1. Scope
This Standard describes the minimum requirements for the design, inspection, testing and
commissioning of Electrical Control and Monitoring System for installation to collect electrical
parameter from various Substations and corresponding power systems for monitoring, control
and analysis purpose.
This Standard provides the general requirement for the monitoring and control of electrical
System/network/equipment etc. at all voltages levels including but not limited to 11 kV, 3.3 kV
and 415V as applicable.
Require all necessary controller, IT hardware & software such as redundant RTU/PLC,
redundant ETAP Real Time Servers, OWS, EWS, Printer, Firewall, SQL Server, Anti-virus,
server cabinet, and console would be under vendor scope of supply.
2. Application
2.1. Project overview
The southern and western areas of Doha have been experiencing a rapid expansion of growth
and development in recent years. As a consequence, the need to increase drainage capacity to
accommodate additional storm water runoff and construction activities has become critical.
As a result, ASHGHAL (the “Authority”) has develop multiple projects including the Musaimeer
Pumping Station and Outfall (MPSO) Project. The MPSO project comprises a pump station that
will receive flows from a 3.7 m ID Abu Hamour Tunnel that conveys drainage from the Southern
Outfall Catchment area. The outfall tunnel will extend from pump station to a distance of 10 km
offshore. The pump station plot is 100m x 160m with its eastern boundary at about elevation
zero Qatar National Height Datum.
Commencement date of the works was on 26th of November 2017 and is to be two thousand
five hundred and fifty-five days (2555) days, including one thousand four hundred and sixty
(1,460) Days for Design-Build works and one thousand and ninety-five (1095) days for Operate
and Maintain Services.
3. Project location
Figure 1 shows the Musaimeer Pumping Station site located at the end of the Abu Hamour
Tunnel immediately south of the newly constructed Hamad International Airport (HIA). It is
approximately 3.5 km away from Ras Abu Fontas Power and Desalination Plant. The pump
station site parcel is a 100 m x 160 m rectangle. The outfall tunnel will extend 10 km off-shore
from the pumping station.
4. Application
EMCS is a centralized power monitoring and control system for the entire Musaimeer pumping
station power distribution network. The primary critical application under EMCS will be as
follows:
The Electrical Control and Monitoring System shall comply with all the relevant requirement
specified in the Standard and the reference standards/codes mentioned herein.
Any exceptions or deviation from this Standard along with their merits and justification shall be
brought to the attention of Controlling Team for their review consideration and amendment by
Standards Team (if required).
5. Terminology
For this Standard the following definitions apply,
Contractor:
The person, person firm or company contracted by ASHGHAL to understand the execution of
the Work defined by the Contract.
Any device incorporating one or more processors with the capability of receiving or sending
data/control from or to an external source (for example electronic malfunction, meters, digital
relays, controllers)
Inter-Operability:
The ability of two or more intelligent devices from the same vendor or different vendors to
exchange information and use that information for correct execution of specified function.
Project controlling team authorized to initiate a request for execution of a project or procurement
of materials/equipment for Project.

carrying out design, selection of equipment and installation of Electrical Central Monitoring
System. Any equipment for outdoor installation shall be suitable for continuous operation at a
desert location under high ambient temperature and humidity. The atmosphere shall be
considered to be dusty, corrosive.
For detailed design information regarding the environmental, site and utility supply conditions
prevailing throughout the Musaimeer Pumping Station Site Facilities.
All components including auxiliary devices shall have the specified ratings which shall be their
continuous rating after being suitably de-rated for the specified service condition.
Reliability of all components to perform continuously in line service conditions specified is
essential. Prototype or unproven equipment not having a well-established record shall not be
considered.
The EMCS system shall be designed on industrial open communication protocol, inter-
operable communication system with flexible architecture, scalable to take care of the
present and future requirements.
The EMCS system shall be designed to continuously monitor/access data on a real time
basis and control the complete line-ups of High/Low voltage switchgears and other
equipment as specified in this Standard Project specification document.
The EMCS system shall be with high performance industrial type server hard disc (HOD)
and Random access Memory (RAM) sufficient to cater for various function specified in this
Standard as applicable for a particular project including future space requirements. The
system shall be provided with state of the art processor and software, DVD, drive for data
backup and HMI to monitor, control & configuration of various electrical network parameters.
The data storage devices and associated components shall be capable to store the data for
a minimum period of three year unless otherwise specified in the project specification.
Vendor to estimate requirement of hard disk capacity and RAM to comply storage
requirement.
The complete electrical design and analysis has been done using ETAP software. For better
control of system design and operation, EMCS should be deployed using the developed
ETAP model as the HMI.
EMCS shall be built on ETAP intelligent modelling environment. The EMCS vendor will
utilize the as-built network of ETAP power model which will be free issued from the
contractor. The SLD view of EMCS will be the ETAP RT as-built model, which will be taken
to online connecting to the field devices through controllers, PLC, RTU, panels and check
the consistency between design and construction parameter.
The EMCS system shall be capable of monitoring, controlling, generating report, displaying
electrical network parameters and status of various equipment/system components etc.

The general features shall include but not limited to the following:

A simplified layout of the distribution system shall be displayed showing the status of all
Disconnector / earth switches/breakers to be monitored. Open / close status of the
Disconnector / earth switches breakers shall be displayed using different symbols /
colors.
Minimum Data required to be displayed along with the single line diagram shall be as Follows
but not necessarily limited to the following:
• Voltage for each bus section
• Frequency of each bus sections
• System voltage & frequency
• Circuit loading
• System Data Pages
Measured values comprising circuit loadings (A, MW, MVAr) voltages (kV), counter and
integrated values (MWh, MVArh), frequency (Hz). For each generators, transformers and grid
connections minimum data required to be displayed shall be as follows but not necessarily
limited to the following.
• Total MW capacity, Total MW output (i.e. total load) & Total MVAR output (i.e. total load).
• System power factor, System voltage & System frequency.
A display should be available to display load feeders shedding priority and load tables. Load
feeder shedding priorities shall be changed from the keyboard.
The EMCS system shall be capable of displaying any analogue value in graphical form
to show the trend of the value over a selected time period. The trend display shall have
adjustable X and Y axis, indicate up to 10 values and operate either using real-time or
historical data from the database. Recent values of certain parameters monitored shall
be indicated at the right hand side of the screen with the oldest values at the left hand
side. The rate of data collection shall be user selectable.
The EMCS system shall be complete with necessary licensed software for the operation
of the system. The system shall be based on the latest proven technology with software
compatible to share all over communication network (LAN, WAN), DCS, etc.
The System manufacturer shall submit detailed design drawings, block diagrams
describing overall system architecture including control, monitoring & data acquisition
equipment all the interfaced equipment/systems with communication details etc. for review and
approval purpose (Controlling/Design/IT Team as applicable).
The EMCS System Communication shall be in accordance with IEC 61850 as applicable
to the field devices if any. The inter operation different Intelligent Electronics Devices (IED’s)
from several vendors for achieving data exchange, monitoring & control requirements and the
integration of various equipment/systems to fulfil the specified function shall be responsibility of
the system manufacturer.
11. Reliability
a) The EMCS system shall be designed to achieve high reliability. The failure of any
components shall not result in an undetected loss of functions or multiple and cascading
components failure.
b) The EMCS system shall be of fail-safe design such that no single failure could cause the
system to initiate an undesired control action, such as tripping or closing of circuit breaker
or disable any critical function (Protection, control, metering etc.)
c) It shall be ensured that the malfunctioning or non-availability of the EMCS system shall
not impair the normal functioning of the electrical distribution network/equipment.
2. EMCS shall present Graphical User Interface (GUI) Environment common to all Real-time
application. The user interface shall be informs of graphical tools, as much user friendly to
hide the complexity of these applications from the users.
3. GUI shall provide easy access to data, data editing, network visualization in form of single-
line, logical schemes, summery reports and printing.
Unlimited one-line diagram nesting for sub-systems, MCCs, etc. in order to layer the one-
line diagram and create detailed views of the electrical system in the same project file.
Change size, symbol, color, orientation, and alignment of elements and text, individually
and globally
Themed color schemes provide the flexibility to customize each one-line presentation
independently
Drag & Drop, cut and paste, undo and redo, zooming, etc.
Export one-line diagrams to third party CAD systems via DXF and metafile formats
Customizable and categorized output reports (Crystal Reports) with find functionality
Process monitoring
The SE shall be used to estimate a network solution, for the observable and unobservable
portions of the network model. It shall provide an accurate and reliable state of the power
system. The data generated by the SE will be utilized by the real-time power applications.
The state of the power system will be described by a collection of voltage vectors for a given
network topology and parameters. The set of measurements used for state estimation are
collected through the SCADA system. The data that will be used for the state estimation
shall be mainly:
a) Status of circuit breakers and disconnect switches, which are used to update the network
model
k) Series impedances and shunt admittances of all power equipment in the network model
Using these values, the SE examines the data for obvious data errors, determines those
portions of the network which have sufficient telemetry to be observable, generates artificial
measurements (called "pseudo" and "virtual" measurements) at locations where they are
required for observability, and then computes the state of the power system providing the
following output data:
c) Currents (Amp)
i) Smoothed biases
Information concerning estimated bus voltages exceeding their limits for the unobservable
parts of the network, the SE shall deliver estimated values providing a network solution for
the unobservable and non-telemetered portions of the network model. Unobservable network
areas can be created whenever measurements are out-of-service or communication links
fail.
Therefore, the size and location of the network whose solution is to be estimated are dynamic
quantities. Any unobservable areas shall be solved using the full network model. It is not
permissible to create a reduced, equivalent representation for any portions of the fully-
modeled network. In estimating a solution, the system shall utilize and produce results which
are consistent with all available information, including any available real time data, any
recently telemetered data, and historical data or pseudo-measurements (complete model
estimator).
As stated, a complete model estimator shall be used for the modelling of the parts of the
internal power system, which are non-observable. This complete model estimator combines
estimated and non-estimated parts to one unique consistent network model. The aim is to
define a loading condition which is as realistic as possible and in areas outside of them a
loading condition which is physically possible.
The complete model estimator will use, in addition to the parameters and inputs of the power
system elements previously stated, the following input data:
b) Estimated loading condition inside the estimated areas and at the boundary nodes

i) State estimator shall have the capability to expand as needed and included daily load profiles
(current magnitudes and power factors, or active and reactive powers) for all load classes,
for all seasons, for all types of days as well as special campaign time spans.
To provide the following output information concerning the unobservable portions of the
network:
EMCS shall include an Event Log, Playback Historian and Playback Console and shall utilizes
archived data for root “cause and effect” investigations, improvement of system operations,
exploration of alternative actions, and replay of “What if” scenarios.
The event log shall be synchronized and displayed while the playback is in progress. It shall
allow the operator to determine, at a specific time, what events were occurring in the power
system, what was being reported to the operator, and what operator action resulted, if any.
The playback historian shall provide seamless retrieval of data from the EMCS system
historian for any events from any real-time console. The playback data is stored in an SQL
database and can be transferred to any user with the appropriate authorization.
The playback console shall allow the system operator to control playbacks to re-run at original
or accelerated speeds, single-step, fast-forward, or rewind through the message log. Playback
resolution is operator controlled and determined by the scan rate of field devices. Full
simulation capabilities shall be available to the system operator at any point during the replay;
the operator shall be able to explore the effects of alternative actions at any point of recorded
data.
The Operator Console shall provide a complete historical (archiving) subsystem providing the
user the capability to capture and analyze historical data.
The system shall allow selection of any point in the system to be added and configured for
archiving.
The archiving system shall utilize a Microsoft SQL real-time relational database for storage of
all process related data. Flat file or internal proprietary databases will not be accepted.
The archiving system shall be configured using standard tools provided by the system to
facilitate the display and editing of archive rates, archive types, etc. from graphical and tabular
data displays.
The system shall support the online addition of new tags to the historical database without
interrupting operations.
The historical subsystem shall promote the visualization of historical data in both tabular and
graphical form. This includes the capability to view historical data via a web-enabled interface.
The historical subsystem shall provide the ability to define archiving rates in increments of
seconds, minutes, hours, or days.
The historical system shall allow an individual archive rate to be programmatically modified
and/or utilized as part of the Control Logic/Scripting requirements specified above.
The system shall support archiving of up to 20,000 different variables per historical server.
The system shall supply tools for automatically backing up the database to multiple drives of
a single or multiple source. Relative service shall be able to create backup in multiple arrays
The backup utility shall execute the database backups automatically based on either of the
following configurable criteria:
The system shall support user defined sets of trends so that commonly viewed historical
information can be defined in trends once and easily accessed by selecting a pre-configured
screen target incorporated in the graphic display. There should be no practical limit to the
number of trends that can be defined. Each trend screen shall support up to 10 independent
variables. Selection of points to be trended shall be menu driven.
Historical trends shall support seamless integration of both real-time and historical data
within a single trend window, with seamless movement between the two. In the event that
the screen is scrolled to the left, then historical values will be recalled from historical data
files. Scrolling the trend far enough to the right will result in current real-time data being
displayed as it is collected.
Zoom in/out and moving forwards and backwards in time shall be possible with no more
than two operator actions. A mechanism for selecting a location on the trend, such as a
hairline cursor and reading the numeric values of the trends at that point in time shall be
provided.
It shall be possible to call up new historic trends and configure them online from the Operator
console.
It shall be possible to export data associated with a currently displayed trend for viewing in
Microsoft Excel.
12.5. Reporting
The Operator console shall provide an integral reporting subsystem used to report both
current and archived data.
The reporting subsystem shall provide the capability to define reports for both visualization
and printed format. Report templates shall be supplied which can be modified or used as is.
The reporting subsystem shall not impose limits on the number of reports that can be
configured.
The system shall support the use of optional third party applications (i.e. MS Excel, Crystal
Reports) for generation of reports.
The reporting subsystem shall utilize standard Windows tree / list view presentation
techniques for management and administration of reports.
The reporting subsystem shall provide the capability to define both the dynamic and static
properties reports, including but not limited to:
The SCADA function shall maintain a table in RDBMS database where real-time status of all
Circuit breakers, also along with the associated quality codes shall be stored. The change of
status of any breaker shall be updated in this table as soon as the change is detected by the
SCADA system. This table shall contain additional information such as date & time of tripping,
cause of tripping, Expected duration of outage etc. Some of the causes of tripping could be
Supervisory control by user, Protection tripping. For expected duration of outages due to
protection tripping, the same shall be user enterable field. Such daily tables for two months’
duration shall be stored on auxiliary memory.
At the end of each 5 minutes, the following real time snapshot data shall be stored in RDBMS
in Real-time Database Snapshot tables:
All telemetered analog values and Calculated values for all tele-metered analog points (at least
maxima & minima with associated time and average values). Energy values are not envisaged
for storage in Data snapshot tables.
12.6.3. All status values with time stamp
All the above values as specified above in a) & b) shall be stored along with their associated
quality code. The periodicity of the snapshot shall be user adjustable to include 5, 15, 30, and
60 minutes. Data Snapshot tables shall be created on daily basis. Such daily tables for two
months’ duration shall be stored on auxiliary memory.
12.6.4. Hourly Data Tables
At the end of each hour information as defined below shall be included in the hourly data tables,
in RDBMS database form:
Store zero and a telemetry failure quality code for each missed hour.
Store the last good data value, with a questionable data quality code, for each missed
hour.
Temporarily store zero with a telemetry failure code for each missed hour. When the next
good hourly value is obtained, divide that value by the number of hours since the last
good value was obtained and insert this value, with a questionable data quality code, for
all hours with missed data and the first hour that good data was obtained as is the case
for energy values.
12.6.6. Hourly Data Calculations
The programmer shall be able to define calculated values using stored hourly data and
constants as operands. The calculations shall allow the carry-forward of data from one day,
week, or month to the next. The results of all calculations shall include quality codes derived
from the quality codes of the operands. The following calculations shall be provided:
Summation of an hourly value by day, week, and month: The running total of the
summation for the current day, week, and month shall be updated each hour and made
available for display.
Maximum and minimum of a value over a programmer-definable time period, and the
time the maximum or minimum occurred.
Average of a value over a programmer-definable time period
12.6.7. SOE data Table
ISR system shall maintain SOE data table which shall store the SOE data for complete
distribution system. It shall be possible to sort the table by Time, Date, Substation name
feeder/line name, device name etc. using SQL commands. This table shall be made on daily
basis. Such daily tables for two months’ duration shall be stored on auxiliary memory. For the
purpose of sizing of table, daily 4 changes per SOE point may be considered. All CBs, protection
and alarm contacts shall be considered as SOE.
The Thin Client design shall be such that no special software or application is required to be
installed on any user workstation/computer, rather the system shall use off-the-shelf and
commercially available web browser technology.
No special software shall be required to create, edit or modify the thin client browser based
displays regardless of the physical location of the EMCS server serving the thin client
displays as long as proper authorization is validated and the workstation/computer is
connected to the server either over the Internet, or is on a private Intranet.
There shall be no limit inherent in the software to the number of Thin Client simultaneously
connected to the Server.
The Thin Client shall communicate to the Server over an IP network. Ethernet, LAN/WAN,
Intranet or Internet, or direct TCP when the thin client is running on the same computer as
the server.
Any Thin Client shall be capable of communicating with the Server on these networks
requiring only authorization and a URL or IP address.
Any individual computer shall be able to view the Server simultaneously (multiple WPF
windows) with other users. This action shall be transparent to the all users.
The thin client shall provide for dynamic data updates which means data is updated upon
any change in value/status without requiring a screen refresh or other page related function,
in other words as data updates the individual data shall update directly.
The thin client shall be capable of displays that include graphs and data based on accessing
information from the Server (both actual and derived data).
EMCS shall support Web-Based solution which offers an extended thin-client web based
application that allows users to visualize, simulate and manage their electrical systems
remotely from the web.
Web based real time simulation shall be capable for below features:
The Web client is designed with authentication, authorization, encryption and data integrity
via signatures which permit secure server-client conversation. The user can control who can
access their data. Multiple layers of security protect the information from unauthorized
access.
Real time web application can access anywhere through the use of a tablet or smart phone.
b) Control
In this mode, the system is validated to control the operation of the EMCS. This privilege
should be granted in conjunction with Monitoring. However, this privilege should not
allow making any configuration changes.
c) Configuration
In this mode, the system shall allow configuration changes to be made to the EMCS.
This Privilege should always be granted in conjunction with Monitoring.
d) Security Administration
In this mode, the system shall allow to change/retrieve security related
attributes/values/configuration.

The EWS and OWS shall be 32’LED Dual monitor, rugged keyboard and functional keys.
The color printer shall be laser type suitable for printing graphics/sequence of events etc.
The display and graphics shall be in multicolor to show the operating condition of the
network, energized/earthed status of breakers, voltages levels of various buses etc. with
pan/Zoom facility. The display shall be large enough to provide an overview of the entire
power network and enable the operator to identify at a glance any condition that requires
their immediate attention.
Control Centre EMCS shall be capable of retrieving data from other sub control systems at
various substations. In such cases EWS and accessories provided shall be suitable for
handling the input from the several control Systems located at various substations.
Control Centre EMCS shall also accommodate a group devoted to daily operation and
mainly dealing with data which changes frequently. This second group will concentrate on
the GUI which encompasses all the tasks of real-time operation, and predictive simulation
using real-time and/or archived data.
Control Centre EMCS shall calculate the topology model based on real-time operating
conditions such as meter readings, status of sources & loads as well as status of circuit
breakers, switches, etc. The real-time network topology processor shall represent a base
upon which state estimator and other electrical network analysis programs will operate.
Network topology shall be recomputed and updated on the GUI single-line diagram each
time the Control Centre EMCS scans the remote control system.
• The real-time (operating values) generation, loading, and configuration of the system
• UDKB
• Load Priority Table - user-definable from the study case
Local Controllers are programmed to initiate the load shedding process immediately after
receiving trigger signals from the system.
• These objectives are achieved based on the intelligence provided by the UDKB and the
overall speed of this load shedding process. With ILS, the load shedding process can be
initiated before any frequency deviation has occurred in the system. In general, the longer
the system waits before load shedding, the greater the amount of load that needs to be shed.
Therefore, the flux (magnetic field) inside the generator(s) collapses exponentially with time
during disturbances and/or generator rejection. A number of dynamic stability scenarios need
to be analyzed for an optimal load shed.
• Please note that the recommended load shedding generated by ETAP may not be the optimal
solution since typical and/or sample dynamic parameters were used for the dynamic transient
stability studies. Once we have the system installed and working satisfactory, the UDKB can
be enhanced based upon additional sets of dynamic data.
Where: Spinning Reserve Gen Trip = 110% of the sum of the surviving generators MW capacity.
The trigger will be detected from the Master Relay Breaker Trip Contact.
MinMW to Shed = Operating MW (at 10 min after overload started) – 110% * MW Capacity of
the Generators The trigger will be generated by ETAP RT Server after detecting the overload
lasting 10 minutes and sent to ILS PLC for action.
The intelligent load shedding shall be capable of selecting the best combination of loads (CBs)
that will satisfy this requirement. System response to a disturbance shall be no more than 30
milliseconds unless configured by the system engineer due to process constraints. Steady-
state conditions such as overloads shall be handles after user-defined time delays as
configured..
The intelligent load shedding will continuously predict system response if they were to happen
at that particular instant of time. Its predictions will be monitored continuously from any of the
EMCS consoles. Data will be displayed through the ILS HMI as well as through the one-line
diagram.
The system operator will have the capability of utilizing real-time and user-definable data to
perform ILS simulations. The operator will be able to override analog and digital data for
simulation purposes. ILS simulation results will be transferrable seamlessly to transient stability
analysis application for validation.
The intelligent load shedding will be capable of providing the operator the capability to change
the load shedding priority, logic, and schedules directly from the EMCS Consoles with user-
friendly interfaces when having the correct access rights. For these changes, it will not be
required to update the PLC programs.
In a case of a communication failure between the ILS Server and the controllers, the controllers
will activate intelligent load shedding logic and tables that will take over the load shedding
system until the ILS Server is activated.
The Intelligent Load Shedding (ILS) Backup Logic will be based on minimum frequency criteria,
however, it will utilize the same load shedding schedules specified by the system operator
console.
The intelligent load shedding will be capable of providing the operator a method to Verify and
Validate (V&V) the Intelligent Load Shedding (ILS) logic and operation before uploading a new
schedule to the Master controller, at any time during normal operation, and/or after a load
shedding event has occurred. Transient stability studies with real-time data will be used to V&V
the ILS process.
The software will provide a restoration qualification feature that will evaluate the ability to restore
loads by monitoring and comparing the following parameters: \
• System frequency
• Available spinning reserve
• Starting voltages
• Operating voltages
• User-defined logic
• Alternate source detection
• System configuration status
• Interlock & switching sequence logics
II. The system shall demonstrate analytical techniques and allow for prediction of vital
electrical information at relevant locations on all buses:
III. The Simulator functions shall include the following features and capabilities:
c) Allow the system operator to perform “what if” studies by simulating any system event
and running calculations to determine subsequent system parameters.
d) Simultaneous Monitoring, Simulation, & Control.
e) Simulate the operation of system equipment such as relays, fuses, circuit breakers, etc.
f) Graphically display system responses to faults or disturbances.
g) Allow for simulator playback of previously recorded events to run at original or
accelerated speeds, single-stepping, fast forward, or rewind through the message log.
h) Real-Time Operation of System Components

a) EMCS shall include real-time short circuit analysis as part of predictive simulation. Real-
Time Short Circuit software shall analyze the effects of 3-phase, 1-phase, line-to-
ground, line-to-line, and line-to-line-to-ground fault currents on electrical power
systems.
b) Fault current short circuit duties should be calculated and compared in compliance with
the latest editions of the ANSI/IEEE Standards (C37 series) and IEC Standards (IEC
60909 and others).
c) Short circuit software shall determine fault currents and automatically compare these
values against manufacturer short circuit current ratings. Overstressed device alarms
should be automatically displayed on the one-line diagram and included in short circuit
study reports.

EMCS shall investigate the stability limits of a power system before, during and after a
system changes or disturbances. The program models dynamic characteristic of a power
system, implements the user-defined events and actions, and solves the system network
equation and machine differential equations interactively to find out the systems and the
machines response in the time domain. From these responses, users can determine the
system transient behavior, make stability assessment, find protective device settings, and
apply the necessary remedy or enhancement to improve the system stability
EMCS shall provide the best tool to model and analyze the phenomena of power system
harmonics, and to accurately model various power system components and devices to
include their frequency dependency, non-linearity, and other characteristics under the
presence of harmonic sources. The program shall have two (2) analytical methods, i.e.
Harmonic Load Flow and Harmonic Frequency Scan. Application of those two methods in
combination shall provide results wherein different harmonic indices are computed and
compared with the industrial standards limitations. Existing and potential power quality
problems, along with security problems associated with Harmonics shall be easily
revealed, and causes of those problems identified and different mitigation and corrective
schemes tested and finally verified to fix the problems
2. Before any switching sequence is executed, the application verifies whether the
sequence is compliant with safety switching procedures and requests confirmation
during execution of each step before proceeding to the next step in order to avoid
inadvertent switching.
3. The software shall be capable of configuring switching plans for automatic transfer of
bus loads on double-ended bus configurations thus replacing the step-by-step
method of switching for double-ended bus configurations that require manual bus
load transfer. Switching sequences shall be ranked based on de-energized time, non-
delivered energy, and the order of switching allowing easy comparison between
different variations of the plan.

b) The EMCS power supply modules shall be dual redundant and have inbuilt transformation
equipment to convert the voltage to the required levels for the functioning of all associated
hardware.
c) The power supply modules shall have integral fuse protection and LEDs to indicate power
supply faults.
d) Suitable indication /alarm shall be provided in the substation and remote control room to
indicate status of the power supply. Alarm to the DCS /Central Control Station shall be
generated in the event of failure of one supply.
b) The nameplate shall be of traffolyte and shall be fastened to the enclosure on the front by
means of screws or rivets of stainless material.
c) Identification labels shall be provided to co-relate the devices in the panel and the
documentation/drawing to indicate the function or purpose of the device.
d) All items within the EMCS System panel shall be clearly labelled using plastic laminate. The
labels shall be firmly screwed to a fixed part of the frame or mounting plates within the
cabinet using non-corrodible screws. The name plates/labels shall be located such that no
dis assembly or parts removal is required to view the same.
e) Warning labels shall be provided in all locations of the equipment, where necessary to warn
personnel of potentially dangerous situations.
f) All solid-state or other equipment, which can be damaged when subjected to high voltage,
shall be provided with a warning label stating that they shall not be subjected to high voltage
tests.
g) Labels shall have black characters on white background, except warning labels, which shall
have white characters on a red background.
h) All components incorporated within the unit shall be indelibly marked with circuit component
reference. Handwritten stickers or dyno-tape labels shall not be used.
i) Fuse bases shall be labelloid with their respective fuse current rating.
19. Grounding
a) An earth bar of minimum size 70 mm2 shall be provided along the full length of EMCS
System panel. All metallic non-current carrying parts shall be bonded together and
connected to the earth bar. External earthing terminals shall be provided at both ends of the
earth bar to facilities connection to the earthing grid. All the rack-mounted equipment with
exposed metal parts shall be earthed.
b) Provision shall be made for connecting the earth continuity conductors as cable armoring of
all circuits.
c) Doors and hinged parts shall be bonded to the enclosure by means of a flexible copper
connection having a minimum cross-sectional area of 6 mm2 , arranged in such a way that
it cannot be trapped during the opening I closing of the door.
d) Connections from the main earth bar to components shall be with green /yellow PVC-
sheathed stranded copper conductors, provided with compression type termination lugs.
e) Cabinets and enclosures of devices shall be grounded at the same point where the electrical
service neutral is grounded. All devices within one cabinet shall be grounded together by
means of ground cable.
f) The signal ground shall be connected to an external ground at a single point (clean earth)
so that ground loop conditions are minimized. The shielded wire, drain wire or ground wire
of input I output cables shall be terminated at one ground point in each cabinet and shall be
insulated from the cabinet ground. These ground points shall be connected together to the
clean earth system.
b) Any special references to inspection/test referred within this Standard are additional to and
shall not replace or reduce the general QA/QC requirements.
c) The Manufacturer shall submit the inspection and testing plan to contractor/client for
approval.
b) The inspection and test plan shall cover the various stages of inspection and test procedures
for FAT, SAT etc.
c) The (FAT) shall be performed for the complete EMCS at the Manufacturer's works where
the system is engineered and assembled.
d) The FAT shall be conducted to demonstrate that the system performs correctly. The FAT
shall include both specific performance and integrated system tests to demonstrate at all
hardware and software functions correctly.
e) The Site acceptance Test (SAT) shall be conducted with the involvement of contractor/client
representatives. The scheduled date for SAT shall be communicated to vendor in advance
to enable the contractor/client representatives to witness the test. The SAT shall include a
fully integrated test with all field devices, equipment, etc. connected and powered up.
f) Commissioning test shall be done at site with the Manufacturer’s field assistance as
required. During commissioning all functionalities and proper operation of the complete
system shall be verified.
2) The tests carried out at the EMCS System Manufacturer’s Works shall be in accordance
with the relevant international standards specified. The tests shall include but not limited to
the following,
c) Functional & Sequential Test with simulation of all parameters including communication
checks shall be carried out to verify all functionalities as specified in the specification.
f) Check on painting
Test reports along with relevant drawings/documents and certification shall be submitted for
acceptance/approval.
4) Equipment shall not be delivered until all applicable tests have been successfully completed.
a) System performance test which shall include all the tests mentioned in the specification,
with all installed equipment to check the proper functioning of critical parameters of the
EMCS components including IEDs, User interface, Communication, Hardware, Software
etc..
b) The various functionalities of the EMCS with actual inputs from electrical network I
equipment shall also be verified .
c) Functional checks on the complete system including all accessories/Electrical Work Station
by simulation of various network parameters control requirements.
25. Painting
1. Painting shall be in accordance with XXX Standard for Painting and Coating of external
Metal Surface" and the Manufacturer's standard, approved by contractor/client. The
Manufacturer shall provide details about the type and number coatings of primer and final paint.
2. Colour shall be selected to match with the high and low voltage switchboard installed in
the same location, unless otherwise specified on the project specification.
3) Project documentation shall include but not limited to the Design, Installation, Operation,
Maintenance and Testing of the EMCS
5) The overall system may contain devices from several vendors that use different software
or methods of configuration. These device configuration or settings files including software shall
be provided.
a) Electrical power, data, control and communication interface wiring details and
installation procedures
b) Floor, rack and shelf mounting, drilling and bolting methods necessary to secure the
equipment.
c) Safety precautions.
7) The documents related to Operation and Maintenance shall describe how to operate the
EMCS System and carry out various functions available. This shall include a statement of the
intended use of each device and the function it performs. Instructions shall include but not
limited to routine and emergency operation/ maintenance procedures, safety precautions and
quantitative and qualitative limits to be observed while starting, running and shutting down of
the system.
b. A complete set of special tools and devices necessary for installation, operation and
maintenance of the system shall be provided, housed inside a lockable cabinet.
c. The purpose of each tool and device shall be labelled.
d. Complete set of commissioning/start-up spares shall be included in the supply.
e. Complete details including quantity, rating, and type and catalogue number of all
components used shall be provided.
