such disciplines
and is a Sri Lankan citizen
(c) Any other person who is a member/registrant of a Sri Lankan professional institute (other
than above)/ board of registration established by Act of Parliament relating to the
construction industry

Professionals who fall into the category (a) will be registered through the respective professional
body. The details of the registration scheme and fees including the application form can be
downloaded in CIDAwebsite http://www.cj~-h!~uv~ .Application forms for categories of (b) and (c)
can also be collected free of charge from the information centre of CIDA at 123, "Savsiripaya"
,Wijerama Mawatha, Colombo O~, from 9.00 am to 3.00 pm during working days. Duly filled
applications toepther with relevant information should be SUbl"r"IiLLeJ La Director General, UDA,
"Savsiripaya" ,Wijerama Mawatha, Colombo 07.

Section No 31 of the Act, stipulates that no local authority, shall entertain any application for
building approval for any identified construction works unless the architectural, structural, electrical
and water supply, sewerage and other designs and services relating to such construction are carried
out by a Qualified Person.

All the qualified persons are required to obtain the registration from CIDA since CIDA intends to
send the list of Qualified Persons registered with CIDAto UDA and to all local authorities by 30th of
September 2018 in order to ensure that only registered qualified persons are engaged in designing,
preparation of contract documentation and supervision of Identified Construction Works as per the
regulation published in the Gazette.

Registration of Qualified Persons as per the Construction Industry Development Act

No 33 of 2014.

1. General

Herein below,
"professional institute/board of registration established by Act of Parliament" means the
professional institute/board of registration referred to under Section 26 (1) of the
Construction Industry Development Act No 33 of 2014

There are three categories of registration to practice the professions of Engineering,

Architecture and Quantity Surveying in Sri Lanka;

a) A person who is a member/registrant of a Sri Lankan professional institute/board of

registration established by Act of Parliament.
b) A citizen of Sri Lanka who is nota member of a Sri Lankan prnff':ssinnrll institute/board
of registration established by Act of Parliament
c) Any other person who is a member/registrant of a Sri Lankan professional institute
(other than above)/ board of registration established by Act of Parliament relating to
the construction industry

Any person practicing in any of the above professions without due registration as a
Qualified Person under the Construction Industry Development Authority (herein after
referred as the "Authority") shall be committing an offence under the provision of the
Construction Industry Development Act No 33 of2014 and shall be subject to prosecution.

2. Application Procedure

2.1 A person who is a member of Sri Lankan professional institute/board of

registration established by Act of Parliament.

Written request should be made to the relevant professional institute/board of

registration established by Act of Parliament by the individual member.

2.2 A citizen who is not a member of a Sri Lankan professional institute/board of

registration established by Act of Parliament. (Referred to 'b' and 'c' above)

The Application F0l111, given in Annex 01 shall be duly filled and forwarded to the
Director General of the Authority along with the required documents and fees, under
registered post.

3. Registration Procedure

3.1 A person who is a member of a Sri Lankan professional institute/board of

registration established by Act of Parliament

Such person will be registered as per the register submitted to the Authority by the
relevant professional institute/board of registration established by Act of Parliament
without any registration fee or charges.

3.2 A citizen who is not a member of a Sri Lankan professional institute/board of

registration established by Act of Parliament (Referred to 'b' and 'e' above)

Decision to grant registration to such person by the Authority shall be based on the
recommendation of the Credential Committee, after obtaining required
recommendation from the relevant professional institute/board of registration
established by Act of Parliament and upon payment of the registration fee. Such
registration shall be for a specified identified construction work, for a specified
position and for a specified period.

4. Validity of Registration

4.1 A person who is a member of a Sri Lankan professional institute/board of

regirtration cstnblinhcd by Act of Partiumcnt

Validity period shall be from Ol " of February to 3pL January of the following year, as
per the register forwarded by the relevant professional institute/board of registration
established by Act of Parliament. Relevant professional institute/board of registration
shall forward names of register cd professionals who have been subsequently included
in their roles in between such period.

4.2 A citizen who is not a member of a Sri Lankan professional institute/board of

reeistratinn pst~hli~ht'd by Act of Parliament (Referred to 'b' and 'e' above)

Registration shall be valid for one year or the period of the specified identified
construction work for which registration was granted, whichever is lesser.

S. Renewal of Registration/Provisional Registration

5.1 A person who is a member of a Sri Lankan professional institute/board of

registration established by Ad of Parllament
Renewal of registration shall be granted at the request of the applicant through the
relevant professional institute/board of registration established by Act of Parliament.

5.2 A citizen who is not a member of a Sri Lankan professional institute/board of

registration established by Act of Parliament (Referred to 'b' and 'e' above)

Renewal of registration may be granted at the request of the applicant. Such application
for renewal shall be submitted eight (8) weeks prior to expiry.

7. Registration Fee and Processing Fee (Referred to 'b' and 'c' above)

Registration fee and processing fee shall be as determined by the Authority from time to
time. Prevailing fees shall be as follows. Processing fees shall not be charged for renewals
if application for renewal is made within the specified time period.
