1 Before You Start
1.1 For Internal Use Declaration

In any conditions the CME stand-alone version is only for internal use, including offline
configuration, training and demonstration. The stand-alone version must not be given to the
customers. If customers have any other requirements, contact the Customer Solution&Sales
Support Department.
1.2 Matching Standalone Mode Version

1.2.1 OS Versions

displayed above the table when users open the CME negotiation data template by using Office Excel
2007, Office Excel 2010, or Office Excel 2013, click Options. In the displayed dialog box, select
Enable this content, and click OK to enable the macro function.
 After you select Add-Ins from the main menu, the function buttons provided by the CME
negotiation data template are displayed.
 The macro security level should be set to Medium or Low by using Office Excel 2003.
 Microsoft Office of only one version can be installed at a time.
1.2.4 Related NE Product Versions
The CME supports the hot patch versions of the BSC6900, BSC6910, MBTS, NodeB, eNodeB.
For example:

2 Preparing for the Installation
2.1 Obtaining the Software Required for the Installation

Contact Huawei technical support engineers to download the CME software package at
http://support.huawei.com/. After logging in to the website, choose Support > Software >
Wireless Network > SingleOSS-MBB > SingleOSS-MBB > M2000-Common > iManager
U2000-CME. Alternatively, you can obtain the software disk of iManager U2000-
CMEV200R016C10SPC250 Windows from Huawei.

For security rectification reasons, two SQLServer installation packages

(SQL2012_Install_for_CME_Standalone.rar and SQL2012_Install_for_CME_Standalone---
for_R16C10_and_Later.rar) are provided at http://support.huawei.com. For specific reasons, see
section 7.35Why Are Two SQLServer Installation Packages Provided at
http://support.huawei.com? Which One Should I Choose?
Save the package to a local PC. This document takes the root directory of D:/ as an example.
2.2 Precautions for the Installation

 Only users in the administrators group are authorized to install the standalone CME and
perform operations on it.
 Before uninstalling the CME, you can back up data by choosing Advanced > Custom
Configuration > Backup.
 Standalone CMEs of different R versions can be installed concurrently. Standalone
CMEs of different SPC versions can also be installed concurrently.
 After SQL Server 2012 and the workaround package are installed, standalone CMEs of
V200R014 and later and that of V200R013 (or V200R012) can be installed concurrently.
For details, see section 7.26"How Do I Make the Standalone CME of V200R014 or
Later Compatible with that of V200R012 or V200R013?"
 If the standalone CME of a version earlier than V200R014 has been installed, you are
advised to uninstall it and SQL Server 2005. For details about how to uninstall SQL
Server, see section 7.16"How Do I Uninstall the SQL Server Completely?"
 You are advised to uninstall CME V200R013 or earlier before installing standalone CMEs of
V200R014 and later, because:
Standalone CMEs of V200R014 and later depend on SQL Server 2012, but CME V200R013 or
earlier depends on SQL Server 2005. If SQL Server 2012 and SQL Server 2005 coexist, exceptions
may occur. The causes are as follows: 1. Free SQL Server versions used by the CME may not be
compatible. 2. If two SQL Server versions coexist, you have to configure installation parameters
during CME installation, which may cause errors. Therefore, to simplify operations, you are advised
to uninstall CME V200R013 or earlier and SQL Server 2005. Before uninstalling SQL Server 2005,
verify that only the standalone CME uses it to avoid impact on other software.
 To install standalone CMEs of V200R014 or later and of V200R013 or V200R012, you are advised
to install them by referring to section 7.26"How Do I Make the Standalone CME of V200R014 or
Later Compatible with that of V200R012 or V200R013?"
 If you have to maintain the installed CME V200R013 or earlier, install SQL Server 2012 by
referring to section 7.1"How Do I Make SQL Server 2005 Compatible with SQL Server 2012?"
Note that you must use the installation parameter settings here when installing the CME in the
future.
 Before installing a standalone CME, stop the standalone CME that is running. Before
starting a standalone CME, stop the CME installation program that is in progress.
 The standalone CME version can be installed only on an operating system of simplified
Chinese or English version.
 If a standalone CME is installed on a Windows 7, note that:
− It is not recommended to install the CME in the system path. For example, if the
Windows 7 is installed on disk C, it is not recommended to install the CME in the
system path such as C:\\Program files and C:\\WINDOWS.

− If the CME has been installed in the system path on Windows 7, assign the
permissions for starting the CME to administrators. For details, see section 7.13"How
Do I Start a CME Installed in the System Path on Windows 7?"
2.3 Installation Procedure

install the standalone CME client.
3.1 Checking Before the Installation of SQL Server 2012

3.2 Version Mapping Between the SQL Server 2012 and

the Standalone CME
The following table lists the version mapping between the SQL Server 2012 and the
standalone CME.

3.3 Installing SQL Server 2012
 When you install SQL Server 2012 without uninstalling SQL Server 2005, you may need
to change the parameter values in the template.ini file. For detailed operations, see section
7.1"How Do I Make SQL Server 2005 Compatible with SQL Server 2012?"
 The path and file name for the SQL Server2012 installation package must not contain
brackets.
 During the installation, ensure that the current user is an administrator.
 If the SQL Server detects that .Net Framework4.0 has not been installed during the SQL
Server2012 installation, it automatically installs .Net Framework4.0 by default. However,
during the uninstallation of SQL Server2012, it does not automatically uninstall .Net
Framework4.0.
Step 4 Copy the Microsoft SQL Server 2012 Express software to a local hard disk. Obtain the
mapping SQL Server 2012 software package by following instructions in Version Mapping
Between the SQL Server 2012 and the Standalone CME.
Step 5 Decompress the software package and run install.bat to install the SQL Server 2012 according
to the prompt messages.

3.4 Installing a New Standalone CME
 The standalone CME can be installed only in the Windows operating system. Therefore,
do not install the standalone CME in other environments.
 If the default port is not used, you need to specify the actually used port when running the
sqlcmd command. For example, if port 1434 is used instead of the default port, you need
to run sqlcmd –S127.0.0.1, 1434.
 Double-click Setup.exe in the folder of the Windows resource manager. Do not use tools
such as Total commander.
Step 6 Copy the installation package from the installation disk to a disk on the local PC.
Step 7 Decompress the installation package, and double-click cme_installdisk/setup.bat. The dialog
box is displayed, as shown in Figure 1.1, prompting you to confirm the installation.

Make sure that decompress installation package to an empty folder, or to a new folder.
Step 8 Click Next. The License Agreement window is displayed, as shown in Figure 1.1.

Step 9 If you accept the terms in the license agreement, click Next. Then, a window shown in Figure
1.1 is displayed. If you do not accept the terms, click Cancel to cancel the installation.

You are not advised to set the installation directory to a directory on the system disk. C:/ is
used as the system disk in this example.
When installing a CME of the Chinese version, do not use a destination folder whose name
contains rarely-used Chinese characters.
When installing a CME of the Chinese version, do not use a destination path whose name
contains rarely-used Chinese characters as the installation path.
When installing the CME software of the English standalone version, you must enter a target
directory that consists of only English characters.
Step 10 Specify the destination folder and click Next. A window shown in Figure 1.1 is displayed,

Step 11 Select both of CME Platform Package and CME Business Package. Click Next. A window
shown in Figure 1.1 is displayed, prompting you to select system of units.

 ServerName: Retain the default value 127.0.0.1.

 ServerPort: The default value is 1433. If you have changed the parameter values in the template.ini
file when installing SQL Server 2012, enter the new value of TCPPORT here.
Step 13 Click Next, as shown in Figure 1.1.

Naming_Service.exe.

3.6 Applying for an Offline License File for Other Users

When you start the standalone CME and the China domain connection is proper, you can use
the function to apply for an offline license file for other users.
Procedure
Step 16 On the CME menu bar, choose Help > Install NE MO Reference. The Off-line License
Application dialog box is displayed, as shown in the following figure.

version, and validity period of the license file.
ESNs of authorized computers can be viewed by users requiring the license file in Figure 1.1.

To configure a base station (including NodeB, eNodeB, or multimode base station) on the standalone
CME, you must install a base station component. If you do not want to configure a base station, skip this

This chapter describes how to uninstall base station components.

It is assumed that the installation path for the standalone CME is D:\CME. To uninstall base
station components, perform the following steps:
Step 27 View the components that have been installed.
In the main window of the standalone CME, choose Help > Browse Base Station
Components... In the displayed Browse Base Station Components dialog box, as shown in
Step 27, view information about the components that have been installed.

7.1 How Do I Make SQL Server 2005 Compatible with

SQL Server 2012?
Step 36 Modify the one-click installation template and use a command instance.
1. Modify the template.ini file in the released MSDE installation package, and change the
value of INSTANCENAM and TCPPORT. MSSQLSERVER is the default instance
name. If a command instance is to be used, you need to change MSSQLSERVER to an
available value, for example, SQLServer2005. 1433 is the default value of TCP port,
you need to change it to an unused value, for example 1434.
2. Run the install.bat file. Figure 2.1 shows the template.ini file after the modification.

7.2.1 Symptom
The system displays a dialog box indicating that the SQL Server installation program fails to
install files to the compressed or encrypted folder, as shown in Figure 2.2.

Step 37 Double-click My Computer and find the path where the SQL Server is installed, for example,
in disk C.
Step 38 Right-click Local Disk (C), and choose Properties from the shortcut menu. On the General

it, and click OK, as shown in Figure 1.1.

7.4.1 Symptom
The disk space of the default installation disk C is insufficient during one-click installation of
the SQL Server.
7.4.2 Cause
The default installation path of one-click installation of SQL Server is C:\Program
Files\Microsoft SQL Server\. However, the disk space of disk C is usually insufficient.
Therefore, the installation of the SQL server may fail, or the later installation of the
standalone CME may fail.
2. If the installation failed, perform operations described in section 7.16"How Do I
Uninstall the SQL Server Completely?"
3. Open the SQL2012_Install_for_CME_Standalone---for_R16C10_and_Later folder,
change the value of INSTALLSQLDIR in the template.ini file. Then, run install.bat.

7.5 What Do I Do When the Current User Is Not the User

Who Installs the SQL Server During Standalone CME
Installation?
7.5.1 Symptom
During standalone CME installation, the following information is displayed:
7.5.2 Cause
During SQL Server installation, only the user that installed the SQL Server is authorized by
default. Other users are not authorized by default.
Switch to the user that installed the SQL Server and then continue the installation.
Alternatively, perform the following steps to manually authorize the current user to install the
SQL Server as an administrator user:
Step 43 Switch to the user that installed the SQL Server. Choose Start > Run, and then type sqlcmd
in displayed Run dialog box.

The loopback IP address 127.0.0.1 on the PC is bound with a domain other than localhost. As
a result, database verification fails during the installation.
Find the C:\Windows\System32\drivers\etc\hosts file and set the content of the first line of
this file to 127.0.0.1 localhost. After the setting, continue the installation.
7.7 What Do I Do When I Cannot Uninstall the CME

Program in Control Panel After the CME Offline
Installation Fails?
7.7.1 Symptom
After the CME offline installation fails, the CME program cannot be uninstalled in Control
Panel.
7.7.2 Cause
Errors occur in the registration information because the CME fails to be installed or other
exceptions occur during the installation of the CME.
Clear the installation directory of the CME, and then re-install the CME.

7.8.1 Symptom

The CmeServer service has not exited completely, and only one CmeServer process instance
can be running.
Wait about 3 or 5 minutes, or kill the CmeServer process through the name ServerLoader.exe
in the Windows Task Manager, and restart the CME.
7.9 What Do I Do If the System Displays "Failed to obtain

the specified object because the service is not running"?
7.9.1 Symptom
When the startup progress of the CME client reaches 86%, the system displays the

The Chinese character set has been installed on the Windows 7 operating system of the
English version to identify Chinese characters. This method is invalid but Chinese characters
are contained in the decompressed CME installation directory. Therefore, the directory with
Chinese characters cannot be identified.
Decompress the installation package again and ensure that the decompressed CME
installation directory does not contain Chinese characters.

7.13 How Do I Start a CME Installed in the System Path on

Windows 7?
7.13.1 Symptom
After installing the CME in the system path on Windows 7, I cannot start the CME.
Assign the permissions for running the following programs to administrators:

 %CMEInstallDir%\3rdTools\python\bin\python.exe
 %CMEInstallDir%\3rdTools\python\bin\pythonw.exe
This section uses the javaw.exe program as an example for assigning the permissions to

7.17.1 Symptom
Assume that you install the standalone CME of English version on Widows of Chinese
version. If the CME is installed in a directory containing Chinese characters, errors might
occur on certain functions because the coding format is different between the client and the

for parameter comparison is downloaded.
Check the running log and the following garbled characters appear. The reason is that the

Uninstalled Because a Folder or File in the Package Is
Open.
7.18.1 Symptom
When users uninstall a base station component package, a message similar to the following is
displayed:

When a folder or file in a base station component package is open, related handles are
occupied in the Window operating system. As a result, the folder or file cannot be deleted and
the package cannot be uninstalled.
Close all folders or files in the base station component package. Then, uninstall the package
again.
7.19 The Independent Tool For Viewing XML Scripts

7.19.1 Tool Description
The CME provides an independent tool for you to view XML scripts without using the CME
client.
7.19.2 Obtaining Path

You can obtain the independent tool for viewing XML scripts from the following path:
Open the software package of the standalone CME and decompress the
XmlTool_language.zip file. Navigate to the client\client directory and double-click

7.27.2 Cause
Installation of base station component packages involves installation of a large number of
database objects and therefore a large memory size is required.
When the Windows system is busy and the memory usage is high, the CME cannot obtain
sufficient memory and accordingly fails to install the component packages.
Step 11 Restart the computer.
Step 12 Navigate to the component package installation directory %installation directory of the
standalone CME%\etc\CmeServer\CMEComponent, and delete the component packages
that fail to be installed.
Step 13 Check that the available memory on the computer is greater than or equal to 800 MB and no
other programs are running.
Step 14 Reinstall the component packages that fail to be installed. You can install a maximum of five
component packages at a time.

the CME system performance deteriorates, a possible reason is that available memory is
insufficient. Check whether available memory is lower than 4 G by choosing Control Panel >
System and Security > System. If the available memory space is low, resolve the problem by
following the instructions provided in the related Windows help.
7.29 What Do I Do If the Standalone CME Cannot Be

Started Because No Shortcut Icon or Startup Icon Exists on
the Desktop?
7.29.1 Cause
Due to high UAC settings for the OS, some operation permission is unavailable during
installation of the standalone CME. Although no error information is displayed during the
installation, no shortcut icon or startup icon exists on the desktop after the installation. As a
result, the standalone CME cannot be started.
Step 15 Click Start on the desktop of Windows 7.
In the displayed text box, type uac and press Enter.
In the displayed User Account Control Settings dialog box shown in the following figure,
change the UAC setting to Never notify, and click OK.

Step 16 Navigate to the uninstall directory under the installation directory of the standalone CME.
Then, run uninstall.bat to uninstall the standalone CME.
Step 17 Restart the OS. Then, reinstall the standalone CME.

7.30 What Do I Do If "Connect_with_server_down" Is

Displayed During the Startup of the Standalone CME?
7.30.1 Symptom
The following message is displayed during the startup of the standalone CME:
"Connect_with_server_down."
The log file in the %Installation directory of the standalone CME%\var\logs\ CmeServer
folder contains the following message: "initNameingContext catch unknown exception."
7.30.2 Cause
The PC where the standalone CME is installed is started, but the system resources that the
CME depends on, such as ports, are not initialized. This results in this problem.

There is a low probability that this problem occurs. To solve this problem, close the
standalone CME, wait for several minutes, and start the standalone CME again.
7.31 What Do I Do If "Connect_with_server_down" Is

Displayed During the Operation of the Standalone CME?
7.31.1 Symptom
The following message is displayed during the operation of the standalone CME:
"Connect_with_server_down."
7.31.2 Cause
SQL Server 2012 used by the standalone CME has a limit on the database space. If the
database usage exceeds 10 GB, database services are terminated unexpectedly.
To check whether the database usage exceeds the upper limit, you can log in to the data
directory of SQL Server (for example, C:\Program Files\Microsoft SQL
Server\MSSQL11.MSSQLSERVER\MSSQL\DATA) and check whether the total size of all
database files exceeds 10 GB.
Step 18 Uninstall unnecessary CME instances when multiple CME instances exist. You are advised to
install a maximum of two CME instances.
Step 19 Delete unnecessary databases to release the database space.

7.32 What Do I Do If the One-click Installation Window

Does Not Display Any Error But the Installation Log
Summary.txt Contains An Error with the Error Code
0x851A001A?
7.32.1 Symptom
During the one-click installation of SQL Server 2012, no error information is displayed in the
installation window. However, the standalone CME cannot connect to SQL Server 2012 and
the installation log file Summary.txt in the installation directory of SQL Server 2012
(generally, C:\Program Files\Microsoft SQL Server\110\Setup Bootstrap\Log) contains
the following error:

Reason for failure: An error occurred during the setup process of the feature.
Next Step: Use the following information to resolve the error, uninstall this feature, and then run

Error description: Wait on the Database Engine recovery handle failed. Check the SQL Server error
log for potential causes.
7.32.2 Cause
The user account for installing SQL Server 2012 does not have enough operation permission.
Step 20 Choose Start > Run and enter services.msc. In the displayed Services dialog box, right-click
SQL Server (MSSQLSERVER) and choose Properties from the shortcut menu.
Step 21 In the SQL Server(MSSQLSERVER)Properties(Local Computer) dialog box, clear This

account and select Local System account. Then, click Apply and OK in sequence.

Step 22 Right-click SQL Server(MSSQLSERVER) and choose Start from the shortcut menu.
Step 23 In the Start menu, choose Microsoft SQL Server 2012 > Configuration Tools > SQL
Server Configuration Manager. In the displayed Sql Server Configuration Manager
dialog box, choose SQL Server Configuration Manager (Local) > SQL Server Services in
the left pane. In the right pane, right-click SQL Server(MSSQLSERVER) and choose
Properties from the shortcut menu.

7.33.1 Symptom

The coding mode of the web browser is not set to GBK.

7.34 Why Is the Program Compatibility Assistant Dialog Box

Displayed When I Install the Standalone CME on a 64-Bit
OS?
7.34.1 Symptom
The Program Compatibility Assistant dialog box shown in the following figure is displayed
during the installation of the standalone CME on a 64-bit OS.
7.34.2 Cause
This issue does not affect the installation. The Program Compatibility Assistant dialog box
is provided by Microsoft and indicates a compatibility issue.
You can select any option in the dialog box or click Cancel to continue the installation.

7.35 Why Are Two SQLServer Installation Packages Provided

at http://support.huawei.com? Which One Should I Choose?
7.35.1 Symptom
Two SQLServer installation packages (SQL2012_Install_for_CME_Standalone.rar and
SQL2012_Install_for_CME_Standalone---for_R16C10_and_Later.rar) are provided at
http://support.huawei.com. What are the specific reason and differences between these
installation packages?
7.35.2 Cause
In SQL2012_Install_for_CME_Standalone.rar, the default password of user sa is
Changeme_123 for one-click installation of SQL Server 2012. The password is also used for
the installation of standalone CME.
However, Huawei IT considers Changeme_123 a weak password. If you do not change the
password, the network disconnects. Changing the password can bypass Huawei security
monitoring system, but it is just a workaround.
SQL Server users and administrators can change the password of user sa forcibly without
knowing the old password. In this case, the admin password mechanism cannot provide extra
security benefits. In addition, you must log in to Windows as an administrator user during the
installation and operation of the standalone CME.
After discussing with Huawei security department and product security department, the only
proper solution is canceling the password authentication of SQL Server users and supporting
only the Windows account authentication.
Rectification item:
1. SQL Server account authentication is canceled and only Windows account authentication
is required for SQL Server connection.
2. The password authentication of the sa account is replaced by Windows account
authentication for SQL Server connection during the installation of standalone CME.
Rectification results:
1. The SQL Server after rectification is incompatible with the CME version earlier than
R16C10.
2. Two SQL Server installation packages must be provided at http://support.huawei.com.
According to the discussion, the version number is added to the newly released SQL
Server installation package.

SQL2012_Install_for_CME_Standalone.rar
Newly released SQL Server installation packages for CME R16C10 and later:
SQL2012_Install_for_CME_Standalone---for_R16C10_and_Later.rar

7.35.4 Rectification Impact

The following table lists the version mapping between the SQL Server 2012 and the
standalone CME.
SQL Server 2012 Version Description

This version supports standalone CME versions R14, R15,
SQL2012_Install_for_CM and R16C00, and is compatible with R16C10 and later. If
E_Standalone.rar the standalone CME of R14, R15, or R16C00 is installed,
SQL2012_Install_for_CME_Standalone.rar is required.
SQL2012_Install_for_CM According to security rectification requirements, this
E_Standalone--- version does not support standalone CME versions R14,
for_R16C10_and_Later.ra R15, and R16C00, and supports only R16C10 and later.

 CME R16C10 is compatible with both SQL Server versions. You do not need to reinstall an SQL
Server if it is installed.
 If you want to install the standalone CME, install the new SQL Server package for CME R16C10
and later. Otherwise, install the old SQL Server package.
7.36 What Do I Do When the Windows Displays "The current

user is not an administrator user and cannot run this
script!" During the Installation of the CME or SQL Server?
7.36.1 Symptom
During the installation of the standalone CME or SQL Server 2012, the Windows displays the
following information.
7.36.2 Cause
The user running the install.bat script is a non-administrator user.

Re-execute the script after adding the current user to the administrator group by performing
the following steps:
Step 26 Switch from the current user to any administrator user and log in to the Windows again.
Step 27 Choose Start > All Programs > Control Panel, as shown in the following figure.
Step 28 In the displayed All Control Panel Items window, click User Accounts, as shown in the
following figure.
Step 29 In the displayed User Accounts window, click Manage User Accounts, as shown in the
following figure.
