NIA REGION 1 CONDUCTS GENDER SENSITIVITY TRAINING AND GENDER-BASED EFFECTIVENESS SKILLS
TRAINING (GBEST)

A two-day live-in seminar was conducted by the NIA Regional Office No. 1 on Gender-Based
Effectiveness Skills integrated with Gender Sensitivity Training last July 3-4, 2018 and July 5-6, 2018 at
NIA RTC, Bayaoas, Urdaneta City. The seminar was done in two (2) batches and was participated by the
Regional employees and staff.

Dr. Leo R. Gallego, Acting IDD Manager of NIA Central Office, was the invited Resource Speaker during
the training and seminar.

Among the topics discussed during the technical sessions were 1) Evolution of Gender Paradigms and
Perspective, 2) Shaping of Perfections, 3) Characteristics of Culture, 4) Historical Overview of Male-
Female Relationships (Images and Insights), 5) Sex and Gender, 6) Brain Wiring, 7) Breaking the Barriers
of Gender Resistance, 8) Rewriting Gender Roles and Scripts and 9) Internalizing Gender Issues.

The participants actively participated in the different group dynamics and technical sessions. Everyone
understood both men’s and women’s roles, needs, interests, priorities and responsibilities in this
changing world. Both men and women must be involved with equal opportunity.

This successful endeavor was spearheaded by the Administrative and Finance Division of NIA RO 1 under
the able leadership of Ms. Vanessa C. Moulic, the Acting Division Manager.

A Toast to Women Empowerment

Between 1940’s and 1960’s, women were only viewed as mothers and housewives. Their day-to-day
activities and contributions were either ignored or unnoticed. Men were the agents of development.
Men were the breadwinners of their families and women were mere housekeepers. Economic growth
targeted men and thus, development assistance in forms of financial aids were introduced to them.

In the 1970’s, it was becoming evident that the important role of women was motherhood and child-
rearing, and that women were the passive recipients of development. Feminist movements in various
parts of the world clamor for the elimination of all kinds of gender discrimination. As such, 1975 was
declared as the International Women’s Year and the first World Conference on Women was held in
Mexico City. Subsequently, the years 1976 – 1985 was declared as the UN Decade for Women.

The UN Decade for Women paved the way for gender analysis in formulating policies and measures of
economic development for women as full and equal partners of men.

In the Philippines, RA 7192 otherwise known as the “Women in Development and Nation Building Act”
was enacted on December 11, 1991. This act aims to promote the integration of women as full and
equal partners of men in development and nation building. The State recognizes the role of women in
nation building and shall ensure the fundamental equality before the law of men and women. The State
shall provide women rights and opportunities equal to that of men.

On August 14, 2009, The Magna Carta of Women (MCW) was signed into law under RA 9710 providing
better protection for women. The law seeks to eliminate discrimination against women and making
them partners of change alongside with men.
It is now high time that we, WOMEN, speak and be heard. To be empowered means we are in control of
our lives. We know that our thoughts and opinions are significant. We know our purpose and we assert
our rights.

We inspire others and stand up for the truth. We strive for excellence and at times, we are
compassionate to the needs of others.

So, to all the WOMEN out there, this is our day …. this is our time .….and this is it.

NIA RO 1 CELEBRATES WOMEN’S MONTH

NIA RO1 officials and employees led by Engr. Vicente R. Vicmudo and PSI Madonna V. Cabiles, Head of
the Women and Children Protection Desk of Urdaneta City, Pangasinan posed for their souvenir shot
during the Women's Month celebration last March 27, 2018. A light moment during the discussion of
RA 9710 or the Magna Carta of Women and RA 9262 or the Anti-Violence against Women and their
Children Act.

NIA Region 1 (NIA RO 1) held its Women’s Month celebration last March 27, 2018 with a Gender and
Development (GAD) awareness program in the morning and a wellness cum pampering activity in the
afternoon. This was well-attended by RO 1 employees and staff.

PSI Madonna V. Cabiles, Chief of the Women and Children Protection Desk (WCPD) of Urdaneta City was
invited as the resource speaker during the GAD awareness program held at the Regional Training Center
of the region.

PSI Cabiles expounded on Republic Act (RA) 9710 of 2009 or otherwise known as the Magna Carta of
Women (MCW) which is a comprehensive women’s human rights law that seeks to eliminate
discrimination against women by recognizing, respecting, protecting, fulfilling and promoting the rights
of Filipino women, especially those in the marginalized sectors.
The Magna Carta also mandates non-discriminatory and pro-gender equality measures to enable
women’s participation in the formulation, implementation and evaluation of policies, plans and
programs for national, regional and local development.

She also tackled the Anti-Violence against Women and their Children (VAWC) Act of 2004 embodied
under RA 9262. This act classified violence against women and their children as a public crime. The RO 1
employees were given the chance to know the different kinds of violence and the penalties for
committing these acts.

In the afternoon, a wellness cum pampering activity was laid out for RO 1 employees. The wellness
activity offered free foot spa with pedicure and manicure and free body massage which the employees
availed and enjoyed.

This GAD awareness program was spearheaded by the Administrative and Finance Division under the
leadership of Ms. Vanessa C. Moulic, the Acting Division Manager A.

on the importance of celebrating Women's Month in the country and in the entire world. Acting

NIA Region 1 Adopts “The Great Filipino Workout” Project

NIA RO 1 adopting |The Great Filipino Workout" Project under MC No. 8, series of 2011, issued by the
Civil Service Commission. Regional employees doing the ZUMBA every Friday at 3:00 in the
afternoon in order to develop a healthy and alert workforce.
The Civil Service Commission (CSC) issued MC No. 8, series of 2011 which reiterated the Commission’s
directive to all government agencies to adopt a health and fitness management program for all its
employees dubbed as “The Great Filipino Workout.”

The program is designed to give importance to a healthy lifestyle and development of an alert workforce
in government agencies. This is also an integral part of the National Physical Fitness and Sports
Development Program for government personnel.

In line with this directive, NIA Region 1 encouraged employees in the regional office compound to join
the “ZUMBA” in the lobby area every Friday at 3:00 in the afternoon as part of the agency’s continuing
physical fitness activity to develop a healthy workforce.

Zumba involves dance and aerobic movements performed to energetic music. This is an exercise fitness
program created by a Colombian dancer and choreographer during the 1990s.

Zumba can help lower the risk of heart disease, reduce blood pressure and bad cholesterol, and boost
good cholesterol. Indeed, health and wellness really go together.

Zumba performed to an energetic music which involves dance and aerobic movements. Zumba helps
lower the risk of heart disease.
