39 1. Draws attention the worsening humanitarian, economic and political situation in Yemen;
40 2. Condemning any human rights violation against the civilians in Yemen, especially women
41 and children such as targeted attacks, force displacement, sexual violence, mutilation etc;
42 3. Strengths the humanitarian response to the protection needs of civilians in armed conflict:
43 a. Requests all states to provide food, shelter, water and medical assistances to the affected
44 civilians in Yemen,
45 b. Calls the international non-government organizations and civil society organization to
46 support any action that will help protect the affected civilians in Yemen,
47 c. Promotes accountability and transparency in distributing humanitarian aid to the Yemeni
48 people, and
49 d. Calls for systematic humanitarian negotiation with non-state actors in armed conflict
50 situations;
51 4. Ensures both involved parties to fully respect and obey international humanitarian law:
52 a. Notes that the lack of political will to fully respect the humanitarian law remained the
53 main hindrance to protecting civilians in times of armed conflict,
54 b. Expresses its hope that the armed conflict will be put to an end by the concerned parties
55 obedience to international law,
56 5. Recommends the Economic and Social Council and other related United Nations agencies to
57 supervise the current development plan regarding the effective protection of the civilians in
58 Yemen;
59 6. Requires all the involved parties to ensure the protection of women and children encourages
60 women to participate and fully involve in the inclusive and peaceful political process;
61 7. Demands a stronger political solution to address and solve the armed conflict between the
62 warring parties in Yemen:
63 a. Urge the Hadi government and the Houthi rebels to renegotiate terms of agreement
64 towards a peaceful end,
65 b. Encourage making a timetable to schedule future meetings for negotiation,
66 c. Request top political figures to take part in the negotiations, and
67 d. Recommend to come up with a compromise in terms of political interests;
68 8. Emphasizes protection of human rights of both civilian and humanitarian elements:
69 A. Condemn the act of killing innocent civilians and aides,
