The scope of work for some specific activities with which multiple discipline are concerned has been
confirmed in the Plant Engineering Center as per Attachment (1), “Split of Work among Engineering
Disciplines for Specific Engineering Activities. This split is to be conducted for every project.
2. Engineering Control
In order to manage engineering work effectively, that is, to ensure delivery of fit-to-purpose, quality-assured
engineering deliverables in a timely manner, a phased engineering approach should be taken. Engineering
development phases are designed primarily to build two (2) key engineering deliverables, i.e. a physical Plot
Plan and a functional Piping and Instrumentation Diagram (P&ID). To build these two deliverables, there
are five (5) sequential engineering phases as follows:
Phase 1 “Basic” Phase From engineering start through to issue of “Preliminary” Plot
Plan and P&ID
Phase 2 “Front End Engineering From issue of “Preliminary” Plot Plan and P&ID through to
Design (FEED)” Phase issue of “Approved For Planning (AFP)” Plot Plan and

Appendix (1) Engineering Managment Execution Procedure
Before “Preliminary”, “AFP” and “AFD” issues of Plot Plan and P&ID, Project Engineering Manager
(PEM) facilitates the following formal design reviews (screening meetings) with multiple engineering
disciplines.
A Plot Plan Screening is a control measure of the design review process which is conducted to evaluate the
design requirements, to meet these requirements at each issue stage of Plot Plan Design Process, and to
identify problems and propose solutions. The PEM, Engineering LAE/AE, Operation and Construction
attend the meeting. The following elements shall be reviewed:
A P&ID Screening Meeting generally has the same purposes as a plot plan screening meetings but with
additional, more specific purposes at each stage. These additional purposes are set out here.
(2)-1 PRE
- To explain the process requirements re P&ID
- To determine whether design requirements meet the requirements of the contract, and to identify related
technical problems and propose solutions
- To make a consistent transfer of basic engineering to detailed engineering and to examine economics
(2)-2 AFP
- To determine whether design requirements meet the requirements of the contract, including the results
of meeting with client and/or licenser
- To identify technical problems and propose solutions, prior to the drafting of piping drawings
(2)-3 AFD
- To determine whether design requirements meet the requirements of the contract, in order to finalize the
detail design requirements, such as matching with vendor’s equipment data and piping planning
drawings
- To identify technical problems and propose solutions
Other key engineering deliverables of multiple engineering disciplines are also developed following the
phasing as defined. The engineering workflows shown in Attachment (2) “Engineering Work Flow”
describe how various key engineering deliverables are coordinated with each other and how they are
developed taking the phased approach.
The formal design review of Three-dimensional Computer Aided Design (3D-CAD) model should be
carried out by multiple engineering disciplines, facilitated by Project Engineering Manager (PEM) or 3D-
CAD Coordinator, at pre-determined stages (usually defined as 30%, 60% and 90% model reviews) in
accordance with the Project-specific procedures and instructions.

Appendix (1) Engineering Managment Execution Procedure
Engineering development passes through phases (stages) with correct interfaces between the work products
of engineering disciplines as well as the correct sequence and quality of these work products. There are
important interfaces among these work products. Three key interfaces are listed here and then described in
detail below.
The interfaces should be controlled with well-defined information flows and timing. LAE/AE shall
mark drawings using the following Information grades to indicate quality of drawings and to have a
common understanding among related disciplines.
X grade information is tentative. It is not information from the selected vendor, but estimated based on
vendor drawings at proposal or a past job or catalogue of a candidate vendor. Therefore, the
information is expected to change or be revised in the future
Y grade information is more probable, but still tentative. It contains some guesses or assumptions that
may or may not hold. Therefore, the information is subject to change or revision, but less likely to
change than X grade information.
Z grade information has been finalized. Therefore, it is not subject to change or revision.
Although one drawing or document may contain data with several grades, such as Y grade and Z grade,
the drawing or the document shall be marked based on the average degree of certainty of data contained,
but with data of less certainty clearly noted.
Obtaining finalized vendor’s information and incorporating it into engineering deliverables at the
appropriate time is essential to delivering qualified engineering deliverables.
Finalized Vendor information should be incorporated into engineering deliverables generally by the
“AFD” issue at the latest.
Where external engineering interfaces exist with other external engineering organizations, such as
Client, other engineering contractors, etc., a Project-specific procedure, namely, an Engineering
Interface Management Plan, should be established and agreed with these other external engineering
organizations. The primary objective of the Engineering Interface Management Plan is to facilitate and
coordinate the identification, understanding, monitoring, and closeout of interfaces, including resolution
of interface issues in an effective and timely manner.
The Project Engineering Manager (PEM) or her / his delegate (a Project Interface Coordinator might
be assigned), supported by engineering discipline Lead Assign Engineers (LAEs), is responsible for
leading the establishment of the Engineering Interface Management Plan and obtaining agreement on
the Plan with other external engineering organizations.
- Interface identification,
- Interface agreement on key roles and requirements, including which organization is responsible for
supplying interface information (supplier), which organization is receiving interface information
(receiver), engineering deliverables for which the detailed interface requirements are described, the
timing (need dates) for each interface,

- Revision of interface agreement to define a process for developing and implementing revisions to
the interface agreement,
- Resolution of conflict,
- Interface data resisters, for monitoring and forecasting activities of interface to all closed-out,
containing interface number, revision number, interface description, supplier, receiver, revision date,
need date, forecast delivery date, actual delivered date, close-out date, status, comments,
- Reporting, and
- Interface coordination meetings.
At the initial stage of the project, each LAE shall establish an Engineering Schedule that includes design
inputs and outputs based on the PMS (Project Master Schedule). PMS covers not only the engineering
schedule, but also the schedules of other activities, such as procurement, inspection, transportation,
construction, pre-commissioning, etc. GM-TEG1-6220-204-1 “Schedule Control Procedure” is referred in
detail for PMS.
LAE shall study Contractual conditions and incorporate these into his Engineering Schedule. For example,
key deliverables may be required to be issued within certain periods after the contract award.
Each engineering and design activity shall be indicated on the Engineering Schedule, based on Project WBS
composed of Functional WBS and Area WBS. Levels of WBS for engineering shall be in accordance with
GM-TEG1-6220-202-1 “Project WBS Procedure”.
Each LAE shall reference his standard engineering work flow (Attachment (2)) for establishment of
Engineering Schedule. The duration of each activity shall be considered based on work volume and
complexity.
For establishing the Engineering Schedule, the information flow shall be confirmed at least in the following
respects.
(1) It is necessary to confirm sufficient time for obtaining a licensor’s information since date of receiving
the licensor’s information determines the times when subsequent design and engineering activities can
start, among others, the time when process design can start, a time, which affects the overall schedule.
(2) As equipment information from process design affects the issue of purchase requisitions and purchase
orders and may possibly cause delay in acquisition of vendors’ information about their delivery dates,
the relevant divisions must share and mutually confirm such information.
(3) As the time for issue of engineering drawings affects equipment manufacturing, layout planning, piping
design, civil and architectural design, etc., the relevant divisions shall share and mutually confirm the
information.
(4) The delivery date of an LLI (Long Lead Item) shall be confirmed sufficiently since it has a large impact
on construction planning, such as securing of its installation area, rearrangement of work sequence, etc.
(5) As civil information generated from equipment design and piping design affects civil and architectural
design, the relevant divisions shall share and mutually confirm the information.

(6) As vendors’ information affects P&ID AFD, piping design and civil and architectural design, the
relevant divisions shall share and mutually confirm the information.
(7) As civil and architectural drawings affect the start of the construction work, the relevant divisions shall
share and mutually confirm the information.
(8) As the delivery dates of piping materials affect the start of the piping work, the delivery information
shall be confirmed.
(9) As the schedule of submission of drawings to relevant authorities affects the design, engineering
schedule, and the start of construction work, the relevant divisions shall mutually confirm the schedule
of submission.
3.1.5 Coordination
PEM shall adjust and carefully coordinate Engineering Schedule made by each LAE to avoid any
inconsistency among engineering disciplines. In addition, the Engineering Schedule shall be coordinated
with PMS.
3.2.1 General
LAE shall monitor engineering progress according to the Engineering Schedule. Whenever LAE finds or
foresees delay, LAE shall take necessary measures to eliminate or avert the delay. If LAE can not eliminate
the schedule variance for whatever reason, he shall report to Division Manager and take necessary measures
with PM/PEM.
For projects designated by Division Director, engineering progress shall be reviewed by Division Managers
at a Job Review Meeting. Such meetings are to be organized and chaired by Division Director once a month.
Prior to the meeting, Division Manager shall report engineering progress including procurement status to
Division Director. The standard form of Engineering Center (See Attachment (3) “Standard Form of
Schedule Monitoring for Job Review”) shall be used for reporting meeting outcomes. If any problem is
found, then the Division Director will instruct Division Manager to take necessary measures.
When engineering subcontractor(s) and/or Global Toyo partner(s) are used for engineering (i.e. outsourcing
of engineering work), progress monitoring shall be performed in accordance with Par. 7.2.
The following key meetings shall be held mainly for engineering and design quality control across
engineering disciplines. These meetings shall be headed by PEM, or, when PEM is not available, by PM.

attended by project staff and AEs of engineering and held before the engineering KOM with the
owner/client.
Each LAE shall develop a Design Quality Assurance Program when the job execution plan is established.
The Program specifies key meetings, audits, TWC’s (Toyo Work Check Sheets), department instructions,
etc. to assure design quality, referring to each discipline’s standard form. LAE shall report progress of
implementation of quality assurance items specified in the Program to his manager monthly.
See Attachment (4) “Design Quality Assurance Program <Sample>” for a sample of the Program.
I.D. Check is the internal review that is made to ensure that necessary interfaces have occurred between the
various Engineering disciplines. Vendor prints related to other disciplines will be also checked by related
disciplines through the I.D. Check system. The discipline that handles its vendor prints as an originator (*)
will distribute them to others and initiate the I.D. Check system.

question or in charge of the engineering of the work item (or package unit) in question.
Upon request from the originator, each discipline assigned LAE or AE shall conduct required checks, make
comments and send them back to the originator per pre-determined procedure, including the signatures of
checker and the date to the comments.
It is imperative that I.D. check (comments) not be used for the notification of design change.
The originators shall take proper action when I.D. check results are collected.
(1) To ensure the collection of comments from each discipline, keep the original I.D. Check letters and refer
to them from time to time, making adjustments or reminding whenever necessary.
(2) Considering the comments from each discipline, make necessary adjustments or modifications to the
drawings. If the adjustment to be made is major or wide-ranging, PM or PEM takes charge of it.
(3) With the vendor document, the results of the above adjustment (or modification) should be sent back to
the vendor, together with necessary documents or drawing.
(4) After making modification to drawings according to the comments, make clear the modification applied,
and immediately communicate it to the related discipline through PEM.
(5) Keep the collected comments until completion and client approval of the drawings. If the drawings are
particularly important or client requires doing so, keep the comments till the end of project.
Vendor prints shall be checked in accordance with the appropriate TWC. Applicable TWC shall be
designated in Design Quality Assurance Program (see par. 4.2) prepared by each discipline at the initial
stage of the project.
Design change after FEED will occur for several reasons, such as updating process, client’s preference, feed

This clause covers Engineering Management for EmPsCm project, where Engineering (E), Procurement (P)
and Construction (C) are all done by others and Toyo is responsible for Engineering Management,
Procurement Services and Construction Management. Application of the procedure in this paragraph shall
be decided by Division Manager of each engineering discipline for each project, unless otherwise instructed
by General Manager of Engineering Management and Control Division. This clause may be also applicable
to EPsCm projects. Although engineering management interfaces with many other departments, such as
project control, procurement, construction and logistics, this procedure discusses only activities to be
initiated by PEM and LAEs/AEs.
In this clause, the term “Design Company” means a company that performs engineering design for the
EmPsCm project.
The primary objectives of the engineering management are to lead and manage Design Company to achieve
Client’s objectives, and to complete the project within key objectives, including technical objectives,
schedule objectives and cost objectives.

communicate its observations and concerns, along with its ideas and recommendations, to the Client for their
decision. As an EmPsCm Contractor, Toyo shall not make decisions without consent of the Client.
In an EmPsCm contract, TOYO is responsible for management of engineering that will be executed by
Design Company. TOYO shall therefore review Design Company’s execution plan and quality plan, monitor
its execution and manage it, including coaching, supervising and reporting. Guidelines are provided
hereinafter for monitoring and management of Design Company’s engineering from the perspectives of
schedule, quality and budget control.
In EmPsCm projects, the Client is responsible for procurement. Therefore, in order to maintain the
engineering schedule, the Client and Toyo shall share the project schedule and have a good understanding of
the interface between procurement and engineering. As engineering requires various kinds of information
from respective vendors, the EmPsCm Contractor cannot control its engineering schedule without good
coordination with and support from the client. Therefore, it is important to develop a common understanding
with the Client of critical activities and items of procurement for engineering, and to visualize actual
progress against the target to manage the engineering schedule.
Schedule control and management discussed herein is a micro control effort that highlights key activities and
deliverables at each stage and of each discipline, in order to visualize progress and trends of each activity
selected. Comprehensive overall schedule monitoring and control shall be led by Project Control Team and
is not discussed here. Instead, the intention of schedule control and management here is to set targets on key
activities in the near-term future, 2 to 3 months forward, in order to achieve key milestones in PMS.
Based upon equipment list and data, equipment that is critical in engineering (hereinafter called
“Engineering Critical Equipment”) shall be selected for special attention. Engineering Critical Equipment is
comprised mainly of package items and rotating equipment, for which engineering requires vendor’s
information and engineering drawings since data sheets are not sufficient. The Engineering Critical Items
shall then be shared with the Procurement Team, and a PO schedule shall be fixed in the PMS so that
information from the vendors will be received in time for engineering. The Target PO schedule shall then be
broken down to TBE and REQ issue schedules, and shown on the Control Sheet attached hereto. Further,
key deliverables and activities of each discipline at each stage shall be scheduled on the Control Sheet and
monitored. Attachment (6) “Schedule Control Sheet” is provided as a template for each stage and each
discipline. The Schedule Control Sheets cover major activities and deliverables, but it will not be necessary
to use all of them. The Lead Engineer shall select items to be monitored at each stage, and others can be
omitted.
The schedule on the Control Sheet shall be used for sharing and confirmation of Engineering Critical
Equipment timing between Client, Design Company and Toyo. The Control Sheet shall be updated with
actual progress and used in a weekly meeting for review with the Client and the Design Company. In case
some delay is observed and does not seem to be recoverable, the cause of the delay or expected delay shall
be investigated and countermeasures shall be discussed and proposed to the Client and the Design Company.
In an EmPsCm contract, Toyo shall assure the quality of design to be done by Design Company. However,
quality control is within the responsibility of the Design Company, and Toyo is not in a position to check all
design deliverables, unless otherwise required in a contract. To assure the quality in design to be done by a
Design Company, quality assurance by Toyo consists of the following three (3) steps. These steps are in
addition to the quality management and audit to be initiated by Quality Manager. The steps are also more
specific and detailed since they are for the purpose of engineering management.

Appendix (1) Engineering Managment Execution Procedure
The review of the Quality Control Plan shall include, but not be limited to, the areas listed on
attachment (7) “Quality Management”. The result of the review shall be reported in writing to Project
Engineering Manager.
In an EmPsCm Contract, the Client is primarily responsible for direct cost of procurement and construction.
However, regardless of DOR (Division of Responsibility) in the Contract, for the successful completion of
the project and as a good engineering practice, the following shall be taken into account to optimize bulk
BOQ (Bill of Quantities).
The BOQ of bulk materials, except for structures and foundations, is largely dependent on the Plant 3-D
Model, and thus the majority of BOQ is fixed in the 30% Model. Therefore, Toyo shall review the 30%
Model, not only from the perspectives of process requirement, piping routing, operation and maintenance,
but also from those of optimization of bulk BOQ and constructability. Refer to attachment (8)
“Constructability Review”.
Value engineering shall be encouraged among the Client, Design Company, and Toyo during the FEED
(Front End Engineering Design) stage. Refer to attachment (9), “Value Engineering”.
Further, BOQ of structures and foundations varies significantly due to structural design. If target budget and
its back up data are available, Toyo shall request Design Company to submit its BOQ control sheet, i.e. the
table comparing target BOQs and actual BOQs (cf. Attachment (10) “BOQ Control Sheet”. Toyo shall then
review variance. If actual BOQ is much higher than the target budget, then Toyo shall request Design
Company to re-check and to optimize the relevant design.

8 Criticality
If the failure of equipment would pose serious potential consequences to project schedule or quality, and
thus to business performance, then a criticality rating shall be applied to that equipment. Criticality will be
decided based on a variety of factors including those below.
Quality Criticality
- Safety and Environment
- Commissioning/Start-up
- Complexity of Test and Inspection
- Contribution to Ongoing Plant Operation (including financial impact of long downtime)
Schedule Criticality
- Detail Design
- Long delivery equipment
- Logistics
- Construction
Criticality rating is to be allocated through all project phases, and the resulting equipment criticality rating is
to be reflected into the PMS and urge to prioritize resources performing of the project.
The definition of critical equipment may vary from division to division. There may be no consensus, or there
may be several interpretations of equipment criticality. However, a consistent definition for equipment
criticality needs to be adopted. Therefore, at the initial stage of the project, the PEM will arrange meetings
with proper disciplines to achieve consensus regarding criticality rating and to confirm priorities of schedule
or resources will be reflected into the disciplines’ activities. Design criticality rating for schedule is referred
to GM-TEG1-6220-204-1 “Schedule Control Procedure”
The flow chart below shows how the criticality rating informs project engineering work.
Reviewed and
identified new critical
items by PEM
requests
The specific considerations are given to the engineering activities for the equipment of higher critical rating :
Quality Criticality
- Originator describes specific requirements for inspection and test to vendor in Inspection and
Test Plan of the Material Requisition
- Originator describes specific requirements for spare parts in the Material Requisition
Schedule Criticality
- PEM makes schedule of earlier preparation of procurement documents to decide vendor and
reflects the earlier dates in the Project Master Schedule
- Originator confirms important vendor prints submission schedule such as P&ID and
Information for Steel Structure, Layout and Piping at the Kick Off Meeting with vendor
according to the Project Master Schedule
- Originator conducts frequent communication with vendor to be given important vendor

Division Mangers will monitor above criticality at the Job Review Meeting monthly and take proper action,
if necessary.
9 Value Engineering
Value Engineering is basically a set of continuous activities conducted through the entire project execution
phase by all disciplines, and sometimes by management of the companies. That said, considering the impact
on actual situation of project execution, Value Engineering is to be phased as follows, referring to
attachment (9) “Value Engineering”.
Value Engineering is also to be undertaken at Preparation of P&ID AFP and/or Material Requisition. It shall
handle ideas for cost reduction and schedule improvement, but those that would not impact basic project
execution strategy, such as equipment, material and facilities design, alternative proposal or deviation by
Vendors and scoping study.
Value engineering at this stage should proceed based on feedback from on-going projects and proposals of
Vendors, etc. in addition to the materials listed above.
Value Engineering is to be continuously undertaken at the detailed design stage as well. Then, it shall handle
ideas for cost reduction and schedule improvement, but these ideas should be limited to revisions of detailed
engineering by each discipline, such as adjustment or optimization of equipment, material and facilities.
Value engineering at this stage should proceed based on the inputs above.
Value Engineering outcomes shall be processed in the following manner, referring to attachment (9):
(1) Value Engineering ideas shall be raised by all disciplines and preliminarily evaluated by related
disciplines by means of "VALUE ENGINEERING CONTROL SHEET".
(2) Value Engineering shall be coordinated by Project Engineering Manager or Project Manager with Client
by means of "LIST OF VALUE ENGINEERING ITEMS".
(3) After confirming with the Client, PEM or PM shall officially direct applicable Value Engineering items
to all related disciplines.

PEM is responsible for ensuring that a comprehensive project equipment list is prepared and for
nominating the disciplines responsible for its preparation and maintenance.
The related discipline LAE is responsible for preparing the discipline equipment list of the equipment
and systems to be handled by the discipline.
PEM is responsible for coordinating the compilation of these individual discipline lists into a
consolidated project equipment list, for ensuring close liaison between the participating organizations,
and for ensuring review of the project equipment list by the LAE.
The line list, provided by the process systems engineering division, complementarily explains process
data that are not shown in P&ID and UFD while being used to study the pipe movement by thermal
expansion as well as the support of lines. This list will also be used to specify insulation types and paint
specification for respective lines, and to prepare planning for flushing, hydrostatic and air tightness tests.
The building list, provided by the Civil & Architectural Engineering Division, aims to summarize the
set up requirements related to buildings and mechanical and electrical facilities throughout the contract,
to confirm the split of work and disciplines in charge, and to share this information among all of
disciplines related to the project.
Engineering deliverables and the associated Vendors’ and Manufacturers’ documents should be prepared
and developed in compliance with all applicable local governmental laws and regulations. The engineering
services of all engineering professionals required for obtaining Local Authorities’ approvals, permits and
licenses for completing the Project scope of work should be engaged.
The engineering documents subject to Local Authorities’ review and approval should be identified at the
beginning of Project, and a consolidated list made and maintained for control and monitoring. The list
should contain, for each document, the document number, revision number, document title, planned issue
dates, actual issued dates, forecast issue dates, Local Authority name, Local Authorities’ review and
approval requirements, Local Authorities’ review and approval status, and Local Authorities’ reviewed and
approved dates. This document may form a part of the Project master document list.
Where the registration of all statutory equipment (pressure vessels, boilers, etc.) is required by local
government laws and regulations, the list of statutory equipment should be prepared and maintained for
control and monitoring of registration status.
