city of Starkville’s re-
zoning of land for an

of the decision.

B. White — appealed the decision
to Oktibbeha County Circuit Court,
where Judge Jim Kitchens affirmed
the decision in May 2017.
The property owners then ap-
pealed the matter to the Mississip-
pi Supreme Court, which remand-
ed it to the Court of Appeals. They
argued, according to the ruling,

Mississippi Legislature convenes, Burton leaves leadership

Newton announced he is step-
ping down as Senate president
pro tempore as of midnight
Tuesday. He said he will re-
main in the 52-member Senate
this year to complete the term
but will not seek re-election in
his eastern Mississippi district.
“During these next few
months as we finish out this
term, I’m turning it over to God
and I’m turning it over to the
professionals that I’m working
with to deal with my personal
issues, demons, human frail-
ties, whatever you want to call
them,” said Burton, 62.
Lawmakers are in session
three months, and one of the
biggest issues could be a teach-
er pay raise proposed by Re-
publican Gov. Phil Bryant, who
is limited to two terms as in his
final year in the state’s top job.
Leaders of the Republi-
can-controlled House and
Senate have also expressed in-
terest in possibility approving
state employee pay raises this
year, but most decisions about
salaries and other budget is-
sues are likely to be made in
late March or early April.
Burton, in his speech, apol-
ogized to his colleagues and
said he didn’t want his behavior
to put a “cloud” over the Senate.
“If I’ve disappointed you, I’m
truly sorry,” said Burton, who
took office in January 1992 as
a Democrat and became a Re-
publican in December 2002.

tem, the second-highest lead-
ership post behind Republican
Lt. Gov. Tate Reeves.
Reeves urged Burton to re-
sign as pro tem on Dec. 21, two
days after Burton was arrested

provided with its rezon-
ing application, including
maps and aerial photos
that showed nearby on-
going and recently com-
pleted commercial devel-
opment and land for sale
for commercial develop-
ment; city zoning maps
from 2003 and 2013; staff
reports from Starkville’s
planning department that
discussed changes to the
area; a consultant report
prepared in conjunction
with the city’s 2016 com-
prehensive plan; and a
copy of the city’s 2005
comprehensive plan that
discussed the need for
more industrial sites near
the intersections of major
highways.
The court also found
that the LINK’s request
was consistent with both
Starkville’s 2005 and 2016
comprehensive plans.
“Because the record
contains substantial cred-
ible evidence to show the
board’s approval of the
LINK’s rezoning appli-
cation was fairly debat-
able and complied with
the city’s comprehensive
plan, we affirm the circuit
court’s judgment uphold-
ing the Board’s decision,”
the ruling says.
Mayor Lynn Spruill
said she’s “extremely
pleased” with the deci-
sion. She said the park
should be a valuable addi-
tion to Starkville.
“It’s important in ways
that hopefully the Bell
family would come to un-
derstand as we move for-
ward,” she said. “It is my
hope that they would not
appeal this, but if they do,
I understand that is their
option. But I am hopeful
that we will be able to

US cancer death rate hits milestone: 25 years of decline

Lung cancer death rate dropped by nearly 50
percent among men since 1991

NEW YORK — The U.S.
cancer death rate has hit a
milestone: It’s been falling for
at least 25 years, according to a
new report.
Lower smoking rates are
translating into fewer deaths.
Advances in early detection and
treatment also are having a pos-
itive impact, experts say.
But it’s not all good news.
Obesity-related cancer deaths
are rising, and prostate cancer
deaths are no longer dropping,
said Rebecca Siegel, lead au-
thor of the American Cancer
Society report published Tues-
day.
Cancer also remains the na-
tion’s No. 2 killer. The society
predicts there will be more than
1.7 million new cancer cases,
and more than 600,000 cancer
deaths, in the U.S. this year.
A breakdown of what the re-
port says:
Decline
There’s been a lot of bad
news recently regarding U.S.
death rates. In 2017, increas-
es were seen in fatalities from
seven of the 10 leading causes
of death, according to recently
released government data. But
cancer has been something of a
bright spot.
The nation’s cancer death
rate was increasing until the
early 1990s. It has been drop-
ping since, falling 27 percent
between 1991 and 2016, the
Cancer Society reported.
Lung cancer is the main rea-
son. Among cancers, it has long
killed the most people, espe-
cially men. But the lung cancer
death rate dropped by nearly 50
percent among men since 1991.
It was a delayed effect from a
decline in smoking that began
in the 1960s, Siegel said.
Prostate cancer
The report has some mixed
news about prostate cancer, the
second leading cause of cancer
death in men.
The prostate cancer death
rate fell by half over two de-
cades, but experts have been
wondering whether the trend
changed after a 2011 decision
by the U.S. Preventive Services
Task Force to stop recommend-
ing routine testing of men using
the PSA blood test. That deci-
sion was prompted by concerns
the test was leading to overdi-
agnosis and overtreatment.
The prostate cancer death
rate flattened from 2013 to 2016.
So while the PSA testing may
have surfaced cases that didn’t
actually need treatment, it may
also have prevented some can-
cer deaths, the report suggests.
Obesity
Of the most common types of
cancer in the U.S., all the ones
with increasing death rates are
linked to obesity, including can-
cers of the pancreas and uterus.
Another is liver cancer. Liv-
er cancer deaths have been in-
creasing since the 1970s, and
initially most of the increase
was tied to hepatitis C infec-
tions spread among people who
abuse drugs. But now obesity
accounts for a third of liver can-
cer deaths, and is more of a fac-
tor than hepatitis, Siegel said.

Our View
If only we all cared like Noxubee Refuge visitors
As the federal govern-
ment’s partial shutdown
continues into its third week,
the lives of hundreds of thou-
sands of federal employees
have been affected.
For most Americans, how-
ever, there are few outward
indicators of the shutdown’s
effect thus far.
One area where the nega-
tive impact of the shutdown
has been generally noticed is
at our national parks. Many
national parks have been
closed. Others operate with a
skeleton crew made up of only
essential employees.
The latter is true at the
Sam D. Hamilton Noxubee
National Wildlife Refuge,
which covers 48,000 acres
in Noxubee, Oktibbeha and
Winston counties. The Refuge
is a treasure in this area and
offers wildlife viewing (gators
and bald eagles are common),
fishing, hiking and education-
al opportunities.
Since the shutdown, the
refuge has furloughed nine
workers. Only its director, law
enforcement and fire officials
remain on duty.
At some parks, there have
been reports of widespread
litter left behind by visitors
and uncollected by the ab-
sence of park staff who would
normally perform that duty.
It’s an unfortunate situa-
tion, obviously, but if there
is one ray of optimism to be
noted in all this, it is that a
visitor to the Refuge does
not see the sort of litter that
plagues other national parks
at this time.
While the refuge employ-
ees who normally are respon-
sible for keeping the refuge
free of litter are furloughed,
visitors have been stepping in
and stepping up.
That says something very
positive about the people
who visit the Refuge. They
understand and appreciate
the natural beauty around
them. For these visitors, that
appreciation has led to action.
To date, there have been no
organized efforts to keep
the Refuge clean during the
shutdown. Visitors have taken
it upon themselves to clean up
after themselves and others at
a time when many other parks
are being buried in litter.
It is also a reminder to
everyone that while there
may be employees assigned
to keep our neighborhoods,
parks and public spaces clean,
we all can and should do our
part. Too often in this area we
see litter along the sides of
our roadways.
We honor ourselves and
our communities when we
take time to tidy things up.
Yes, a seemingly small ges-
ture of picking up a soda can
or a food wrapper is an act of
good citizenship.
We are seeing that on a
large scale at the Noxubee
National Wildlife Refuge.
Each of us should be inspired
to follow that example.

response to last week’s exuberant vow from newly
sworn Congresswoman Rashida Tlaib. In case
you missed it, she promised to “impeach the
motherf-----.” Meaning, of course, Donald Trump.
Those words have made her the latest darling
of the political left; indeed, you can already buy
T-shirts emblazoned with her battle cry. But from
where I sit, Tlaib is just the latest in a lamentable
and bipartisan line of political leaders dropping
verbal litter into the public square. I am old-fash-
ioned enough to regret the coarsening of our state of the nation
political dialogue and to believe the privilege of
public office obligates one to speak to our better
angels, not our worst.

changes to Mississip-
pi’s criminal justice
system that could
include support for
prisoners to re-enter
society, ways to wipe
out records of past Kinkade
convictions and sentencing relief for
prisoners convicted before an earli-
er round of changes.
Both Gov. Phil Bryant and House
Speaker Philip Gunn have said
changes to Mississippi’s criminal
justice system will be among their
top priorities for the legislative ses-
sion beginning Tuesday. However,
top lawmakers remain vague about
what they hope to accomplish.
House Corrections Committee
Chairman Bill Kinkade, a Byhalia
Republican, says he plans a joint
committee meeting with the Senate
Corrections Committee in late Jan-
uary, and will be ready to talk more
about details then.
“The whole idea here is to im-
prove public safety and be better
stewards of taxpayer dollars — you
know, less inmates,” Kinkade said
Monday.
Mississippi passed a bill in 2014
meant to cut prison sentences. The
state’s prison population declined
for a time, but the number of state
prisoners is rising again.
Some conservative groups have
been seeking less punitive sentenc-
es for years, arguing that prison
systems cost too much money and
that America’s tough-on-crime cul-
ture can create laws that infringe on
people’s rights. The issue has also
come into the spotlight because of
a bill recently passed by Congress
that somewhat lessens federal sen-
tences.
Last year, lawmakers passed
a bill that would have repealed a
state law that automatically voids
the driver’s license of anyone con-
victed of a drug offense, with the
aim of making sure such people can
continue to drive to work legally. It
also would have required the state’s
drug courts to make medication-as-
sisted treatment available and to al-
low people leaving prisons to start
paying $55-a-month supervision
fees to the Mississippi Department
of Corrections after 90 days, instead
of after 30 days. However, Bryant
vetoed the bill because it also would
have required judges to exempt indi-
gent people from paying the super-
vision fees at all. The prison system
opposed that provision, saying it
couldn’t afford to run its probation
and parole operations without the
money.
The provisions from that bill, mi-
nus the fee exemption, are likely to
return this year.
Kinkade said he was investigat-
ing other ways of improving pris-
oners’ ability to re-enter society.
Among proposals are supportive
housing, job training and hiring in-
centives for employers.

wounded by gunfire when
Moak and White respond-
ed to a call before dawn re-
porting shots fired. How-
ever, he said police found
no one else at the scene.

camera recordings and
interviewed more than 20
witnesses, including Flow-
ers. He said video from
Moak and White show
Harrington standing
when the officers arrived.
“It depicts the officers
responding to the call
and it depicts Mr. Flowers
shooting and killing the
officers,” Harrington tes-
tified.
The investigator said
White was shot in the head
and Moak was shot in the
body, with the injured
Flowers found about 3 feet
(1 meter) away from each
of the deceased officers.
He said a handgun was
found inches from Flow-
ers’ hand on the ground.
Harrington testified
that video shows Flowers
fired the first shot. He
said in a later recorded in-
terview that Flowers told
him “the cops were caught
in my crossfire and it was
bound to happen.”
Multiple bullets and
shell casings were col-
lected at the scene, but
Harrington testified that
the state crime lab hasn’t
yet completed ballistics
tests. Investigators are
also awaiting DNA tests
of blood found in the front
seat of a Cadillac Escalade
SUV that had bullet holes
in it.

are aware of several other
citizens helping out of
their own volition.
“We have lots of great
student volunteers and
apparently, they show up
on their own to clean up
around the area,” Roberts
said. “A lot of the refuge
board members that
regularly visit the refuge
carry trash bags in their
cars so that we can pick
up trash as we see it.”
Taylor said she’s been
impressed to see the vol-
unteers taking action.
“I think in hard times,
or times when things
are going on like in the
government shutdown,
it’s so refreshing to see
volunteers picking up
some slack — especially
young people,” she said.
If the shutdown con-
tinues, the Friends may
start coordinating more
organized efforts.
“We’re waiting to see
what happens,” Roberts
said. “If it continues on,
we’ll have to find some-
where else to meet for
next month and see what
comes up.”

Anagnost faced ‘most difficult
decision’ to leave MSU for UIC

Tom Anagnost faced the most diffi-
cult decision he has had to make as a
coach in the last few months of 2018.

women’s soccer team
lost to Lipscomb in the
first round of the NCAA
tournament, something
happened in Anagnost’s
personal life that forced
him to reflect on his situ-
ation and his life.
Anagnost “It kinda gave light to
my life and what I want
in my life,” Anagnost said Tuesday.
“A lot of it is physical health, personal
health, outlets, realizing I would like to
share my life with someone if I could
and friends and family, and that’s what
prompted the move.”
The “move” Anagnost referenced
was his decision to resign as MSU’s
coach after two seasons and leading
the program to its first appearance in
the NCAA tournament. The news was
announced Jan. 4, but Anagnost said
his contemplation about his next step
went on a lot longer than a month. On
Monday, the next move was finalized
when the University of Illinois at Chi-
cago announced the hiring of Anag-
nost as its new coach.
“This is by leaps and bounds the
most difficult decision I had to make,”
Anagnost said. “It took a long time to
make the decision. The job at Missis-
sippi State is an elite job in the country,

Cross, Mississippi’s top offensive
line prospect for the 2019 signing class,
comes to Starkville after a standout
performance in the All-American Bowl
last Saturday in San Antonio, Texas,
that helped lead Team East to a victory.
Peters, one of the elite safeties on
the junior college level, is a four-star
prospect, according to Rivals.
Sharp, a three-star prospect from
Columbus High, is an offensive line-
man who was a part of EMCC’s 2017
and 2018 NJCAA National Champion-
ship runs.
Shrader is one of the top dual-threat
quarterbacks in the nation for the
Class of 2019. H is considered a four-
star prospect by 247Sports Composite,
ESPN, and Rivals.

“Jordan is playing at a very high
level,” Schaefer said. “I compare her
and Roshunda’s stats this time last
year. She is averaging two-and-a-
half more points. She is shooting it
at 53 (percent) vs. 41. She gets 3.6
rebounds (per game). Ro stretched

but she just had a great week.”
Danberry earned her first weekly
conference award by averaging 21.5
points and six rebounds last week.
She also had nine assists. Danberry
has scored in double figures in 10
consecutive games.
The senior from Conway, Arkan-
sas, who started her career at Arkan-
sas, had one of her best moments as a
collegian Thursday when she scored
a career-high 26 points against the
Razorbacks. She finished one re-
bound shy of a double-double with a
career-best nine. The effort came in
front of family and friends who saw
her go 11-for-21 from the field.
Against Kentucky, Danberry had
17 points on 7-of-12 shooting. She also
had five assists.
Schaefer said Danberry contin-
ues to “put in the time” in the gym to
work on her game and is reaping the
rewards of greater confidence and
comfortability in her second active
season with the program.
“She works hard in practice,”
Schaefer said. “She has had a great at-
titude in practice. She is really playing
with a lot of energy every day. She is
really fun to coach. I have really en-
joyed her time here.”
MSU preparing for Georgia
Schaefer had to catch himself Tues-
day at MSU’s first media availability
of the week when he talked about his
team’s matchup against Georgia at 8
p.m. Thursday (SEC Network).
In his opening remarks, Schae-
fer referenced MSU’s 86-62 victory
against Georgia on Dec. 31, 2017, in
Athens Georgia, in the SEC opener
for both teams. He praised his team’s
energy and the efforts of center Teai-
ra McCowan in saying that game was
the best one of his teams had played
against Georgia in a long time.
When asked how that game com-
pared to a 50-38 victory his team
earned against then-No. 11 Georgia
on Feb. 28, 2013, his first season at
MSU, Schaefer clarified his remarks
and highlighted his squad’s defensive
effort in what was his first signature
win in Starkville.
“Defensively, obviously, that was
a much better game,” Schaefer said.
“They were ranked No. 11 in the coun-
try and we were ranked No. 311 at the
time. That was one of the five we won
the first year we weren’t supposed
to win. We held them to five baskets
in the second half. From a defensive
standpoint (that was the best game
we have played against Georgia), but
(the win in 2017) was the best we have
certainly played in Stegeman.”
Bibby finding ways to contribute
One “bad” game doesn’t make a
slump, but shooters know when their
shots aren’t right.
To that end, sophomore Chloe
Bibby took it upon herself to reme-
dy an otherwise “off” shooting effort
against Kentucky on Sunday to find
other ways to score. Despite going
1-for-7 from 3-point range, Bibby
scored 18 points in MSU’s 86-71 vic-
tory against then-No. 16 Kentucky
at Humphrey Coliseum. Bibby was
second on the team in scoring behind
Anriel Howard’s 21 points thanks to a
7-for-8 showing at the free-throw line.
Bibby said she recognized she
wasn’t having as much success from
behind the arc against the Wildcats,
so she decided to put the basketball
on the floor and create. The decision
reflects the growing confidence and
maturation in the Australian’s game
in her second year playing college
basketball in the United States.
“At the moment, my shot is not
falling, so I need to find other ways to
help the team,” Bibby said, “get on the
board or do whatever I can, so I need
to get in the gym and be more consis-
tent shooting the ball.”
Schaefer praised Bibby for her
work ethic and her willingness to get
in the gym to work on her game. He
also said she has limited her turn-
overs and been a consistent producer.
“She commands your respect,”
Schaefer said. “People are going to
go out there and guard her on the
perimeter. I love the fact she is smart
enough to know you know what, if my
shot is not falling and they are still
coming out here to chase me, I am
going to take them off the bounce be-
cause that is what you do.”

the D-word — “We’re a long way from
a dynasty” — there is no denying that
Clemson has gained equal billing with
Nick Saban’s Crimson Tide in any dis-
cussion of college football’s most domi-
nant programs.
The Tigers are 55-4 over the last four
seasons — the same record as Alabama.
Those two teams have divvied up the na-
tional titles, with three of their meetings
coming in the championship game. The
only exception was last season, when Al-
abama knocked off Clemson in the Sug-
ar Bowl semifinal before beating Geor-
gia for the crown.
“We’re a great program. There’s no
doubt about that,” Swinney said at a
Tuesday morning news conference, sit-
ting alongside his freshman sensation,

working from to hire the next coach. I just
know they’re going to hire someone great,
and the future of the program is super, su-
per bright.”
Anagnost thanked everyone he met
in Starkville and wished all of the players
well. Even though it was a tough decision to
make, Anagnost said the timing was right
for him to take a step he feels is the best one
for his future.
“I made my decision and I am at peace
with it,” Anagnost said. “I am going to miss
everybody incredibly.”
This season, MSU earned its first top 25
rankings in program history and finished
the campaign ranked No. 17 in the Ratings
Percentage Index (RPI). The Bulldogs set
multiple program records, including shots
allowed per game (11.6), shots per game
(18.4), and fewest goals allowed (17).

favorite of Wayne’s. We both loved
it. It’s really easy, and often if I’m

cially around New Year’s, I like to
make it. It’s a really good savory

To give our pot pie
fresh spring flavor we
swapped in leeks for
onions and stirred in
some fresh asparagus,
peas, and tarragon after
pulling the pot from the
oven.
With our one-pot fill-
ing perfected, we turned
to the crust. Instead of la-
bor-intensive home-made
pastry, we decided to use
buttery store-bought puff
pastry and wove it into
a simple but stunning
lattice. But no matter
what we tried, baking the
crust on top of the filling
inevitably led to sorry,
soggy results.
In the past we skirted
this problem by baking
the crust separately on
a baking sheet, but we
were hesitant to add more
dishes to our recipe. We
realized, however, that
the lid of the Dutch oven
could act as a stand-in
baking sheet: We simply
turned the lid upside
down before covering the
pot and baked the pastry
on top. A simple egg
wash turned the crust
a deep golden. Once we
slid the baked crust onto
the filling, our simplified
centerpiece was com-
plete.
To thaw frozen puff
pastry, let it sit either in
the refrigerator for 24
hours or on the counter
for 30 minutes to 1 hour.
We prefer to place the
baked pastry on top of
the filling in the pot just
before serving for an
impressive presentation;
