Contractor : The Contractor "Shandong Hi-speed Group"

Subject : Subsoil- ,,The treatment of subsoil at subsection km 32+000-km 36+000’’, the Contractor’s
letter CSI-SUP-184/2015

The Contractor proposed on the subsection from km 32+000 to km 36+000, the following Method
Statement of subsoil processing:

1. Pervious blanket execution made of stone, granulation 31.5 – 300mm, in thickness of 50cm or
1.5m. ‘’ Impermeable composite geotextile’’ would be placed on this stone layer.

2. ‘’Backfilling of the lowest layer of embankment with crushed stone which contains soil’’, of
granulation 0-100mm, in thickness of 50cm, i.e. 80cm.

The Engineer is agreed that on certain part of the subsection it is hard to execute the works according to
the Main Design, i.e. on certain parts of the terrain it is practically impossible, considering the quantity of
accumulated water. Drying of these sections is complex, long-term, and can significantly disrupt the
entire Programme.

Within the Method Statement II- For execution of the ‘’lowest layer’’ the stone which contains the soil
must not be used, but strictly pure stone aggregate, without clay fraction admixtures. Also, within the
Method Statement description (clause C, part b)), it has not been stated that the topsoil will be removed.
Clarification of the planned Method Statement is required.

Proposed solutions would allow the works and in the poor weather and terrain conditions (high level of
groundwater) to the Contractor, but for the permanent quality ensuring a solution of the dewatering in the
subsoil and zone of the embankment’s body problem must be defined.

Based on the terrain visiting dated on April 16th, 2015 the Engineer’s opinion is that the proposed stone
quantities on the certain sections are oversized. It is necessary from the Contractor to deliver criteria and
analysis based on which he defined proposed Method Statement, as well as the explanation why the
topsoil would not be removed, i.e. to consider, at least, removal of the surface area.

Also, it is necessary to deliver analysis of the prices for proposed design variation.
We propose that in the purpose of the best and most optimal solution finding, the Contractor should
consider and other variants of subsoil processing.

Considering that all solutions present the design variation, an opinion of the Designer is required.
