Agenda: Discussing the United Nations Global Counter Terrorism Strategy with special
reference to the Proposed Comprehensive Convention on International Terrorism.
The United Nations Global Counter Terrorism strategy was adopted in the year 2006 aimed at
combating terrorism regionally, nationally and internationally. It has four main
objectives/pillars to uphold:
 Addressing the conditions that are conducive to the spread of terrorism
 Measures to prevent and combat terrorism in all stages and levels
 Measures to build states’ capacity to prevent and combat terrorism and to strengthen
the role of the United Nations
 Measures to ensure respect for human rights and the rules of law as the fundamental
basis for the fight against terrorism and violence

Arab Republic of Egypt has always and will always consider all forms of terrorism equally
dangerous and believe it is a source of spreading violence and intimidation to the innocent
people of the world. The Ministry of Foreign Affairs is keen on promoting the comprehensive
Egyptian counter-terrorism approach to curb this phenomenon with all its dimensions and
within various international forums.
Egypt has always tried to uphold the four pillars of the UN Global Counter Terrorism
strategy. It is a member of the Global Counterterrorism Forum and Global Coalition which
are organisations to combat the terrorist organisations like Daesh and the Muslim
Brotherhood.
Egypt under the efficient leadership of Abdel Fattah el-Sisi, who has been a strong enemy of
the terrorist organisations such as the Muslim Brotherhood is committed in the long struggle
against terror. "Defeating terrorism and achieving security is the top priority, no leniency and
truce with those who resort to violence” said Sisi in his first presidential speech and has been
making sure to keep this promise.
In May of 2016 and August of 2017, Egypt was the chair in the UNSC and UNCTC
respectively. Egypt achieved a successful leap within the council in countering extremist
ideologies finally forming a resolution with unanimous approval on a Comprehensive
International Framework to Counter Terrorist Narratives. Egypt has also contributed in
passing a unanimous resolution on Preventing Terrorists from Accruing Weapons in May,
2017. This opened wide horizons for introducing the Egyptian comprehensive
Counterterrorism vision.
In conclusion, Egypt and it’s excellence, el-Sisi, will always be a strong ally to the
international community for this struggle against terror and violence. Egypt will be strategic
and ruthless in this fight and will always put ahead the lives of the millions of innocent before
everything and will not give up until the war against terror has been successfully won.
