TCU: EVOLVING HISTORICAL FACTS

Motivated by the urgency of need to serve the youth of growing


Taguig City, the Local Government Administration came up with
Ordinance No. 29 Series of 2004 "An Ordinance Establishing the
Pamantasan ng Taguig and Appropriating Funds Thereof." This was also
one of the offshoots of the provisions of the Local Government Code.

Pamantasan ng Taguig was renamed Taguig City University


pursuant to City Ordinance No. 13, Series of 2009.

Building TCIJ was not laid on a golden platter, it has gone through
various forms of birth pangs top billed by the very basic need to have
enough school buildings. For two (2) years, despite its birthing courage,
the pipedream hardly manifested its physical eloquence, but in S.Y. 2006-
2007, its realization swiftly took off. The organization of the University
and construction of the TCIJ main building commenced. Meanwhile,
undergraduate classes were held in various High Schools and Elementary
campuses, all in Taguig lent to the growing management of TCIJ. In
2006, General Ricardo Papa Sr. Memorial High School offered some
rooms for free. In 2007, rooms expanded to Taguig Elementary School,
Sta. Ana-District 1 and Em's Elementary School, Signal VillageDistrict
2. In 2008 -2009 additional undergraduate classes were held in annex
schools of General Ricardo Papa Sr. Memorial High School at Brgy.
Ususan and Signal Village Elementary School (Annex) in same place.

Lack of classrooms did not also deter the holding of Graduate


School classes. The graduate program in Master of Arts in Teaching
majors in Mathematics, Filipino, English and Social Sciences were
lumped together as a common major. It paved the way to the development
of the Master of Arts in Educational Management, while holding classes
comfortably in a secluded and secured room, 2nd floor of Sunshine Mall
Taguig.
School Year 2009-2010 reflected the metamorphosis of youthful
Taguig City University, because in June of the aforementioned School

Year, all classes from undergraduate to graduate programs started to be
held at the new main building of TCU, then the rest became part of history.

Today, TCIJ offers the following courses: Bachelor in


Elementary Education; Bachelor in Secondary Education majors in
teaching Science, English, Physical Education, Mathematics, and
Psychology; Bachelor of Science in Business Management,
Entrepreneurial Management, Marketing Management, Office
Management, and Hotel and Restaurant Management; Bachelor of
Science in Tourism, Travel Management; Bachelor of Science in
Criminology; Bachelor of Science in Computer Science; Bachelor of
Science in General Engineering; Bachelor of Science in Industrial
Technology majors in Electrical Technology, Electronics, Automotive,
Refrigeration and Air-Conditioning. In addition to the Master of Arts in
Educational Management, TCI-J also offers Master in Public
Administration and Master in Business Administration.
Like a ship manned by a skillful captain, TCU has the lucky charm of
a seafarer's floatability in turbulent waters. Its academic stewards, past and
present, continue to bring the institution to where its destiny lies.

On TCU's first year of operation, S.Y. 2006-2007, the University


was under the stewardship of the Vice President for Academic Affairs,
Tess Umali. The organization of the University and construction of the
TCU main building were the highlights of this period. On S.Y. 20072010,
the First TCI-J President was put on the lead in the person of Vice Mayor
George Elias. It was during his term when the construction of the main
building was completed, likewise curricular offerings were expanded.
Year 2010 to early part of 2011, TCU was under the reigns of Bro.
Rolando Dizon who became instrumental in creating the four (4) schools
namely, Graduate Studies; Education, Arts and Sciences; Engineering,
Technology and Computer Science; Management, Entrepreneurship, and
Criminology.

On April 4, 2011, Mayor Ma. Laarni "Lani" L. Cayetano installed


Atty. Lutgardo B. Barbo as the 3rd President of TCU. He is a former
Governor of Eastern Samar and Secretary of the Philippine

Senate. He was President of the Philippine Normal University, 2006
— 2010.
Now under a dynamic leadership Team, coupled with the
unwavering support of the City Government of Taguig, TCI-J booms
with achievements and academic reforms. With the assumption of the
current team, the following were put underway:

1. The Philosophy, Mission and Vision of TCU were re-defined;


2. Key Result Areas (KRAS) were identified;
3. CHED requirements were substantially complied with;
4. Ladderized courses were tapped for registration with TESDA;
5. School Policies were formulated;
6. Organizational Structure was streamlined and made functional;
7. Manpower resource was right-sized;
8. Operation Handbooks namely, Student, Faculty, Administrative
and Laboratory Manuals were developed;
9. Five (5) Story Administrative Building was constructed;
10. Five (5) Year Development Plan was formulated;
11 . Review and revision of curricula were done;
12. Curriculum offerings were expanded;
13. Management Systems Audit was adopted;
14. Accreditation policies were substantiated;
15. The TCI-J Logo and TCI-J Mascot were developed to enhance
the University identity;
16. CHED's Monitoring Team visit (Sept. 21, 2011) gave positive
results; and
17. The College of Criminology (TCU's Banner College) brought
honors to TCU and the City of Taguig through its graduates'
performance in the 2011 Criminologist Licensure Examinations
TCU is 5th place among schools nationwide with more
than 30 Examinees
• TCI-J is 8th place among schools nationwide with more
than 20 Examinees

• TCU passing rate: 87.50% (32 took the exams, 28
passed, 4 failed)
To date, the development of the University is never ending.
Academic leaders may come and go,
but Taguig City University will stay for good (ZMP).

THE TCU LOGO

The TCU Logo which is the official seal of the University
is a circular shield with embossed inscription: "Taguig City
University 2006." The year that is indicated therein represents
the actual operation of the University which was conceived in
2004 by Ordinance No. 29, "An Ordinance Establishing the
Pamantasan Ng Taguig and Appropriating Funds Thereof."
Later the institution was renamed Taguig City University (TCU) pursuant
to City Ordinance No. 13, Series of 2009.
All the symbols are contained in the goblet which speaks of the
interdependence of every element presented in the logo. The City Logo
symbolizes the stewardship of the City Government of Taguig over Taguig
City University. The Filipino National Flag stands firmly for the continuing
developrTEnt of patriotism and nationalism. The facade of the school
buildings symbolizes the burgeoning and flourishing City of Taguig. It
spells out the hub of the academic learning environment of TCI-J where
instruction, research, and community extension services sprout. It
strengthens the youth's dream to acquire quality higher education, with the
faculty and administration as the school guardians. The torch symbolizes the
flame of knowledge that extends in unlimited directions the triumph of light
over darkness. The book and pen define the gradual development of
leaming. The green map shows the topography of Taguig City. The circular
border signifies the continuing translation of the philosophy, vision, and
mission of Taguig City University
The official color of TCU is red. It symbolizes Taguig City's warmth,
happiness, joys, and love which bind together courage and power of the
Taguigefios.
The greenery that locates the areas bounded by the city radiates the
balance of leaming and growth which is strongly symbolic of the wide

spaces for the city's progress. Yellow bespeaks of bright, creative, and
intellectual energy that TCU offers to its stakeholders.
Poised on a white background which stands for purity are the core values
of TCU which are TRUTH, COMPETENCE, and UNITY.
The two gold stars at the base of the institution's name stand for the joint
efforts of the City Government of Taguig and TCU to build the dreams of Taguig
City. The gold laurels represent the leadership that supported and continue to
support TCU.

THE TCU CATFISH

The Catfish is a universal fish but it is


considered one of the native and original fish
varieties of Taguig. Long time Taguig residents love catfish for
food and regard it as specialty on their tables because of its
delicious taste. More often it is served for special people and loved
ones. The catfish is a strong fish. It is a survivor and a toughie. It
can jump very high than any other native fish. The body is so
slippery that one cannot easily hold and catch it. It has a hard
pointed bone connected to its fins which serves as its weapon
against intruders and other preying animals. Many people can find
it hard to catch one. It has a unique characteristic apart from other
schools of fish for it doesn't breathe for air in open space. It can't
always be seen. In short, the catfish is a smart fish. The Taguig
youth should emulate the quälity of this fish-smart, agile, tough,
survivor and uncatchable in times of difficulties. The first
successful effort to culture the catfish in big commercial volumes
was initiated by a Taguigefio from Barangay

Calzada-Tipas during the early 60's.
