Minutes of the meeting of Old Hutton and Holmescales Parish Council on Thursday 13th December 2018 at the

Public Hall

181213-1 Present

181213-3 Acceptance of the minutes of the previous meeting


The chairman signed the minutes of the parish council meeting held on 18-10-2018 as a true and accurate record.

181213-4 Chairman’s announcements


a) CCC has reported that the loose hydrant cover outside the school was repaired on 28-10-2018.
b) The public inquiry into the disputed public right of way through Old Croft farmyard will be held at 10am on
Tuesday 15th January 2019 at the Town Hall Council Chamber
c) The United Utilities pipeline project will affect a 100m wide strip of land from the Town House underpass at
the M6 in Old Hutton via Town House, Ewebank, Fairthorns and Millriggs to Greenbank in New Hutton as well
as the roads crossing it. Planning has taken longer than expected but work to set up access points and
construct the works compounds will start on the 7th January. The main office compound will be at the end of
the track to Hallbank. Pipes will be stored next to the M6 bridge and then moved along Fairthorns Lane to the
works compound at Fairthorns. The main work of digging and pipe laying will begin on 1st March. It will be
done by Mott Macdonald Bentley (MMB) whose Community Liaison Officer is Anita Marr. Fairthorns Lane will
have a 15mph speed limit from 03-01-2019 and will be closed to all but access traffic from 1st March.
Reservoir Road will have temporary closures every day from the 3rd January to allow vehicles to cross to the
eastern part of the project area. There will be temporary closures of Greenbank Lane when the work reaches
it. Great concern was expressed at the New Hutton Parish Council meeting that a map of the exact route has
not yet been available so that work to divert the B4RN trunk line can be planned and carried out before the 3rd
January. It is possible that there will be another UU public exhibition/discussion session before the 1st March.

181213-6 Open session


a) CCC has been informed about a blocked drain opposite the Public Hall, a large pothole on Eskrigg End Lane
and springs spreading water across the roads at Claremont, Holmescales and Ellenwray.
b) A parishioner asked that residents be reminded that they can register at the post office to receive no junk mail.
c) Concern was expressed about some cars which seem to be parked permanently along the B6254.

181213-7 Planning applications


a) Applications submitted requiring council comments:
SL/2018/0917, 0918 and 0921 - Construction Method Statements & Traffic Management Plan for the UU
compounds for the pipeline project. There was no objection to this application.
SL/2018/0973 - Single storey rear extension with overhanging roof and raising roof to existing former side
extension to create additional first floor accommodation at Middleshaw House. There was no objection to this
application.
b) The progress of the following applications was noted:
SL/2018/0388 – Gas-fired power station for Statera at Greenmoor Bank. The Parish Council objected strongly
to this application at its meeting on 21-05-2018. Permission refused on 02-11-2018.
SL/2018/0689 – erection of a 15m monopole at the National grid Substation (lawful development certificate)
TR/2018/0177 – felling of one yew tree at Bridge House. Permission granted on 07-11-2018

181213-8 Speeding past the school


a) Concern has been expressed by parents and the headteacher about the speed of traffic. The growth in the
number of pupils has brought an increase in cars parked on the main road and children and parents are
having to walk on the carriageway to and from the school. The church car park is inadequate.
b) The CCC group (CRASH) which oversees safety on roads and controls the placing of road signs is minded to
support the erection of one or two speed indicator devices (SIDs) in the parish. Traffic monitoring is currently
being done and CRASH will use the data to make a final decision early in the new year.
c) The Parish Council resolved to purchase two SIDs of the same type as those at Endmoor which are very
effective in slowing traffic (proposed by John Heap, seconded by Ruth Rigg).
d) Members of the Parish Council will meet at The Park at 8.30am on Wednesday 19th December to use the
established criteria to identify where SIDs could be placed as requested by CRASH.
181213-9 Payment of accounts
Payment of the following amounts was authorised:
£21.37 to L.A.Robinson - reimbursement for two drill bits and 8mm copper tubing for the broadband project
£225.00 to Old Hutton Church – grass cutting in 2018

181213-10 Financial report


The Community Account balance is currently £1775.79 with £639.95 in the Business Saver Account.

181213-11 Budget 2019/20


a) The budget for 2019/20 was provisionally determined (Proposed by John Heap, seconded by Alison Nelson)
(see the attached document). The Parish Council reviewed other sources of funds such as community funds
and is confident that finance can be raised for the purchase of two SIDs during 2019/20 to offset the projected
deficit. Further information will be obtained about guarantees, a maintenance and repair contract and
insurance. The budget will be confirmed at the next meeting.
b) The parish precept will remain unchanged at £2500. (25th January is the deadline for SLDC to be informed)

181213-12 Correspondence
The following items of correspondence were received since the last meeting:
22-11-2018 – November newsletter from CALC – forwarded to councillors
24-11-2018 – Community grants – forwarded to residents

181213-13 Extension of the B4RN broadband network to the parish


The project work to be done by the volunteers has been completed in the parish apart from a very few houses which
might decide to have a connection in the future, and the spur to Brunthwaite which is still awaiting a decision from
B4RN. There are currently 170 live services and 35 connections-only in the Old Hutton network which extends to
Barkin House and to Gatebeck crossroads. In total 401 services and 95 connections-only have been installed in the
three parishes.

181213-14 Community resilience


It was decided that the next parish council meeting will discuss ways to improve community resilience in the event of
snow, flood, terrorism, interruptions to power and water supplies etc.

181213-15 Date of the next meeting


The next meeting will be held at 7.30pm on Monday 21st January 2019 in the Public Hall.
