BACKGROUND OF THE STUDY

Introduction

An information system is an organized system for the collection, organization,

storage and communication of information. More specifically, it is the study of the

complementary networks that people and organizations use to collect, filter, process,

create, and distribute data.

“ An information system (IS) is a group of components that interact to produce

information. It focuses on the internal rather than external.”

A computer information system is a system that a branch of Science composed of

people and computers that processes or interprets information. The term is also

sometimes used in more restricted senses to refer to only the software used to run a

computerized database or to refer to only a computer system.

Barangay Information System (BIS), a system with database, which is capable in

handling numerous records from its area, including the census and demographic profile,

the history of the Barangay and land area, the elected barangay officials, the economy

and religion.

The barangay is very essential place where it contains information about the people

living there. Some people would seek some information they need that can only be found

in the barangay. With only manual processing it would take time to search for

information. But with the aid of computers it would greatly improve the time and result
you will get compared to manual labour or work done by hand. And the researchers will

be proposing an information system that will change all their existing manual system into

a very accurate and competent Barangay Information System. With this proposed

System, it will help them save time. This system is much better compared to the one

they’re currently using. And manual processing is really inaccurate and time consuming.

While on the other hand if they do agree to adopt with the system that we came up with it

will practically improve their jobs. They can avoid most of the most common problems

that most people will encounter in manual processing. Due to competitiveness it would be

best that every barangay should adopt to this kind of development. Our system is a simple

program designed to make their jobs accurate, faster and more reliable.

The purpose of this system is to help the Barangay San Pablo in making their work

faster and easier. Due to its condition of using the manual-based process, the researchers

happen to develop a Barangay Information System to provide the needs of the barangay

in storing and maintaining its records. It will be in charge in keeping the data and will

prevent redundancy of work, and will take less time and effort in making the master list

in searching specific data for some important purposes.


1.2 Statement of the Problem

Barangay San Pablo, until now, is using manual system. The barangay usually keep

their data hand-written on paper, and file it in a folder. Then the secretary will generate

the list of all the names of an individual in a household in the barangay , in hand-written

again. In tracing the record the secretary will find it one by one. It takes a lot of time.

This record are very important for different purposes, it should be stored securely.

This study focuses on the management information system of the said Barangay. The

Barangay secretary is the one who performs the Barangay Clearance. They are also in

charge of keeping tracks of the records, capture and maintain up-to-date records of all

issuance transactions and daily, monthly, yearly reports. These records are sufficient for

various purposes that required an appropriate, consistent and secured storage of files. The

system that they are using until now is a manual based process for all services to its

constituents. They manually handled transactions daily; specially get Barangay clearance.

Before the accomplishment of the task the constituents who request must undergo a long

process .Same through with storing of files, updating, accessing of data and recording the

expenses, they used folders and log of papers for its storage. The staff encountered

difficulties and long procedure in retrieving, recording, computing and processing of

financial and accounting data.

Thus, the researchers proposed Barangay Management Information System that will give

safer storage of financial records, fast retrieval of files, maintains reliability and accuracy,

and faster tracking of files. Proposing software for the management information system is

very useful to the staff, from hand written records and manual issuing of barangay
clearance, as well as the income and expenses reports into an automated processing

system.
1.5 Significance of the Study

The barangay officials will benefit by having a computerized management

information system which can record reports, data and information much easily store all

information in an accessible database, faster retrieval any information, eliminate

redundancy on records and have a locator map that can help for planning purposes and

residence locating.

This study was made to find out that the use of residence information system will

lessen the time for the transaction of encoding. Also in using this system it can recognize

the person involve in this study. To the Barangay – It will help for them to lessen the time

for the transaction encoding. The system will be the census like having the system of the

barangay for all of its constituents and new people who will live in the place. The system

will be effective in maintaining, searching and storing of records of all residents in the

barangay. To the Residents – For they will be accommodated easily for they will have an

identification that can be used to access their accounts if there are some changes to be

done in their part. It will also be easy for them in requesting some information and

services because the barangay had already have it. This will also assure the residents that

their information is properly secured and maintain through the manipulation of the

proposed system. To the Secretary of Barangay – It will help to organize the record and

monitor the record of the residence.


Scope and Limitation

The scope of this system is to provide efficient, reliable, fast, accurate information

to provide good quality service to secure the file of the client and to ensure that services

and information are given at the right time to satisfy the needs of the client, to provide

user efficient working environment and generates more output. This system provides

friendly user interface resulting in knowledge each and every usability features of the

system. It prepares and prints Barangay permits and certificates like Community Tax

Certificate, Barangay Clearance, and etc. It also processes fee such as Barangay clearance

fees and others. It also enables easy searching of records. This system also allows for

other Barangay related functions as those including security such as incident reporting,

blotter and other related services. It provides that it maintain an updated record of

residents for easy.


Abstract
A Barangay is considered as the smallest unit of the government in the Philippines. It
performs the initial operations such as formation and employing of programs, activities,
policies and other that involved the community. As the Philippines, population increases, the
number of households in each barangay in the country increases. As a result, more and
more people are seeking the service of the barangay council as the unit of local government
close to people. An increasing number of people mean increasing works for the barangay
council members and staff.
Today, population continually upgrades those results into a growing number of labor
especially the Barangay Secretary, Barangay Treasurer, and Barangay Clerk. Summarizing
the procedures in different barangay such as Barangay Tikay, Barangay Dakila, and
Barangay Mojon in Malolos City, and Barangay Sta. Monica in Hagonoy, Barangay Panducot
in Calumpit and Barangay Malhacan in Meycauayan requiring immediate response to this
scenario a possible solution is an efficient and effective Management Information System.
The development of a Barangay Office Management System enables the user to manage
and print barangay citizen’s request and financial records and reports such as: Payroll for
honoraria and allowance, Disbursement voucher, Account’s Advice, Purchase orders,
Purchase Receipt, Reimbursement Expense Receipt, Inspection Report, Acceptance Report,
Liquidation Report, Accomplishment Report, Requisition and Issue Slip, Summary of Cash
Payments, Summary of Checks Issued, Summary of Paid Petty Cash Vouchers, Summary of
Collections, Budget Information, Census, Barangay Cases, Barangay Certificates, Barangay
Clearance, Barangay Indigency, Barangay Bonifide, Barangay Recommendation, Barangay
Permits, Occupancy Permit, Building Permit, Business Permit, Billboard/Tarpaulin Permit and
Excavation Permit. Regarding the development tools needed the researchers utilized PyDev
Eclipse Version 2.2.4 for the Programming Language and MS SQL 2008 for the database.

Objectives of the Study


The main goal of the study is to develop a Barangay Management Information System.

To automate in order to produce efficient and accurate reports and proper automated file

management.

The specific objectives that will help realize the proposed study:

 To make an automated system to easily find the records so that it is accurate,

complete, accessible and usable.

 To secure and safe residents confidential record

 To provides detailed information about the residents.

 To easily updates resident’s profile.

 Secure confidential record of the resident.

 Stores the entire resident’s record.

 Easy to use and manage.

 Fast and easy to locate resident’s record.

 Provides backup database of all record.

 Effective method in delivering information

 Keeping useful records and giving good services

 Make the records reliable, accurate, complete, more accessible and therefore, easy

to find
