2 Overview

2.1 Feature Introduction

An RNC can be connected to a Stand-Along SMLC (SAS) device through the Iu-Pc
interface. Therefore, operators can deploy location services in the entire network, instead
of depending on the RNC device.

The Iu-Pc interface is a standard interface defined by 3GPP, and the protocol stack is
shown in the following figure.

How an RNC connects with SAS devices through the Iu-Pc is shown in the following
figure.

When a ZTE RNC connects with SAS devices, it uses the SAS position method in
SAS-centric mode. The SAS determines the position method and supports Auxiliary GPS

Data. The RNC sends location request information from the CN and the measurement
data for location service to the SAS. At the same time, the RNC gets UE location
information from the SAS, and sends it back to the CN.

When an operator uses SAS devices to implement the position function, an RNC
supports the CellID, CellID&RTT, and AGPS position methods, and supports the
corresponding measurements.

An RNC only supports the connection to one SAS device in this version.

The ZWF21-10-008 Iu-PC Support feature cannot be activated together with the
following features:

 ZWF21-10-001 LCS with Cell ID & RTT

 ZWF21-10-002 LCS with A-GPS

The ZWF21-10-001 LCS with Cell ID & RTT and ZWF21-10-002 LCS with A-GPS
features are internal location features in an RNC, and do not take effect when the RNC
implements location service through the Iu-pc interface.

3. Affected Features

3 Technical Description

3.1 Signal Connection Mode between RNC and SAS

An RNC connects with SAS devices to transmit position control messages and position
results through the Iu-PC interface. The UIupcLink.AneId and UIupcLink.iupcId
parameters about SAS need to be configured on the OMCR. The interactive modes on
Iupc include connective mode and non-connective mode. Non-connective mode needs
no SCCP link on transmission and reception. Connective mode needs an SCCP link for
each UE on transmission and reception. An ZTE RNC uses connective mode on the
Iu-PC interface. The first message from the RNC to SAS is POSITION INITIATION
REQUEST. When the mesaage is transmitted, the SCCP connection shall be
established first between the RNC and SAS. The messages on connection-mode are as
follows:

1. POSITION INITIATION REQUEST (RNC to SAS)

2. POSITION INITIATION RESPONSE/POSITION INITIATION FAILURE (SAS to


RNC)

3. POSITION ACTIVATION REQUEST (SAS to RNC)

4. POSITION ACTIVATION RESPONSE/POSITION ACTIVATION FAILURE (RNC to


SAS)

3.2 SAS Positioning

An RNC and an SAS can communicate with each other through the IUPC interface. The
RNC gets location information of UEs from the SAS through a POSITION INITIATION
process. Through a POSITION ACTIVATION process, the RNC provides the SAS with

measurement information of UEs and Node Bs for SAS positioning. The RNC and SAS
transmit abnormal situations occurred in the position procedure to each other through an
ABORT process and an ERROR INDICATION process.

After the RNC receives a LOCATION REPORTING CONTROL message (a positioning


request) from the CN, it determines the positioning method in accordance with the
UrncFunction .LocModeSwch parameter configured on the OMCR. If the SAS centric
positioning method is selected, the RNC needs to obtain the following information from
the request message:

1. Event reporting method (event triggered or periodic).

2. Reporting area (SAI or GA).

3. Required level accuracy and response time.

4. Positioning priority.

The RNC gets the CELL ID and UE capability and sends the information to the SAS
through a PCAP Initiation Request message. If there is no SCCP connection between
the UE and SAS, the RNC establishes an SCCP link for the UE.

The SAS selects an appropriate positioning method based on the CN positioning request
and sends a PCAP Activation Request message to the RNC. The RNC is expected to
provide the corresponding UE and Node B measurement results based on the selected
positioning method. In addition, the SAS provides assistant GPS information to the RNC.

The RNC queries the current UE state. If the UE state is not CELL_DCH, the RNC
performs paging or other configuration procedures to move UE to CELL_DCH state. If
the UE is in a soft handover, the best active cell is selected as the reference cell.

The RNC delivers the relative measurements as per SAS requirement.

 For GPS positioning, the RNC sends a positioning measurement request to the UE,
including assistant GPS information (refer to Section 3.1.2 A-GPS Location
Measurement in the ZTE UMTS Location Service with AGPS Feature Guide). For
UEA AGPS, the UE directly reports the measurement result to the RNC. For UEB
AGPS, the UE reports the calculated position information to the RNC.

 For CELL ID&RTT positioning, the RNC sends an RTT-dedicated measurement


request to the Node B (refer to Section 3.3.1 RTT Dedicated Measurement in the
ZTE UMTS Location Service Feature Guide) and sends an internal measurement
request to the UE (refer to Section 3.3.2 UE Location Measurement in the ZTE
UMTS Location Service Feature Guide). If the SAS also requires the path loss,
EcN0, or RSCP, RNC decides whether to establish special ID5 Intra-Frequency
measurement for collecting RSCP/EcNo/Pathloss information through the
parameter URncInfo.rptSwForLcsIntraF, and the parameter
URncInfo.rptAmtForLcsIntraF indicates the reporting amounts of ID5 measurement,

the parameter URncInfo.rptItvForLcsIntraF indicates the reporting interval of ID5


measurement.

In accordance with the delivered measurement request, the UE reports the internal
measurement result or positioning measurement result to the RNC, and the Node B
reports the RTT measurement result to the RNC. The RNC sends a PCAP Position
Activation Response mesage to the SAS based on these measurement results.

The SAS calculates the UE position by using the returned measurement results, and
sends a PCAP Position Initiation Response message to the RNC.

The RNC sends the UE positioning result, returned from the SAS, to the CN through a
LOCATION REPORT message. If there is no other signaling process between the UE
and SAS, the RNC releases the SCCP connection.

During an RNC PCAP position initiation procedure, if the CN disconnects the Iu interface,
or the UE context is released due to RNC failure, the RNC sends an ABORT message to
the SAS to stop positioning. If the RNC fails to decode the messages received from the
SAS, it discards the messages and sends an ERROR INDICATION message to the
SAS.

6 Engineering Guide

6.1 Application Scenario

If SAS devices are supported, the Iu-pc interface is preferred, which can release RNC
load and enhance the position accuracy.

6.2 Feature Activation Procedure

This procedure describes how to locate the parameters related to this feature in the GUI.
The parameter values on the screenshots in the procedure are for reference only. Refer
to Chapter 4 for the recommended values of the related parameters.

In the configuration resource tree, select Modify Area > Management Element >
Transport Network > N0.7 Signaling Configuration > Near End Signaling Point, and
double-click Adjacent Office Information. Set the following parameters:

 Encode type of signaling point

 Destination point code

 Type of adjacent office

 signaling point type of adjacent office

 Connection relationship with local signaling point

Note: The following parameters are set to establish the connection between the RNC and
SAS:

In the configuration resource tree, select Modify Area > Management Element, and
double-click UMTS Logical Function Configuration. Set the Location Mode
parameter. See Figure 6-2.

In the configuration resource tree, select Modify Area > Management Element > UMTS
Logical Function configuration > Link Configuration, and double-click IuPC Link.
Set the Adjacent Net Element Identifier and iupc Id parameters. See Figure 6-3.

6.3 Feature Validation Procedure

6.5 Impact on the Network

Based on the Operators’ requirements, the RNC can use the internal positioning method
or SAS positioning method. The SAS positioning method may use less calculation and
less occupation on CPU. In addition, the upgrade of SAS slightly affects the RNC.
