SAUDI ARABIAN OIL COMPANY 1. PURPOSE This Purpose of this document is to describe the
SAUDI ARABIAN OIL COMPANY
1. PURPOSE
This Purpose of this document is to describe the Tanajib Class II and III Solid
Waste Landfill (SWL) Scope of Works Specification.
2. SCOPE
The SWL Scope comprises the works required to construct a Class II and III
SWL is to be described as the Tanajib SWL including its access routes
illustrated as a polygon in the permanent Land Use Permit application drawing
number T80-A-PP-033003-001.
3. DEFINITIONS
(Extracts from SAES-S-007 and SA EHC)
Bulky waste: large-items of solid waste such as household appliances,
furniture, large auto parts, trees, branches, stumps, and other oversize wastes
whose large-size precludes or complicates their handling by normal solid
wastes collection, processing, or disposal methods.
Class I Landfill: Isolates solid wastes from surface water or groundwater. The
site must have a stable foundation and two impermeable liners with leachate
collection and removal systems. Precipitation runoff from surrounding areas
must be diverted away from the site. A Class I Landfill Disposal Site must be
used for the disposal of Class I hazardous wastes and may be used for the
disposal of Class II biodegradable and chemically decomposable wastes and
Class III inert wastes.
DISCIPLINE
ENGINEER
Class II Landfill: Must be above the highest groundwater elevation to prevent
direct contact of the wastes with surface water or groundwater. The landfill site
DATE
should have a stable foundation and provisions should be made for diversion
PROJECT
of runoff. A Class II Landfill Disposal Site must be used for Class II wastes and
ENGINEER
may be used for Class III wastes.
DATE
Class III Landfill: Provides little or no protection for underlying groundwater.
CERTIFIED
Surface water adjacent to the disposal site may contact the waste material. A
Class III Landfill Disposal Site is for the disposal of Class III inert wastes only.
DATE
Class I Waste (Hazardous Waste): Wastes, which constitute a high degree
CONSTRUCTION
of hazard to the public health and the environment. These include materials,
AGENCY
which are flammable, corrosive, reactive, toxic, radioactive, infectious,
DATE
carcinogenic, mutagenic or teratogenic. Refer to CU-22.03, Processing &
Handling Hazardous Material.
OPERATIONS
Class II Waste: Non-hazardous solid wastes and dewatered sludge, which
DATE
are biologically or chemically decomposable in the natural environment.
Examples include paper, dewatered digested sewage sludge, animal wastes,
garbage and other putrescible wastes.
Class III Wastes: Wastes that are not water-soluble, that are not biologically
or chemically active in the natural environment. Examples include glass, wood,
inert plastics, rubber products, brick, concrete and clay.
Collection: means the act of removing solid waste (or materials which have
been separated for recycling) from a central storage point.

Sanitary Landfill: An engineered facility that is located, designed, operated, and monitored to ensure full protection of the environment and public health. It is a method of disposing of non-hazardous solid wastes on land without creating nuisances or hazards to the environment or public health by utilizing the principles of engineering to confine the refuse to the smallest practical area, to reduce it to the smallest practical volume, and to cover it with a layer of earth at the conclusion of each day’s operation or at such more frequent intervals as may be necessary.

DESCRIPTION

Scavenging: The uncontrolled picking of materials by animals or humans.

Prior to the operation of the new Tanajib SWL, Marjan Class II and III waste flows may be accepted at the Safaniyah Landfill. The Safaniyah Landfill, as currently configured however, has rapidly diminishing receiving capacity, and is expected to be full within approximately 5 years (circa. 2022) with existing Safaniyah Producing Unit waste inflows, from Safaniyah GOSP, Tanajib Onshore Oil Facilities, and local government and military facilities. Due to the limited capacity of the Safaniyah Landfill, the new Tanajib SWL shall be delivered as early as feasible in the Marjan execution program.

At the time of drafting there remains significant uncertainty in Marjan waste forecasts, so the SWL is sized based upon best available data and benchmarking against other recent SA Oil and Gas facility developments - to receive waste inflows for Marjan onshore Budget Item assets, primarily the Tanajib Gas Plant and the Tanajib Onshore Oil expansion developments. Due to the the wider agreement to utilise Safaniyah Producing Department’s waste landfill assets for early Marjan works, some future provision within the Tanajib
