Climate-Change Policy: Definition,
Target and Objective
• Policy responses to climate threats are inevitably a
product of such reasoning, weather conciously and
systematicaly or by some haphazard process of trial
and error
• Policies are constructed not only from tentative
agreement about what fact are but also from even more
tentative agreement about what the fact mean
• Position on climate policy refflect political needs
assessments that influences the funding and
intepretation of scientific needs assessment.

Global Challenge. Washington, DC: Island Press

Target and Objective
Dieter Helm p.13
Climate change has been caused by the way
resources have been consumed, and
climate-change policy necessitates a
substantial change in the allocation of
resources.

Michael E. Kraft p.39

governmental actions that affect or attempt
to affect environmental quality or the use of
natural resources
Central Question for Climate
Policy Making
• What is going on?
A first question with respect to the global climate problem
 How does the climate system work?
 What processes are going on?
 Which and what kind of climate change fluctuation
can be expected?
 When are such deviation abnormal and do they have
References an anthropogenic origin?
Books :  How predictable is all this?
 How seriously the global carbon cycle is disturbed?
 What is the role of human activity in this?
 What is the influence on the global system of the
greenhouse gases that are emitted?

Policy Making...Cont.1
• What is at stake?
This question is related to the impact
how seriously and consequences of
climate change on nature and society
 What is the role?

this?

system of the green house gases that
are emitted?
Central Question for Climate
Policy Making...Cont.2
• What can be done about it , How and with
what consequences?
 Are the risks associated with climate
change larger than those related to other
changes in society, especially in the
developing countries?
 How does all this fit in with the goal of a
world-wide sustainable development?
 Is it possible to mitigate emissions by the

introduction of new technology?
 Or will it also demand the adaptation of
societalstructures and institutions, together
with changes of lifestyle
