I am working through the World Bank's Articles of Agreement to defeat the Secretariat of the
Bretton Woods' institutions. (Bretton Woods institutions is another name for the World
Bank and International Monetary Fund). The World Bank's Articles of Agreement puts all of
humanity in charge. They were written by Ferdinand Marcos, lawyer for José Rizal, so that
the world's wealth could not be stolen.

Dear Philip,

I just found your email, which did not arrive when you sent it. Mr. Kucak neglected to answer my
direct questions about the Bank of England's operations, and about its governance:

1) whether the Bank of England has the UK's monetary gold reserves or whether the Global Debt
Facility holds these reserves.

2) whether the UK is in interregnum because Queen Elizabeth II is not the UK's monarch due to the
fact that her great- grandfather King Edward VII was illegitimate. Edward VII's mother, Queen
Victoria, had an older son from a secret legal marriage at age 14, in 1834, who was exiled to Portugal.

Board of Governors of Mr. Kucak's refusal to give direct answers to these questions.

In the meantime, the World Bank secretariat has stepped up its disinformation campaign by publishing
an unauthorized statement purporting to invalidate the Global Debt Facility.

During the Annual Meetings in Lima, Peru, when I met with more than twenty delegations, it was
agreed that I was authorized to speak on behalf of the Board of Governors on matters involving the
Global Debt Facility and that any country which took exception to my statements on their behalf
would go on record in writing. I have kept the New York missions, Tokyo embassies and the
Development Committee informed on progress in replacing fractional reserve fiat currencies for
national currencies and then currencies out of gold minted from the world's international
monetary reserves in the Global Debt Facility.

Because the United States has been under secret military rule and subject to state capture, the
United States has failed to respect the Articles of Agreement of the World Bank and IMF. On
December 18, 2015, the Board of Governors fired Jim Kim and Sean McGrath.
