1. Scope
This Standard describes the minimum requirements for the design, inspection, testing and
commissioning of Electrical Control and Monitoring System for installation to collect electrical
parameter from various Substations and corresponding power systems for monitoring, control
and analysis purpose.

This Standard provides the general requirement for the monitoring and control of electrical
System/network/equipment etc. at all voltages levels including but not limited to 11 kV, 3.3 kV
and 415V as applicable.
Require all necessary controller, IT hardware & software such as redundant RTU/PLC,
redundant ETAP Real Time Servers, OWS, EWS, Printer, Firewall, SQL Server, Anti-virus,
server cabinet, and console would be under vendor scope of supply.

2. Application
2.1. Project overview
The southern and western areas of Doha have been experiencing a rapid expansion of growth
and development in recent years. As a consequence, the need to increase drainage capacity to
accommodate additional storm water runoff and construction activities has become critical.
As a result, ASHGHAL (the “Authority”) has develop multiple projects including the Musaimeer
Pumping Station and Outfall (MPSO) Project. The MPSO project comprises a pump station that
will receive flows from a 3.7 m ID Abu Hamour Tunnel that conveys drainage from the Southern
Outfall Catchment area. The outfall tunnel will extend from pump station to a distance of 10 km
offshore. The pump station plot is 100m x 160m with its eastern boundary at about elevation
zero Qatar National Height Datum.
Commencement date of the works was on 26th of November 2017 and is to be two thousand
five hundred and fifty-five days (2555) days, including one thousand four hundred and sixty
(1,460) Days for Design-Build works and one thousand and ninety-five (1095) days for Operate
and Maintain Services.

2.2. Project participant

3. Project location
Figure 1 shows the Musaimeer Pumping Station site located at the end of the Abu Hamour
Tunnel immediately south of the newly constructed Hamad International Airport (HIA). It is

approximately 3.5 km away from Ras Abu Fontas Power and Desalination Plant. The pump
station site parcel is a 100 m x 160 m rectangle. The outfall tunnel will extend 10 km off-shore
from the pumping station.

4. Application
EMCS is a centralized power monitoring and control system for the entire Musaimeer pumping
station power distribution network. The primary critical application under EMCS will be as

The Electrical Control and Monitoring System shall comply with all the relevant requirement
specified in the Standard and the reference standards/codes mentioned herein.
Any exceptions or deviation from this Standard along with their merits and justification shall be
brought to the attention of Controlling Team for their review consideration and amendment by
Standards Team (if required).

5. Terminology
For this Standard the following definitions apply,

Contractor:

The person, person firm or company contracted by ASHGHAL to understand the execution of
the Work defined by the Contract.

Central Control Station:

A centralized control station from where a group of substation could be monitored/controlled.

Intelligent Electronics Device (IED):

Any device incorporating one or more processors with the capability of receiving or sending
data/control from or to an external source (for example electronic malfunction, meters, digital
relays, controllers)

Inter-Operability:

The ability of two or more intelligent devices from the same vendor or different vendors to
exchange information and use that information for correct execution of specified function.

Project Controlling Team:

Project controlling team authorized to initiate a request for execution of a project or procurement
of materials/equipment for Project.

The environmental conditions in Doha are severe and shall be considered carefully while

carrying out design, selection of equipment and installation of Electrical Central Monitoring
System. Any equipment for outdoor installation shall be suitable for continuous operation at a
desert location under high ambient temperature and humidity. The atmosphere shall be
considered to be dusty, corrosive.

For detailed design information regarding the environmental, site and utility supply conditions
prevailing throughout the Musaimeer Pumping Station Site Facilities.

8.2. Service Conditions


The Electrical Control and Monitoring System shall be suitable for installation in an indoor
location unless otherwise specified. The Electrical Control and Monitoring System shall be
suitable for operation without failure under the temperature from -3 deg to 50 deg and humidity
85%.

All components including auxiliary devices shall have the specified ratings which shall be their
continuous rating after being suitably de-rated for the specified service condition.
Reliability of all components to perform continuously in line service conditions specified is
essential. Prototype or unproven equipment not having a well-established record shall not be
considered.

9. Health Safety and Environment


All relevant safety requirements Health, Safety & Environmental Management System (HSEMS)
Procedure/Integrity Management Standard/Procedure and H&E Guidelines shall be adhered to
while designing, installing testing and Commissioning of Electrical Monitoring and Control
System.

10. Design Requirements


The design of EMCS system shall be accordance with the requirements specified in this
standard and shall conform to the various standards and codes mentioned in clause 5.0 of
this standard. Project specific requirements as details in the project documents shall also
be complied.

The EMCS system shall be designed on industrial open communication protocol, inter-
operable communication system with flexible architecture, scalable to take care of the
present and future requirements.

The EMCS system shall provide a comprehensive solution to support a multi-


protocol/vendor environment. The system manufacture shall ensure the correct functioning
of the system, protocol compatibility and interfacing with other systems/equipment.

The EMCS system shall be designed to continuously monitor/access data on a real time
basis and control the complete line-ups of High/Low voltage switchgears and other
equipment as specified in this Standard Project specification document.

The EMCS system shall be with high performance industrial type server hard disc (HOD)

and Random access Memory (RAM) sufficient to cater for various function specified in this
Standard as applicable for a particular project including future space requirements. The
system shall be provided with state of the art processor and software, DVD, drive for data
backup and HMI to monitor, control & configuration of various electrical network parameters.

The data storage devices and associated components shall be capable to store the data for
a minimum period of three year unless otherwise specified in the project specification.
Vendor to estimate requirement of hard disk capacity and RAM to comply storage
requirement.

The complete electrical design and analysis has been done using ETAP software. For better
control of system design and operation, EMCS should be deployed using the developed
ETAP model as the HMI.

EMCS shall be built on ETAP intelligent modelling environment. The EMCS vendor will
utilize the as-built network of ETAP power model which will be free issued from the
contractor. The SLD view of EMCS will be the ETAP RT as-built model, which will be taken
to online connecting to the field devices through controllers, PLC, RTU, panels and check
the consistency between design and construction parameter.

The EMCS system shall be capable of monitoring, controlling, generating report, displaying
electrical network parameters and status of various equipment/system components etc.
applicable for a particular electrical network/substation as specified in the project document.

x. Bad Data identification & isolation

A simplified layout of the distribution system shall be displayed showing the status of all
Disconnector / earth switches/breakers to be monitored. Open / close status of the
Disconnector / earth switches breakers shall be displayed using different symbols /
colors.
Minimum Data required to be displayed along with the single line diagram shall be as Follows
but not necessarily limited to the following:
• Voltage for each bus section
• Frequency of each bus sections
• System voltage & frequency
• Circuit loading
• System Data Pages
Measured values comprising circuit loadings (A, MW, MVAr) voltages (kV), counter and
integrated values (MWh, MVArh), frequency (Hz). For each generators, transformers and grid
connections minimum data required to be displayed shall be as follows but not necessarily
limited to the following.
• Total MW capacity, Total MW output (i.e. total load) & Total MVAR output (i.e. total load).
• System power factor, System voltage & System frequency.
A display should be available to display load feeders shedding priority and load tables. Load
feeder shedding priorities shall be changed from the keyboard.
The EMCS system shall be capable of displaying any analogue value in graphical form
to show the trend of the value over a selected time period. The trend display shall have
adjustable X and Y axis, indicate up to 10 values and operate either using real-time or
historical data from the database. Recent values of certain parameters monitored shall
be indicated at the right hand side of the screen with the oldest values at the left hand
side. The rate of data collection shall be user selectable.

The EMCS system shall be complete with necessary licensed software for the operation
of the system. The system shall be based on the latest proven technology with software
compatible to share all over communication network (LAN, WAN), DCS, etc.

The System manufacturer shall submit detailed design drawings, block diagrams
describing overall system architecture including control, monitoring & data acquisition
equipment all the interfaced equipment/systems with communication details etc. for review and
approval purpose (Controlling/Design/IT Team as applicable).

The EMCS System Communication shall be in accordance with IEC 61850 as applicable
to the field devices if any. The inter operation different Intelligent Electronics Devices (IED’s)
from several vendors for achieving data exchange, monitoring & control requirements and the
integration of various equipment/systems to fulfil the specified function shall be responsibility of
the system manufacturer.

The EMCS system shall be capable of communication between various


equipment/system which shall include but not limited to following,
a) Switchgear (all voltage levels) / Generator / Transformer / UPS / Battery / Charger /
Motor VCBs etc.. And other equipment as specified in the project document.
b) Various protection systems/ IED’s / Energy Meter / Multifunction Meter on Modbus
Protocol.
c) DCS (via open communication such as Modbus TCP with the DCS System as
applicable).

11. Reliability
a) The EMCS system shall be designed to achieve high reliability. The failure of any
components shall not result in an undetected loss of functions or multiple and cascading
components failure.
b) The EMCS system shall be of fail-safe design such that no single failure could cause the
system to initiate an undesired control action, such as tripping or closing of circuit breaker
or disable any critical function (Protection, control, metering etc.)
c) It shall be ensured that the malfunctioning or non-availability of the EMCS system shall
not impair the normal functioning of the electrical distribution network/equipment.

12. Functional Requirements of Electrical Monitoring &


Control System.
1. The centralized EMCS system shall be capable of carrying out various functions including
but not limited to man-machine communication, interaction between operator and control
system, supervision and control alarm and event handling, data acquisition, reporting etc.
Any project specific requirements to be included in the system shall specify in the project
document.

2. EMCS shall present Graphical User Interface (GUI) Environment common to all Real-time
application. The user interface shall be informs of graphical tools, as much user friendly to
hide the complexity of these applications from the users.

3. GUI shall provide easy access to data, data editing, network visualization in form of single-
line, logical schemes, summery reports and printing.

12.2. State Estimation – Advanced Monitoring


EMCS shall utilize advanced functionality such as state estimation and the network topology
to determine anticipated power system performance and behavior.
The aim of the State Estimator (SE) shall be to define a complete and consistent set of data
of the entire power network (both, observable parts and unobservable parts. The results of
the SE are used by real-time power applications (real-time predictive simulation, switching
management, capacity planning, etc.) as input data and are displayed for the operator.

The SE shall be used to estimate a network solution, for the observable and unobservable
portions of the network model. It shall provide an accurate and reliable state of the power
system. The data generated by the SE will be utilized by the real-time power applications.
The state of the power system will be described by a collection of voltage vectors for a given
network topology and parameters. The set of measurements used for state estimation are
collected through the SCADA system. The data that will be used for the state estimation
shall be mainly:

a) Status of circuit breakers and disconnect switches, which are used to update the network
model

b) Measurements of branch flows, in megawatts, megavars, or amperes

c) Measurements of loads, in megawatts, megavars, or amperes

d) Measurements of bus section voltage magnitude


Thus, the input data for the SE shall consist of:

a) Line and transformer flows (MW, MVAR, A)

c) Generator unit outputs (MW, MVAR)

portions of the network which have sufficient telemetry to be observable, generates artificial

required for observability, and then computes the state of the power system providing the

Information concerning estimated bus voltages exceeding their limits for the unobservable
parts of the network, the SE shall deliver estimated values providing a network solution for
the unobservable and non-telemetered portions of the network model. Unobservable network
areas can be created whenever measurements are out-of-service or communication links
fail.

Therefore, the size and location of the network whose solution is to be estimated are dynamic
quantities. Any unobservable areas shall be solved using the full network model. It is not
permissible to create a reduced, equivalent representation for any portions of the fully-
modeled network. In estimating a solution, the system shall utilize and produce results which
are consistent with all available information, including any available real time data, any
recently telemetered data, and historical data or pseudo-measurements (complete model
estimator).

As stated, a complete model estimator shall be used for the modelling of the parts of the
internal power system, which are non-observable. This complete model estimator combines
estimated and non-estimated parts to one unique consistent network model. The aim is to
define a loading condition which is as realistic as possible and in areas outside of them a
loading condition which is physically possible.

The complete model estimator will use, in addition to the parameters and inputs of the power
system elements previously stated, the following input data:

a) ‘Basic’ position of the switches outside the estimated area

b) Estimated loading condition inside the estimated areas and at the boundary nodes

c) Available measurements in the non-observable parts of the power system

d) Pseudo-measurements and manual input data from the operator

e) Network topology outputs retrieved from the Network Topology Processor

f) Measurement weights

g) Series impedances and shunt admittances of all power equipment

h) Overload branch flow limits and bus high/low voltage limits

i) State estimator shall have the capability to expand as needed and included daily load profiles
(current magnitudes and power factors, or active and reactive powers) for all load classes,
for all seasons, for all types of days as well as special campaign time spans.
To provide the following output information concerning the unobservable portions of the
network:

a) Estimated bus voltage magnitudes and phase angles

b) Estimated line and transformer flows

c) Estimated LTC transformer and phase shifter taps

d) Information concerning estimated flows exceeding their limits

e) Information concerning estimated bus voltages exceeding their limits


This way, the loading condition of the complete power system is achieved; it shall be
determined with an algorithm which is numerically robust and can use all types of available
information including the equality conditions at the boundary nodes.
The SE, that shall be executed in the real-time mode, should be executed on continuously or
cyclical basis.

12.3. Playback & Root Cause Analysis


The EMCS shall be capable of being configured to provide a complete picture of the electrical
system from the stored data. This includes playback of a previously recorded monitored data,
calculated system parameters, sequence of events, and message log.

EMCS shall include an Event Log, Playback Historian and Playback Console and shall utilizes
archived data for root “cause and effect” investigations, improvement of system operations,
exploration of alternative actions, and replay of “What if” scenarios.

The event log shall be synchronized and displayed while the playback is in progress. It shall
allow the operator to determine, at a specific time, what events were occurring in the power
system, what was being reported to the operator, and what operator action resulted, if any.

The playback historian shall provide seamless retrieval of data from the EMCS system
historian for any events from any real-time console. The playback data is stored in an SQL
database and can be transferred to any user with the appropriate authorization.

The playback console shall allow the system operator to control playbacks to re-run at original
or accelerated speeds, single-step, fast-forward, or rewind through the message log. Playback
resolution is operator controlled and determined by the scan rate of field devices. Full
simulation capabilities shall be available to the system operator at any point during the replay;
the operator shall be able to explore the effects of alternative actions at any point of recorded
data.

The Operator Console shall provide a complete historical (archiving) subsystem providing the
user the capability to capture and analyze historical data.

The system shall allow selection of any point in the system to be added and configured for
archiving.

The archiving system shall utilize a Microsoft SQL real-time relational database for storage of
all process related data. Flat file or internal proprietary databases will not be accepted.

The archiving system shall be configured using standard tools provided by the system to
facilitate the display and editing of archive rates, archive types, etc. from graphical and tabular
data displays.

The system shall support the online addition of new tags to the historical database without
interrupting operations.

The historical subsystem shall promote the visualization of historical data in both tabular and
graphical form. This includes the capability to view historical data via a web-enabled interface.

The historical subsystem shall provide the ability to define archiving rates in increments of
seconds, minutes, hours, or days.

The historical system shall allow an individual archive rate to be programmatically modified
and/or utilized as part of the Control Logic/Scripting requirements specified above.

The system shall support archiving of up to 20,000 different variables per historical server.

The system shall supply tools for automatically backing up the database to multiple drives of
a single or multiple source. Relative service shall be able to create backup in multiple arrays
The backup utility shall execute the database backups automatically based on either of the
following configurable criteria:

a) Failure of Primary Database or drive source


b) Time-based (e.g. Average Time Period)
c) Disk management for the logged and archived Data

12.4. Trend Displays


Every operator consoles shall provide viewing for real-time and historical trend information. Data
collected in EMCS archive database shall be available to all workstations.

The system shall support user defined sets of trends so that commonly viewed historical
information can be defined in trends once and easily accessed by selecting a pre-configured
screen target incorporated in the graphic display. There should be no practical limit to the
number of trends that can be defined. Each trend screen shall support up to 10 independent
variables. Selection of points to be trended shall be menu driven.

Historical trends shall support seamless integration of both real-time and historical data
within a single trend window, with seamless movement between the two. In the event that
the screen is scrolled to the left, then historical values will be recalled from historical data
files. Scrolling the trend far enough to the right will result in current real-time data being
displayed as it is collected.

Zoom in/out and moving forwards and backwards in time shall be possible with no more
than two operator actions. A mechanism for selecting a location on the trend, such as a
hairline cursor and reading the numeric values of the trends at that point in time shall be
provided.

console.

Pre-configured trends shall be available from any console.

It shall be possible to export data associated with a currently displayed trend for viewing in

12.5. Reporting
The Operator console shall provide an integral reporting subsystem used to report both
current and archived data.

The reporting subsystem shall provide the capability to define reports for both visualization
and printed format. Report templates shall be supplied which can be modified or used as is.

The reporting subsystem shall not impose limits on the number of reports that can be
configured.

The system shall support the use of optional third party applications (i.e. MS Excel, Crystal
Reports) for generation of reports.

The reporting subsystem shall allow individual reports to be programmatically modified


and/or utilized as part of the Control Logic/Scripting requirements.

The reporting subsystem shall utilize standard Windows tree / list view presentation
techniques for management and administration of reports.

The reporting subsystem shall provide the capability to define both the dynamic and static
properties reports, including but not limited to:

a) Inclusion of archived data, alarm data or event data,


b) Customization of the format, layout, and graphical images included on a report.
c) Configuration of automatic report generation, including frequency, destination of the
report, and a prioritized list of alternate system resources should problems be
encountered during automatic production

12.6. Tabular Dash Board Views

12.6.1. Circuit breaker Status Table

The SCADA function shall maintain a table in RDBMS database where real-time status of all
Circuit breakers, also along with the associated quality codes shall be stored. The change of
status of any breaker shall be updated in this table as soon as the change is detected by the
SCADA system. This table shall contain additional information such as date & time of tripping,
cause of tripping, Expected duration of outage etc. Some of the causes of tripping could be
Supervisory control by user, Protection tripping. For expected duration of outages due to
protection tripping, the same shall be user enterable field. Such daily tables for two months’
duration shall be stored on auxiliary memory.

12.6.2. Real-Time Database Snapshot Tables

At the end of each 5 minutes, the following real time snapshot data shall be stored in RDBMS
in Real-time Database Snapshot tables:

All telemetered analog values and Calculated values for all tele-metered analog points (at least
maxima & minima with associated time and average values). Energy values are not envisaged
for storage in Data snapshot tables.
12.6.3. All status values with time stamp

All the above values as specified above in a) & b) shall be stored along with their associated
quality code. The periodicity of the snapshot shall be user adjustable to include 5, 15, 30, and
60 minutes. Data Snapshot tables shall be created on daily basis. Such daily tables for two
months’ duration shall be stored on auxiliary memory.
12.6.4. Hourly Data Tables

At the end of each hour information as defined below shall be included in the hourly data tables,
in RDBMS database form:

Selected analog values along with their associated quality codes


Selected status values along with their associated quality codes
Results of hourly calculations for selected analog points (at least maxima & minima with
associated time and average) along with their associated quality codes.
In addition to above a separate hourly energy data table exclusively for energy values
(Export and Import Active and reactive Energy values for each feeder) shall be created
in ISR along with their associated quality codes. Hourly data tables shall be created on
daily basis. Such daily tables for two months’ duration shall be stored on auxiliary
memory.
12.6.5. Missed Hourly Data Storage
The programmer shall be able to independently assign any one of the following processing for
each hourly value to be executed when the value is missed and cannot be acquired prior to the
storage of hourly values.

Store zero and a telemetry failure quality code for each missed hour.
Store the last good data value, with a questionable data quality code, for each missed
hour.
Temporarily store zero with a telemetry failure code for each missed hour. When the next
good hourly value is obtained, divide that value by the number of hours since the last
good value was obtained and insert this value, with a questionable data quality code, for
all hours with missed data and the first hour that good data was obtained as is the case
for energy values.
12.6.6. Hourly Data Calculations

The programmer shall be able to define calculated values using stored hourly data and
constants as operands. The calculations shall allow the carry-forward of data from one day,
week, or month to the next. The results of all calculations shall include quality codes derived
from the quality codes of the operands. The following calculations shall be provided:

summation for the current day, week, and month shall be updated each hour and made
available for display.
Maximum and minimum of a value over a programmer-definable time period, and the
time the maximum or minimum occurred.

12.6.7. SOE data Table

ISR system shall maintain SOE data table which shall store the SOE data for complete
distribution system. It shall be possible to sort the table by Time, Date, Substation name
feeder/line name, device name etc. using SQL commands. This table shall be made on daily
basis. Such daily tables for two months’ duration shall be stored on auxiliary memory. For the
purpose of sizing of table, daily 4 changes per SOE point may be considered. All CBs, protection
and alarm contacts shall be considered as SOE.

12.7. Thin Clients/Web HMI Visualization & Simulation


A XAML / WPF based Thin Client software for dynamic graphical representation and access
to data at the monitored site.

The Thin Client design shall be such that no special software or application is required to be
installed on any user workstation/computer, rather the system shall use off-the-shelf and
commercially available web browser technology.

No special software shall be required to create, edit or modify the thin client browser based
displays regardless of the physical location of the EMCS server serving the thin client
displays as long as proper authorization is validated and the workstation/computer is
connected to the server either over the Internet, or is on a private Intranet.

Standard, off-the-shelf Microsoft services shall be utilized.

There shall be no limit inherent in the software to the number of Thin Client simultaneously
connected to the Server.

The Thin Client shall communicate to the Server over an IP network. Ethernet, LAN/WAN,
Intranet or Internet, or direct TCP when the thin client is running on the same computer as
the server.

Any Thin Client shall be capable of communicating with the Server on these networks
requiring only authorization and a URL or IP address.

Any individual computer shall be able to view the Server simultaneously (multiple WPF
windows) with other users. This action shall be transparent to the all users.

The thin client shall provide for dynamic data updates which means data is updated upon
any change in value/status without requiring a screen refresh or other page related function,
in other words as data updates the individual data shall update directly.

The thin client shall be capable of displays that include graphs and data based on accessing
information from the Server (both actual and derived data).

Real time web application can access anywhere through the use of a tablet or smart phone.

12.8. Access control and Authorization Requirement


The EMCS system shall be protected against illegitimate use by restriction of access to
various levels.
Access to the EMCS system should be restricted by authorization validation and the access
shall be archived for future tracking. This validation should occur at the application level of
the EMCS system communication profile and should support the concept of access
privileges, which includes:
a) Monitoring
In this mode, the system is validated to monitor attributes/values from the EMCS.
However, it is not authorized to perform any action that affects the operation of the
EMCS system viz. control or configuration changes.

b) Control
In this mode, the system is validated to control the operation of the EMCS. This privilege
should be granted in conjunction with Monitoring. However, this privilege should not
allow making any configuration changes.

c) Configuration
In this mode, the system shall allow configuration changes to be made to the EMCS.
This Privilege should always be granted in conjunction with Monitoring.

d) Security Administration
In this mode, the system shall allow to change/retrieve security related
attributes/values/configuration.

(all voltages levels) with status of breakers/other equipment’s as applicable. This shall
include but not limited to the following,

handling the input from the several control Systems located at various substations.

Control Centre EMCS shall also accommodate a group devoted to daily operation and
mainly dealing with data which changes frequently. This second group will concentrate on
the GUI which encompasses all the tasks of real-time operation, and predictive simulation
using real-time and/or archived data.

Control Centre EMCS shall calculate the topology model based on real-time operating
conditions such as meter readings, status of sources & loads as well as status of circuit
breakers, switches, etc. The real-time network topology processor shall represent a base
upon which state estimator and other electrical network analysis programs will operate.

Network topology shall be recomputed and updated on the GUI single-line diagram each
time the Control Centre EMCS scans the remote control system.

13. Intelligent Load Shedding


The load shedding operation (ILS) is based on maintaining system stability (transient and
steady-state) with minimum load shed. Load shedding can be initiated by relay trip signal, under
frequency, over frequency, circuit breaker status, reverse power, ground current, etc. In
response to electrical or mechanical disturbances in the system, load shedding will commence
based on a user defined Load Priority Table (LPT) and User-Defined Knowledge Base (UDKB).
User-Defined Knowledge Base is constructed from a number of transient stability studies for
determining the stability limits of the system. UDKB is created for each individual project based
on goals and priorities provided by the user. The intelligence built in the UDKB tables is based
on 70% transient stability analysis and 30% load flow and optimum power flow studies. A User
Definable Logic editor is provided which allow the user to adjust or expand the system without
third-party intervention. ILS provides a fast execution of load shedding, thus further reducing
the load relief requirements.

After every scan cycle of the real-time data, ETAP ILS determines the best load shedding
Scenarios for every trigger signal and downloads the results (ILS matrix) to the local controllers.
This matrix is calculated based on:

• The real-time (operating values) generation, loading, and configuration of the system
• UDKB
• Load Priority Table - user-definable from the study case

Local Controllers are programmed to initiate the load shedding process immediately after
receiving trigger signals from the system.

13.1. Optimization Objective


iLS should use some of the below main objectives to implement the system:

• Maximum load preservation or minimum load shed

• Maintenance of system stability based on short-term, multi-cycle, and sub synchronous


oscillations

• These objectives are achieved based on the intelligence provided by the UDKB and the
overall speed of this load shedding process. With ILS, the load shedding process can be
initiated before any frequency deviation has occurred in the system. In general, the longer
the system waits before load shedding, the greater the amount of load that needs to be shed.
Therefore, the flux (magnetic field) inside the generator(s) collapses exponentially with time
during disturbances and/or generator rejection. A number of dynamic stability scenarios need
to be analyzed for an optimal load shed.

• Please note that the recommended load shedding generated by ETAP may not be the optimal
solution since typical and/or sample dynamic parameters were used for the dynamic transient
stability studies. Once we have the system installed and working satisfactory, the UDKB can
be enhanced based upon additional sets of dynamic data.

13.2. Load Priority


At this point since, the priority list has not been provided. During the engineering phase of the
project the list will be developed and validated. The trip signal for these loads will be forwarded
to the Load Shedding PLC.

13.3. Trigger Handling


All triggers will be generated from ETAP RT and sent to ILS PLC for action.

13.4. Circuit breaker operation of a single generator


For this trigger the Minimum MW Load to shed will be calculated as follows:

13.5. System Under Frequency


For this trigger the Minimum MW Load to shed will be set to a pre-determined value to be
determined.

13.6. Gradual Overload


For this trigger the Minimum MW Load to shed will be calculated as follows:

MinMW to Shed = Operating MW (at 10 min after overload started) – 110% * MW Capacity of
the Generators The trigger will be generated by ETAP RT Server after detecting the overload
lasting 10 minutes and sent to ILS PLC for action.

13.7. Overall Capabilities of ILS Application


The system will be capable of fast load shedding that can dynamically
manage the stability of the system. It shall calculate the minimum required MW to be shed for
the entire electrical network and per each islanded subsystem according to the type and location
of the disturbance, actual operating generation, spin reserve, loading, configuration, load
distribution, and process and operator priority.

The intelligent load shedding shall be capable of selecting the best combination of loads (CBs)
that will satisfy this requirement. System response to a disturbance shall be no more than 30
milliseconds unless configured by the system engineer due to process constraints. Steady-
state conditions such as overloads shall be handles after user-defined time delays as
configured..

The intelligent load shedding will continuously predict system response if they were to happen
at that particular instant of time. Its predictions will be monitored continuously from any of the
EMCS consoles. Data will be displayed through the ILS HMI as well as through the one-line
diagram.

The system operator will have the capability of utilizing real-time and user-definable data to
perform ILS simulations. The operator will be able to override analog and digital data for
simulation purposes. ILS simulation results will be transferrable seamlessly to transient stability
analysis application for validation.

The intelligent load shedding will be capable of providing the operator the capability to change
the load shedding priority, logic, and schedules directly from the EMCS Consoles with user-
friendly interfaces when having the correct access rights. For these changes, it will not be
required to update the PLC programs.

In a case of a communication failure between the ILS Server and the controllers, the controllers
will activate intelligent load shedding logic and tables that will take over the load shedding
system until the ILS Server is activated.

The Intelligent Load Shedding (ILS) Backup Logic will be based on minimum frequency criteria,
however, it will utilize the same load shedding schedules specified by the system operator
console.

Transformer electrical power monitored data will be utilized to initiate load curtailment actions
for each specific substation load(s) based on transformer overload condition.

13.9. Under- Voltage Load Shedding


Bus \ Substation voltage measurements or discrete signals will be utilized to initiate load
curtailment actions for each specific substation load(s) based on based on under-voltage
condition.

13.10. Line Overload Load Shedding


Capacity of the line \ feeder and electrical power measurements will initiate load curtailment
actions for each specific substation load(s) based on based on line overload condition.

13.11. Load Shedding Validation


With the use of the simulator, the Intelligent Load Shedding software will be capable of testing
and analyzing (ILS) recommendations before taking the system online. Steady-state and
transient conditions will be simulated to analyze Intelligent Load Shedding (ILS) system
response.

13.12. Load Restoration


The software will be capable of Load Restoration to minimize the duration of an outage following
a disturbance by automatically restoring power to the available portions of the system while
maintaining fault isolation without exceeding the capacities of alternate power sources and
routes.

13.13. Predictive Simulation


I. The EMCS software shall be capable of real-time predictive simulation. EMCS shall
contain integrated analytical tool shall provide prediction of system behavior in response
to operator actions and events via the use of real-time and historical / archived data.

II. The system shall demonstrate analytical techniques and allow for prediction of vital
electrical information at relevant locations on all buses:

a) Predict the strength and resilience of electrical system.


b) Predict the security of the electrical system including how adequate the protective
devices are (in real-time) against predicted fault currents.
c) Predict the adequacy of the facility power system in startup of chillers, pumps, and
other heavy consumers of power in order to maintain adequate voltage to support the
sudden impact of the startup of such heavy loads on the system and associated critical
processes.
d) Predict critical clearing time of circuit breakers so that facility stability is maintained.
e) Automatically provide an impact assessment of a number of different disturbances
such as loss of loads, loss of generators, and transfer of loads from one source to
another.
f) Predict the present power delivery capabilities of the electrical distribution system and
remaining capacity available.
g) Predict the reliability of the power distribution system and its components including
availability at all critical locations.
h) Predict the Arc Flash Hazard at each equipment location as well as providing (in real-
time) specifications of the required PPE suits. The system shall be able to print a work
order sheet and labeling should repairs be called for.
i) The above analytics shall be performed periodically (a user defined time period) or
automatically should a switching event occur (connection to distribution is lost, chiller
failure, sudden facility load increase).
j) Predictive simulation shall provide overall system health and an indication of vital
power indicators in a real time environment permitting immediate management of a
complex power system through modeling and simulation. Predictive simulation cannot
be an off-line or snapshot function and shall be fully integrated into the overall real-
time solution.

III. The Simulator functions shall include the following features and capabilities:

a) Collection, upload, display and archiving of the time stamped data

systems.
b) Fault current short circuit duties should be calculated and compared in compliance with
the latest editions of the ANSI/IEEE Standards (C37 series) and IEC Standards (IEC
60909 and others).
c) Short circuit software shall determine fault currents and automatically compare these
values against manufacturer short circuit current ratings. Overstressed device alarms
should be automatically displayed on the one-line diagram and included in short circuit

VI. Real Time Motor Starting Simulation


EMCS should have integral motor starting simulation. The purpose of Motor Starting is
twofold:
a) To investigate whether the Starting Motor can be successfully started under the operating
conditions, and to see if starting the motor will seriously impede the normal operation of
other loads within the system.
b) The motor staring simulation module shall provide two (2) types of motor starting
calculations: Dynamic Motor Acceleration and Static Motor Starting. In the Dynamic Motor
Acceleration calculation, Dynamic Models represent the starting motors and program
simulates the entire process of motor acceleration. This method can be used to determine
if a motor can be started and how much time is needed for the motor to reach its rated
speed, as well as to determine the effect of voltage dips on the system. In Static Motor
Starting, the locked-rotor uses a fixed impedance model to simulate the worst impact on
normal operating conditions. This method shall be suitable for checking the effect of motor
starting on the system when the dynamic model is not available for starting motors. The
simulator shall determine the result of attempting to start a motor or a sequence of motors
in the system. The simulator shall also allow starting the motors from the library.

VII. Transient Stability Simulation

EMCS shall investigate the stability limits of a power system before, during and after a
system changes or disturbances. The program models dynamic characteristic of a power
system, implements the user-defined events and actions, and solves the system network
equation and machine differential equations interactively to find out the systems and the
machines response in the time domain. From these responses, users can determine the
system transient behavior, make stability assessment, find protective device settings, and
apply the necessary remedy or enhancement to improve the system stability

VIII. Harmonic Analysis and Frequency Scan Simulation

EMCS shall provide the best tool to model and analyze the phenomena of power system
harmonics, and to accurately model various power system components and devices to
include their frequency dependency, non-linearity, and other characteristics under the
presence of harmonic sources. The program shall have two (2) analytical methods, i.e.
Harmonic Load Flow and Harmonic Frequency Scan. Application of those two methods in
combination shall provide results wherein different harmonic indices are computed and

problems, along with security problems associated with Harmonics shall be easily
revealed, and causes of those problems identified and different mitigation and corrective
schemes tested and finally verified to fix the problems

IX. Switching Sequence Management

1. EMCS software shall be capable of building a complete switching program using a


graphical user interface and execute the switching plan all in one step. The switching
sequence shall contain a list of switching devices and time of execution for circuit
breakers, load disconnects, and ground disconnects.

2. Before any switching sequence is executed, the application verifies whether the
sequence is compliant with safety switching procedures and requests confirmation
during execution of each step before proceeding to the next step in order to avoid
inadvertent switching.

3. The software shall be capable of configuring switching plans for automatic transfer of
bus loads on double-ended bus configurations thus replacing the step-by-step
method of switching for double-ended bus configurations that require manual bus
load transfer. Switching sequences shall be ranked based on de-energized time, non-
delivered energy, and the order of switching allowing easy comparison between
different variations of the plan.

4. The switching management software shall include the following features:

purpose of simulating operations and analysis of the systems. OTS should provide an
environment that is effective for operator training and assistance. Compared to traditional
training methods, operator training should be accelerated using dynamic graphical simulation
of the power system. This makes training an ongoing process.

System operators and engineers would have instant access to online information and analysis
tools that allow them to predict an outcome before system actions are taken. OTS would
represented as a virtual plant which has the identical look and feel of EMCS, reproducing
realistic network behaviors with identical electrical operational environments. The ability to

could be utilized for startup, shutdown and normal operations simulation and can avoid
inadvertent plant outages caused by human error, equipment overload, etc. OTS would be an
integral part of the EMCS software so that database sharing and HMI visualization will be
seamless as per the operating conditions. OTS should be of same version of EMCS software.
The system will be setup so it runs in two modes:

monitoring and control applications. It should be communicated with any
SCADA/EMCS/EMS/EMCS on industrial open communication protocol. Data from multiple
devices (meters, protection relays and other IEDS) shall be acquired using field protocols
[IEC60870-5-101/102/103/104, IEC61850 (MMS/GOOSE), DNP3.0, DLMS, Modbus etc...],

16. Cabinet Construction Requirements


a) The EMCS System panels shall be industrial type, free standing, dust and Vermin proof, steel
enclosed suitable for indoor installation. The front door shall be provided with transparent
hinged door for easy viewing.
b) The Panel shall be constructed from folded and welded sheet steel of minimum Thickness
1.5 mm. The panel construction shall be rigid with adequate supporting frames. The panels
shall a 100 mm high base frame, complete with all necessary foundation bolts and
accessories for grouting in the floor.
c) The ingress protection of the panel shall be not less than IP 42 in accordan
ce with IEC 60529, unless otherwise specified.
d) The system shall be of rack mounted (19 inch) modular construction. The mo
dules/circuit cards shall be easily accessible for adjustment/removal /replacement
/future addition.
e) The mechanical construction shall be in accordance with the requirements of
IEC 602973. All modules/circuit cards shall be provided with plug and socket/edge
connectors incorporating retaining clips or screws to prevent accidental disconnection.
Keyways and or guide rails shall be provided where appropriate to ensure correct
location and alignment.
f) All enclosures shall be ventilated with vents or louvers, which shall belocated so
as not to spoil the appearance of the enclosure. All ventilating openingshall be prov
ided with corrosion resistant screens to prevent entrance of insects, rodents and f
ilters to prevent the entrance of dust.
g) The EMCS Manufacturer shall submit heat dissipation calculation. Adequate means
of general and local overheat detection system shall be Fitted and alarmed locally
and to Central Control station I DCS as applicable.
h) The EMCS Cabinets shall be provided with cooling fans as required to dissipate heat. There
shall be at least one (1) spare fan in addition to normal requirement to take care any fan
failure. Fan failure alarms shall be provided for local I remote annunciations.
i) Suitable lighting shall be provided inside the panel with automatic on/off door switch.
j) All cable entries shall be from the bottom, unless otherwise specified Removable bottom
gland plates of suitable sizes shall be provided for cable entry with cable glands as required.
k) All equipment in the EMCS panel shall arrange in a logical manner to facilitate ease of
operation, maintenance and repair. All components, test terminal blocks etc. shall be located
a minimum height of 150-200 mm from bottom of panel.
l) Cable ducts shall PVC type on both sides of terminal rails. Terminal rails and cable ducts
shall be fixed on a mounting pan.
m) Doors shall provide with sealing gasket lockable handles.
n) All the materials used for construction shall be non -degradable and environmentally safe.
o) Access to the components shall be from the panel front. All terminal strips shall be accessible
from the floor without using accessories like ladder.
p) All live parts located within the enclosure shall protected by barriers or shrouds to prevent
inadvertent contact or short circuit by personnel while performing circuit checks I
maintenance.

q) Barriers shall be of rigid transparent insulating material to enable the identification of


screened components.
r) The internal wiring of EMCS System panel shall be with high integrity to withstand the
substation environment to provide the optimum data/ signal output and the system shall be
immune to electromagnetic/electrostatic phenomena, voltage/dips etc. associated with the
power system considered.
s) The cable and termination system comply with the relevant EMC standards (IEC-61000
series) including the requirements IEC 61000-6-5.
t) The panel internal wiring/termination cables for data and signal shall be suitably sized, taking
into account of the requirements of the connected circuits and the future spare requirements.
The conductor size shall be selected based on the maximum continues current ratings, length
of circuit etc.. The minimum conductor size shall be 0.50 to 0.75 mm2, unless otherwise
approved by contractor/client based on justification from the manufacturer.
u) Any other vendor specific cables provided shall be subject to verification of assurance
provided by the Manufacturer regarding the integrity of the system functionality, current
carrying capacity, maintainability & continued operation of the cable system throughout the
life cycle of the EMCS System.
v) The minimum cross sectional area of the wires used for power supply connection/distribution
within the panel shall not be less than 1.5m2 (5Amp). The Manufacturer shall submit cable
sizing calculations review and Approval, if required.
w) The panel wiring shall be identified with numbers allocated in accordance with approved
drawings. The wiring diagram shall clearly identify the reference numbers and the wires shall
be terminated with approved type of terminations.
x) Terminal blocks shall be logically grouped, indelibly marked in accordance with the approved
Manufacturer drawings. Segregation of different voltages levels within terminal blocks shall
be achieved by barriers and be clearly identified by labels. Rail mounted terminals shall be
identified accordingly to approved Manufacturers drawings.
y) Wiring inside EMCS panel shall be color coded as follow, unless otherwise specified or
approved by contractor/client,

a) 110V AC Live – Red

b) 110V AC Neutral – Black

c) 24V DC or Lower Signals +Ve –Gray

d) 24V DC or Lower Signals –Ve – White

e) Earthing Conductor – Green/Yellow

f) Screen sleeving – Plain Green

17. Power Supply Requirements


a) The EMCS System shall be suitable for operation from 230 Volts AC supply from substation
UPS, unless otherwise specified. The use of any other voltage levels /types of power supply
shall be with prior approval from contractor/client. The EMCS shall be capable of operating
successfully over a range of 85% to 110% of rated voltage and frequency.

b) The EMCS power supply modules shall be dual redundant and have inbuilt transformation
equipment to convert the voltage to the required levels for the functioning of all associated
hardware.

c) The power supply modules shall have integral fuse protection and LEDs to indicate power
supply faults.

d) Suitable indication /alarm shall be provided in the substation and remote control room to
indicate status of the power supply. Alarm to the DCS /Central Control Station shall be
generated in the event of failure of one supply.

18. Nameplates and Identification Lables


a) The EMCS panels shall be fitted with the name plates on front and rear side.

b) The nameplate shall be of traffolyte and shall be fastened to the enclosure on the front by
means of screws or rivets of stainless material.

c) Identification labels shall be provided to co-relate the devices in the panel and the
documentation/drawing to indicate the function or purpose of the device.

d) All items within the EMCS System panel shall be clearly labelled using plastic laminate. The
labels shall be firmly screwed to a fixed part of the frame or mounting plates within the
cabinet using non-corrodible screws. The name plates/labels shall be located such that no
dis assembly or parts removal is required to view the same.

e) Warning labels shall be provided in all locations of the equipment, where necessary to warn
personnel of potentially dangerous situations.

f) All solid-state or other equipment, which can be damaged when subjected to high voltage,
shall be provided with a warning label stating that they shall not be subjected to high voltage
tests.

g) Labels shall have black characters on white background, except warning labels, which shall
have white characters on a red background.

h) All components incorporated within the unit shall be indelibly marked with circuit component
reference. Handwritten stickers or dyno-tape labels shall not be used.

i) Fuse bases shall be labelloid with their respective fuse current rating.

19. Grounding
a) An earth bar of minimum size 70 mm2 shall be provided along the full length of EMCS
System panel. All metallic non-current carrying parts shall be bonded together and
connected to the earth bar. External earthing terminals shall be provided at both ends of the
earth bar to facilities connection to the earthing grid. All the rack-mounted equipment with
exposed metal parts shall be earthed.
b) Provision shall be made for connecting the earth continuity conductors as cable armoring of
all circuits.
c) Doors and hinged parts shall be bonded to the enclosure by means of a flexible copper
connection having a minimum cross-sectional area of 6 mm2 , arranged in such a way that
it cannot be trapped during the opening I closing of the door.
d) Connections from the main earth bar to components shall be with green /yellow PVC-
sheathed stranded copper conductors, provided with compression type termination lugs.
e) Cabinets and enclosures of devices shall be grounded at the same point where the electrical
service neutral is grounded. All devices within one cabinet shall be grounded together by
means of ground cable.
f) The signal ground shall be connected to an external ground at a single point (clean earth)
so that ground loop conditions are minimized. The shielded wire, drain wire or ground wire
of input I output cables shall be terminated at one ground point in each cabinet and shall be
insulated from the cabinet ground. These ground points shall be connected together to the
clean earth system.

20. Inspection and Testing Requirements


a) All items included in the supply shall be designed, manufactured, inspected and tested
under the control of a documented Quality Assurance system, of which the general
requirements are given in clause 17.0 of this Standard.

b) Any special references to inspection/test referred within this Standard are additional to and
shall not replace or reduce the general QA/QC requirements.

c) The Manufacturer shall submit the inspection and testing plan to contractor/client for
approval.

21. Inspection and Test Plan (ITP)


a) The Manufacturer shall submit the inspection and testing plan (ITP) to contractor/client for
approval. All Inspection and Testing shall be as per approved Inspection and Testing Plan
(ITP).

b) The inspection and test plan shall cover the various stages of inspection and test procedures
for FAT, SAT etc.

c) The (FAT) shall be performed for the complete EMCS at the Manufacturer's works where
the system is engineered and assembled.

d) The FAT shall be conducted to demonstrate that the system performs correctly. The FAT
shall include both specific performance and integrated system tests to demonstrate at all
hardware and software functions correctly.

e) The Site acceptance Test (SAT) shall be conducted with the involvement of contractor/client
representatives. The scheduled date for SAT shall be communicated to vendor in advance
to enable the contractor/client representatives to witness the test. The SAT shall include a
fully integrated test with all field devices, equipment, etc. connected and powered up.

f) Commissioning test shall be done at site with the Manufacturer’s field assistance as
required. During commissioning all functionalities and proper operation of the complete
system shall be verified.

22. Factory Acceptance Tests (FAT)


1) FAT shall be conducted to demonstrate that the system performs correctly FAT shall include
both specific performance and integrated system to demonstrate that hardware and
software functions correctly. The FAT shall be a fully (I-FAT) with simulation of all connected
devices, I/O's, IED’s, equipment, etc.

2) The tests carried out at the EMCS System Manufacturer’s Works shall be in accordance
with the relevant international standards specified. The tests shall include but not limited to
the following,

a) Check on Visual and Dimensional details

b) Insulation Resistance Test

c) Functional & Sequential Test with simulation of all parameters including communication
checks shall be carried out to verify all functionalities as specified in the specification.

d) Sequential Operation Test with check on access control levels

e) Functional check on all components

f) Check on painting

g) Earthing system and bonding of doors

Test reports along with relevant drawings/documents and certification shall be submitted for
acceptance/approval.

4) Equipment shall not be delivered until all applicable tests have been successfully completed.

23. Site Acceptance Test (SAT)


1) The site acceptance test procedure shall be submitted to contractor/client for approval
sufficiently in advance, prior to the actual test. All test carried out during FAT shall be
repeated during SAT to ensure the performance of the installed system.
2) The tests carried out at the site after installation of the EMCS shall include but not limited to
the following,

a) System performance test which shall include all the tests mentioned in the specification,
with all installed equipment to check the proper functioning of critical parameters of the
EMCS components including IEDs, User interface, Communication, Hardware, Software
etc..
b) The various functionalities of the EMCS with actual inputs from electrical network I
equipment shall also be verified .
c) Functional checks on the complete system including all accessories/Electrical Work Station
by simulation of various network parameters control requirements.

24. Training and Startup Assitance


1. The Manufacturer shall provide training related to the EMCS operation and maintenance
at the factory/site for contractor/client personnel. This training shall cover, but not limited
to the following:

• Application software and hardware setup, configuration and maintenance.

• Network software and hardware setup, configuration and maintenance.

• Monitoring/control/analysis of various network parameters and familiarization of all


components and functionalities of EMCS.

• System troubleshooting and problem solving.


2. Training shall include providing any documentation and "Hands-On Exercises"
necessary to enable electrical operations/maintenance personnel to assume full
operational responsibility of the EMCS.
3. There shall be a "Help Menu" in the system, with System Instruction /Training Manual
readily available for use.
4. The Start-up assistance shall include a working demonstration and simulation of all
operating conditions that may be encountered.

25. Painting
1. Painting shall be in accordance with XXX Standard for Painting and Coating of external
Metal Surface" and the Manufacturer's standard, approved by contractor/client. The
Manufacturer shall provide details about the type and number coatings of primer and final paint.
2. Colour shall be selected to match with the high and low voltage switchboard installed in
the same location, unless otherwise specified on the project specification.

26. Quality Assurance


1) The Manufacturer shall operate a quality system to ensure that the requirements of this
Standard are achieved. The quality system shall be preferably based on ISO 9000, certified by
internationally reputed inspection agencies.

2) Verification of the Manufacturer’s quality system is normally part of the pre-qualification


procedure and is therefore not detailed in the core test of this standard.

27. Packing, Marking and Documentation


1) All correspondence, drawings, instruction manuals, data sheet or any other written
information shall be in EMCS language. In case of dual language, one language shall be
English.

2) All dimensions, units of measurement, physical constant etc. shall be in SI units.

3) Project documentation shall include but not limited to the Design, Installation, Operation,
Maintenance and Testing of the EMCS

4) Design documentation drawings shall include block diagrams, panel elevations,


schematics and wiring diagrams. Block diagrams shall describe overall system architecture,
showing all connected equipment, the communication, power, signal, control & data acquisition
systems etc. The panel elevations, schematics and wiring drawings shall also be provided to
further refine the details of the block diagram.

5) The overall system may contain devices from several vendors that use different software
or methods of configuration. These device configuration or settings files including software shall
be provided.

6) Installation documents shall include outline drawings, details of mounting requirement,


connection details, size, weight and any other information needed for installation, including the
following:

a) Electrical power, data, control and communication interface wiring details and
installation procedures

b) Floor, rack and shelf mounting, drilling and bolting methods necessary to secure the
equipment.

c) Safety precautions.

d) Grounding and bonding procedures.

e) Clearances for access and ventilation.

f) Installation of various components, alignment and testing details.

7) The documents related to Operation and Maintenance shall describe how to operate the
EMCS System and carry out various functions available. This shall include a statement of the
intended use of each device and the function it performs. Instructions shall include but not
limited to routine and emergency operation/ maintenance procedures, safety precautions and
quantitative and qualitative limits to be observed while starting, running and shutting down of
the system.

28. Spare Parts and Maintenance Requirements


a. List of recommended spares parts for two years normal operation of the system shall
furnished.

b. A complete set of special tools and devices necessary for installation, operation and
maintenance of the system shall be provided, housed inside a lockable cabinet.
c. The purpose of each tool and device shall be labelled.
d. Complete set of commissioning/start-up spares shall be included in the supply.
e. Complete details including quantity, rating, and type and catalogue number of all
components used shall be provided.
