1.0 SCOPE
This Construction Standard provides the general guidelines for the construction of terminal
compound away from the substation compound (Overhead-Underground Transition Area) to
be used in the Transmission System of Saudi Electricity Company.
2.0 GENERAL
2.2 Terminal compound, usually, comprises of terminal gantry and supporting structures,
Surge arresters (SA), Outdoor cable sealing end (CSE), Fiber Optic Joint Box, Pilot
cable isolation box, Control cable marshalling kiosks, Potential Transformers
(PT)/Capacitive Voltage Transformers (CVT) (if applicable), Current Transformers
(CT) (if applicable), Communication equipment (wave traps, coupling capacitors)
(if applicable), etc.
2.3 Necessary Lightning shielding shall be provided to the terminal compound as per
TES-P-119.07.
2.4 Construction and installation of Terminal compound shall be safe for operation,
maintenance and for the people living nearby its boundary.
2.5 Terminal compounds shall be protected from entry of unauthorized personnel and
fence shall be as per 70-TMSS-02 and TA-800113.
2.6 Cable ducts between substation and terminal compound shall be provided for power,
communication and protection cables. Cable Installations shall be as per TES-P-104,
TCS-T-111.04 and TCS-T-111.08.
2.7 Grounding grid shall be provided and encompass all area within the terminal
compound as per TES-P-119.10.
2.8 All equipment/structures shall conform the latest revision of 01-TMSS-01 and
respective material Specification.
2.9 Lighting and power sockets shall be provided inside the terminal compound as per
SEC applicable standard.
2.10 There shall be clear access to the terminal compound for transportation, maintenance
and installation of equipment. Access roads into terminal compound shall be
adequate to support heavy equipment under all weather conditions. Unpaved access
road shall be constructed as per TES-P-122.11.
2.11 Sub-base course and base course placement and compaction in the terminal
compound area shall be as per TCS-Q-113.01 and TCS-Q-113.02. This area shall be
covered with 50 mm thick gravel.
3.1 Terminal Compound shall be readily accessible for installation, operation and
maintenance of all equipment in Terminal Compound.
3.2 Level and unflooded area shall be choosen. Site leveling, earthworks, cut and
backfilling earth and retainment shall be carried out as required if level site is not
available.
3.3 Site shall be located away from areas where children are likely gathering together to
minimize the risk of attempts of unauthorised entry to the site.
3.4 The area shall be free from any inflammable materials susceptible to fire.
3.5 Adequate and safe working space shall be provided for personnel in order to carry
out periodic maintenance, repair or installation of related equipment in the terminal
compound.
4.1 Equipment shall be arranged according to approved layout, functions and applicable
Industry Standard Guidelines. The Typical arrangement of the terminal compound is
illustrated in Figure 02-01.
4.2 Generally, transmission line terminated in the terminal compound gantry is jumpered
to the Surge Arrester first and then to Potential Transformers, other equipments (if
any) and Outdoor cable Sealing end.
4.4 Composite OPGW shall be constructed and arranged at the terminal compound as
per SEC specification TCS-P-122.08 and the communication Cable shall be
terminated to Fiber Optic Joint Box or kiosks.
4.7 All jumper connections and fasteners (clamps) shall be according to SEC approved
standards. Uniform slack span and jumpers clearances shall be kept/maintained
through out the terminal compound.
4.8 Wherever two different materials are used in the terminations, bimetallic clading
materials shall be used.
