Laws and Ordinances for Higher High School Graduation Rates

Proposition Justification

The overall issue at hand is that the youth and students of the up-and-coming generations are not

being educated strongly, and thus resulting in lower graduation rates in the state of Utah.

Because graduation rates are low, and continue to trend in a decreasing pattern, leaving our

beloved home state and its future success at risk.

Utah is apart of a small group - bottom 20% of the states - in America that did not have one full

graduating class this last year, there were always some students left behind. Said to be the

number one issue in Utah, Theresa Foxley, (Economic Development Corporation of Utah

director) and Vale Hale (director of the Governors Office of Economic Development) both

explain that this issue is the foundation of most all other issues (Anderson 2018). The lack of

education is the true result of the graduation rate issue. Lack of education leads to ignorance and

even contributes to a higher density of poverty/lower class generations.

In order for this to change, and drastically improved, the state of Utah should and actual laws and

ordinances to help fund, support, strengthen, and enforce actions that will enable students to

more fully develop in high school and ultimately graduate.

Bill/Resolution Proposed

A Bill to Enact Laws and Ordinances to Increase Graduation Rates in that

State of Utah

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The state of Utah shall fund efforts for every school district and school board to

help graduate above 90% of all of its high school students per year.

SECTION 2. to “support” is to lend resources and all means necessary to help school districts

achieve their set goals and standards for their respective high schools.

SECTION 3. “Strengthening” the school boards and districts are to evaluate and replace if

necessary current members on every district administration or board it ministration positions, as

to achieve the highest possible probability and I would come while reaching toward the

graduation rate goals that school district and boards here to have created

SECTION 4. To “enforce actions” Is to provide lawn force meant, consequences, and positive

and negative reinforcement to students and faculty of the school districts to achieve the goal of

gradutating 90%.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

Definition of Terms

A Bill to Enact Laws and Ordinances to Increase Graduation Rates in that State of Utah

State of Utah Legislative, Executive, Judicial, and community leaders of the government.

Credibility: Positions as outlined by state law via information at https://

www.utah.gov/index.html

Graduation Rate: The rate at which high school students in the state of Utah graduate with their

graduating classes, and not drop out, receive a GED, or other similar achievements.

Search rates are based on a per year basis.

Credibility: rates as established by the United States of America and research by the price

from the State of Utah’s own Deseret news and sources of the country’s US News

companies.

Establishing Clash

Question #1: Will additional laws be too restrictive and cause a higher rate of drop out students?

AFF Evidence: it has been behaviorally tested and shown that more laws and rules for young

adolescent teens may cause more rebellious ask and even resistance. Also, adding more

guidelines and rules for young teens to follow may confuse some and discourage them from

continuing on the path of graduation that they are already on with the current rules and

regulations.

OPP Evidence: that have not been significant studies were experiments that have proven that

students will respond negatively to search laws and ordinances and acted in order to help them

graduate. There have been tests and research done that prove that students excel when they are

given more guidelines to follow, and more information and knowledge to their benefit.
