Rio Bravo Poso (“Poso”) is a 45MW circulating fluidized bed boiler and steam
turbine facility, located on an 80 acre site approximately 8 miles north of
Bakersfield, California.

Asset Configuration and Technical Description

a. Project Site
Poso is located approximately 8 miles north of Bakersfield, California on an 80
acre site, fee title to which is held by Rio Bravo Poso. The site is zoned A-1
(limited agricultural) and the use of the property for power generation was
approved by Kern County. Access to the site is provided via paved State Highway
65 and a paved access road.

b. Equipment Configuration
Poso was built in 1989 using new equipment. The facility principally is comprised
of an outdoor Combustion Engineering atmospheric circulating fluidized bed
boiler, emission control equipment, fuel receiving and storage facilities, one
outdoor Alstom 45MW Steam Turbine Generator (“STG”), electrical switchyard
and distribution systems and control and instrumentation systems.
c. Boiler
The Poso boiler is a drum-type, atmospheric circulating fluidized-bed, balanced
draft unit, utilizing limestone or other materials as bed material designed and
originally manufactured by Combustion Engineering, capable of producing
290,000 pounds per hour of 965°F steam at 1,710 pounds of pressure per square
inch gauge (“psig”). Water walls = 6135 sq. ft., (Heating Surface), Economizer =
16,606 sq. ft., Fly Ash Bag House is a Ray Jet Model (8) 61813-14 THC. There is
an all steel 182 ft. vertical chimney. The plant is capable of producing
approximately 8,000 lbs/hour of steam at 1,100 psig and 80% quality to be used
as down hole injection for enhanced oil recovery. A propane system is provided
for startup of the boiler. Natural gas can be brought to the site but is not
currently present.
The boiler has two forced draft fans, one primary air and one secondary air and
one induced draft fan. Shell and tube type air pre-heater. Boiler protection
includes but is not limited to:

§ Super heater temp high/low alarm
§ Super heater temp low trips turbine
§ Clearator tank low level alarm
§ Boiler feed water pressure low alarm

Master fuel trips include igniter and main flame trips, igniter low pressure trip
and PA fan duct pressure trip, flame failure trips the burners, induced draft fan,
primary air and secondary fans.

The boiler is equipped with local and remote drum level indication. There are
two drum level trips on the common circuit.

The plant has two electric boiler fuel pumps rated at 100% each, fed from the
same bus. In addition, they have a diesel driven emergency shutdown boiler feed
pump, which will maintain flow long enough to safely shut down the unit.

e. Summary of Major Boiler Maintenance

Jurisdictional inspections are completed annually. Boiler maintenance outages


are scheduled annually. Routine inspection and maintenance includes refractor
repairs, thermal spray repairs, and combustor nozzle inspections and/or repairs.
f. Steam Turbine Generator
Steam from the CFB boiler is utilized in a pedestal mounted condensing steam
turbine generator set. Poso’s STG is a straight condensing unit consisting of an
Alstom high / low pressure steam turbine with double-flow exhaust and
generator. The STG forms an integrated part of a regenerative steam cycle that
includes a steam condenser, two 100% capacity condensate pumps, gland steam
and air ejector condensers, low pressure and deaerating feed water heaters, two
100% capacity feed water pumps, and one emergency feed water pump. Poso is
equipped with a Taylor Mod 300 DCS, (distributed control system) for burner
management, combustion, and balance of plant controls.

There have been no major modifications or design changes since installation.


n. Fuel Receiving
Poso’s historic main fuel source has been coal and petroleum coke. Poso also co-
fired local biomass supplies, including pistachio shells and, to determine any
boiler operational results as well as fuel handling issues. Coal and petroleum

coke are currently delivered to the site in covered hopper-bottom trucks


dispatched from the terminal distribution complex. If the conversion to burn
100% biomass is completed, biomass is expected to be delivered directly to the
site via truck and trailer.
Trucks unload at the site into a drive-over grizzly and discharge into a semi-
enclosed hopper designed to accommodate a throughput of 100 tons per hour
that also includes a dust suppression system.
Unloading time is approximately 5-7 minutes for a nominal 25-ton (net) capacity
truck. Fuel from the receiving hopper is fed by a fully enclosed conveyor to a
distribution conveyor whereby fuel is deposited in one of two 750-ton silos.
Together, the silos provide four days of storage based upon full-firing rate and
design fuel. A dust suppression system is employed to minimize fugitive dust.
Each silo is equipped with a gate, screw feeder/conveyor, and crusher, which
discharges to a collecting conveyor via totally enclosed connections. The
collecting conveyor feeds the boiler surge hopper. This system will be modified
during an optional biomass fuel conversion. See Biomass Conversion description
below.
o. Emissions Control
Poso’s emission control equipment consists of a bag house for particulate
removal and dust collection.
p. Water Treatment
Boiler Water – The boiler water treatment system consists of a steam drum, a
deaerator for oxygen removal, batch tanks, and pumps for treatment chemicals.
Poso utilizes a leased de-mineralizer system to condition make-up water for
boiler use.
Cooling Water – The cooling water treatment consists of totes and pumps for
dispersant and passivator chemical injection. A 10,000 gallon acid tank, pH
controller, and variable speed pumps are used for pH control. Bio growth is
controlled by an Oxidation-Reduction Potential (“ORP”) system that operates a
sodium hypochlorite (bleach) pump.
Storage – A 100,000 gallon water storage tank is provided for plant raw water
storage.
q. Cooling Tower
Heat rejection systems are provided for condensing of steam and cooling of
auxiliary equipment. The main condenser is a shell and tube heat exchanger
equipped with two 100% capacity condensate pumps. A multi-cell, mechanical
draft cooling tower is also used, with two 100% capacity circulating water pumps.
The main cooling tower was manufactured by GEA Power Cooling Systems. It is
a three cell, induced draft, counter flow cooling tower with a water flow rate of
20,250 gpm. Three fans are supplied, one for each cell of the tower and they
operate at two speeds. An extension-cooling tower was added, manufactured by
Pacific Cooling Services. It is a two cell, induced draft, counter flow cooling
tower with a water flow rate of 4,205 gpm.
The condenser cooling water is supplied by two 400 HP 20,400 gpm circulating
pumps (one in standby). The cooling water to plant auxiliaries is supplied by two
40 HP 670 gpm pumps (one in standby). The cooling tower is rated at 7.76
macfm air flow and water loading of 5.27 gpm/sq ft.

Biomass Conversion
Poso was also permitted to utilize biomass as fuel and can be converted into a
100% biomass facility. The plant has undergone test burning of biomass fuel as
well as analysis and engineering design. Studies performed by Shaw Consultants
have determined that the minimum amount of qualified capital improvements
needed to convert the facility to biomass and to qualify the facility for PTCs is
approximately $4.6 million, of which more than 5% has already been spent by the
partnership.
Once qualified modifications are complete, Poso will receive PTCs based on
renewable energy production at a current rate of ~$11.00/MWh, (open-loop) or
~$23.00/MWh, (closed-loop), escalating annually.
The biomass conversion project principally consists of modifications to each
facility: (i) to the boiler fuel feed system allowing 100% biomass to be fed into the
boiler in sufficient quantities to meet high steam production; (ii) in the interior
boiler – changes in metals, refractory, cyclone, backpass, sootblowers, etc – to
handle chemical and physical differences in biomass fuel compared to coal with
high reliability; and (iii) to the fuel receiving, handling and transfer systems at
each facility – due to the differences in bulk density and materials handling of
biomass compared to fossil fuels. A more detailed description of the conversion
plan is set forth later in each plants overall description.
Testing and studies have confirmed that certain changes to machinery and
equipment are appropriate to allow 100% biomass fuel use. The qualified capital
improvements are part of design and engineering work being done by Foster
Wheeler North America and principally consist of the following:
§ New boiler penetrations for additional fuel feed
§ Waterwall and boiler tube changes
§ Additional refractory
§ Changes to the cyclone
§ Changes to the pre and finishing superheaters
§ Changes to the sootblower system

§ Changes to the ash removal system


§ Fuel feed system to boiler
Additionally, a new fuel feed system will be added to the boiler, while parts of the
old fossil fuel feed systems will be retained. Current cost projections will meet
the minimum qualified cost goal.
Additional changes are necessary to receive biomass fuel, but are not part of
“qualified” costs. These principally consist of the following:
§ Truck Scales
§ Truck dumping and self-unloading facilities
§ Fuel receiving hoppers
§ Screening and hogging (sizing) equipment
§ Metal and foreign object removal systems
§ Fuel stacking systems
§ Fuel reclaim systems

f. Electric and Gas Interconnections
Poso has a generator interconnect agreement with PG&E. The interconnect point
is between the high side of Poso’s generator step-up transformer and the
adjacent 115kV Substation. Poso has requested a replacement CAISO
interconnection agreement under CAISO regulatory provisions allowing a legacy
Qualifying Facility ("QF") to convert to a new form of interconnection agreement
while retaining all rights. Due to its limited use of gas for just start-up, Poso does
not have a natural gas connection. Poso is located approximately two miles west
of the PG&E main gas pipeline system in that area.
g. Ash Disposal
Combustion ash was recycled for beneficial use under an Ash Management
Agreement with Calash LLC.
h. Water Supply
All water is supplied by two on-site ground water wells.

acre site. Jasmin entered into a ground lease for the surface land. The initial term
of the lease expires September 30, 2021, with two consecutive five-year extension
options. The site is zoned A-1 (limited agricultural) and the use of the property for

c. Boiler

The Jasmin boiler is a drum-type, atmospheric circulating fluidized-bed, balanced


draft unit, utilizing limestone or other materials as bed material designed and
originally manufactured by Combustion Engineering, capable of producing
290,000 pounds per hour of 965°F steam at 1,710 pounds of pressure per square
inch gauge. The boiler consists of a water wall section = 6,135 sq. ft., an
economizer section = 16,006 sq. ft., a super heater section = 29,373 sq. ft., a bag
house, and a 220 ft. vertical steel chimney. The plant is capable of producing
approximately 8,000 lbs/hour of steam at 1,100 psig and 80% quality to be used as
down hole injection for enhanced oil recovery. Pipeline natural gas form through a
SoCalGas pipeline administered by PG&E is used for start-up of the boiler.
Jasmin’s main fuel service has been coal, co-fired with petroleum coke.

q. Cooling Tower

Heat rejection systems are provided for condensing of steam and cooling of
auxiliary equipment. The cooling system consists of a two-cell, induced draft,
counter-flow cooling tower and two circulating water pumps with a water flow
capacity of 19,000 gpm. Each cooling tower cell has a two-speed reversible type
fan.

f. Electric and Gas Interconnections

Jasmin has a generator interconnect agreement with PG&E. The interconnect


point is between the high side of Jasmin’s generator step-up transformer and the
adjacent 69kV Substation. Jasmin has requested a replacement CAISO
interconnection agreement under CAISO regulatory provisions allowing a legacy
Qualifying Facility ("QF") to convert to a new form of interconnection agreement
while retaining all rights.
Jasmin has a natural gas interconnection with Southern California Gas Company,
administered by PG&E.

g. Ash Disposal

Combustion ash is recycled for beneficial use under an Ash Management


Agreement with Calash LLC.

h. Water Supply

Kern Tulare Water District supplies Jasmin with water pursuant to a typical
municipal usage fee arrangement. Jasmin has two back-up wells on site.
