Top Secret (Eyes Only)

This Top Secret document was filed by Starfleet Command for viewing by members of the
Federation Council. The Borg vessel which assaulted the United Federation of Planets on
Stardate 43997 was completely unprepared for by Starfleet Command vis-a-vis it's starship
deployment plan. This led to the serious jeopardizement of Earth. While the engagements by the
USS Enterprise (NCC-1701-D) gave Starfleet valuable time to rush together a defense of Sector
001 and Earth, it did not stop the Borg vessel from annihilating Starfleet's inferior force at Wolf
359 in a matter of minutes. Although most of the civilians on these Starfleet vessels were
evacuated before the Battle of Wolf 359, several starships arrived too late to offload their
civilians before the Borg vessel closed the range and the fleet was forced to attack.

Although the heavier Starfleet units, especially the Excelsior-class battleships and the USS
Galaxy (an Explorer-class vessel), were able to sustain combat longer with the Borg cube, the
Borg quickly overwhelmed the more numerous Starfleet task force using exotic weaponry and
massive firepower. During the fight, the Borg ship took an amazing 826 phaser hits and 211
photon torpedo strikes, but it came through the battle virtually unscathed and continued its’
advance toward Earth. The battle log of the USS Remarkable (NCC-3494) showed point-blank
phaser strikes having no effect on the Borg cube. The USS Remarkable was an Excelsior-class
battleship, with one of the heaviest phaser arrays available in Starfleet, which the Borg vessel
shrugged off with ease. Three starships (USS Lavinia Fontana, USS Shinano, and USS
Thunderer) actually rammed the Borg cube while at warp speed, which only slowed the vessel
for several moments.

The USS Essex (NCC-4598) was the only vessel to survive combat with the Borg cube and
proceeded to pick up survivors after the battle and diverted to Starbase 7 for repairs. Captain
Ryan Farris (commanding the USS Essex) received the Federation's highest medals including the
Silver Star (with Cluster) for his heroic actions in the aftermath of the battle. Thirty-nine
Starfleet vessels were lost and over 11,000 lives were ended in the Battle of Wolf 359, which is a
red dwarf star system located 7.9 light years from Earth, the Federation's capital and
headquarters of Starfleet Command. A total of thirty starships were eventually repaired and
placed back in service, including all five Excelsior-class vessels (USS Melbourne, USS
Roosevelt, USS Okinawa, USS Rampart, and USS Remarkable), but the USS Galaxy was a total
loss and had to be scrapped. Due to these heavy losses, advanced shields, new burst phasers,
polarized phasers, quantum and warp torpedoes are being installed on all Starfleet vessels.

Production continues on the Olympus-class dreadnought, Defiant-class escorts (produced at San


Francisco Fleet Yards), and the new Intrepid long-range scout/transports. The USS Zeus (NCC-
4466), the Federation's first Olympus-class dreadnought proved in its’ first six months of service
to be such an asset that Starfleet Command has ordered the construction of twelve more. Fleet
yards at L-5 (Terra), Centauri Spaceworks, Deneb V, Izar, and the Aldebaran Yards have geared
up to produce the dreadnought design at a highly accelerated rate, one per yard every 16 months.
Olympus-class dreadnoughts carry 96 attack fighters, each with the firepower of a small starship
and are designed to combat Borg vessels by penetrating the Borg's subspace defensive field and
firing close range at the enemy's hull. They are equipped with polarized phasers and two photon
torpedoes.

Since the Battle of Wolf 359, Starfleet Command has also activated it's option of procuring six
additional Galaxy-class starships. These six were initially taken to the framework stage only
(during production of the first six). Their spaceframes were broken down into manageable
segments and dispersed by cargo carrier to remote sites within the Federation as a security
measure. Now, these six spaceframes have been assembled at Utopia Planitia (Mars) and the
planet Catulla for full construction. Production rates are one unit per yard every 14 months. The
first unit. the USS Yamato II (at Utopia Planitia), is projected to be completed two months from
now, with the USS Odyssey (at Catulla) six months later. The Galaxy-class ships USS Pulsar and
USS Majestic are next in line for production.

The Federation Congress has recently allocated sufficient funds for emergency development of
several new starship designs, including the very advanced Sabre, Akira, and Norway-class
military vessels. Each mount rapid-fire torpedo launchers capable of handling quantum torpedoes
and high-powered polarized phasers, which are designed to penetrate the Borg's subspace field.
The new three-dimensional weaponry of these starships are innovations by the Angosians and
Bolians, both of whom have recently fought vicious, but successful wars. Production is also
continuing on Starfleet's latest ship-class, the Sovereign-class vessels at the newly expanded
Antares Shipyards. The USS Prince of Wales is due to be completed in two months, the USS
Prinz Eugen a month later, and the USS Admiral Nelson two months after that. Construction at
Utopia Planitia of the USS Enterprise-E was completed before the latest Borg assault on Earth,
and three new vessels were immediately laid down after the Enterprise left the slip. Production
on the USS Quaestor (an Intrepid-class vessel), the USS Germany (a Norway-class vessel), and
the USS Hera II (a Prometheus-class attack cruiser) began immediately. All three starships are
being built at Utopia Planitia's expanded facilities, which were badly damaged after a Borg cube
broke through the Mars Defense Perimeter on Stardate 43997. Production of these new vessels is
rapid due to the Federation's newest construction techniques: nano assemblers and transporter
construction technology. Rapid construction of starships is critical in a conflict with the Borg and
nano assemblers and transporter construction techniques make it possible. The Federation has
geared up twelve large shipyards to facilitate construction of all these new vessels. Shipyards at
Cait, Catulla, Utopia Planitia (Mars), the Fleet Yards at L-5 (Terra), Deneb V, Izar, Atsog, Esteel,
Delta, Lemnor, the Aldebaran Yards, and Centauri Spaceworks have all been upgraded and are
now online.
Recently, the Federation has learned a great deal about Borg tactics and hardware from the
Tolats. Orbiting a neutron star, the Tolat Homeworld is only accessible thru the planet's shadow,
which is heavily fortified after a brief encounter with the Borg. When a Borg cube ship began
scouting the Tolat System, it found that it could not penetrate the inner system. After initial,
catastrophic losses in combating the Borg, Tolat commanders watched the Borg vessel for
several, weeks as it tried to probe the inner system. Crash production of defensive ships began
immediately and using transporter construction technology, the Tolats were able to destroy the
Borg cube after several running battles. When discovered by the USS Zeus, Starfleet's newest
dreadnought, the Tolats immediately applied for Federation membership. Located 2,000 light
years from Earth, the planet Tolat lies on the very fringe of Federation space. After sharing its
advanced construction techniques with the Federation Science Council, a new Starfleet
Engineering Academy was constructed on Tolat so that advanced construction techniques could
be widely disseminated throughout the Federation. New technology being offered by the Tolats
include:
