GOV’T DEBT RECORD: PHL na-
tional government’s debt pile rose to
new record high of P7.167T as of end-

Solid Waste Management Monitoring

Proper Solid Waste Management is important for the protec-
tion of public health, safety, and environmental quality. It is the
collecting, treating, and disposing of solid material that is dis-
carded because it has served its purpose or is no longer useful.
Improper disposal of solid waste can create unsanitary cond-
tions, and this conditions in turn can lead to pollution and the
environment and to outbreaks of vectorborne disease-that is ,
diseases spread by rodents and insects. The proper solid waste
management has a great help especially to school because
most of children are staying at the school.
In connection with the RA 9003 (Ecological Solid Waste Man-
agement Act of 2000) an act providing for an ecological solid
waste management program, the Banugao Elementary School
Youth for Environment in Schools Organization (YES-O) in
partnership with the Supreme Pupil Goverment (SPG) Officers
headed by Mrs. Marissa D. Dator and Mrs. Liezel F. Dris gener-
ated a monitoring team on the Solid Waste Management of the
school. The objectives were the following; to develop pupils’
awareness on waste segregation, to educate pupils regarding
the proper solid waste management, to show willingness and
cooperation with all the activities that are worthwhile for the en-
vironment, and to maintain the cleanliness of the school sur-
roundings.
The SPG and YES-O officers were combined and divided
into 8 groups. Each group are assigned to check and monitor all
the grade level during Monday-Wednesday-Friday every 1PM.
Those who will get caught dumping or not segregating trashes
in a bin will have offenses. During the first offense, there will be
reprimand or warning, for the second offense, the whole class
will collect trashes within the school campus after 1pm, and for
the third offense, the whole class will not allow to dump trashes
in compost pit, instead their adviser will make necessary strat-
egy in dumping trashes. The School-Based Solid Waste Man-
agement Policy has been effective since June 4, 2018 as per
agreement of all personel during the staff meeting last June 1,
2018. There will be monthly reporting of the monitoring activity
every last Friday of the month. The initiating officials are choos-
ing Best implementer for the month and worst implementer for
poor compliance.
During the first month of the implementation, only two classes
awarded as the best implementer. And for the following months
of the monitoring, most of the grade level were complied to the
guidelines of the proper waste disposal of the school as imple-
mented by the SPG and YES-O Officers. Thus implied that it
was a success on the part of the tandem.SPG and YES-O ,a
big yes to eliminate rubbies and create child-eco-friendly school.

Albay Grid set for upgrade

Grid Corp. of the Philip-
pines (NGCP) will con-
struct the 18-kilometer
single circuit 69 kilovolt
(kV) lines in Albay prov-
ince in 2019.
The Eastern Albay 69kV
Project is one of the mea-
sures of NGCP to ensure
enough distribution of en-
ergy especially when there
is an increasing number of
population and establish-
ments in the province.
“We make sure that the
energy we provided for the
public is with quality,” said
lawyer Cynthia P. Alabanza,
NGCP assistant vice presi-
dent and head of corporate
communications and public
affairs department. “This
project is a way to prevent
the congestion or traffic on
energy supply.”
NGCP widens the trans-
mission lines to provide the
distribution utilities such as
the Albay Power and En-
ergy Corporation (APEC)

hance the energy supply
to distribution utilities and
cooperatives, APEC should
also improve their system

Science and technology. They have
touched and continue to shape all as-
pects and dimensions of human expe-
rience – from attitude, behavior and
social conventions, to socio-political-
economic engagements, to communi-
cations and international relations, to
warfare and space ventures, and virtu-
ally everything.
Understandably, most of them are for
forward progress, even as some of them
have retrogressive dimensions like envi-
ronmental degradation and the debilitat-
ing climate change phenomenon resulting
from fossil fuel exploitation and mind-
lessness among progressive nations.
Taking note of these concerns, the 23rd
National Press Congress of the Publish-
ers Association of the Philippines, Inc.
(PAPI) held last Tuesday at the BayLeaf
Hotel in Intramuros, Manila, focused on
“Science and Technology as engines and
prime movers towards inclusive growth
and national development.” That was the
event’s theme.
PAPI’s National Press Congress is
mandated under Presidential Proclama-
tion 1187 which declares December ev-
ery year as the Month of the Community
in the service of the nation. The procla-
mation has designated PAPI as lead agen-
cy for its annual observance. Last Tues-
day’s event was its 23rd edition. Its theme
clearly spells out the true importance of
science and technology.

the various programs of DOST and the
government designed to push inclusive
growth and national development.
The PAPI-DOST partnership in the
undertaking is indeed commendable.

accidents, farmers may now
avail a convenient and effi-
cient drying facility created
by a Filipino inventor.
Filipino Inventors Soci-
ety Producers Cooperative
(FISPC) president Francisco
“Popoy” Pagayon who in-
vented the Portable Solar
Dryer or PORTASOL, said
the dryer has been designed
to help farmers dry their crop
harvests in a more effective
and efficient manner.
Pagayon urged the Depart-
ment of Agriculture and local
government units to advise
farmers to avail of the POR-
TASOL technology which can
be used in backyards since it
does not require much space,
and which prevents unneces-
sary grans losses.
“PORTASOL is a much
better solution to dry palay
and other crops, than the prim-
itive and inefficient method of
using the national highways
that adversely affects the qual-
ity of harvests, blocks vehicu-
lar traffic, and unduly expose
farmers to getting bumped by
running vehicles,” Pagayon
even during rainy days. “It is
more reliable, effective and
efficient. It dries crops three
times faster than the tradi-
tional practice of pavement
drying,” he added.
Pagayon endorsed the
PORTASOL after Villar
called on the Department of
Agriculture to provide facili-
ties where farmers can dry
their palay. Villar said drying
palay along national roads is
prohibited. Sen. Ralph Recto
said farmers use national
roads to dry their harvest be-
cause of the absence of dry-
ing equipment and infrastruc-
tures.
DPWH Department Or-
der No. 41 bans the drying
of palay and other farm pro-
duce along national high-
ways. Farmers who violate
the order face a fine of up to
P1,000, or imprisonment of
up to six months.
“Drying palay on concrete
roads is not only unsanitary,
but also wasteful. The grains
get broken when they go
under the wheels of trucks,
jeepneys and other vehicles,
aside from getting mixed
with soil and stones. Farmers
are also exposed to the dan-
ger of being bumped by ve-
hicles,” Pagayon noted.
Citing studies made, he
said post-harvest grains losses
from highways palay drying
amount to P15 billion a year
due to wasteful and unsani-
tary drying practices. “FISPC
wants to help small farmers
and improve the quality of
their produce so the can com-
mand better prices,” he added.

sharing of success stories of
the outstanding RIC members
and their Thailand experiences
about rice crackers, banana,
egg, and mud.
On the other hand, the Gi-
nang RIC 2018 during their
fellowship night highlighted
the beauty, confidence and
intelligence of the RIC repre-
sentatives of all the regions in
the Philippines. In the end, the
Region 10 won the title.
The attendees also went on
a tour at the J. Emmanuel Pas-
tries, Sonrisa Farm, Deer Farm,
and CamSur WaterSports
Complex to appreciate and
learn more of the agri-tourism
in the Bicol Region specifically
in Camarines Sur.

NAGA CITY – As one of
the highlights of the Nation-
al Children’s Month Cel-
ebration, the City Govern-
ment of Naga delivered the
State of Our Children Re-
port (SOCR) and Awarding
of the 2018 Search for Most
Child-Friendly Barangay
Awards, Nov. 27 at the Av-
enue Convention Plaza,
here.
This is consistent with
Ordinance No. 2014-072
sponsored by City Councilor
and Naga City Council for
the Welfare and Protection
of Children (NCCWPC) Co-
Chairman Elmer S. Balde-
moro, which strengthens
the Barangay Councils for
the Protection of Children
(BCPC) in the 27 Barangays
of the City of Naga by pro-
viding incentives through
the institutionalization of the
Most-Child Friendly Baran-
gay Awards. The search was
conducted from October 22
- 30, 2018.
Topping the award is
Barangay Abella with a rat-
ing of 96.40%, followed by
Brgy. Sabang, 2nd Place with
a rating of 96%; Brgy. Caro-
