Pursuant to Federal Rule of Appellate Procedure 3(c)(1) and 4(a)(1)(A), Plaintiffs Brett

Baber, Terry Hamm-Morris, Mary Hartt, and Bruce Poliquin hereby appeal to the United States

Court of Appeals for the First Circuit from the Decision and Order denying Plaintiffs’ Motion for

Preliminary Injunction and request for permanent injunctive relief (Doc. 64) and the Judgment in

favor of Defendants against Plaintiffs (Doc. 65), entered in this action on December 13, 2018.

Plaintiffs intend to seek emergency relief in the United States Court of Appeals for the First

Circuit.
