Media Statement on the outcomes of the assessment of the performance


of the Provincial Government, as delivered today, Thursday 06 December
by Premier of the North West Province, Prof Tebogo Job Mokgoro

We have called you here this afternoon to share with you, and the public, the
outcomes of my assessment of the performance of the Provincial Government
since my election to the position of Premier of the North West on June 22 this
year.

During the period from then to date, I have embarked on a series of


consultative engagements with various stakeholders, both inside and outside
of government.

Among those I interacted with in the process of consultation were public


servants in the four districts of our province, Heads of Provincial Government
Departments and State Owned Entities, Members of the Provincial Executive
Council, the Inter Ministerial Task Team led by Minister Nkosazana Dlamini-
Zuma, the Ad Hoc Committee of the NCOP on the Section 100 intervention in
the North West, the Administrators deployed to some of our departments,
business people and various communities in the province.

This was a necessary exercise to undertake so as to have first-hand
experience of how various stakeholders viewed the performance of this 5 th
Administration in relation to service delivery; informed by the upheavals of
early this year where it was evidently clear that there was an erosion of trust
between the electorate in this province and the Provincial Government.

We, however, are still experiencing public protests in various parts of our
province but those are not at the scale that we witnessed in April 2018 when
the entire province came to a halt, with a complete shutdown of services and
business activity across the North West.

You are well aware that we are still under the Section 100 (1)(a) and 100(1)(b)
national intervention by national government and we are continuously reporting
significant and positive progress made in this regard to Cabinet, the IMTT and
the Ad Hoc Committee of the NCOP on the Section 100 Interventions in the
North West.

We have recently submitted our latest progress report to both the IMTT and
Cabinet and we continue to work hard to stabilize the provincial administration
in line with the national interventions; so as to ensure that our people are able
to access quality services as per our electoral promise to them.

I wish to also appreciate all those that are committed to a clean and corruption-
free provincial administration; we are now starting to see stability in our
financial control systems, much more stability in our supply chain management
systems and in addition, the relationship between organized labour and the
provincial government has improved for the better.

In simple terms, irregular expenditure and/or contracts are receiving attention,
while measures are being put in place to ensure proper procurement
processes in the province.

We would like appreciate the law enforcement agencies that are currently busy
with various forensic investigations in the province; those are Directorate for
Priority Crimes Investigation, better known as the Hawks and the Special
Investigating Unit.

We trust that those investigations will assist us in cleaning and rooting out all
elements that seek to undermine our democracy from further contaminating
our public service.

I therefore wish to announce the following changes to the composition of the


Provincial Executive Council.

Four Members of the Executive Council will remain in their respective portfolios
while there are four new Members of the Executive Council.

In addition, two Members of the Executive Council are moving from one
portfolio to the other.
