KUALA LUMPUR: Gerakan is against gambling and betting,
said its president Tan Sri Dr Koh Tsu Koon yesterday. He
said the party was concerned with the increasing number of
gambling activities in society, which was affecting students.
“It is right for the government to put on hold the legalisation
of sports betting as this might add more avenues for people
to gamble. We have to look at what is happening in a society
overtaken by gambling and betting, especially in creating
family problems.”

Gerakan proposes automatic tax exemption for donations to all non-profit education institutions in the
party’s memorandum on the 10th Malaysia Plan (the 10th MP) to the government.
Gerakan Vice-President and Head of Central Economic Bureau Sdr Mah Siew Keong said the party’s
memorandum contains forward-looking, radical and inclusive recommendations and suggestions from
Gerakan for the 10th MP after having extensive consultation with various bodies and experts.
The party’s memorandum focuses on achieving the following objectives for Malaysia under the 10th
MP:
(A) Enhancing Talent and Human Capital Development:
i. automatic tax exemption for non-profit education and research institutions to strengthen the
capacity (funds, infrastructure and specialization) .
ii. recognizing Unified Examination Certificate (UEC) for the purpose of admission into public
universities and teaching colleges as part of the overall national strategy to halt brain drain.
iii. absorb all partially aided schools’ expenditure for maintenance and repairs as part of operating
expenditure (OpEx). This move would benefit SRJK(C), SRJK(T), mission schools as well as
Sekolah Agama Rakyat.
(B)  Generating Robust and Sustainable Growth:
i. cutting red tape by introducing a “one-in, one-out” rule whereby no new regulation is to be
brought in without other regulation being cut by a great amount.
ii. promoting local SMEs procurement by introducing an aspiration that at least 30% of
government contracts should be awarded to local SMEs via open tender, calling for open and
transparent tender for all government projects etc
(C)  Safeguarding Social Justice and Inclusiveness:
i. a specific strategy based on merits and needs must be formed to ensure access to quality
educational and employment opportunities for the 30% lowest household income-earners.
ii. providing incentives to encourage the private sector as well as NGOs.
(D)  Sustaining Ecological Balance and Quality of life:
i. promoting the radical concept GWB (General Well-Being) and not the mere growth of GDP as
a perquisite for a more holistic and ideal development.
ii. proposing the police to publish detailed local crime data statistics every month as well as
requiring the police to hold regular “beat meetings” so that the public can hold the police
accountable.
(E)  Advocating Good Governance & Integrity:
i. suggests having full online disclosures of all government spending and contracts and creating
a “right to data” so that certain government-held data can be requested and used by the
public;
ii. advocates opening up civil service recruitment to all Malaysians in line with the spirit of
1Malaysia by publishing job vacancies online in order to make civil service a 1Malaysia civil
service.
Meanwhile Gerakan Sabah,calls for the removal of the Cabotage Policy, adoption of the Open Sky
Policy, formulation of a workable and practical policy on foreign workers etc.

请问,您加入民政党后,在为民服务的层面上而言,是否

身为独立议员,在为民服务上确实面对许多难题。例
如,我很难从政府部门获取民生的资料,任何有关民生问
题的集会,对话我都不被邀请参与。这导致我无从下手来
服务选民。再加上有些政党的打压和排挤,使到我步步维
艰。
在加入民政党之后,这些事情都有了三百六十度的转
变。虽然还有一些零星的阻碍,一般上我的工作还算顺
畅。
