CALL FOR PROPOSALS

[CONSULTANCY / APW:
Strategic Communication Plan on UHC]

1. Summary
The World Health Organization (WHO) Philippines is looking for a firm or agency contractual
partner for developing and implementing a strategic communication plan on universal
health coverage in the Philippines. The proposals are due by 15 January 2019.

2. Background
Universal health coverage (UHC) means that all people and communities can use the
promotive, preventive, curative, rehabilitative and palliative health services they need, of
sufficient quality to be effective, while also ensuring that the use of these services does not
expose the user to financial hardship. Achieving UHC is a crucial component in attaining the
Sustainable Development Goals (SDGs), particularly SDG 3 of good health and well-being.
Without access to quality and affordable health services, SDG 3 will not be achieved.

Over the past decade, countries in the WHO Western Pacific Region, including the Philippines,
have made significant health gains and increased commitments to advance UHC. The Regional
Committee of the Western Pacific has agreed that countries should develop UHC roadmaps
based on the five attributes of high-performing health systems: quality, efficiency, equity,
accountability, and sustainability and resilience.

In 2018, during WHO’s 70th anniversary year, UHC was a key campaign focus for World Health
Day on 7 April using the tagline “Health for All.” WHO urged world leaders to live up to the
pledges they made when they agreed on the SDGs in 2015 and commit to concrete steps to
advance the health of all people.

In the Philippines, UHC is being accelerated through a UHC bill that has recently passed the
bicameral conference committee of the Senate and Congress. The UHC bill is expected to be
signed into law by January 2019. With these developments in the Philippines, there is a growing
need to communicate UHC effectively to key stakeholders such as legislators, national
government, local government, civil society, private sector, media, and the general public.

Towards this end, the chosen agency shall provide technical services to the Department of
Health and WHO Philippines to develop and implement a strategic communication plan on
universal health coverage in the Philippines.

3. Timeline
The implementation timeline for the project is from 18 January 2019 to 31 March 2019.

5. Scope of Work
In coordination with WHO Philippines and the Department of Health, the selected contractual
partner shall perform the following activities:

Output 1: Review UHC in the Philippines and develop inception report


• Deliverable 1.1: Review and analyse relevant documents and materials on UHC in the
Philippines.
• Deliverable 1.2: Meet with representatives of WHO Philippines and Department of
Health to level off and plan the deliverables.
• Deliverable 1.3: Create an inception based on this review, including the planned
activities, methodology, resources and timeline.

Output 2: Develop a UHC strategic communication plan


• Deliverable 2.1: Conduct relevant research including a situation analysis and audience
analysis as part of the communication plan.
• Deliverable 2.2: Draft a comprehensive communication plan including the (1)
communication objectives, (2) behavioural outcomes, (3) target audiences, (4)
messaging, (5) channels, (6) communication materials, (7) activities including an event
plan for World Health Day, (8) monitoring and evaluation, (9) timelines, and (10)
implementation plan.
• Deliverable 2.3: Submit draft communication plan to DOH and WHO Philippines for
review and approval.
• Deliverable 2.4: Apply the revisions and submit the final communication plan to DOH
and WHO Philippines.

Output 3: Organize an event to highlight UHC


• Deliverable 3.1: Conduct preparatory meetings to finalize the event plan.
• Deliverable 3.2: Manage logistical preparation for the event, including but not limited to
stage set-up, lights and sounds, programme direction, host and entertainment,
administrative arrangements, and event collaterals.
• Deliverable 3.3: Ensure full day photo coverage of the event and photo booth
arrangements.
• Deliverable 3.4: Arrange press conference requirements such as media invites and
follow-up, press conference set up, press kit, among others.

Output 4: Develop interim communication materials for January-March 2019, pending


completion of the strategic communication plan
• Deliverable 4.1: Conceptualize the communication materials needed for key
stakeholders, using various creative formats such as infographics, images, videos
(including 30-60 seconder PSA/ad), printed materials, etc.
• Deliverable 4.2: Produce the communication materials and submit to DOH and WHO
Philippines for review and approval.
• Deliverable 4.3: Pre-test the communication materials and apply necessary revisions
based on the pre-test.
• Deliverable 4.4: Finalize the communication materials in print-ready digital format with
• concurrence from DOH and WHO Philippines.
• Deliverable 4.5: Reproduce the print materials when necessary.

Output 5: Develop the communication materials based on the strategic communication plan
• Deliverable 5.1: Conceptualize the communication materials needed for key
stakeholders, using various creative formats such as infographics, images, videos
(including 30-60 seconder PSA/ad), printed materials, etc.
• Deliverable 5.2: Produce the communication materials and submit to DOH and WHO
Philippines for review and approval.
• Deliverable 5.3: Pre-test the communication materials and apply necessary revisions
based on the pre-test.
• Deliverable 5.4: Finalize the communication materials in print-ready digital format with
• concurrence from DOH and WHO Philippines.
• Deliverable 5.5: Reproduce the print materials when necessary.

6. Qualifications
The contractual partnermust fulfill the following qualifications:

Education and Certifications


• The team lead must have at least a university degree in mass communication,
communication research, development communication, journalism, or similar.
• An advanced postgraduate degree on communication or public health for the team lead
is an advantage.

Work Experience
• The team lead must have at least 7 years of demonstrable experience in planning,
developing and executing communication strategies.
• The team must have members who have experience in communication research,
graphic design, video production, event organizing, media relations, and photography.
• Previous experience in working with the World Health Organization, other United Nations
agencies, or the Department of Health is desirable.
• A portfolio of previous communication work and events management with similarity to
this TOR must be submitted (uploaded on file sharing services such as Dropbox or
Google Drive).

Technical Skills and Knowledge


• Strong background and proven track record in strategic communication, promotions,
media relations, video production, and event management.
• Expertise in the development of high quality communication materials in various formats.
• Proficiency in communication research, including desktop research, audience analysis,
situation analysis, and pre-testing of communication products.
• Excellent command of written English and Filipino languages.
• Familiarity with universal health coverage and health promotion is desirable.

Language Fluency:
• Expert fluency in English and Filipino
In addition, the contractual partner must have no direct or indirect interest in the tobacco
industry, alcohol industry, arms dealing or human trafficking.
