Terms of Reference: Partnerships Officer (Indonesia)

Position title: Partnerships Officer – RISE Indonesia.

Duration of contract: 12 months full time, renewable based on performance (3-month probation
period).

Starting date: 1 March 2019 (or an earlier date subject to completion of procedures)

Remuneration: This vacancy is a local staff position with local remuneration package. It is open only
to nationals and residents of Indonesia. A competitive remuneration package and benefits will
apply. The actual level and salary will be based on qualifications of the selected candidate.

Location: Jakarta, with frequent travel to Makassar

Background: The Revitalising Informal Settlements and their Environments (RISE) program aims to
demonstrate a new approach to water and sanitation management in urban informal settlements.
RISE is an action-research program utilizing a randomized control trial (RCT) methodology involving
12 informal settlements in Makassar. The overall aim of RISE is ‘to improve the lives of men and
women, boys and girls in informal settlements through improvements in human health and the
environment by adopting a water sensitive cities (WSC) approach to informal settlement upgrading.
The expected outcome is to provide the evidence that a localised, water-sensitive approach to
upgrading informal settlements can deliver sustainable, cost-effective improvements in health and
the environment as a complementary to ‘big pipes’ in the Asia-Pacific, paving the way for further
deployments in the region and globally.

Through its Urban Climate Change Resilience Trust Fund (UCCRTF), the Asian Development Bank
(ADB) is keen to provide an investment grant to finance the construction of infrastructure designed
through the RISE program in Makassar.

Job purpose: Identify, activate, promote, and facilitate partnerships with RISE program partners in
Indonesia. Primary partners include the Indonesian Government counterparts in Jakarta and
Makassar and the ADB. The Partnerships Officer will seek to match external partner priorities and
preferences with RISE program requirements.

Expected outcomes: Secure government and donor investment grant approval and contribute to
further upscaling and replication of the RISE approach in other Indonesian cities.

Key responsibilities:
1) Relationship management with Indonesian Government counterparts
 Engage relevant Indonesian government counterparts in Jakarta (including but not
limited to the Ministry of Public Works, Directorate General of Human Settlements
which is the envisioned to be the Executing Agency for the investment grant, the city
of Makassar which is the envisioned Implementing Agency for the investment grant
and the National Planning Agency, BAPPENAS) in the RISE program, conveying the
innovative approach and benefit for the people of Indonesia.
 Strengthen the partnership between central (Jakarta) and local (Makassar)
government counterparts through the organization of meetings and workshops to
facilitate project implementation.
 Support government counterparts, including but not limited to, processing of the
investment grant, creation of DIPA, procurement and supervision of works and
services, monitoring and evaluation and reporting.
2) Support investment grant processing and administration with program funder (ADB)

 Contribute to the preparation of Grant Assistance Report (GAR) including the project
administration manual (PAM) by gathering and consolidating data and coordinating
inputs from possible consultants’ contribution to the GAR;
 Prepare ad-hoc reports as requested by financing partners, including compiling data
for project and generating reports in English and Bahasa Indonesian.
3) Lead dissemination and capacity development activities
 In close collaboration with project counterparts, take a lead in designing and
implementing dissemination and capacity development activities to enhance
understanding of WSC approach and facilitate upscaling and replication of the RISE
approach. Activities could include workshops and training events in Indonesia and
Australia.
4) Other

 Ensure close liaison with the RISE teams in Melbourne and Makassar so to be up-to-
date on the latest status of project implementation.
 Organise, implement and participate in technical missions by the RISE Melbourne and
financing partner team members.
 Translate between English and Bahasa Indonesia if required.
 Support timely mission reporting, documentation, and follow-up.
 Perform other tasks as assigned and reflected in the incumbent’s work plan.

Qualifications and required experience:


Education Requirements: Bachelor's degree in a relevant discipline.

Relevant Experience: At least 7 years of relevant professional work experience, ideally with the Asian
Development Bank (ADB) and/or the Government of Indonesia, Ministry of Public Works.

Required skills and competencies:


 Proven ability to work independently on assigned tasks, areas of analysis and research
 Effective report-writing and communication skills in English and Bahasa Indonesia.
 Proficient in spreadsheets and able to learn donor information systems.
 Understanding of informal settlement.
 Experience with designing and implementing capacity development programs
 Able to work collaboratively and constructively in teams.
 Able to liaise and work effectively with government officials Indonesia and in ADB.
