LINE PIPE
1.0 SCOPE

This specification defines the minimum requirements for manufacturing,


testing, inspecting, marking, and shipping of steel line pipe for gas and
liquid pipelines for offshore applications off the coast of West Africa. Any
exceptions shall be submitted in writing for approval by Company.

2.0 APPLICABLE DOCUMENTS

Contractor shall consider the most recent standards and codes as part of
this specification issued by the associations and approved bodies listed
in Appendix I as part of this specification.

Any conflict between the above codes and standards shall be submitted
to Company for resolution.

3.0 CHARACTERISTICS

The system shall perform satisfactorily at the operating conditions


specified by the Technical Requirements.

4.0 MANUFACTURING, TESTING AND INSPECTION

4.1 Manufacturing Process Requirements

a. All pipe shall be manufactured in accordance with API Specification


5L.

b. Only seamless or submerged arc welded (SAW) pipe shall be utilized.

c. Pipe shall be made from a semi-killed or fully-killed, basic-oxygen or


electric-furnace steel.

d. Ends of pipe shall be machined as specified in API Specification 5L,


with a bevel angle of 30 degrees, plus 5 degrees, minus 0 degree.
Maximum deviation of the plane of the pipe end from a plane
perpendicular to the longitudinal axis through the center shall be
1/32 inch for pipe 10-3/4 inches O.D. and smaller, and 1/16 inch for
pipe 12-3/4 inches O.D. and larger.

e. Mill-welded jointers shall not be acceptable unless agreed to in


writing by Company.

f. Pipe shall be either non-expanded or cold expanded. Cold expansion


shall not exceed 1.5 percent strain.

g. Pipe lengths shall be minimum 37 feet and maximum 42 feet with


the average length as near to 40 feet as possible.

4.2 Chemical Properties and Tests

a. The steel shall have a Carbon Equivalent (C.E.) not greater than 0.42
(or 0.38 for sour service), as calculated from the heat analysis in
weight percentage using the following formula:

C.E. = C + Mn + Cr + Mo + V + Ni + Cu

b. Silicon content shall not exceed 0.35 percent on check analysis.

c. When added, the columbium plus vanadium plus titanium content


shall not exceed 0.12 percent total. Any other intentionally added
elements such as nitrogen, aluminum, calcium or other deoxidizers
or grain refiners shall be reported.

d. Manufacturer shall include with his quotation the nominal chemical


compositions (not API Specification 5L Table 3.1 maximums) of in the
steel which the manufacturer proposes to supply. Typical ranges for
all significant elements in the steel shall be reported.

4.3 Mechanical Properties and Tests

a. Tensile strength shall not exceed specified minimums by more than


20,000 psi.

b. The following impact toughness requirements apply to pipe with a


wall thickness greater than 3/8 inch:

1) Charpy V-notch specimens shall be tested according to API 5L


Supplementary Requirement SR5.

2) The minimum absorbed energy shall be 20 ft.-lbs. for full size


specimens.

3) The test temperature shall be 32oF or the minimum service


temperature of the line, whichever is lower.

4.4 Hydrostatic Testing

a. Hydrostatic tests shall be performed in accordance with API


Specification 5L, except that pipe 8-5/8 inch O.D. and larger shall be
tested at a pressure that produces a hoop stress of 90 percent or
more of the specified minimum yield strength, based on nominal wall
thickness. Test pressures shall be maintained for a minimum of ten
seconds.

b. End seals used for hydrostatic test shall preferably not obstruct the
test or the observation of the pipe for more than 2 inches on each
end of each joint. If manufacturer is unable to comply with this
requirement, the distance of obstruction shall be stated in his
quotation.

4.5 Material Testing and Reporting

Ten (10) copies of each of the following test or analyses records,


conducted in accordance with and conforming to the requirements in API
Specification 5L and this specification shall be furnished to Company.
Records and reports shall include the following:

1) Order number, pipe outside diameter, wall thickness, weight per


foot, type of weld seam (if any), and grade.

2) Heat and mill control check chemical analyses of each heat and
check analysis on the finished pipe. The total steel composition,
including silicon, micro-alloying elements added for improved
hardenability, and carbon equivalent shall be reported.

3) Tensile properties (ultimate tensile strength, yield strength, and


percent elongation) for each lot, and mill control tensile tests for
each heat.

4) Impact test results.

5) If the pipe is cold expanded, the maximum amount of expansion


shall be reported.

4.6 Non-Destructive Inspection

a. As a minimum, the weld seam of welded pipe shall be


nondestructively inspected in accordance with Section 9.1 of API
Specification 5L.

b. The weld on SAW pipe shall be magnetic particle inspected on both


the I.D. and the O.D. for a minimum distance of 4 inches on each end
of the pipe.

c. If specified in the purchase order, seamless pipe shall be


nondestructively inspected in accordance with API Specification 5L
Supplementary Requirement, SR-4.

4.7 Workmanship, Visual Examination and Repair of Defects

a. Surface defects shall be acceptable without dressing only if their


extent maybe readily assessed by visual examination by Company.
Burrs and sharp projections shall be removed from the outside
surface of the pipe by grinding. Where burns, seams, scabs, roll
marks, sharp scratches, other damages or flaws, etc., of unknown
depth are found, Manufacturer shall perform exploratory grinding to
determine the extent of the defect before offering the pipe for
inspection or repair.

b. Repairs to defective pipe shall be in strict accordance with API


Specification 5L, Section 10. Each length of repaired pipe shall be
nondestructively tested by one of the methods listed in API
Specification 5L, Section 9, and shall be hydrostatically tested in
accordance with this specification.

c. When defects or deviations which approach but are within defined


limits of this specification and of API Specification 5L occur
repeatedly on successive pieces, they may cumulatively constitute
an "injurious defect" and therefore be cause for rejection on the
basis of workmanship. The cause for such repeated defects shall be
corrected when called to attention of Contractor in writing by
Company. Thereafter, Company will not accept responsibility to
accept subsequent production containing such repetitive defects or
deviations.

4.8 Additional Requirements for Sour Service

a. The chemical composition of the pipe shall conform by heat and


check analyses to Section 4.2 of this specification with the added
requirements that the sulfur (S) content shall be 0.010 percent
maximum and the phosphorous (P) content shall be 0.020 percent
maximum.

b. For welded pipe products, the steelmaking practice shall require


"inclusion shape control" chemistry additions to avoid Type II MnS
inclusions and silicate stringers in the finish product. Manufacturer
shall include a brief description of steelmaking practices with his
quotation.

c. For welded pipe products, microstructural documentation (transverse


and longitudinal) from one pipe of each heat on the type, size, shape
and distribution of non-metallic inclusions in the steel shall be
provided.

d. Hardness of the pipe shall not exceed Rockwell C-22. For welded
pipe products, one metallographic cross section of the weld shall be
cut from each pipe from which tensile test samples are cut.
Hardness traverses shall be made at a distance of 1-2 millimeters
from the O.D. and I.D. surfaces and at mid-wall. Each traverse shall
include readings at approximately 0.5 millimeters intervals in the
base metal, HAZ, and weld metal (at least 3 readings in each zone)
on both sides of the weld. No values shall exceed 250 VHN using a
5 kilogram load. If any sample fails, at least five other pipes from
the same lot of pipe shall be tested. Any pipe which fails the above
the hardness test shall be rejected.

e. All pipe for sour service shall be tested for hydrogen induced
cracking (HIC) resistance. For seamless pipe, grades X-52 and lower,
these tests may be waived by Company. One pipe from each heat of
steel shall be tested according to the NACE Standard Test Method for
Evaluation of Pipeline Steels for Resistance to Stepwise Cracking
(TM-02-84). Acceptance criteria shall be a maximum Crack Length
Ratio (CLR) of 15 percent and a maximum crack thickness (b) of
0.1mm on any specimen. If any sample fails, two additional pipes
from the same heat shall be tested. If all samples from these two
pipes pass, then the heat (except for the pipe which originally failed)
shall be accepted. Otherwise all pipes from that heat of steel shall
be rejected.

4.9 Pipe Marking

a. Each length of pipe shall be marked as specified in API Specification


5L.

b. In addition, the measured length and specified diameter and wall


thickness shall be paint stenciled or paint-stick marked on both ends
of each joint. For pipe sizes larger than 10 inches O.D., this marking
shall be on the inside surface. For smaller sizes it may be on the
outside and an identifying daub or paint shall be placed on the
inside. Company reserves the right to specify the colors to be used
for identification.

c. Cold die stamping of the finished pipe is prohibited unless it is


specifically required by regulatory bodies. In that case, low stress
rounded dot stamps shall be used and all stamping shall be done on
the weld bevel.

4.10 Pipe Mill Certification

All analyses are to be certified and Company shall witness all mechanical
tests.

5.0 QUALITY ASSURANCE PROVISIONS

a. The line pipe purchased shall be covered by the following


supplementary warranty clause:

Company shall be reimbursed for replacement costs of any pipe


furnished that fails under field hydrostatic test due to defects of
material, workmanship, or lack of compliance with this specification.
Such tests shall be applied at the time of construction and before
pipe line is placed in service. These replacement costs shall include
pipe, labor, and equipment rental for locating, cutting out, and
replacing defective pipe.

b. Company's construction specifications require Contractor to adhere


to the following step-by-step test procedure, using water as the
testing liquid on any pipe line purchased under above warranty.

1) Raise internal test pressure to produce a hoop stress equal to


97% of the specified minimum yield strength of the pipe and hold
for one hour.

2) Lower internal test pressure to produce a hoop stress equal to


95% of the specified minimum yield and hold for eight hours.

3) Release pressure.

6.0 PREPARATION FOR SHIPPING

a. Pipe shall be shipped without mill coating and shall be dry and free

of grease.

b. Line pipe transport shall be in accordance with API RP 5L1,


"Recommended Practice for Railroad Transportation of Line Pipe", or
API RP 5L5 "Recommended Practice for Marine Transportation of Line
Pipe" as applicable.

c. A loading diagram showing the stacking arrangements, location of


bearing strips, use of spacers, tie-down straps, etc., shall be
furnished to Company for review prior to shipment.

d. Handling of pipe in the shipping yard shall be with nylon slings or


special type of end hooks with soft metal inserts subject to Company
approval.

e. Trailer shipments may be made on pole trailers containing properly


constructed hardwood cradles on the bolsters or on trailer floats.
Pipe shall be securely tied to trailer by use of banding material or
padded chairs.

f. Pipe shall be supplied with released end caps.
